Meeting was called to order at 7:30 P. M. by Acting Chairman,
Dennis Sullivan.
The minutes of the previous meeting were read and approved.
Present: Bill Burtzlaff, Dennis Sullivan, Linda Kluy, Don
Jahnke (left at 8:55), Jerry Mahoney (left at 9:10),
Jeannine Hoffbeck
Also Present: James Fackler, Dick Blekum, Dan Brookman, Jeff
Zoller, Barb Johnson and B. Bogeskov
Absent: Glenn Thompson, Bill Powell, Dave Eckberg
PERFORMANCE AUTO SOFTBALL TEAM
DAN BROOKMAN explained the event to be held on May 2, 1978 with his
team and the Minnesota Norsemen, a professional slowpitch team.
It will be held at Lily Lakefield and admission will be charged.
After discussion, Jerry Mahoney moved, seconded by Linda Kluy,
that the cost of the field and lights be set at $75.00 which includes
the use of our concession stand. They will get their own police
protection. Motion carried 6--0.
WHARFAGE PERMITS
Mr. B. Bogeskov and Ms. Barb Johnson explained the situation of
charter boat trips loading and unloading in Lowell Park. A permit
for each would be issued on a yearly basis and the Commission and
individuals involved would talk over problems at the end of the
season. Recommendations for the next year could then be made.
There should be a designated loading/unloading area set aside in
Lowell Park for the boats.
Don Jahnke recommended, seconded by Jerry Mahoney, that a
specified loading area for boats mentioned be set aside on a trial
basis and guidelines be set for next year after this season is
completed. Motion carried.
RELIANCE DEVELOPMENT PROPOSAL
Jeff Zoller explained gave the explanation on this development.
Bill Burtzlaff moved, seconded by Don Jahnke that money be
taken in lieu of the land for park purposes. Motion carried
unanimously.
ARENA SUBJECTS
JIM FACKLER discussed with the Commission the following items:
1. He would like to issue contracts for ice time users
specifying all the details.
2. Washington County has $317.00 in an account from a theft
of $400.00.
Linda Kluy moved, seconded by Jerry Mahoney, that
we accept this amount. Motion carried.

3. A skating school would be set up which involves joining the
ISlA - $100.00. The commission gave him the okay to go ahead.
LIFEGUARD PAY SCALE
It was moved by Jeannine Hoffbeck, seconded by Linda Kluy, that
the lifeguard pay scale be increased 25~ per hour at each level.
(See minutes of May 5, 1977). Motion carried
O'BRIEN FIELD
Jerry Mahoney moved, seconded by Bill Brutzlaff, that the rates for
the use of the field and lights be the same as last year.
(see minutes of March 17, 1977). Motion carried
CROIXWOOD SEVENTH ADDITION PARK
Dick Blekum explained the layout and work which will begin as soon
as they can move in. He also explained the items for the park near
the Pump House No. 1 in Croixwood.
The meeting for the next month should contain election officers
and we should try to meet through the winter months to set the rates
for the arena and fields.

The meeting was called to order at 7:30 P. M. in the City Hall
by Chairman Linda Kluy.
Present: Linda Kluy, Jeannine Hoffbeck,Don Jahnke, Dennis
Sullivan
Absent: ** Jerry Mahoney, Bill Powell, Glenn Thompson, Charles
Eckberg, Bill Burtzlaff
Also Present: Dick Blekum, Darlene McCabe, Jim Fackler and
residents of the Croixwood Seventh Addition

CROIXWOOD SEVENTH ADDITION PARK
The residents came back with their proposals for the park. Ken
Wiesner, their spokesman, handed out the attached proposal for
the building. A heated discussion followed and the following was
decided upon:
1. The siding should be horizontal, probably of Masonite
2. The color chosen was dark brown
3. The asphalt shingles should also be of a brown color to
compliment the siding.
4. There must be two exits and they will be doors of regulation
size.
5. There may be one window on the west end of the north wall
towards the skating rink.
A suggestion was made to move the backstop to the northeast
corner on the upper field. Dick will layout the diamond to
see if this can be done.
There will be one bleacher section on the big field. There will
be no lights on the field now, but there will be lights on the
tennis courts and sking rink.
Dick explained to the group where the money for the park is coming
from.
The fence and gate on the Northland side will be one of the top
priorities.

OTHER PARK AREAS IN CROIXWOOD
The field off Northland Avenue is being used as an athletic area
by noisy and obnoxious young people. The commission will look
at this area and make some recommendations to the Council as soon
as possible. There are some drainage problems also.
The question of a skating rink in the park near Sunrise
was also brought up. Dick will look into this.
Dick also mentioned the rules about snowmobiles and
motorized vehicles in the park areas.

PAR COURSE
Darlene McCabe explained the layout and cost of such a facility.
It would cost about $3,800 and 200 man hours. She showed a movie
on what a "par course" is and further discussion followed. Linda
will have Darlene's map reprinted for the Commission's use and
Dick's files. The Commission will go thru the area she proposed
for this course. Recommendations or suggestions will be made after
this tour.
The people living on the perimeter of this area will be
notified when there is a hearing on this.

SUBJECT: Park Building, Croixwood 7th Addition
Item 1: Exterior Appearance
The objective should be to improve the appearance of the
building to the extent that it will look as nice as the
surrounding homes, i.e., compliments rather than detracts
from the looks of the park and its perimeter. More than
just painting is needed. We recommend new, low maintenance
type siding and a shingled roof.
Item 2: Interior Appearance
Without seeing the inside, we cannot make meaningful
recommendations at this time. Our question is, simply
stated - What will be done, if anything, regarding walls,
floor, ceiling and lighting?
Item 3:
Structural Soundness
I
Having examined the underside of the building, and observing
that the floor is badly bowed, we wonde.r if the structure
is sound enough for its intended use. We would like to
know the City Building Inspector's opinion in that regard.
What structural changes are proposed for the windows, doors
and floor? Regarding the floor, will it be strong enough
to support a 200 lb adult on ice skates? Based on past
experience with similar park buildings, what are the expected
maintenance costs?

Since the building in question is to be a permanent fixture,
we feel the above comments and questions express reasonvh--t:

Absent: Powell, Thompson
Croixwood Seventh Park
Dick Blekum explained the problem out in this area. He also explained what
work was being done in the park.
Park Property on Northland Avenue
The neighbors on this land are having some prolems with the children who
play in this undeveloped area. Jahnke moved, seconded by Eckberg, that this is
not a problem for us and the people should contact the local police. Motion
carried unanimously.
Par Course
A discussion was held on the possiblity of a par course in the park
property on Nightingale Avenue. The biggest problem would be access to the
park as there is only one small entry very close to the neighoring homes.
The course would also take more man hours than suggested and the mosquitoes
are a problem there.
It was recommended that an alternative site be found. The concept of a
par course is a good one but maybe Mrs. McCabe could pursue it with the school
district which has more desireable property available. The course could maybe
be used by the physical education classes of the district. If not, the county
may have available lands.
The commission was in favor of such a course but does not have the funds
now or the available land.
Croixwood Park--Sunrise Ave.
There is playground equipment on this piece of park property. It is getting
good use.
Absences
Excessive absences from our meeting was discussed. A letter will be sent
to the mayor regarding this matter. It was recommended that a new member be
appointed by the council to replace Glenn Thompson who missed too many meetings.
Councilman Powell also missed too many meetings and this should be brought to the
attention of the mayor.

Also present: Nile Kriesel, Dick Blekum, and Jim Fackler.
Hockey Association
101 hours of ice time have been turned in by the St. Croix Valley
Hockey Assoc~ation. They said they did not need them. What is to be
done with this matter? It was discussed at great length. We must
see that they sign a contract next year as other groups have done.
The contract would be similar to the others and contain a deadline
on when it is to be signed and what means of payment, etc.
Mahoney moved, seconded by Jahnke, that we support Fackler in
any efforts to enforce what has been agreed upon with the SCVHA. Mr.
Fackler will continue to try to sell the time. Motion carried 7-0.
Dave Magnuson will be contacted on the agreement we made with the
association. Jim will send a letter to the council on the matter.
It was moved by Jahnke, seconded by Mahoney, that a contract
be issued to everyone who buys more than 5 hours of ice time. This
will be done by the arena manager. Motion carried by 7-0.

Croixwood Park
Dick explained how things are progressing at the new park in
Croixwood. Dick will also talk to some of the people in the area to
explain that the hockey boards will be put up eventually.
