CALL TO ORDER
Mayor Harycki called the meeting to order at 2:00 p.m.

BudQet Discussions
The property tax situation and overview impact of the possible reduction of Local
Government Aid was discussed. The assessment policy and its relationship with the
City's Bonding Capacity and Capital Improvements were reviewed. Council requested
that staff look at other methods such as a general assessment district.
Council discussed their priorities from the community survey. It was the consensus of
the Council that water quality, Lowell Park, location of a possible fire station and the
parking ramp were priorities. Councilmember Milbrandt requested an operational model
for the ramp.
Council recessed at 3:40 p.m.
Council reconvened at 3:45 p.m.
Council would like to see some reorganization in departments on processes and relating
to core functions. City Administrator Hansen informed the Council that departments do
reorganize so as to run more efficiently.
Council directed staff that the budget should have an increase of zero percent (0%). It
was acknowledged that certain items in the budgets are not controllable but anything
else should not increase.

Motion by Councilmember Milbrandt, seconded by Councilmember Gag to adjourn at
4:45 p.m.
