Parks and Recreation Board Feb,28,2000 Present: Del Peterson, chair Linda Amrein, Rich Cummings, Dawn Flinn, David Junker, Al Liehr, Rob McGarry, Wally Milbrandt, Mike Polehna, Sara Thingvold and Steve Wolff Others: Tim Thomsen, parks director; SAHS government class students Mr. Peterson called the meeting to order at 7 p,m, Approval of minutes: Ms, Amrein, seconded by Mr, Liehr, moved approval of the minutes of Jan, 24, 2000; all in favor. Stillwater Fall Fest -- St. Croix Events David Eckberg of St. Croix Events reviewed concept plans for a fall festival "homecoming" to be held in Lowell Park September 16 and 17 in conjunction with a concert by the University of Minnesota Marching Band presented by the local University of Minnesota Alumni Chapter. The festival would be a joint project of the Stillwater Area Chamber of Commerce and St. Croix Events, with proceeds to be split on a yet to be determined basis, Eckberg said, A tentative schedule of events was provided, Mr. Eckberg said while the impact of the event is unknown, it would not be of the magnitude of Lumberjack Days and organizers are more than willing to work with all those who would be impacted, Carrie Johnson, representing the City of Stillwater Chamber of Commerce, spoke of the timing of the event, two weeks before the City of Chamber's annual fall arts and jazz festival. A letter from Loann Stokes, president of the City of Stillwater Chamber board of directors was distributed; Ms, Stokes' letter enumerated the City Chamber's concerns in requesting that the city of Stillwater deny the request for a fall festival homecoming/arts-craft fair in Lowell Park. Also distributed was a letter from Kristen Klemetsrud of Savories opposing the concept, and a petition of 70+ signatures opposed to the proposal. Cindy Gellerman, owner of Bella Cosa and All About Horses, expressed her concern about the impact of another big promotion on downtown businesses, Ethel Larson, Grand Garage shop owner, also spoke of the impact on downtown businesses and referred to research that shows the impact of such events on retailers is always negative, Jill Greenhaugh and Chris Peterson, representing RiverTown Restoration, noted the weekend in question is the same at RTR's house tour, that organization's major fund-raising effort, and expressed a concern about the impact on their event. They also noted the Marine Art Fair is scheduled for the same weekend, Mr, Eckberg reiterated the willingness to work with all organizations involved, . . '. Mr. Cummings suggested the discussion was mindful of the reason the two chambers split, and suggested that the Park and Recreation Board not get involved in any decision-making until the two chambers sit down and talk. Mr, Peterson said there are three issues involved: the impact on downtown businesses, the impact on residents and the impact on parks, Mr. Wolff asked if Lowell Park could withstand two events two weeks apart, and Mr. Thomsen responded the park could not withstand such use, Ms, Thingvold spoke in favor of the downtown businesses, Ms, Flinn expressed her concern the event was advertised before receiving City approval; Mr. Eckberg responded the advertising was done within the industry (arts-crafts) only, Mr. Milbrandt said he was concerned about scheduling an event against a neighbor's (Marine Art Fair), but said he liked the concept of a hometown celebration, Mr. Peterson summed up the discussion by noting there are a number of obstacles involved and directing Mr, Eckberg to try to work with all the groups involved, including Mr, Thomsen regarding the impact on the park. Update on coordination of park and recreation planning Mr. Thomsen said administration is requesting (as noted in a memo from Mr. Kriesel which was included in the agenda packet) that several Board members be appointed to take part in additional discussions regarding the issue, Mr. Peterson said there are many different issues involved, some of which need to be addressed by the Council; this is the initial phase of the discussions and any outcomes wold be brought back to the entire Board, It was agreed that Mr, Peterson, Mr, Junker, Mr. Cummings and Mr. Milbrandt would represent the Board in the discussions; the first meeting was set for 4 p,m, Thursday, March 2, New business Mr, Milbrandt suggested the City's wet site needs to be updated to include better information about parks, for example how to reserve park facilities, Mr. Thomsen will look into the matter and report back at the next meeting, Old business . Ms, Amrein asked about the concern raised by Ms, Thingvold at the January meeting regarding treatment she experienced by staff at the St. Croix Valley Recreation Center, Ms, Thingvold said she had received an apology and was satisfied with the resolution of the matter, . Mr, Cummings showed a short video about disc golf and updated the Board on the plans for a course at the McKusick/Neal Avenue area, He said the biggest cost is in labor, and said he is looking at scheduling a work weekend involving members of the Park Board, Rotary Clubs and Scouts, Mr. Cummings said the course could be completed this year. . Mr, Polehna asked if anything has been done about the P A system at the Rec Center, an issue he raised at the January meeting, Mr, Thomsen said he wasn't aware that anything had been done yet. Mr. Peterson asked Mr. Thomsen or Doug Brady, Rec Center manager, to report at the March meeting, . Mr. Cummings informed the Board that the City is promoting the Rec Center as a possible training facility for the Minnesota Wild, the new NHL hockey team, . ,. . · Mr. Polehna asked about the signage of the trail along the west side of Long Lake, limiting the trail to walking, Mr, Thomsen said the City cannot remove the signs due to an agreement with property owners, However, he said City Attorney David Magnuson is attempting to resolve the issue with the developers, Mr. Thomsen will report on that issue at the March meeting, Mr. Polehna, seconded by Mr. Junker, moved to adjourn at 8:30 p,m,; all in favor, Respectfully submitted, Sharon Baker Recording Secretary . . II Memorandun1 March 21, 2000 TO: Park and Recreation Board FROM: Tim Thomsen Public Works Superintendent SUBJECT: Events in Stillwater Parks DISCUSSION: Attached is a letter from the Stillwater Area Chamber of Commerce regarding events to be held in Lowell and Pioneer Parks, In response to their letter, I offer the following comments: The issue at hand is not whether or not to allow further events within our parks, but how often because of the damage done to the parks and the impact on downtown retail businesses during a major event. At the last meeting downtown businesses representatives stated that major events downtown take away from business and that the only time someone comes into their business is to use their "facilities" instead ofthe "portable" facilities available during an event. The time between events is important to the recovery of a park to maintain is wholesome and aesthetic surroundings, The minimum time between major events should be no less than four weeks, While I commend the Stillwater Area Chamber of Commerce for their interest, coordination and participation in events, none of the signatures on the attached letter, except St. Croix Valley Office Supplies, is a retail business that may be impacted by an event held downtown, RECOMMENDATION: Although the parks are public, the Park Board has the authority to prevent any organization from holding an event and can decide the time span between major events for the protection and recovery of the public parks, If the Board decides to allow this event, I recommend that the time span between events be at a minimum of four weeks (recommend six weeks), ACTION REQUIRED: Discuss the issues in relation to holding another major event downtown, If the Board concurs with the recommendation they should pass a motion establishing a time span between major events held in City parks, . . . 1 Est. Headquarters 1372 Greeley Street South Stillwater MN 55082 The Board of Directors of the Stillwater Area Chamber of Commerce wishes to respond to the petition being circulated in downtown Stillwater which proposes to stop further events from being held in the downtown district, As a non-profit organization with roots in this city since 1891, we are concerned that we and other community organizations will no longer be able to use the public parks in the downtown area. Both Lowell Park and Pioneer Park are lovely sites, centrally located, with the charm to draw both residents and out of town visitors. Lowell Park in particular has the added benefit of being riverside and cannot be matched as an event venue. We appreciate the Park Board's responsibility to manage the use and upkeep of the parks. We also feel it has a responsibility to make fair decisions regarding the entities that are allowed to use them, Currently we use Lowell Park for only one event, the Rivertown Art Festival, in May. We would like to add an event in the fall. We certainly hope that we and other community organizations can continue to look to the city parks to provide wholesome and aesthetic surroundings for future events. MEMORANDUM TO: Park and Recreation Commission FR: City Administrator RE: Proposed changes to Park and Recreation Board ordinance DA: March 22, 2000 Discussion: Accompanying this memo is the ordinance that I would like to propose to the City Council for their review and consideration, The ordinance makes several changes to the existing ordinance, Probably the most significant changes are: the size ofthe Commission membership (i.e" 7 members per the revised ordinance versus 11 members per the existing ordinance); the provisions for having the Community Development Director and the Public Works Director (or their designees) assisting the Commission; and the duties that I believe are appropriate for a Park and Recreation Commission, One of the issues that needs to be resolved (assuming that the Council agrees with and adopts the proposed ordinance) is the amount of work that may be associated with the proposed duties and responsibilities of the Community Development Director, Normally, Steve Russell's "plate" is pretty full. Therefore, some consideration is going to have to be given to the number of work programs that the Commission is going to be carrying out. I would suggest that the Commission develop a work program priority list and then establish a reasonable and practical time schedule for completing the programs, I would also suggest that the Commission work with the Community Development Director and the Public Works Director to develop a fair and equitable distribution of assigned duties so that neither individual is overly burdened, I will be at the meeting to discuss the proposed ordinance with you. Recommendation: Commission consider proposed ordinance establishing a Parks and Recreation Commission, ~~ . . . Sec. 48-1 Parks and Recreation Commission Subd. 1, Establishment. There is hereby created a Parks and Recreation Commission ("Commission"), Subd, 2, Powers, The Commission shall make recommendations as to acquisition of park sites and facilities, park programs, operation of public parks, park budgets and general development of recreational facilities within land developments, Subd, 3, Function, (1) The Commission shall advise the City Council and other advisory commissions regarding matters relevant to the park and recreation function, including, but not limited to, the expansion of and plans for the development of city park and recreational facilities, (2) The general purpose of the Commission is to monitor and reflect the attitudes and concerns of the citizens of Stillwater relative to the park system and recreational programs, and to advise the City Council of citizen attitudes and policy matters relevant to the park and recreation function in the city, Subd, 4. Duties. The Commission, with the assistance of city staff, shall: (1) Develop and recommend to the City Council, and upon the Council's adoption, monitor the execution of a comprehensive plan and park classification system for the park and recreation function in the city and make recommendations for any changes it deems necessary, (2) Annually report to the City Council regarding achievements toward fulfillment of such comprehensive plan and recommended amendments, (3) Frequently visit city parks and keep informed of current recreation programs in order to continually review and evaluate the parks system development and recreation programming, (4) Develop and recommend methods to stimulate positive public interest in park and recreation functions, (5) Develop and recommend feasible methods of discouraging vandalism and destruction of park facilities, (6) Develop and recommend feasible methods of financing recommended park improvements, (7) Serve as a forum for the citizens of the city to voice their opinions regarding park recreation activities and functions, . (8) Promote coordination with the school districts serving Stillwater, encouraging the interchangeable use of city and school district facilities and programs to the best interest of citizens, (9) Encourage dissemination of information to and coordination with city organizations interested in the park and recreation functions such as garden clubs, athletic groups, civic organizations and the like, (10) Encourage coordination with other communities and agencies to the extent appropriate in matters pertinent to the park and recreation function, (11) Develop and transmit recommended capital improvements annually to the city council for inclusion in the capital improvements program, (12) Review and make recommendations to the City Council on development proposals, consistent with adopted policies, ordinances, regulations and comprehensive plan, (13)Review and recommend items to be included in the park and recreation annual budget, . Subd, 5, Membership, (1 ) The Commission shall be composed of seven (7) members appointed by' the Council, one (1) of whom shall be an elected member of the City Council. (2) With the exception ofthe Councilmember, the members of the Commission shall be appointed upon majority consent ofthe Council for staggered terms of three (3) years, except that any person appointed to fill a vacancy occurring prior to the expiration of the term which his/her predecessor was appointed shall be appointed only for the reminder of such term, Upon expiration of his /her term of office, the member shall continue to serve until his successor is appointed, (3) The Councilmember shall be appointed annually by the Council and he/she shall be privileged to speak and vote, (4) Members of the Commission shall be residents of the City while serving on the Commission and shall represent as broad a range as possible of interests in the park and recreation function, However, it is a goal, but not a requirement that all Wards of the City have Commission representation, , . (5) Commissioners shall serve without compensation, Subd, 6, Officers and meetings, (1) The Commission shall hold one (1) regular meeting each month, such regular meeting to be held on the fourth Monday of each month at 7:00 p,m, at the Stillwater City Hall, Any regular meeting may be cancelled by the chairperson if the chairperson determines that there is not sufficient meaningful business to conduct at such meeting, A majority consititutes a quorum for the transaction of business. (2) The Commission shall adopt such rules and procedures not inconsistent with these provisions as may be necessary for the proper execution and conduct of business, (3) At the beginning of each calendar year the Commission must select a chairperson, The chairperson may be removed with the majority vote of the Commission, The chairperson shall: (a) Preside over meetings of the Commission, . (b) Appear or appoint a representative to appear as necessary before other city advisory commissions and the City Council to present the view point of the Commission on matters pertaining to park and recreation functions as they relate to business under consideration by said commissions or City Council. (c) Provide the liaison with other governmental and volunteer units in matters relating to the park and recreation function for the purpose of obtaining and providing timely information, (4) A vice-chairperson shall also be appointed annually by the Commission, The vice-chairperson shall perform such duties as may be assigned by the chairperson and shall assume the responsibilities of the chair in absence of the chairperson, Subd, 7, Staff, . (1) The Community Development Director or hislher designee shall be responsible for the preparation and update of all plans regarding municipal park and recreation facilities and for the communication of such plans to the Commission, He/she shall attend all Commission meetings and he/she shall coordinate the work with the Commission and delineate activities in the work program for the Commission, in order that it may provide citizen participation in the preparation and carrying out of various recreation and park projects, . He/she shall keep the Commission informed of all actions of the City Council and other city Commissions relevant to the function of the Commission, He/she shall cause to be prepared an agenda for each Commission meeting and shall submit the agenda to the Commission in a timely manner. With the assistance of the Public Works director, he/she shall be responsible for the training and orientation of all new Commission members, (2) The Public Works Director or his/her designee shall be responsible for the maintenance of park and recreation facilities, He/she shall cooperate with the Community Development Director in the development of plans for park and recreation facilities, He/she shall coordinate and administer all phases of park and recreation implementation, He/she shall attend all Commission meetings and shall keep the Commission informed on park and recreation facility maintenance programs and budgetary needs, . . . . . MEMORANDUM TO: Parks Board FROM: ~ Steve Russell, Community Development Director DATE: March 22, 2000 SUBJECT: Territorial Prison Trail The City hired Amy Stefan of Stefan Associates and Brent Peterson (Historian) to assist in preparing a plan for an interpretive trail along the base of the Territorial Prison Wall. The prison site is on the National Register of Historic Places with early Stillwater history associated with the area, The purpose of the plan preparation is to provide guidance for trail construction when the wall is repaired and when site development occurs, The City is also trying to get financial assistance from the State of Minnesota to repair the wall and construct the trail. A preliminary plan will be presented at the meeting for review and comment. Memorandum TO: Park and Recreation Board Steve Russell V Community Development Director FROM: SUBJECT: USE OF LONG LAKE TRAIL The owners ofthe Liberty on Long Lake property have posted signs prohibiting bicycles on a portion of the trail. They feel that bicycle, rollerblade or skateboard use of the trail poses a hazard to pedestrians and that it is not appropriate for trail use, When the Expansion area, Greenways, Parks and Trails Plan was approved, it was intended that the Long Lake Trail would be available to pedestrians, bicyclists, rollerbladers and the like, but off- limits to snowmobiles or other motorized vehicles, This policy is in keeping with other trails in the City. The City Council will consider the owner's request to limit use of the trail to pedestrian traffic, The City Greenways, Parks and Trail Plan did not contemplate the prohibition of bicycles from portions ofthe Long Lake Trail. This item is brought to the Parks Board for consideration and to make a recommendation for Council consideration when they consider this item April 4, 2000. The owners have been notified ofthe meeting and may be available to present their concerns, ACTION REQUIRED: Recommendation regarding use of Long Lake Trail by Bicyclists, Attachment: Expansion Area, Greenways, Parks and Trails Plan .~. To: From: Subject: Mayor and City Council Steve Russell, Community Development Director Comprehensive Plan Amendment Adding Greenways, Parks and Trails Plan for City Expansion Area November 25, 1998 (l/ Date: The Comprehensive Plan and AUAR implementation program calls for the establishment of Greenway Corridors, Parks and Trails System for the expansion area, The Plan designates edges of lakes, creeks/tributaries and wetland greenways, These greenways will be protected through application of the City's Shoreland Ordinance, Park Dedication requirements, Forest Protection Ordinance and Wetland Preservation requirements, A trail system is located through the major corridors connecting the expansion area from 62nd Street North to TH 96, Access to parks, schools and other neighborhoods or community destinations are provided by the trails, The trails would be recreational (paved or natural woodchip) depending on trail location and purpose, The City's Open Space Committee, Parks Board and Planning Commission recommend the plan . for adoption, Again, this Comp Plan Amendment has been referred to DNR and Stillwater Township for comment. MEMORANDUM To: Park and Recreation Commission From: Sue Fitzgerald, Planner 5 F Date: March 23, 2000 Subject: Planning Process for Legends Park The City has acquired approximately 3 ~ acres ofland in the Legends housing development to create a park for the community. About 1 ~ acre of this land is lowland, used drainage, and not useable for recreation. As part of the planning process to design a neighborhood park, the Parks Dept. and the Planning Dept. conduct several neighborhood meetings to get suggestions from the residents and what they'd like to see. The frrst meeting will be Thursday, March 30, 2000 at 7:00pm in the Council Chambers at City Hall (see attached letter). We will use the suggestions from the meeting in the design of the park. The project would help implement the trails/pathway element as the Comprehensive Plan. Residents that reside adjacent to the pathway have expressed concerns for the pathway and its effect on their backyard privacy and safety. . The Mulberry Street Pathway Project will come back to the Council for trial approval in April/June.
