Mr. Johnson called the meeting to order at 7 p.m.
Approval of minutes : Mr. Tomten, seconded by Ms. Hark, moved approval of the minutes of
Aug. 1, 2005, as present: Motion passed unanimously.
Case No. DR/05 - 47 Design review of modifications to the approved plans for 501 Lo fts at 501
N. Main St. Jack Buxell, applicant.
Mr. Buzell was present to explain the list of 12 exterior changes enumerated in the agenda
packet. Most of the discussion centered on the revised venting and roof dormer modifications for
mechanicals and the elevator. Mr. Buxell explained the revised venting is required due to a
change in the boiler system. He also explained the changes required by the European style
th
elevator system being utilized. He also briefly discussed the increased glass on the 5 floor ,
th
which was the result of the increased size of several 5 floor units achieved by the reduction in
the size of two guest suites.
Mr. Tomten, seconded by Mr. Eastwood, moved approval of the changes as submitted. Motion
passed unanimously. Members thanked Mr. Buxell for keeping the HPC updated on the project.
Case No. DR/05 - 39 Design review of signage for The Old Sawmill Grill and Bar at 1820 Market
Drive. Chad DeCosse, applicant.
The applicant was present. The request is to place one sign in the gable; there will be no signage
on the side or rear of the building. The sign will be lighted using the two existing fixtures. Mr.
Johnson commented that the proposed graphic utilized a modern saw rather than a saw type from
the logging days. The temporary sign w ill be removed.
Mr. Eastwood, seconded by Ms. Hark, moved approval as conditioned. Motion passed
unanimously.
Case No. DR/05 - 40 Design review of signage for Marathon at 103 N. Main St. Identi - Graphics
representing the applicant.
The applicant was not pr esent. Mr. Eastwood questioned the “retro” look of the proposed
signage. Ms. Fitzgerald responded that the proposal was retro for the Marathon company. Ms.

Fitzgerald said nothing on the building or canopies will be changed; the existing black and white
colors will remain.
Mr. Eastwood, seconded by Ms. Hark, moved approval as conditioned. Mr. Johnson noted that
the existing pylon is lighted from below and suggested that the lighting for the new signage to
cut off and directed at the sign as much as possible. Mr. Johnson also suggested adding a
condition that the existing canopy lighting not be changed. Mr. Eastwood and Ms. Hark agreed
to amend the motion to reflect the additional cond itions. Motion passed unanimously.
Case No. DR/05 - 41 Design review of building modifications at 125 S. Main St. Larry Nielson,
applicant.
Mr. Nielsen was present. The request is to place three windows on the south side of the building.
The masonry or sto ne sill will match the existing windows; the stucco will wrap around and the
raw edge be finished off. The new windows will be double - hung windows and the sash and
frame a darker finish, rather than white as indicated in the agenda materials. The glass wil l not be
tined. Mr. Johnson asked about the sill elevation. Mr. Nielsen said the intent is to keep the new
windows as consistent as possible with the existing openings.
Mr. Johnson moved approval as conditioned, with the additional condition that the sill heights be
as close as possible to the existing openings; that the sash and frame color be dark brown/sand
rather than white; and that the new windows be pairs of double - hung windows. Mr. Tomten
seconded the motion; motion passed unanimously.
Case No. DR /05 - 42 Design review of signage for Big Nose Kate’s at 102 S. Main St. Lori Olson,
applicant.
The applicant was not present. Ms. Fitzgerald reviewed the request. Mr. Tomten moved approval
as conditioned with the additional condition that the applicant sub mit a paint color sample to
staff for review and approval. Mr. Eastwood seconded the motion; motion passed unanimously.
Case No. DR/05 - 43 Design review of signage for Autumn’s at 114 Chestnut St. Brian Lehmer
and Brandon Dickenson, applicants.
Mr. Lehme r was present. The existing projecting sign for the Brunswick Inn will remain. The
new signage will be the same size and placed in the same location as the former Chives signage.
The existing lighting will be utilized. Ms. Hark suggested that an additional small sign with
wording such as “fine dining” might be appropriate to let people know the nature of the business.
Ms. Fitzgerald said that would be allowed as long as the wording is generic and does not include
the business name. Mr. Johnson suggested the best location for the additional sign would be
beneath the projecting sign.

Mr. Johnson moved approval as conditioned, with the additional condition that the sign be
lighted using th e existing fixture and that another small sign, 9” in height, indicating “fine
dining” be allowed under the existing projecting sign as long as the required 8’ clearance from
the sidewalk is maintained. The applicant would be allowed to raise the existing projecting sign
if need be to obtain the 8’ clearance. Ms. Hark seconded the motion; motion passed
unanimously.
Case No. DR/05 - 44 Design review of a storage shed for Stillwater Clinic at 1500 Curve Crest
Blvd. James Bell, Marshall Erdman & Associates, rep resenting the applicant.
Richard Fair of Marshall Erdman & Associates was present. Mr. Johnson and Mr. Tomten both
expressed concern that the proposed design/materials of the shed are not consistent with the
prairie style architecture or materials of the main structure. Mr. Fair responded that the intent
was to not call attention to the accessory building. Mr. Johnson also questioned the proposed
location of the structure, suggesting it would be more appropriate to locate the shed closer to the
main struct ure. Mr. Fair responded the client requested the location.
Mr. Johnson and Mr. Tomten reiterated the concern about the location and the residential
appearance of the building, noting the intent of the design guidelines is for accessory buildings to
be of similar architectural style and character of the more structure. It was suggested that brick or
hardi - plank be used on the supper floor of the accessory building and utilize a hip roof like the
main building. Mr. Tomten asked whether the applicant would co nsider incorporating some of
the suggested design changes. Mr. Fair noted he was just filling in, but thought a hip roof might
be OK. Mr. Johnson moved to continue this case until the applicant returns with more detail,
details to include landscaping, ligh ting, location and design/materials. Mr. Eastwood seconded
the motion; motion passed unanimously.
Case No. DR/05 - 45 Design review of signage for Aprille’s Showers Tea Room at 120 N. Main
St. Sheila Procaccini, applicant.
The applicant was present. Mr. Jo hnson said he thought the proposed signage was well crafted
and noted the size is within the ordinance guidelines. Mr. Tomten asked whether any existing
anchors would be utilized; the applicant responded in the affirmative. The sign will be centered
over t he middle window. Ms. Procaccini said the signage will not be lighted, as there is a street
light right in front of the location.
Mr. Tomten, seconded by Ms. Hark, moved approval as conditioned, with the additional
condition that the colors match the exis ting and neighboring building. Motion passed
unanimously.
Case No. DR/05 - 46 Design review of building modifications at 102 S. Second St. John Harvey,
applicant.

Mr. Harvey was present . He said the modifications are to finish the existing garage for use as
additional office space. The modifications would include installation of four windows on the
south side of the building. Mr. Johnson asked whether the new windows and sill elevations
would match those of Cesare’s at the front of the building. Mr. Harvey responded in the
affirmative.
Mr. Tomten, seconded by Mr. Eastwood, moved approval as conditioned. Motion passed
unanimously.
Mr. Harvey also informed the Commission that he has purc hased the Associated Eye building on
North Main Street and asked for an initial reaction to plans to remove the building and construct
a new two - story, brick façade retail building. Mr. Harvey was advised to work with the HPC as
plans are developed.
Other items:
Judy Gulden, Friends of Stillwater Parks, was present to discuss the possibility of placing signs
on City property. She suggested it would be nice to provide a little acknowledgment to folks who
maintain the gardens around town. She also spoke of t he hodge - podge of signage at the south
end of town. She said St. Anthony Falls was a good example of the use of interpretive signage.
Ms. Fitzgerald pointed out the City’s Public Works Department now has the capability of
producing signs. Mr. Johnson said the HPC will look at the issue as part of the continuation of its
sign study. Later, Ms. Hark said she didn’t think it would be attractive to place plaques all over
town.
Members discussed plans to attend the Preserve Minnesota Conference.
Ms. Fitzgeral d said only one application had been received in response to the opening on the
HPC. The applicant is Larry Nielsen. Mr. Johnson, seconded by Ms. Hark, moved to recommend
Larry Nielsen’s appointment to fill the unexpired term of Patte Kraske. Motion passed
unanimously.
Members acknowledge receipt of the final architectural survey of the Staples and May’s
Addition and commented that the survey was well done.
Ms. Fitzgerald informed members of a pending legal action.
Ms. Hark, seconded by Mr. Eastwood, mov ed to adjourn at 8:35 p.m.
