It is the intent of the Park Board to allow use of the facility consistent with the public purpose of free entertainment and cultural event for the citizens of Stillwater mindful of the park location in the North Hill neighborhood. Bandshell Use Guidelines . 1. Sponsor shall be a non-profit organization. 2. The event free and open to the public. 3. No merchandise or food shall be sold. 4. No promotional signage allowed in the park. 5. The capacity of the site and area is 75 to 100 people due to lack of parking (!) The use of the bandshell shall be between 9 am and 9 pm and not to exceed three hours in duration. 7. Events shall not be loud or use obscene language so as to disturb the surrounding residents. CD The cost for the band shell rental shall be $125 with a $100 refundable damage deposit per day to cover costs of use. 9. Motion passed unanimously. NEW BUSINESS ST. CROIX RECREATION CENTER Doug Brady presented activity levels and budget information for the St. Croix Recreation Center. He stated the field house is very busy. The Hockey Association is buying more ice time and showing concerns there isn't enough ice time available however Doug stated there is plenty of time just not at their convenient time. A question was raised if there is a priority list for getting ice time. Doug stated there were contracts written when the rinks were installed and they are followed accordingly. Any other ice time is given priority to the high schools, associations, church groups and then individuals. A pipe was leaking at the Lily Lake Ice Arena and was repaired however it may need replacement estimating at $50-100,000. It was proposed to add fixing the chiller to the capital improvement fund. The Lily Lake Arena is open at the end of October through the beginning of March. Some items Doug is researching are fluorescent lighting for the rinks and increasing the rates for ice time. Woodbury is at $155 per hour, Eagan is at $150, Inver Grove Heights is at $155, and Bloomington is at $145. Stillwater is currently at $135 per hour for ice rental and the field house is $180 per hour for full field. Similar places charge $225 for field rental. Board members asked Doug to prepare a review of rates and expenses to determine if a rate increase is appropriate. The field house is also used for fly casters, ultimate frisbee, baseball and softball. However no tables or chairs are allowed on the field. The recreation center has no hospitality room, team meeting rooms or a birthday party room. There is a possibility to expand the facility to accommodate such requests. .. KOLLINER PARK Jim Gannon presented the activity level for Kolliner Park. It was a mild summer, no problems arose and the area was cleaned a few times and mowed periodically. Many boats docked and spent the night afterwards leaving the area clean. St. Croix County Police reported no incidents in the park. Motion made by Board Member Amrein seconded by Board Member Flinn to recommend to Council to approve the agreement with Jim Gannon for maintenance of Kolliner Park for the year 2004. Motion passed unanimously. SHAKESPEARE IN THE PARK Joshua Nelson, Associate Director with The Globe of America was present to request the use of Pioneer Park bandshell and the park space around the bandshell for Shakespeare in the Park, August 5-22, 2004. They would also like to store a trailer behind the bandshell similar to last year. Board members approved the bandshell be open past 9 pm and no fee be required for this special event. Motion made by Council Representative Gary Kriesel seconded by Board Member Flinn to approve Shakespeare in the Park. Motion passed unanimously. APPLICATIONS FOR SPECIAL EVENTS Four special event applications that were reviewed: Spring Art Fair being held May 14-May 16, July 4th Fireworks, LumbeIjack Days being held July 20-July 26 and Fall Art Fair being held October 1-3. There was discussion regarding the rates for special events. The rates are $500 per event with a $250 refundable damage deposit. There was discussion regarding alcohol control, size of event and costs for Lumberjack Days. Council Member Kriesel stated he would like to see family events in the south end of Lowell Park during LumbeIjack days (south of Chestnut Street). He will take that idea to Council. Contracts will be developed and presented to Council for review for each special event. Motion made by Board Member Snellman seconded by Board Member McGarry to approve the special events upon Council review and approval of contracts. Motion passed unanimously. PARTNERSHIP OPPORTUNITIES WITH SCHOOL DISTRICT Community Development Director Steve Russell reported that Paula Laidig contacted him and stated the school district has received a donation/grant for $1 million for an early childhood education program facility. A meeting has been set for February 4,2004 at 3:00 p.m. A YMCA representative will also be coming to this meeting. . . One piece of property that is being looked at is the piece of a land in front of the St. Croix Recreation Center on Market Drive. That property has been set aside for an Armory Community Training Center. A master plan was done in 1997 for this training center. Facilities such as basketball courts, locker rooms, meeting and banquet rooms, an aquatics facility, and a skateboard facility were discussed as options for this site. The meeting will provide an opportunity to work together and discuss future uses of that property Community Development Director Steve Russell asked that a park board member attend the February 4,2004 meeting.
