AGENDA Approval of September 23,2002 Minutes. Request for Lowell Park Peace Pole and Downtown Ice Rink. Request for special launch and/or dock to St. Croix. Staples Field Park CDBG Funds. CITY OF STILLWATER PARK AND RECREATION BOARD SEPTEMBER 23, 2002 Chairperson Polehna called the meeting to order at 7:05 p.m. Present: Board Members Flinn, Junker, Milbrandt, McGarry, Polehna, Snellman Others: City Administrator Hansen, Community Development Director Russell, City Planner Fitzgerald, Public Works Director Eckles, Public Works Superintendent Thomsen Absent: Board Member Amrein APPROVAL OF MINUTES Motion made by Board Member Junker, seconded by Council Representative Milbrandt to approve the August 26, 2002 minutes with changes. Motion passed unanimously. Staples Field Improvement Recommendations (CDBG Funds) Public Works Superintendent Thomsen informed the Board that the City already has $50,000 allotted for Staples Field for improvements. Lighting and the tennis courts have been improved. Public Works Superintendent Thomsen proposed to convert the basketball court at Staples Field into a permanent skating rink. When the grass is flooded for the rink in the winter it permanently damages the grassy. It is not known at this time if the asphalt could be saved or if it would need to be removed. The Board would like to try to make the existing asphalt work with the skating rink. Item tabled until next month for further discussion. Memorial Bench Locations Public Works Superintendent Thomsen went through the City and took an inventory of possible locations for memorial benches. Motion made by Board Member Junker, seconded by Board Member Flinn to approve the list of memorial bench locations. Motion passed unanimously. . . . Proposal to Prepare Brown's Creek Park Master Plan Sheri Buss gave an overview of the Brown's Creek Master Plan. The City recently completed plans for the McKusick Lake Diversion Improvements. When constructed, the system will divert storm water from the City's Annexation Area away from Brown's Creek, and will route the water through McKusick Lake and McKusick Ravine tot he St. Croix River. The City will prepare a master plan for trail connections to the south and open space areas adjacent to the new Public Works facility. Community Development Director Russell would like task force to work with Ms. Buss to find out what kind of activities would be beneficial in that location and how to tie the trail system together. The Board would like to speak with Community Development Director before making a decision about trails and open space. The master plan for trail connections and open space tabled until next meeting for further discussion. Motion made by Board Member Junker, seconded by Board Member Flinn to approve conceptual wetland mitigation area and dike area at McKusick. Motion passed unanimously. Turf Quality; Stillwater Crossings, Creekside Crossings, Legends Park It is very difficult to get grass to grow grass at Creekside Crossings. The Board would like to create a standard of turf quality for a guideline for developers. Ideas for standards will be discussed at the next meeting. Parks Summary and Overview Public Works Superintendent Thomsen briefly went over his park summary memo. There was some concern about the increase in parkland, but no increase in staff. It is the intent to cross train everyone once everyone is moved into the new Public Works facility. There was a discussion on being short staffed. Frisbee Golf Maintenance/Expansion Prairie grass has been mowed. Item has been tabled until Parks Master Plan is complete. . Parks Master Plan Worksheets Park inventory worksheets were turned into City Planner Fitzgerald to compile information. OTHER ITEMS Dog Ordinance Update Input given at last meeting was incorporated into the dog ordinance. Basketball Backboards at Staples Field Board Member Flinn requested that the backboard be moved to Lily Lake. Public Works Superintendent Thomsen did not see a problem with moving them. ADJOURNMENT Motion made by Board Member Junker, seconded by Council Representative Milbrandt to adjourn the meeting at 9:10p.m. Motion passed unanimously. . Main Street Stillwater, MN 55082 October 18, 2002 Tim Thomsen Parks/Public Works Superintendent City of Stillwater 1372 Greeley Street Stillwater, MN 55082 e-mail: tthomsen@cLstillwater.mn.us Inquiry about Ice Rink, and Peace Pole in Lowell Park We are planning activities and events to attract local residents to Downtown Stillwater and to enhance retail business during the Winter Season between November 14 and January 15. One activity we believe will attract local figure skaters and recreational skaters downtown, along with their parents, children and friends, is an ice rink located where it is easily visible from Main Street and where there is convenient parking. We understand from your conversation with Norman Steere earlier this month the City would not be likely to approve of a temporary ice rink on any grassed or seeded area, because of the damage that ice causes to the turf beneath it.. We appreciate your stated willingness to have City engineers assess the paved or graveled areas we would like to have flooded to see what the slopes are and how feasible the areas would be for a holiday ice rink. . Our first choice would be to have the ice rink (or skating area) immediately adjacent to Main Street, in the middle bay of the three-bay parking lot on Main Street between Myrtle and Commercial Streets, from the Main Street sidewalk east toward River Street. We believe this would be an almost ideal location for recreational holiday season skating, because the area is lighted, parking is immediately accessible and the location will allow us to integrate the skating with other planned activities. If we need to make other choices, our second choice would be the southeast comer of the parking lot east of River market. Third choice would be the parking lot between Lowell Park and Lumber Barons Hotel, and our fourth choice would be the graveled parking area between the River Market lot and Lowell Parle We would like your feedback sometime this week so that we can present our request to the Parking Commission, Park Board, and City Council this month. Please give us an estimate of the cost of establishing and maintaining the ice rink, just in case we are able to find a sponsor. We also want to obtain permission to erect a Peace Pole in the north end of the section of Lowell Park between Chestnut and Myrtle Streets. The pole would require a small hole about six inches in diameter and four feet deep. We would like to have the Peace Pole ready to be erected and dedicated in a special ceremony on November 15. We would also like to have the Peace Pole remain in place at least until Spring, and permanently if possible. Ann DeLaVergne can provide further details if needed, and we will be prepared to have representatives at the required Commission and Council meetings. October 2 2002 RE: Peace Pole, ce Rink The Downtown terest Group and the Historic District Committee (soon to be the same group) would r to launch a campaign with the downtown business called May Peace Prevail on As part of the program that is being developed we would like to put up a Peace Pole in ' well Park by the Gazebo. The Peace Pole is a vertical 6 sided pole with May Peace revail in 6 different languages on the sides. The pole will need a hole about 4 feet dee to be securely planted in its position. The pole will extend out ofthe ground about 5 ct. The pole would be permanent. Regarding the ic rink in the downtown, we are hoping to detennine a location and cost for Ii dowlltown ink. Memo To: From: Date: Subject: Parks Board Tim Thomsen, Public Warks Superintendent October 24, 2002 Response to Downtown Interest Group I talked with Norman Steere earlier this month when he asked about a ice rink or skating area in Lowell Park. I told him no ice rinks in Lowell Park on a grassed or seeded area. The following is in response to the letter received from the Downtown Interest Group choices: 1. The first choice: Adjacent to Main Street in the middle bay of the three bay parking lot on Main Street between Myrtle and Commercial Streets. This would take up a lot of parking space for the other downtown businesses. 2. The second choice the southeast corner of the parking lot east of River Market: This area has over a 12" drop to the east and would require a lot of fill on the asphalt to make it level enough for a rink. 3. The third choice the parking lot between Lowell Park and Lumber Barons Hotel: This would be blocking off the road going north and south plus parking spaces. 4. The fourth choice the gravel parking area between the River Market Lot and Lowell Park east of the telephone poles and going north and south: This would be the only place for a rink. It would not impact traffic or parking too much. The rink would be about 35 feet wide by 100 feet to 150 feet in length. This would be the most ideal place to put a rink with minimal cost. 5. The location of the Peace Pole in Lowell Park should not be a problem. We will need to obtain locates to install the pole and will be able to install it also. This will be okay. Depending on the weather, it will determine when a rink will be made and how good of ice it will have. In the past three years, we were lucky if we had good ice by Christmas! There are not a lot of options. The Dock Cafe would like to work with me, but because of insurance issues that is not possible at this time. I ended up talking to the DNR, and the Corps of Engineers about the city land just south ofthe Dock Cafe. Looking at the possibility of having a loading platform, a small dock 20 foot long by 4 foot wide to load and unload gondola passengers. I talked with Molly Shodeen with the DNR. (651-772-7910). Molly said that this would be ok with the DNR if we comply with over night docking regulations. I then talked with Dan Seamen at the . Corps of Engineers. (651-290-5380). Dan sent me an application for a permit so that I can move forward. What I need now is permission from the city to pursue this. I believe this would be good for me and for the city of Stillwater. The Board visited the park recently on several occasions and discussed improvements with the neighbors. With that in mind, the Park Board would like to get an estimate of costs for the following improvements. . 1. Benches for ball diamond. 2. Additional play equipment for the children's play area. 3. Upgraded ball field turf with sprinkler system. 4. Enclosure for portable restroom. 5. The board is open to other improvements to spend the $50,000. AMENDING. The Stillwater City Code, Section 27-1, subd. 6a is added to the City Code that will hereafter read as follows: "Subd. 6a. It is unlawful for any person to allow a pet or dog to be in or upon any city park or trail property unless the animal is restrained by a leash not longer than 6 feet or the dog or pet is housed in a portable crate or kennel, and unless the person in control of the pet has in possession a bag or other receptacle for the collection and proper disposal of the animal's excrement pursuant to Subd. 7." 2. AMENDING. The Stillwater City Code, Section 48-2, Subd. 7 is added to the City Code that will hereafter read as follows: "Subd. 7. Dogs and pets are permitted in parks subject to the regulations and restrictions set forth in City Code, Section 27-1, Subd. 6a and Subd. 7." 3. SAVING. In all other ways, the City Code remains in effect. 4. EFFECTNE DATE. This ordinance will be in full force and effect from and after its publication according to law.
