HomeMy WebLinkAbout2005-11-07 HPC MIN City of Stillwater Heritage Preservation Commission Nov ember 7, 2005 Present: Howard Lieberman, C hair person, Phil Eastwood, Jeff Johnson, Larry Nielson, Brent Peterson and Roger Tomten (8:37 p.m.) Others: Planner Sue Fitzgerald Mr. Li eberman called the meeting to order at 7 p.m. and welcomed students in attendance. Approval of minutes : Mr. Johnson, seconded by Mr. Peterson, moved approval of the minutes of Oct ober 3, 2005, as submitted. Motion passed unanimously. Update on architectu ral survey : Don Empson updated the Commission on his suggestions for designating historic houses. The purpose of identifying the houses, he said, is to acknowledge and reward the owners who have preserved or restored the integrity of the historic houses; t o serve as an educational tool that will inspire others to preserve or restore their homes; and to preserve the historic neighborhoods which are the defining characteristic of Stillwater. Due to funding and staff time consideration, Mr. Empson suggested us ing the Heritage Preservation Commission’s web page, selecting most of the homes that still have some of their original integrity, contact the owners, obtain permission to photograph the houses and put the houses on the web page as Stillwater’s “heirloom h omes.” Mr. Lieberman asked about the criteria for selection as an “heirloom” home. Mr. Empson said he would select the ones he thought had original integrity; he showed photos of some of the 75 homes he believed would quality for such designation. Mr. Emps on noted that someone could nominate his or her own home as well. Mr. Lieberman talked of the potential for such designation to impact real estate values and the potential for difficulties. Mr. Eastwood suggested designating the homes as examples of carefu l restoration/maintenance; he said h e did not believe the designation would have a great financial impact. Mr. Empson provided a sample of a letter that might be sent to homeowners requesting permission to put a particular home on the web page. Mr. Johnso n said he thought the idea was a good one to encourage preservation efforts. Mr. Empson said the web page also could include educational materials and other resource links, as well as design guidelines. The consensus was the concept is a good one. Mr. Emps on suggested the next step is to get Council approval to proceed. Mr. Lieberman suggested a motion giving concept approval to create something on the City’s web page that allows the HPC/City to catalog homes that meet certain requirements, provide links to guidelines and other resource materials for restoring/maintaining historic homes. Mr. Johnson suggested in addition to concept approval, the motion should include direction to bring the concept to the Council for approval and with Council approval direct Mr. Empson to proceed with implementing 1 City of Stillwater Heritage Preservation Commission November 7, 2005 the concept. Mr. Johnson made that motion. Mr. Eastwood seconded the motion; motion passed unanimously. Case No. DR/05 - 44 Design review of a st orage shed for The Stillwater Clinic at 1500 Curve Crest Blvd., continued from the September 2005 meeting. James Bell, Marshall Erdman & Associates, representing the applicant. Richard Fair, Marshall Erdman & Associates, was present. Mr. Johnson stated he liked the revised location closer to the main building. Mr. Johnson asked about the siding. Mr. Fair responded that the siding will be all brick to match the clinic building. Mr. Tomten had submitted written comments in favor of the proposal to utilize br ick siding. Mr. Johnson moved approval, clarifying that the siding is tan brick, rather than vinyl as listed in paragraph three in the agenda packet, with two course brick accent and that the light fixture above the main door be a down lit, cut - off fixture . Mr. Peterson seconded the motion; motion passed unanimously. Case No. DR/05 - 50 Design review of signage for BT Doyle’s Rib Joint, 423 S. Main St. Identi - Graphics Inc., representing the applicant. The applicant/representative was not present. Ms. Fitzge rald said she could answer questions the Commission might have. Mr. Lieberman asked if the signage would utilize existing mountings. Ms. Fitzgerald said she would check on that issue. Mr. Lieberman expressed a concern about the signage looking disproportio nate on the front of the building. Mr. Nielson asked about the colors/finish of the lettering. Ms. Fitzgerald said the letters would be white. Mr. Eastwood, seconded by Mr. Peterson, moved approval as conditioned. Mr. Lieberman stated for the record that i t is helpful for applicants to be present to answer questions. Mr. Doyle was present. He said the lettering would be ivory, similar to the Brick Alley lettering in style. Mr. Eastwood amended his motion to include the condition that the lettering be seraph style on the south side, similar to the Brick Alley. Amended motion passed unanimously. Case No. DR/05 - 51 Design review of signage for Cub Foods, 1801 Market Drive. Leroy Signs, representing the applicant. Craig Mewissen, SuperValu, was present. Mr. Lie berman reviewed the proposed changes. Mr. Peterson asked about the reason for the change. Mr. Mewissen said the intent is to localize the market. Mr. Johnson noted that overall, the square - footage of the signage is reduced. Mr. Johnson asked about the wind ows; the windows will match the existing windows in the entryway. Mr. Johnson moved approval as submitted and conditioned. Mr. Peterson seconded the motion; motion passed unanimously. 2 City of Stillwater Heritage Preservation Commission November 7, 2005 Ca se No. DR/04 - 41 Design revisions for Stillwater Mills at North Main and Mulberry Street. Melissa Pfannenstein, representing the applicant. Present were Melissa Pfannenstein, project manager with DJR Architects; Dave May of the development team; Steve Hegl und, 4 - Star Development. Ms. Pfannenstein reviewed the requested changes. Changes related to the landscape plan; exterior lighting; exterior property fencing and boardwalk guardrail; signage/awnings; caretaker’s house garage doors and colors; and three cha nges to the main building. It was decided to take action on the requested changes in separate motions. Mr. Johnson moved to approve the landscape plan. Mr. Eastwood seconded the motion; motion passed unanimously. Regarding lighting, Mr. Tomten’s written comments expressed a concern that the carriage style fixtures F and F6 represent an intense grouping of non - shielded fixtures; he stated he would prefer those fixtures be replaced with shielded or recessed fixtures. Ms. Pfannenstein noted the fixtures are in a covered area and due to space restrictions, fixtures must be wall - mounted. Mr. Johnson asked about the wattage; Ms. Pfannenstein said they would be 100 watt. Mr. Tomten also suggested that figures GG6 and 7 should be changed to 70 - watt h.p.s. Ms. Pfan nenstein responded that the state requires the pool area to be lighted to a minimum level. Mr. Johnson suggested the concern is that the lighting be directed down toward the pool. Mr. Tomten also suggested that fixtures JJ and KK be replaced with shielded, down lights. Ms. Pfannenstein said KK is down lit as is JJ. Mr. Tomten also commented that fixture LL as unshielded metal halide is not appropriate. Ms. Pfannenstein said the purpose of LL is primarily decorative in function. Regarding a question about PP 1, it was noted this is identical to the City’s pedestrian lights on Main Street. Regarding fixture SS, Ms. Pfannenstein said these are landscaping; ground lights, near the retaining wall; Mr. Lieberman suggested that the wattage be reduced. Mr. Johnson m oved to approve the lighting plan with one overall condition that the lighting intensity be reduced as much as practical and allowable for the use of the space, and providing the City with the prerogative to replace bulbs/fixture or redirect them should th e intensity of the lighting become an issue when the building is actually lit, with specific conditions that fixtures EE in the octagon, LL and SS be reduced to 70 watt level and CC be reduced to a level of illumination of 5 candle power, rather than 15, i n the entry way; that GG 6 and 7 fixtures be of frosted or diffused lenses. Upon questioning, it was noted the developer could come back to the HPC with a request to increase intensity if an issue arises in the future. Mr. Peterson seconded the motion. Mot ion passed unanimously. 3 City of Stillwater Heritage Preservation Commission November 7, 2005 Ms. Pfannenstein reviewed the proposed fencing/guardrail. Mr. Johnson moved approval as submitted. Mr. Eastwood seconded the motion; motion passed unanimously. M s. Pfannenstein reviewed the retail signage packet for tenants. Ms. Fitzgerald asked about the LED screen at the garage entrances. Ms. Pfannenstein stated the LED is proposed in order to be able to indicate when parking is full; it will not be used for ad vertising. Mr. Eastwood moved to approve the building/retail and awning plan as submitted. Mr. Nielson seconded the motion. Mr. Eastwood amended his motion to condition that the Stillwater Mills sign not be internally lit. Motion passed unanimously. Mr. P eterson, seconded by Mr. Eastwood, moved approval of the caretaker’s house colors and garage doors, with the condition that the developer come back with paint color chips prior to repainting the structure in the spring. Motion passed unanimously. Ms. Pfan nenstein reviewed the main building color concepts. She said final colors have not been selected until field tests can be completed. Mr. Johnson moved approval of main building revision items A and B as submitted, with paint chips to be submitted for item C. Mr. Eastwood seconded the motion; motion passed unanimously. Case No. DR/05 - 52 Design review of signage for The Dog and Pony Show, 105 New England Place. Sandra Shun, applicant. The applicant was present. Mr. Peterson noted the applicant had received approval of Liberty Village and meets City ordinance requirements; he moved approval as conditioned. Mr. Eastwood seconded the motion; motion passed unanimously. Case No. DR/05 - 53 Design review of kitchen addition for The Rivertown Inn, 305 W. Olive St. M ark Balay, representing the applicant. Mr. Balay was present. Mr. Eastwood asked if any comments had been received from neighbors. Mr. Balay noted the request will go before the Planning Commission for an amended SUP; that meeting will be a public hearing . Mr. Johnson noted the addition will not be visible from the street. Mr. Johnson asked if there was some way to give the new windows some height. Mr. Balay said it might be possible to do that with panels beneath the windows and said he would talk to the applicant about doing that. Mr. Tomten moved to approve as conditioned, with the panels below the windows to be considered at the applicant’s discretion. Mr. Eastwood seconded the motion; motion passed unanimously. 4 City of Stillwater Heritage Preservation Commission November 7, 2005 Case No. DR/05 - 54 Design review of signage for West Marine, 422 E. Mulberry St. Universal Signs Inc., representing the applicant. Scott Palmateer and Dick Johnson were present. Mr. Johnson noted the business has been open for e many years with no signs and said signage is really needed due to its distance from the roadway. Mr. Eastwood, seconded by Mr. Peterson, moved approval as conditioned. Mr. Palmateer asked about the use of windows for additional signage; it was noted tha t up to one - third of window space can be utilized for signage. Motion for approval passed unanimously. Other items Outdoor lighting – Mr. Lieberman said in his opinion the City is pretty lit, not a positive thing, and said the HPC/City needs to take a mor e critical eye toward lighting. Ms. Fitzgerald said the City can do that through its zoning ordinance, which is enforceable. Mr. Nielsen suggested part of the problem is that merchants don’t light their businesses appropriately. Ms. Fitzgerald was directed to begin looking at a possible lighting ordinance; such an ordinance would apply to both businesses and residential uses. Ms. Fitzgerald reported that preliminary word has been received that the City has been picked as one of the Preserve America Communi ties. Mr. Lieberman gave an update on the design preference for the new bridge crossing. He said the final EIS memorandum of agreement might be completed by the end of the year.
