MEETING NOTICE
JANUARY 22, 2001
The Stillwater Parks and Recreation Board will meet on Monday, January 22,2001 at
7:00 p.m. at Stillwater City Hall in the Council Chambers Conference Room 213, 216 N.
4th Street.

3. Election of Chair and Vice-Chair.

Stillwater Parks and Recreation Board Meeting
December 11, 2000 at 7 p.rn.
Present: Mike Polehna, Linda Amrein, Dawn Flinn, Steve Wolff, Sara Thingvold and
Wally Milbrandt, and Dell Peterson.
Rich Cummings, Council Representative
Absent: Rob McGarry
Mr. Polehna called the meeting to order at 7 p.m.
Approval of the Minutes: The following suggestion for changes were made. Steve
Russell is The Development Director not Planner. Wally Milbrandt is a member and Rich
Cummings is the Council Representative.
On page one, disregard the number one. On page two, the fifth paragraph should read:
"The implementation of the master plan will heopefully be timed with the turnback of
Hwy 96 from State to County."
On page four, paragraph one, the name is Legends Park.
On page five, disregard the line that Mr. Milbrandt was elected to Council
Representative.
On page five, the December meeting will be help on the 11 th not on the 18th.
A motion was made to accept the minutes with the following changes. The vote to accept
the minutes of the meeting with conditions was unanimous.
Review of Staples Park Survey: The proposed survey was reviewed. Suggested changes
were given to Mr. Milbrandt who will review the changes with City Staff
Adjournment- A motion was made to adjourn the meeting. A gathering of the Board was
to be held at the residence of Mr. Cummings.

SUBJECT: Events in Stillwater Parks
DISCUSSION:
Attached is a letter from the Stillwater Area Chamber of Commerce regarding events to be
held in Lowell and Pioneer Parks. In response to their letter, I offer the following comments:
The issue at hand is not whether or not to allow further events within our parks, but how
often because of the damage done to the parks and the impact on downtown retail businesses during
a major event.
. At the last meeting downtown businesses representatives stated that major events downtown
take away from business and that the only time someone comes into their business is to use their
"facilities" instead of the "portable" facilities available during an event. The time between events is
important to the recovery of a park to maintain is wholesome and aesthetic surroundings. The
minimum time between major events should be no less than four weeks.
While I commend the Stillwater Area Chamber of Commerce for their interest, coordination
and participation in events, none of the signatures on the attached letter, except St. Croix Valley
Office Supplies, is a retail business that may be impacted by an event held downtown.
RECOMMENDATION:
Although the parks are public, the Park Board has the authority to prevent any organization
from holding an. event and can decide the time span between major events for the protection and
recovery of the public parks. Ifthe Board decides to allow this event, I recommend that the time
span between events be at a minimum of four weeks (recommend six weeks).
ACTION REQUIRED:

Discuss the issues in relation to holding another major event downtown. If the Board
concurs with the recommendation they should pass a motion establishing a time span between major
events held in City parks.

The Board of Directors of the Stillwater Area Chamber of Commerce wishes to
respond to the petition being circulated in downtown Stillwater which proposes to
stop further events from being held in the downtown district.
As a non-profit organization with roots in this city since 1891, we are concerned
that we and other community organizations will no longer be able to use the public
parks in the downtown area.
Both Lowell Park and Pioneer Park are lovely sites, centrally located, with the charm
to draw both residents and out of town visitors. Lowell Park in particular has the
added benefit of being riverside and cannot be matched as an event venue.
. We appreciate the Park Board's responsibility to manage the use and upkeep of the
parks. We also feel it has a responsibility to make fair decisions regarding the
entities that are allowed to use them. Currently we use Lowell Park for only one
event, the Rivertown Art Festival, in May. We would like to add an event in the fall.
We certainly hope that we and other community organizations can continue to look
to the city parks to provide wholesome and aesthetic surroundings for future
events.
