HomeMy WebLinkAbout2005-06-06 HPC MIN City of Stillwater Heritage Preservation Commission June 6, 2005 Present: Howard Lieberman, Chairperson, Phil Eastwood, Diane Hark, Jeff Johnson and Roger Tomten Others: Planner Sue Fitzgerald Absent: Patte Kraske and Brent Peterson Mr. Lieberma n called the meeting to order at 7 p.m. Approval of minutes: Mr. Eastwood, seconded by Ms. Hark, moved approval of the minutes of May 2, 2005. Case No. DR/05 - 22 Design review of an awning for Nuja Rose at 312 S. Main Street. Nuja Rose, applicant. The a pplicant was present and provided a sample of the awning fabric. The awning will be placed on an existing frame. Mr. Eastwood moved approval as conditioned. Ms. Hark seconded the motion; motion passed unanimously. Case No. DR/05 - 23 Design review of a pati o and signage for Nacho Mama’s located behind 312 S. Main St. Todd Nelson, applicant. Todd Nelson was present. The 640 - square foot patio would be constructed of exposed, polished agate. Plans include a 5’ cedar privacy fence on the north elevation and som e wrought iron fencing along the south and west elevation. Umbrellas for the outdoor seating would not have any verbiage. Future plans may include a building mural; Ms. Fitzgerald noted that HPC review would be required for the mural. Signage would be yell ow/gold in color and would replace the existing signage. Stringed lights would provide lighting. Mr. Nelson noted the business would only be open until 9 or 10 p.m. weekdays. Mr. Tomten and Mr. Johnson expressed a concern about the lack of details regardi ng the signage colors and the color of the stain for the cedar fencing, lighting and other elements Mr. Nelson said he would like to get started on the patio in the very near future. Mr. Johnson suggested giving concept approval subject to staff review of the requested details. There was some discussion regarding the dumpster enclosure. Mr. Nelson noted it would be difficult to enclose the dumpster due to its location; he noted the dumpster is not visible from either the street or the restaurant. Mr. Tomte n moved concept approval with the applicant to submit signage color, cedar fence detailing and color, lighting cuts, wrought iron fencing details, and sample color of the umbrellas to staff for review, with the additional conditions that there be no logos on the umbrellas and that 1 City of Stillwater Heritage Preservation Commission June 6, 2005 the mural be treated as a separate item. Mr. Eastwood seconded the motion; motion passed unanimously. Case No. DR/05 - 24 Design review of a temporary signage for Stillwater Library at 1305 Frontage Road W. Bill Hickey, representing the applicant. Mr. Hickey was present. Ms. Fitzgerald suggested a possible condition that the applicant return if the signage is still up in a year. Mr. Johnson noted the symbols take u p a lot of space and suggested the lettering could be larger if the symbols were reduced. Mr. Hickey noted the sign is already fabricated – the banner on Chestnut Street. Mr. Hickey also noted this is a temporary location only for the duration of the libra ry renovation/construction project. Mr. Lieberman asked if there were plans for any lighting/fixtures. Mr. Hickey responded that the lighting in the area appears to be adequate. Mr. Tomten, seconded by Mr. Eastwood, moved approval as conditioned. Motion p assed unanimously. Case No. DR/05 - 25 Design review of a temporary tent for fireworks sale at 1801 Market Dr. Randy Herrman, applicant. Mr. Herrman was present. He said the tent will probably go up around June 20 and be down by July 7. A church group will be manning the sales as a fund - raiser, he said. Ms. Fitzgerald stated there had been no complaints last year, other than an issue regarding signage – only one sign is allowed. Mr. Johnson moved approval as conditioned, with the additional condition that one 2x20’ sign be allowed on the exterior of the tent. Mr. Tomten seconded the motion; motion passed unanimously. Case No. DR/05 - 26 Design review of an accessory dwelling at 821 Third St. S. Todd Huntley, applicant. The applicant was present. Mr. Tomten said the plans looked good, but he questioned the plans for the roof, noting that as submitted, a portion of the roof would be flat; Mr. Tomten said he assumed the intent was to pick up the house rooflines. Mr. Tomten also asked if the plans were to have the accessory structure match the house in materials/design. Mr. Huntley said there is some question about materials and fireproofing the accessory structure due to the proximity to the next property, but said he would do whatever the building department r equires in that regard. Mr. Johnson pointed out that some of the detailing appears to be more Craftsman in style versus Queen Anne’s style, which is the style of the home. Mr. Johnson referred to new garages at th homes at 6 and Pine and Third and Marsh as good examples of Queen Anne’s style 2 City of Stillwater Heritage Preservation Commission June 6, 2005 architectural detailing. Mr. Johnson also suggested that the applicant give more thought to the rooflines and asked if the applicant would be willing to come back with more details. Mr. Huntley said he would like to start construction late this summer and would be willing to do as Mr. Johnson suggested. Mr. Johnson, seconded by Ms. Hark, moved to approve the size and scale of the proposed structure with final approval pending the applicant submitting more details regarding architecture/materials. Motion passed unanimously. Case No. DR/05 - 27 Design review of a bed and breakfast garage expansion at 801 W. Pine St. Rita Graybill, applicant. Rita Graybill a nd Mike Robinson were present. Mr. Robinson said the proposed use of faux material siding, as well as the shape of the roof and shingle cut is an attempt to blend the addition into the background and give the addition the look of a different timeframe. Ms. Graybill and Mr. Robinson also noted that the siding on the garage does not match the house. The color of the faux material will be the same buff color as the garage. Mr. Johnson asked if the intent is to use the addition more as a shed than a garage. Ms . Graybill responded in the affirmative, noting, however, that an MG would be stored in the addition. Mr. Lieberman asked about lighting. Mr. Robinson stated there likely would be a service light next to the doorway. Mr. Johnson noted the only reason this request is before the HPC is because the main house is a B & B. He suggested the most significant issue was not the siding material but rather carrying the elements such as roof/eave line and door elements through from the addition to the garage in order to tie the two structures together. He noted the buck doors on the existing garage are the most visible element from the street and he suggested the use of that style door on the addition to bring the buildings together. Mr. Johnson moved approval as subm itted and as conditioned, with the additional conditions that the trim match the existing garage and applique on the dwelling, allowing the natural colored faux stone and requiring the double door on the addition to match the existing garage doors. The mot ion also allowed the use of lighting as long as it is recessed under the soffit. Mr. Eastwood seconded the motion; motion passed unanimously. Case No. DR/05 - 28 Design review of an awning for The Spectacle Shoppe at 111 S. Main St. David Ulrich, applicant. The applicant was not present, and the case was continued. Other items: * Norm Steere was present with a request that the HPC consider giving support to a Chamber request that the City Council allow the use of outside tables/displays/sandwich boards on a trial 3 City of Stillwater Heritage Preservation Commission June 6, 2005 basis during the upcoming closure of the lift bridge. Mr. Steere suggested that the use gives folks an idea of what’s happening inside of an establishment, like the use of the kayak by Otterfitters. He said tables and chair could be placed outside and still allow for a 6’ sidewalk space for pedestrians. He said he understood that outside signs could not advertise the name of the business. He said allowing such use would be of particu lar help to businesses at the north end of downtown. Mr. Eastwood suggested that the Council adopted regulations prohibiting the use of sandwich boards/sidewalk seating for a reason; he said that the use doesn’t work given the traffic flow. Mr. Johnson po inted out that light poles and flower planters occupy the first 2’ of the sidewalk space; he said traffic bottlenecks do occur and there’s not a lot of room for error on the part of pedestrians if such use is allowed. Ms. Hark spoke against sandwich boards , but said she might support tables depending on the size. Mr. Lieberman said he thought outside eating could be accommodated without creating a hazard and suggested it adds to the level of excitement in the downtown area. Mr. Tomten said he thought the p roposal was a good idea to enliven the downtown streetscape, and suggested businesses are regulated enough. Mr. Lieberman summed up the discussion by saying the HPC was not opposed to the proposal per se but could not take a position whether a particular program should be implemented. He said the HPC encourages folks looking at ways to enliven the streetscape. He concluded that the HPC would be willing to explore options with the Chamber or other group as long as those options do not impact public safety. ? Mr. Lieberman gave a brief update on the planning process for design of the new river crossing. ? Mr. Johnson raised the issue of the outdoor bar at the Water Street Inn.
