Mr. Lieberman ca lled the meeting to order at 7 p.m.
Approval of minutes : Mr. Johnson asked that approval of the minutes of Jan. 11, 2005, be put off
until the conclusion of the regular agenda in order to address the recording secretary’s questions
related to the motion r egarding the Lofts project. Mr. Lieberman moved that from the chair. At
the conclusion of the regular business, Mr. Johnson suggested amending the language of the last
paragraph of the minutes relating to the Lofts requested design change to: approve the r equested
revision to the four corner units of the fourth floor, removing the corner column and replacing it
with a curved steel beam of the same shape as the entry and stairway roof lines, with soldier
coursing or coursing of some other masonry detail to r eflect that of the other openings. Mr.
Johnson moved approval of the Jan. 11 minutes as amended. Mr. Tomten seconded the motion;
motion passed unanimously.
Case No. DR/05 - 03 Design review of building addition and modification at 239 E. Nelson St.
Steve Br emer, applicant.
Mr. Bremer was present. Mr. Johnson noted that the structure in question is the garage that was
slated for demolition. Mr. Bremer stated they have poured concrete walls on the west and south
elevation to stabilize the building. They will be able to match the existing exterior stone. The
structure will look similar to and be approximately the same height as the main building on the
property. The new windows will be the same as the existing openings, and the garage door will
be the same size .
Mr. Tomten asked about the slope of the roof for drainage. Mr. Bremer stated he is not sure at
this time. Ms. Fitzgerald noted that Mr. Bremer will be applying for a special use permit for a
residential unit in the downtown and will be required to submi t a drainage plan as part of that
process.
Mr. Johnson moved approval as conditioned, with the addition condition that the windows be 2 -
over - 2 sash with stone headers and sills. Mr. Peterson seconded the motion; motion passed
unanimously.
Case No. DR/05 - 04 Design review of Cesare’s Wine Shop and Marketplace at 610 N. Main St.

Applicant Richard Lay was present. Mr. Johnson asked about the status of the interpretive area
on the site. Mr . Peterson noted the interpretive trail was to start near the old guard tower on the
southern portion of the site. Mr. Lay said no one had mentioned any possible conflict of use. Ms.
Fitzgerald will check on the location of the interpretive area.
Mr. Lay said they will have no exterior signage and will not add any exterior lighting. They do
plan on some tables and chair s for exterior seating.
Mr. Eastwood moved approval as conditioned, with the additional condition that the use not
interfere with the pla nned interpretive center. Mr. Peterson seconded the motion.
Mr. Lieberman asked about the design of tables/chairs for the outside seating. Mr. Lay stated the
tables likely would have umbrellas, but they understood no advertising is allowed on the
umbrella s. It was suggested that the applicant submit furniture design clips to Ms. Fitzgerald for
staff review/approval. Mr. Eastwood amended his motion to include the condition that furniture
clips be submitted to Ms. Fitzgerald. Mr. Peterson accepted the amendm ent; amended motion
passed unanimously.
Case No. DR/05 - 05 Design review of building modifications at 209 - 211 - 213 S. Main St. Amy
Olmsted and Bill Zarbok, applicants.
The applicants were present. Ms. Olmsted said they are requesting to extend the rear of the
existing second floor, retaining a small deck area. They plan to have three apartments. They also
would like to have a tuck - under garage and elevator, she said. Ms. Fitzgerald noted that
providing a tuck - under garage would result in the loss of public parking spaces, which is likely
to be a big issue.
Mr. Zarbok said in order to begin work on the second floor modifications, they would like to
install a new doorway at the location of an existing window. The existing door would be
replaced with an inoper able wooden door. The back stairway needs to be brought up to code, he
said. If they are able to get the requested garage, they likely would do an interior stairway.
Mr. Tomten said he would like to see the applicants enclose the stairwell, such as was do ne at
Wrap ‘n Ship; he showed some possible designs to accomplish that. Ms. Olmsted said they are
waiting to see if the garage is approved. Mr. Johnson said he thought the concept is good, but the
Commission doesn’t have all the information it needs until after the Planning Commission makes
a decision regarding the requested garage concept. Mr. Johnson suggested tabling the request
until the next meeting. Mr. Zarbok asked that the Commission approve the requested changes to
the doors on the second floor. He also noted they need to add more spindles to the existing
stairway and improve the risers.

Mr. Johnson moved approval of the replacement of the rear/east elevation door and necessary
code improvements to the stairway. Mr. Eastwood seconded the motion; motion passed
unanimously.
Case No. DR/05 - 06 Design review of Lake Elmo Bank at 1903 S. Greeley St. Alex Young, MSP
Commercial, representing the applicant.
Present were Alex Young; Dan Raleigh, president of Lake Elmo Bank; and Dan Mohagen of
Mohagen Hansen Architectural Group. Mr. Tomten asked if plans had been submitted to
MnDOT for possible impact on Highway 36 plans. Mr. Young stated MnDOT had reviewed
their plans. He noted their bui lding will be more in conformance with setbacks that what is
currently there. He also stated they had tried to minimize the impact on existing building tenants.
Samples of building materials and color palate were provided. The building will be brick and
s tone or stone - cast, with a small amount of acrylic stucco. Metal trim will be either green or
taupe colored.
Much of the discussion centered on proposed lighting and signage. The proposal calls for
lighting mounted on poles to illuminate the building, wit h ground lighting for flags. Mr. Peterson
talked of the possibility of overshooting the building and impacting the residential area to the
east of the building. Mr. Mohagen said the lighting will portray a safe/welcoming building. Mr.
Tomten suggested inte rior lighting of the tower/cupola might provide the feeling the applicants
are striving for. Mr. Johnson asked about lighting of the drive - thru and front canopy, as well as
any security lighting. The drive - thru and front canopy will have recessed can light ing; security
lighting will be wall - mounted fixtures with cut - off lighting.
The proposed signage includes a back - lighted pylon sign with reader board indicating time and
temperature only and two building signs. The building signs will be internally lighte d with
individual letter mounting. As proposed, the existing monument sign will be removed.
Mr. Johnson asked if the applicants would be allowed a 20’ pylon sign; Ms. Fitzgerald stated
they are right on the line of where that height is allowed by ordinanc e.
Ms. Fitzgerald suggested that the applicants be allowed to revise the landscape plan and submit it
to her for approval. Mr. Tomten asked about mechanicals; mechanicals will be placed on the roof
and shielded by the parapet. The trash enclosure will be of the same brick as the main building.
Windows will be glazed with a solar gray, with aluminum framing. Mr. Tomten advised the
applicants to make sure that light fixtures are true cut - off fixtures.
Mr. Johnson moved to approve the project with the 20 lis ted conditions of approval, with the
additional conditions that the landscaping plan be submitted to staff for review and approval; that
one sign, either a pylon sign or one wall sign be allowed; that the drive - thru and front canopy be

lighted with flush mounted or recessed can fixtures; that the shoebox pole fixtures be cut - off
fixtures; and that no pole mounted spot lights be allowed. Mr. Eastwood seconded the motion.
Motion passed un animously.
Other Business
Ms. Fitzgerald asked for members’ input regarding the enforcement of the ordinance relating to
reader board signage. Only time and temperature and public service announcements are allowed
on such signs. It was the consensus that the ordinance should be followed.
There was mention of John Harvey’s changing signage without approval.
Mr. Eastwood, seconded by Mr. Tomten, moved to adjourn at 8:30 p.m.; motion passed
unanimously.
