Mr. Lieberman called the meeting to order at 7 p.m.
Approval of minutes : Mr. Lieberman, seconded by Mr. Eastwood, moved approval of the
minutes of March 7, 2005. Motion passed unanimously.
Update on the Staples and Mays Addition architectural survey:
Carman Tschofen p rovided an update, with slide presentation, on the Staples and Mays Addition
survey. She said the project was about at the mid - way point. She stated she had not sent letters to
property owners as Mr. Empson had done in the past and asked if that was someth ing the
Commission wished her to do. It was agreed it might be helpful to notify property owners, just to
let them know what is going on. Ms. Fitzgerald will assist Ms. Tschofen with contacting property
owners. Ms. Tschofen said she would like to complete the survey draft in June. There are 125
homes in the survey area. Members were asked to complete their photo assignments.
Case No. DEM/05 - 01 Demolition application for residence at 1030 St. Croix Ave. W. Jeffery
Cruz, Meadow View Homes, applicant.
Jim Pe rkins was present representing the applicant. He said there was water damage to the
structure, resulting in problems with asbestos. The foundation is in very poor condition. He said
the cost of repairing the structure would be in excess of the property val ue.
Mr. Lieberman noted there are nine steps required of an owner according to the City’s
demolition ordinance. Generally, he said, an independent estimate of cost for repairing a
structure is required, a requirement the applicant had not fulfilled. Mr. E astwood also pointed out
the applicant had not provided evidence that the structure was offered for sale. Mr. Lieberman
said he would be concerned if the demolition was allowed without the applicant fully meeting
the ordinance requirements. Mr. Eastwood ag reed that the applicant should provide
documentation of cost estimates and advertisements for sale and moved to deny the permit. Mr.
Peterson seconded the motion. Mr. Tomten suggested it would be helpful if the applicant
provides more details, including ph otos, of the deterioration of the foundation and the interior of
the structure.
Jeanne Anderson, 1000 Sycamore St., asked about density of the proposed subdivision to be
located at the site and how it fit with City ordinances. Ms. Fitzgerald said the dens ity meets the

requirements of the RB District and has been approved for resubdivision by the Planning
Commission.
Ms. Fitzgerald suggested tabling the request, rather than denying at thi s point. Mr. Eastwood
amended his motion to table the request. Mr. Peterson agreed to second the amended motion.
Motion passed 6 - 0.
Case No. DEM/05 - 02 Demolition application for a garage at 919 S. Sixth St. Wayne
Henningsgaard, applicant.
Mr. Henningsgaa rd was present. He showed photos of garages on neighboring properties. He
also noted he had no response for an ad offering the structure for sale. He said he had no cost
estimate for repairing the structure but referred to the Building Official’s findings.
Mr. Peterson pointed out that the previous applicant was required to provide an independent cost
analysis of repairs and said he thought the same should be required of this applicant. Mr.
Eastwood and Mr. Lieberman both pointed out that it would not be n ecessary to spend a great
deal of money to obtain such an independent estimate. Mr. Lieberman also pointed out that the
applicant had not provided any indication of plans for a replacement structure, something that the
Commission needs to see to determine if the new structure is in keeping with the
design/materials of the primary residence.
Mr. Henningsgaard expressed his frustration with the process and requirements, stating he has
owned the property for 18 years, wants a two - car garage and has a right to build one. Mr.
Lieberman pointed out that it is the Commission’s charge to impartially enforce the City’s
ordinance.
Mr. Lieberman asked Commission members whether they thought the applicant had adequately
met the ordinance requirements. Consensus was th at the applicant had not fully complied with
the ordinance. Mr. Tomten suggested a possible compromise: to require the applicant to provide
staff with a spread sheet of the costs to repair the structure and to submit concept plans for the
proposed new gara ge, along with photos of the existing home, to show how the new garage will
relate to the home in design/materials, for staff approval. Mr. Tomten made that compromise in
the form of a motion. Mr. Eastwood seconded the motion; motion passed 6 - 0.
Case No. DR/05 - 12 Design review of projecting sign at 226 E. Myrtle St. in the CBD, Central
Business District. Jeanne Anderson, applicant.
Ms. Anderson was present. She stated the new sign would serve as the building’s sign package.
Ms. Fitzgerald pointed out ther e has never been a sign package for the building. If signage
changes are requested in the future, Ms. Fitzgerald suggested the possibility of having a tenant
directory.

Mr. Eastwood approve d the requested signage with the condition that the signage be the final
sign package for the building. Ms. Kraske seconded the motion; motion passed 6 - 0.
Case No. DR/05 - 13 Design review of signage for The Stillwater Inn, 1750 West Frontage Road.
Gunnar B alstad, applicant.
The applicant was present. The sign will be the same size as the existing signage. Mr. Eastwood,
seconded by Mr. Peterson, moved approval as conditioned. Motion passed 6 - 0.
Case No. DR/05 - 14 Design review for replacement signage for Ea gle Valley Bank, 1946
Washington Ave. Tom Beer, Graphic House Inc., representing the applicant.
Mr. Beer provided color renderings of the proposed new sign. He said the intent is not to have a
full color display reading board as initially proposed. The pr oposed reader board would serve as
a “sounding board” for the community as well as display time and temperature. Mr. Lieberman
expressed his disappointment of the proposal to advertise bank products. Mr. Beer suggested that
st
signage is protected by 1 Amen dment rights.
Mr. Lieberman moved approval as designed and conditioned. Mr. Peterson seconded the motion;
motion passed 6 - 0.
Case No. DR/05 - 15 Design review of signage for ReMax Resources at 1835 Northwestern Ave.
Thad Rich, applicant.
The applicant was present. Mr. Eastwood, seconded by Ms. Hark, moved approval as
conditioned; motion passed 6 - 0.
Other items:
A schematic of the Stillwater Library building design revision was included in the packet for the
Commission’s information.
There was discussion of nominees for the annual Preservation Week awards. Mr. Lieberman
suggested the Toy Lounge for best new signage in the Historic District. It was agreed that
Whitey’s be recognized for best façade/renovation. Mr. Tomten suggested the best reuse award
be gi ven for John Uppgren’s building. It was agreed that the heritage award be given to the
Warden's House Museum.
Ms. Fitzgerald provided signage plans for a coffee shop in the Chestnut Street Building. The
coffee shop will be located in the space formerly pr oposed for a restaurant use. The signage will
be in the same location as previously approved for the restaurant, she said. The awnings will be
the same color as the other building awnings and include generic verbiage. Mr. Peterson,

seconded by Ms. Hark, moved approval as submitted. Mr. Lieberman asked that in future such
items be included as regular agenda items. Motion to approve passed unanimously.
Mr. Lieberman asked Ms. Fitzgerald to let Mr. Russell know the Commission wants to pursue
review of all commercial projects.
Ms. Hark suggested that future demolition requests include a condition that the Commission be
provided with documentation of the condition of the interior of the struct ure.
Mr. Tomten, seconded by Mr. Peterson, moved to adjourn at 8:45 p.m. Motion passed
unanimously.
