HomeMy WebLinkAbout2005-10-03 HPC MIN City of Stillwater Heritage Preservation Commission October 3, 2005 Present: Howard Lieberman, Chairman, Jeff Johnson, Larry Nielson, Brent Peterson and Roger Tomten Others: Planner Sue Fitzgerald Absent: Phil Eastwood Mr. Lieberman called the meet ing to order at 7 p.m. and welcomed Mr. Nielson to the Heritage Preservation Commission. Approval of minutes: Mr. Johnson moved approval of the minutes of September 12, 2005. Mr. Tomten noted two corrections in Case No. DR/05 - 44 changing the word “more” t o “main structure” in the third graph; also in the third graph, changing the sentence “It was suggested that brick or hardi - plank be used on the supper floor of the accessory building” to “It was suggested that brick or hardi - plank be used on the accessory building.” Mr. Johnson moved to approve the minutes as corrected by Mr. Tomten. Mr. Tomten seconded the motion; motion passed unanimously. Case No. DR/05 - 47 Design review of a pylon sign for Days Inn at 1750 West Frontage Road. Duane Downey, Amtech Light ing Services, representing the applicant. Mr. Downey was present. He provided a color rendering of the proposed sign. The sign will be located on the existing pole and be four feet lower that the existing signage. Mr. Peterson, seconded by Mr. Tomten, mo ved approval as conditioned. Motion passed unanimously. Case No. DR/05 - 48 Design review of a sales trailer for Stillwater Mills at 350 N. Main St. Dave May, Stillwater Mills on Main, applicant. Mr. May was present. Mr. Johnson asked if the sign on the sa les trailer would be in addition to the existing sign on the fencing at the project site. Mr. May pointed out the sign on the fence is for the planned retail space, rather than the residential sales aspect of the project. Mr. Peterson asked if the sales tr ailer would be utilizing the existing public parking. Mr. May responded there likely will be some additional off - street parking available. Mr. Johnson asked if there will be a permanent location for the house at the southwest corner of the construction si te. Mr. May explained they are in the process of pouring the necessary foundation/retaining walls. It is expected the building will be brought back to its permanent location sometime in October. 1 City of Stillwater Heritage Preservation Commission October 3, 2005 Mr. Johnson moved approval of the sales trailer location and sign as conditioned, with a sunset date of May 31, 2006. Mr. Tomten seconded the motion; motion passed unanimously. Case No. DR/05 - 49 Design review of exterior modifications at 209 - 213 S. Main St. Amy and William Zarbok, applicants. William Zarbok was present. He explained the request is to replace the existing stucco with a limestone veneer similar to that used on the building next to Brine’s. He said the existing stucco is falling of f and the building is in dire need of maintenance. He showed a brochure of the material proposed to be used. There is concrete block beneath the stucco, he said. Mr. Johnson asked if the existing canopy will be replaced; Mr. Zarbok said the canopy will not be replaced. Mr. Johnson also asked about the parapet and door/window openings. Mr. Zarbok said there will be a wider cap at the parapet; the cap will be light tan to blend in with the limestone material. Mr. Peterson and Mr. Nielson agreed that the Water Street side of the building is in bad condition and the proposal will be an improvement. Mr. Johnson moved approval, citing the rationale that the proposed limestone veneer is more compatible with the historic downtown district than concrete block. Mr. P eterson seconded the motion; motion passed unanimously. Mr. Zarbok asked for the Commission’s direction regarding a problem caused by a drop in the concrete between his property and the City property line on the Water Street side. The drop in the concrete has created something of a trough where water drains. He said he would like to fix the problem before winter. Mr. Johnson said he was familiar with the situation and suggested Mr. Zarbok contact the City’s Public Words Department. If the Public Works Depa rtment gives the go - ahead to take care of the problem, Mr. Zarbok was advised he could proceed with no further approval required from the HPC. Other items: 1) It was noted there are three applicants for the vacancy on the Commission. It was decided to sch edule 15 - minute interviews with the applicants prior to the November meeting. Ms. Fitzgerald will contact the applicants and schedule the interview times. 2) Mr. Lieberman asked for an update regarding the infill design committee, pointing out that until the design guidelines are in place, “anything goes.” Mr. Tomten and Mr. Johnson, the HPC’s representatives on the committee, said good progress is being made. Mr. Lieberman asked if something might be ready by the next HPC meeting. Mr. Tomten said committe e members have been assigned to and are working on draft sections, and he said there is talk of Brian Larson helping pull the draft document together. Mr. Lieberman asked if the guidelines would be neighborhood specific. Mr. Tomten said Don Empson doesn’t think that is necessary, rather that the guidelines should address overall architecture, site setbacks, massing and other design elements. If written correctly, the design guidelines could apply to many different 2 City of Stillwater Heritage Preservation Co mmission October 3, 2005 neighborhoods, he said. Mr. Johnson also noted that the guidelines could be applicable to major additions as well as new infill housing. Ms. Fitzgerald asked about the review process. Mr. Johnson and Mr. Tomten responded that Mr. Russell is in charge of that portion of the guidelines; they noted the feeling is that if the guidelines are tight enough, staff could review requests. Mr. Lieberman responded that the City Council mandate was that review would be by the HPC. 3) Mr. Tomte n asked if any new plans had been submitted for the hospital/clinic accessory building reviewed at the September meeting. Ms. Fitzgerald said no new plans had been submitted as of the October meeting. 4) Mr. Lieberman said SHPO has asked for comments on i ts draft blueprint for preservation.
