at 7:30P.M. at the City Hall.
All members were present: C. D. Bourdaghs, Ray C. Grove - City Council

Grant T. Waldref was nominated Chairman and on.motion duly made, seconded
and carried, was declared elected.

A letter from the Jaycee Wives Recreation Committee was read and discussed.
A general discussion of various phases of the Recreation problem followed.
The Secretary was instructed to notify George (Mike) Mueller a1J.d ask him to
attend the regular March meeting to discuss our summer program and inform us
as tO,what help we might expect from the Red Cross in swimming instruction.

MARCH 28, 1950
The regular meeting of the Stillwater Recreation Board was held March 28,
1950 at 7:30 P.M. at the City Hall.
- Present were: Pozzini, Bourdaghs, Grove and Swanson. George (Mike) Muller
was also present.
In the absence of the Chairman, the Secretary presided.
Mr. Muller gave the Board a summary of the work donef ~ the Rtd Cross in 1949

through the County, statlllg that 557 had reg~stered/an ~~ th~se rece~ved
certificates at the. close of the season. He said that 7 Senior Life Guards and
8 Or 9 Juniors had received certificates at the St. Croix River Beach.
The Red Cross is willing to extend the program for 1950 with the assistance of
our Board and wouid like to include adults as will as children in the instruction
program. Registration among the children will be conducted through the schcols
during the month of May.
The Secretary was instructed to publish a request for life guard applications
in the Gazette in conjunction with the report of this meeting.
A discussion of the skating program for next winter followed, all pnesent ex-
pressing themselves in favor of conducting rinks at Staples field, McKusick Lake
and st. Mary's School playground.
On motion the meeting was adjourned.

April 25, 1950
The regular meeting of the Stillwater Recreation Board was ~eld Mpril 25, 1950
at 7:30 P.M. at the City Hall.
All members were present. Douglas Ames also present.
Minutes of the March 28th meeting were approved as reported by the Secretary.
Doug Ames reported on the 1949 ball program, a copy of his report being attached
hereto. He also reported that the Eagles lodge will sponsor a~d equip one ball
team in the twilightleage.e, also midget baseball team and midget and pewee
softball teams.
On motion of Cayou, seconded by Swanson and carried, Doug Ames was hired to direct

the ball program for 1950 at a salary of $600 for the summer.
A discussion of the beach program followed. Councilman Bourciaghs was authorized
to contact l~rilJ~ McGarry ,and Jane Henley and offer them the positions as life
guard, one at each beach, with Tom Abercrombie serving as relief man and maintenance
helper.

MAY 23, 1950
A regular meeting of the Stillwater Recreation Board was held
May 23, 1950 at 7 : 30 P.M. at the City Hall .
Present at the meeting were Messrs Waldref, Bourdaghs, Pozzini,
Grove and Cayou.
The minutes of the previous meeting were read and approved.
Mr. Bourdaghs reported that there was no activity in the skating
program.
Messrs Bayou and Pozzini reported that backstops were needed at
Staples Field and Washington Park. On motion by Mr. Bourdaghs,
seconded by Mr. Grove and duly carried; Messrs Cayou and Pozzini
were authorized to arrange for the erection of a portable backstops
using the assistance offered by Earl Ayers and obtaining voluntary
help from such organizations as the Church League and the
Washington Parent-Teachers' Association.
It was reported that the grounds were in good condition.
At this point, the possibility of grading North William Street
between Hickory and Maple Streets for sliding was suggested by
Mr. Cayou for consideration at the appropriate time.
In regard to the swimming beaches, it was reported by Mr. Bourdaghs
that Marilyn McGarry and Jane Henley had accepted the positions of
life guards for the summer, one for each beach, with Miss McGarry
beginning her work on June 12 . John Haefner was proposed by Mr.
Grove to act as relief man and maintenance helpers . This suggestion
was accepted inasmuch as Mr. Haefner had expressed an interest in
the position.
It was reported that Andy Sjoholm has given occasional help in the
work at St. Croix Beach.
Fireman Hoyt Alquist entered the meeting during the discussion of
a caretaker for Lily Lake Beach. Mr. Grove was authorized to
contact Charlie Johnson and others for this position.
It was agreed that the Board meet at the Lily Lake Beach at
6 : 30 P.M. on Thursday, May 25 with another meeting Monday evening,
May 29 if necessary.

A special meeting of" the Stillwater Recreation Board was held a.t theLUy Lake
Bath House at 6:30 P.M. on :M.a.y25, 1950.
Present were Board Members: Bourdaghs, Grove, Radke, Pozzini, Cayou and Swanson..
Herman Griff and Geo. (:Mike) Muller were aJ.so present.
VaJ. Radke reported and exhibited various forms of vand.a.J..ism that had, been committed
within the week as follows: About two thirds. of the glass panes in the doors were
broken, one light fixture in the bath housebroken, the 5001f bulb from the flood-
light removed and broken, one door broken into, the basketbaJ.1 standard bent over.
Mr. Radke was authorized to make a request from the City Clerk for such materiaJ.s
as might be needed to make repairs and Herman Griff was hired to, ,do the work.
The life-saving boat was examined and since the entire transom was worthless due
to dry-rot, :Mike Muller was instructed to make the necessary repairs to put the
boat in good condition for the summer.
Herman Griff was offered the job as caretaker and the work and program .discussed
in general.
The Secretary 'WaS instructed to prepare publicity covering the damage to the
bath house and grounds.
On account of the extensive repairs necessary and the latene,ssof the spring
'IIBrm weather, the officiaJ. opening of the Lily Lake Beach was indefinitely post-
poned, publicity to be given as to opening date a.:tter repairs were .de. '

June 27, 1950
A regular meeting of t he Stillwater Recreation Board was held at the City Hall
at 7:30 P.M. on June 27, 1950.
Present were Board Members: Waldref, Grove, Bourdaghs, Pozzini and Swanson.
Alsp present were Art Bartkey and Fred Thompson of the V.F.W. and George Smart,
Phil Nelson and Joe Rosell of the Stillwater Association, and Douglas Ames.
Art Bartkey reported that the V.F .W. is working on a project to buy playgroUnd
equipment for various City parks. They are also working with City authorities
and W.E.PerLee's Memorial Committee on the Lily Lake road project and ask for
help from our Board and the City Engineer. Lawrence Pozzini volunteered to talk
to Mr. Abercrombie' and assist in planning the road to Lily Lake Beach.
The V.F :W. was asked to assist in taking care of Lily Beach and agreed to call
a "work committee" to clean up the grounds.
Phil Nelson spoke in behalf of the Recreation Committee of the Stillwater Associa-
tion stating that they would like to begin plans for a new baseball and softball
park. GeDDge Smart and Joe Rosell also joined in a general discussion of sites
and possibilities.
Doug Ames reported that his ball program was getting organized with Eagles and
Legion teams playing regularly, pewees and midgets getting started. Several teams
play regularly an both parks with games between North and South hill teams. All
boys who come out and wish to play have an opportunity. The weekly schedule of
games is published in the Gazette on Mondays. Mr. Ames r~ported that he has
enough equipment for his program, no purchases needed.
Lawrence Pozzini reported that new backstops had been installed at Washington. and
Staples parks at a cost of $107.00. $64.00 was the cost of pipe and $43.00 for
wire. The Thompson Hardware donated 100 feet of wire and Randall Van, Deusen also
donated some wiee. Those who assisted by donating time and work were: John
Beske, Hollis Saver, Randall Van lleusen, Roger Hanson, Jim Nichols and Fred
Thompson at Staples field and Barrett Colombo, Jack, Thoreen and Gerald Ryan at
Washington park. Earl Ayers supplied all welding equipment and materials and
welded pipes at i both parks. John Simonet and Lawrenc,e Junker also helped at
both parks. The Maple Island Farm furnished a truck and City Engineer Aber-
cmlmbie and his crew also assisted - all under the supervision o~ the playgrounds
committee of our Board - Lawrence Pozz.ini and Clarence Cayou.
On motion of Bourdaghs, seconded by Grove, and carried, Lawrence Pozzini was
authorized to make the necessary arrangements to cut the grass at Staples field
and Washington park.
On motion duly made, seconded and carried, Val Radke was authorized to make
arrangements for a maintenance man at Lily Lake Beach at a suggested salary of
$100 per month.
On motion, the meeting was adjourned.

July 25, 1950
A regular meeting of the Stillwater Recreation Board was held at the City Hall
at 7:30 P.M. on July 25,1950.
Present were Board Members: Waldref, Grove, Bourdaghs, Radke and Swanson.
Chief of Police Bud Law was also present.
Chief Law reported on the employment of Art Lofgren as beach maintenance man
'at Lily Lake, stating that the Girl Scouts reported a loss of $10.00 in cash
. a few days after and that their concession had been broken into. As' a result
of this, Lofgren was relieved of his job after one week.
Lily Lake Beach -Omar Peltier has been appointed new caretaker, as of July
22nd - reported by Val Radke. No big work necessary at this beach.
St. Croix Beach - No big work needed at this beach. Caretakers have deputy
badges but identification of life guards by some official badge is also
desirable. A suggestion was made that life-guard towers be placed at beach~s
before the 1951 season.
Skating Rinks - A meeting of the McKusick Lake neighborhood people will be
held to get their co-operation in operating the rink. Bourdaghs reported
all planning of rinks will be done before the skating season.
PlaYgDoun<is - A report on grass cutting was made, Staples having been mowed
3 times by Lyle Cran who will also take care of Washington Park. Washington
has been mowed once by Thueson, hired by City Engineer.

AUGUST 29, 1950
A regular meeting of the Stillwater Recreation Board was held at the
City Hall at 7:30 P.M. on August 29, 1950
Present were: Board menfuers Bourdaghs, Grove, Waldref, Radke,
Pozz ini and Swans on.
Also present was John l-I. Leslie, Recreation Consultant of the Minnesota
Youth Conservation COmmission, who explained the work of the Commission
stating it had been organized in 1947, that its policy was that of
prevention of delinquency rather than a cure. The Commission is ready
to assist in setting up similar Conservation Commissions in the Cities
and towns of the State. He also quoted several case histories showing
the benefits of local boards and recommending that ,a similar program
be instituted in Stillwater.
~1 motion of Bourdaghs, seconded by Pozzini and carried unanimously,
the Secretar~y was instructed to request all interested local organizations
to send a representative to our next meeting to act on an Advisory Com-
mittee, in accordance with Section 4 of the ordinance creati..r:lg the Recrea-
tion Board.
The Beach committees reported everything under control with onl~. a few
days left of the official season.
Playground committee reported program for the year complete with children
returning to school the following 'fuesday.
Skating committee inactive.
On motion, the meeting was adjourned.

their summer program.
Each of these., reports was followed by considerable questioning and discllSsion
on the part of the Advisory Comm:i.ttee mellbers, a nu.mber of ideas and suggestions

Comm:i.ttee left. the meeting.
On motion of Pozzini, s.ecanded by Grove and carried unanimou.sly, Lyle Cran was
voted $10.00 for his work in cutting grass on Staples Field and Washington Park
during. the past summer.
On motion of Cayou, sec.onded by Swanson, carried unanimollSly, Douglas Ames lIaS
granted an addition.a1 $22.50 for his car expense this slD'lllller.
On motion of Pozzini, seconded by Bourdaghs, carried by unanimous vote, the
proper officials were instructed to install a new disposal., system at the St.
Croix Beach.
The weedy condition of 141y Lake was discussed and Val Radke instrueted to
take what action might be possible this fall toward removing weeds from the
beach area.
Clarence Cayou offered his resignation from the Board due to his JI.Oving :kD
to Philadelphia.
On motion, the meeting was adjourned.

NOVEMBER 28, 1950
A regular meeting .of the Stillwater Recreation Board was held at the
City Hall at 7:30 P.M. .on November 28, 1950.
Present were: B.oard members Bourda.ghs, Grove, Waldref, P.ozzintand
Swans.on.
Also present: Representing the Washington Pl'A -J.ohn Beske, Chairman,
A. L. Sjowall, Byr.on McMillan, Herbert Gardner.
Representing the J. C. Wives - Mrs. Jean Jacobs.on, Mrs.

A discussi.on of the skating pr.ogram .occupied the entire meeting until
the retirement of thevisiters.
The Washington PTA asked help in moving warming house frem the South
Hill ball park te StaPes field. This matter was discussed in detail,
various ideas being proposed as to meth.ods .of hauling the warming
house and financing the move. The Beard promised its ce-eperatien.
The J.C. representatives, both men and women, jeined in the discussiens
and seemed satisfied that their wishes were being censidered.
After the visitors left the meeting a letter fr.om Ed McKnight was read
being his report en the swimming seasen at the st. Croix Beach together
with seme suggestiens fer the ceming year. This letter is attached te
these minutes in the Secretary's minute beek.
There was further discussien of skating, particularly with reference
to the se-called uPezzini Rink" on Seuth BIJoadway - which has been
flOOded, cleaned,. and supervised by B.oard member Pozzini for the kids
in his immediate neighb.orh.oed.
On m.otion of Swanson, secended by Grove and carried unanimously, the
City Fire Department was autherized and instructed to assist Lawrence
Pozzini infieoding the South Breadway rink.
On motien, the meeting was adjeurned.
