HomeMy WebLinkAbout2005-05-02 HPC MIN City of Stillwater Heritage Preservation Commission May 2, 2005 Present: Howard Lieberman, Chairman, Phil Eastwood, Patte Kraske and Roger Tomten Others: Planner Sue Fitzgerald Absent: Diane Hark, Jeff Johnson and Brent Peterson Mr. Lieberman call ed the meeting to order at 7:25 p.m. and apologized to those in attendance for the lateness of the meeting start. Approval of minutes : Mr. Tomten, seconded by Mr. Eastwood, moved approval of the minutes of April 4, 2005, as submitted. Motion passed 4 - 0. Case No. DR/05 - 16 Design review of replacement signage for River Market Coop at 221 N. Main St. Mead Stone applicant. Mr. Stone was present. Mr. Eastwood inquired as to whether the new sign would be the same size as the previous sign. Mr. Stone said the n ew sign will be a bit larger than the previous sign, but matches nicely with the adjacent Valley Bookseller sign. Mr. Eastwood, seconded by Mr. Tomten, moved approval as conditioned. Motion passed unanimously. Case No. DR/05 - 17 Design review of an awning and signage for Liberty House Café and Creamery at 145 New England Place. Salvatore and Mary Rosa, applicants. The applicants were present. It was noted that both the sign and awning had been pre - approved. Mr. Lieberman complimented the applicants on the proposal package. Mr. Tomten inquired as to the projection of the awning; the applicants responded it will be a 45 - degree pitch. Mr. Eastwood, seconded by Ms. Kraske, moved approval as conditioned. Motion passed 4 - 0, with Mr. Lieberman indicating that Mr . Johnson had communicated his approval of the plan and his vote was being cast by proxy. Mr. Tomten abstained from voting. Case No. DR/05 - 18 Design review of signage for WineStyles at 124 N. Main St. David Cagel, applicant. Ms. Fitzgerald noted the requ ested sign will not be lit. The applicant will be selling wine and conducting wine tastings. Mr. Tomten, seconded by Mr. Eastwood, moved approval as conditioned. Motion passed unanimously. 1 City of Stillwater Heritage Preservation Commission May 2, 2005 Case No. DR/05 - 19 Design review of signage for Wrap - N - Ship at 1658 Market Drive. Hi Tech Signs, representing the applicant. Owner Vern Stefan was present. The request is for two signs. The sign on the front elevation will be illuminated; the sign on the r ear elevation will not be lit. Mr. Eastwood suggested the signage might appear washed out when lit. Mr. Stefan said the request is for black lettering on a white background; the letters will be individually illuminated. Mr. Eastwood, seconded by Ms. Krask e, moved approval as conditioned. Motion passed unanimously. Case No. DR/05 - 20 Design review of signage for Liberty Village Wines & Spirits at 105 New England Place. Terry Semo, DeMars Signs, representing the applicant. The applicant was present. It was noted that three signs are allowed, as the business is located on a corner lot. The signage was pre - approved in a sign package approved in 2002. Mr. Lieberman, seconded by Mr. Eastwood, moved approval as conditioned. Motion passed 4 - 0; Mr. Lieberman stated that Mr. Johnson had communicated his approval of the submitted plans and his vote was being cast by proxy. Mr. Tomten abstained from the vote. Case No. DR/05 - 21 Design review of replacement signage for St. Croix Orthopaedics at 1701 Curve Crest Blvd. Ma rk Hansen, Mohagen/Hansen Arch., representing the applicant. Stacy Collins was present representing the applicant. She stated the requested signage does not require a variance as initially thought. Mr. Tomten asked whether the signage would be internally lighted. Ms. Collins said the signage will be internally lighted individual letters, white on a colored panel, the same as the building sign. Mr. Tomten, seconded by Mr. Eastwood, moved approval as conditioned. Motion passed unanimously. Other items: Ms. Fitzgerald said the house on St. Croix Avenue that is the subject of a demolition request is in bad condition. She said Building Inspector Cindy Shilts had been through the house. The house cannot be moved as the foundation is in pieces. Mr. Lieberman ask ed that a copy of the Demolition Ordinance be provided for the next meeting. A letter indicating the City is the recipient of a Minnesota Historical Society grant was included in the agenda packet. Ms. Fitzgerald said the City Council has given approval f or the HPC to advertise for an investigator for the project. 2 City of Stillwater Heritage Preservation Commission May 2, 2005 Ms. Fitzgerald and Mr. Lieberman stated presentation of the annual preservation awards went well.
