Pioneer Park Bandshell Use Policy
The following policy will be used to guide the use of the Pioneer Park Bandshell. It is
the intent of the Park Board to allow use of the facility consistent with the public purpose
of free entertainment and cultural event for the citizens of Stillwater mindful of the park
location in the North Hill neighborhood.
Bandshell Use Guidelines
Sponsor shall be a non-profit organization.
The event free and open to the public.
No merchandise or food shall be sold.
No promotional signage allowed in the park.
The capacity ofthe site and area is 75 to 100 people due to lack of parking
The use of the bandshell shall be between 9 am and 9 pm and not to exceed three
hours in duration.
Events shall not be loud or use obscene language so as to disturb the surrounding
residents.
The cost for the band shell rental shall be $125 with a $50 refundable damage deposit
per day to cover costs of use.
Park Board approval must be obtained if the event doesn't fit the guidelines.

Attention Pioneer Park Area Residents:
The City of Stillwater Park Board has begun developing a Bandshell Use Policy for the
Pioneer Park Bandshell. Below is a draft policy that will be discussed at the next Park
Board meeting on Monday, November 24,2003, at 7:00 p.m. in the Council Chambers at
City Hall.
The following policy will be used to guide the use ofthe Pioneer Park Bandshell. It is

Chairperson Polehna called the meeting to order at 7:00 p.m.
Present: Board Members, Linda Amrein, Dawn Flinn, Robert McGarry, Michael
Polehna, Sandy Snellman and Council Representative Wally Milbrandt
Absent: Board Members Paul Donna
Others: Community Development Director Steve Russell
Motion made by Board Member Flinn, seconded by Board Member McGarry to approve
the September 22, 2003, board minutes with corrections. Motion passed unanimously.
NEW BUSINESS
ADOPT A TRAIL PROGRAM
Klayton Eckles, Director of Public Works and Parks Secretary Beth Neeck put
together an Adopt A Trail program for Stillwater trails. Two groups have
approached staff interested in the program thus far.
Board member Snellman will mention this program to the Stillwater Youth
Service Bureau who is looking for sites for students to do community work
service. The Bureau will supervise the students.
HISTORIC STILL WATER BRIDGE MONUMENT
Mr. Karl Weissenborn, a landscape architect, is part ofthe MnDot committee
working on the $5 million renovation ofthe lift bridge. As part of that project it is
proposed to commemorate the brid~e with a monument in Lowell Park. Mr.
Weissenborn presented the Sept 18t and October 6t\ 2003, concept plans both of
which are generally the same plan except the October 6th plan has a footing detail
change. History was given how the process for the monument was designed.
$10,000 was allocated for this project. The design process resulted in the
selection of Concept Z. The proposal is to have a low podium, which is about 2Y2
feet in height and two small wing walls on either side of the walk to the main flag
overlook. Graphics and medium were presented. Plans will be available to
contractors in August 2004 and work should start in late summer 2005 for the
rehabilitation of the bridge. Once the monument is finished a maintenance
agreement will be needed with the City of Stillwater.

Motion made by Board Member Flinn seconded by Board Member Amrein to accept the
plans of the interpretive sign age for the Stillwater Lift Bridge. Motion passed
unanimously.
GORDON SITE
Council accepted a donation from Tom Armstrong to design and construct a park
in the City of Stillwater. The park concept will be presented to the Park Board at
their November meeting. It is currently going through the Historic Preservation
Commission and Planning Commission. Some of the park will be designed for
revenue-generating opportunities for park maintenance.
OLD BUSINESS
SETTLERS GLEN PARK
Community Development Director Russell stated that the play equipment the
developer has selected goes beyond what our park dedication policy states. The
plan includes a smaller park being designated the neighborhood park and includes
a playground structure. The larger park is the active park where the soccer field
and junior ball field will be located. There is also 312 miles of trails in this
development. Another park area is located in the townhome area of the
development and the Brown's Creek Nature Preserve is located in the north.
Also, a City park is located across Boutwell Road next to the Public Works
facility. There was discussion about handicap accessible playground equipment.
BANDSHELL USE POLICY
The guidelines for the use of Pioneer Park bandshell were discussed. No
reservations will be allowed on 4th of July, Memorial Day or Labor Day. No
sponsor promotional signage will be allowed in the park. Events are not to
exceed three hours excluding setup and takedown. Sponsor shall be non-profit.
The event shall be free and open to the public. Sponsors are allowed to ask for
free will donations during the event. A letter will be sent to notify surrounding
residents ofthe draft bandshell policy and allow input at the November 24th Park
Board meeting. The Board recommended increasing the refundable damage
deposit to $100.
OLD ATHLETIC FIELD
Community Developer Russell provided information on the status of the Old
Athletic Field lighting. Dave Magnuson, City Attorney is researching the rights
the City has on the property and the relationship of the school ownership with the
City. This will be presented to Council at their next meeting.

TOBACCO FREE POLICY
Council decided against the policy at their October 21 st meeting however due to
miscommunication the item was tabled to their next meeting so representatives
could make a presentation to Council.
PUBLIC WORKS BASKETBALL COURT
Continued to a later meeting.
OTHER BUSINESS
Community Developer Russell stated that the tennis court lights were installed
and working in Staples Park. It was discussed that the basketball hoops weren't
moved from Staples Park to Lily Lake Park because the backboards didn't fit the
structure they needed to go on so instead new nets were installed.
Council Member Milbrandt reported that the railing was constructed and was
waiting to be rust coated on the McKusick Ravine Trail stairway entrance.
Board Member Flinn reported that the Amundson Woods event with the
Stonebridge Elementary students went very well. Horses drug out about 100
trees. Many people turned out for the event.
Chairperson Polehna raised the question why was the prairie grass mowed in the
Brown's Creek Nature Preserve and that there are conflicting uses for this area,
prairie grass and Frisbee golf.
Community Developer Russell asked the Board to look for some skateboard
enthusiasts who are looking for skateboard facilities and want to work with us to
develop a skateboard facility.
The next Park Board meeting is scheduled for November 24th. The December
Parks Board meeting will be rescheduled for Monday, December 15,2003 in the
City Council Chambers at 7:00 p.m.

Motion made by Board Member McGarry seconded by Board Member Snellman to
adjourn the meeting at 8:30 pm.

Downtown Area Plan Update (CPAj03-01)

Background. In July, the Downtown Plan Update process began with a kickoff
meeting of design processionals to brainstorm opportunities for use of the heart of the
Downtown. (The area bounded by Myrtle, Main, Mulberry and the St. Croix River.) It
became apparent from the discussion that this area was a valuable piece of ground and
could become a major contributor to the visual attractiveness and public enjoyment of
the Downtown.

The initial design meeting resulted in many initial concepts, comments and some
sketches of what the area could look like in the future. That initial meeting was
followed up with meetings with City Committees and Commissions (Planning, Heritage
Preservation, Parks and Downtown Parking) and the Downtown businesses and
property owners. At those meetings Downtown planning issues and objectives were
discussed (D-l attached). Comments were received about the significance of the area
and its importance located between Main Street and the river. Concern was expressed
for flood protection, parking structure and the current lack of attractiveness of the area.
From the Committee meeting and Downtown Business interests meeting, a
Coordinating Committee was established to work with the consultants and staff to
develop a draft plan (see Coordinating Committee members list and Plan Alterntatives
A-l, 2 and 3).
The Coordinating Committee meet in September and October to discuss a future vision
for this Center Downtown location and to address concerns and priority use of the area.
After much discussion, concerns and information exchange a consensus plan was
recommended for future consideration. The consensus plan is Plan "D" attached.
Plan D Summary
~ Plan D expands the Lowell Park area by .76 acres and extends the park to Water
Street.
~ Plan D organizes and consolidates parking into three public areas that
accommodates 154 public parking spaces and 110 private parking spaces (currently
. 440 parking spaces).

~ Plan D provides the opportunity for a visitor center/restroom/hospitality center for
Downtown visitors.
~ Plan D locates a liner landscaped trail connects the area to the north and south Main
Street areas.
~ Plan D locates an invisible flood wall along Myrtle and Water Streets.
~ Plan D provides for a strong pedestrian connection between Main Street and the
river.
~ Plan D is designed to accommodate community festivals, farmers market, and
special arts and crafts events.
~ Plan D provides a plan for the expansion of Lowell Park so park improvements can
be made in 2004.
Attached to this report are the alternative plans that were not selected A, Band C along
with a brief description of key components of the alternatives (B-1 attached).
Parking has long been a priority need for the Downtown. Plan D reduces the supply of
parking by 176 spaces. The idea is to replace the lost spaces with a parking structure
west of Main Street possibly and 2nd and Mulberry or between the Lowell Inn and
Rivertown Commons at the end of Commercial Street. It may make sense to phase
improvements to minimize the loss of parking (see E-1 attached).
Parks Board Action. As an element of the Downtown Plan, the action before the
Parks Board is review, comment and recommendation to the City Council.

Provide parking and reduce the visual impact of parking.
Lack of pedestrian amenities, trails, restrooms, information.
Lack of landscaping between Main Street and the river.
Minimize separation between park and downtown created by new flood wall.
Create framework for special events regional, community and neighborhood.
Need restroom and visitor information.
Public/private partnerships.
Maintain historic context and fit into physical environment.
Preserve river views.
Connect study area to surrounding downtown areas and neighborhoods.
Protect rail corridor for future possible people mover use.
