Approval of minutes: Ms. Amrein, seconded by Mr. Donna, moved approval of the
minutes of April 26, 2004. Motion passed unanimously.
Continued discussion of Recreation Center rates
Mr. Russell suggested there are two approaches to take regarding rate increases - looking
at all expenses/revenues or a market-driven approach. He said City Administrator Larry
Hansen has indicated he would favor gradual increases, based on Cost of Living
Adjustments, for example. Mr. Russell said the issue is more of a policy matter.
Mr. Polehna pointed out that the Park Board wanted some kind of justification for
recommending a rate increase in order to protect the City. Mr. Donna said without
revenue/expenditure numbers, it is difficult to justify an increase; he also suggested that
looking at the financial numbers would be a good exercise for the City in order to look at
the long-term needs, such as the need to establish a depreciation fund.
It was agreed to have Mr. Polehna and Mr. Donna meet with City financial staff prior to
June 15 when the Board's previously recommended rate increase will be on the City
Council agenda for possible action.
Continued discussion of Settler's Glenn neighborhood park
No representative of the developer was present. Several alternative locations for the tot
lot were included in the agenda packet.
Several residents whose property abuts the area in question were present. Kari Peterman,
3325 Webster, told the Board residents in that area were mislead by the developer - they
paid a premium for their lots and were told the area was a "common space" that would be
maintained by the homeowners' association, she said.
Mike Moser, 1129 Macy Way, expressed a concern about parking and asked about the
size of the proposed play equipment. The proposed swing set is 30x31, which, members
pointed out, is a rather small piece of equipment. Mr. Russell pointed out that parking
shouldn't be of concern as the tot lot isn't large enough to be a destination point - folks
will walk there with their kids.

Others who addressed the Board were the residents of 3336 Webster Court and 3328
Webster Court.
While expressing sympathy for the property owners, Mr. Polehna pointed out that the
area in question was designated as parkland in the developer's plans from "day 1." He
further noted that at the last meeting, the developer's representatives were told that if the
Board approves the relocation of the tot lot as the developer is requesting, the developer
would have to provide additional parkland to make up for the land that would be lost in
relocating the tot lot. Mr. McGarry told the residents that if the developer is not able to
provide additional parkland elsewhere in the development, the Board will not give up this
area as parkland.
After discussion, Mr. Kriesel moved to have the developer work with the current
homeowners to find a feasible location for a tot lot and come back to the Board with a
proposal at the Board's July meeting. Ms. Snellman seconded the motion; motion passed
unanimously.
Special events
Faith Inkubators youth concert - Present for the discussion was Lea Barron of Barron
Event Planning and Management, a firm that represents non-profits. Ms. Barron
explained the concert, a free concert featuring Christian artists, is a first-ever event. The
intent is to have the event grow into a national competition next year, she said. The
concert is sponsored by Faith Inkubators Endowment Fund, which provides scholarships
for Christian youth studying in the arts. Ms. Barron said the request is to be allowed to
have some vendors, including the local Famous Dave's, on site.
The concert is expected to draw 300-500 people. The original request was to use Pioneer
Park on July 13. However, Ms. Barron said because Pioneer Park is located in a
residential area, it was felt Lowell Park might be a more appropriate location. If the
concert is held in Lowell Park, it will be on July 14.
Ms. Amrein expressed a concern about the City/Board's long-term obligation, since this
is planned as an annual event. Ms. Barron said the promoter would like to establish a
relationship with the City. They will work with the City regarding the provision of toilets,
liability insurance and other requirements. Ms. Barron noted the Board would be able to
review the request each year and impose any additional requirements it might deem
necessary.
Mr. Kriesel expressed a concern about vendors taking away business from local
establishments. Ms. Barron noted that Faith Inkubators is a Stillwater-based organization
and any vendors will come from the Stillwater area.
Ms. Amrein noted the previously expressed concern about potential damage to the grass
in Lowell Park from special events. Mr. Polehna pointed out that the Parks Department
should have reviewed the request before it comes to the Park Board and forwarded any
concerns to the Board.

Mr. Kriesel moved to recommend approval of the Faith Inkubators-sponsored concert in
Lowell Park on Wednesday, July 14, with the promoters to work with staff regarding use
requirements. Mr. Donna seconded the motion; motion passed unanimously.
Red Bull motocross event - The date for this event has been changed to June 19; no
action was necessary.
Shakespeare in the Park - Requested change of dates to Aug. 27-29, with rehearsals/set-
up Aug. 16-26, in Pioneer Park band shell. It was noted that the picnic shelters have been
reserved on several of the dates in question, and there was some discussion about a
possible conflict of use, especially if there are large numbers of people involved. Mr.
McGarry pointed out that reserving the picnic shelters does not give that person exclusive
right to the use of the park. Mr. McGarry also pointed out that city staff should know
whether the numbers involved could represent a possible problem.
Ms. Amrein moved to recommend approval of the requested dates for Shakespeare in the
Park, with the event people to work with city staff regarding any requirements. Ms.
Snellman seconded the motion; motion passed unanimously.
It was noted that the park calendar in the agenda packet indicated reservation of the park
area at Pioneer Park on several occasions. The park area is not available for reservation, it
was noted. Mr. Russell will check into that issue.
June meeting - It was agreed to hold the annual park tour/picnic on June 28. Members
will meet at City Hall at 6 p.m. to deal with any business prior to the tour.
Request to release city-owned parcel of land for private purchase
Mr. Russell pointed out the City cannot sell the land directly. The City would give the
parcel back to Washington County; the County would handle the purchase request. Mr.
Russell said Mr. Thomsen has indicted the parcel in question is wet and difficult to mow.
Mr. McGarry made a motion that the Park Board finds the parcel not park-eligible
property and recommends that the City Council decide if it wants to dispose of the parcel.
Ms. Snellman seconded the motion; motion passed unanimously.
Other business
Mr. Polehna raised a concern about funding for trail maintenance. He said he was
walking the Long Lake trail recently and noticed roots corning through the surface. Like
the Recreation Center, he said, the City needs a fund for on-going maintenance of its trail
system. Mr. Polehna provided information about Washington County's annual trail
pavement inventory and five-year program for overlay/seal coating of trails.
Members were in agreement that Mr. Polehna raised a valid concern. Mr. Kriesel said he
would bring the issue to the Council/engineering department's attention.

Mr. Polehna asked about the status of Lowell Park improvements. Mr. Russell stated
nothing can be done until there is a decision on the flood wall.
Ms. Amrein reminded members of the upcoming presentations on the new S1. Croix
River crossing.
Mr. McGarry, seconded by Mr. Kriesel, moved to adjourn at 8:45 p.m.

TEDDY BEAR PARK
Revised plan for a new Stillwater park
June 8, 2004
Concept
The overall design intent of Teddy Bear Park is to have it relate to and connect with the unique
architectural history and landscape character of Stillwater. Most of Stillwater's historic buildings date from
the Victorian era and one can see this in the historic homes on the south hill as well as commercial
buildings in the downtown area. The Victorian style will predominate the appearance of the Park. However,
the goal is to create a park that is attractive both because of its Victorian features and because it
accommodates interesting, entertaining, and relaxing activities for parents and children.
Location
The New Stillwater Park is located southeast of the corner of South 2nd Street and Nelson Street consisting
of 0.41 acres. The entrance is from the corner of the intersection and connected by crosswalks to the
existing public parking lot on the west side of 2nd Street.
Description
The park will prominently feature a grouping of granite "Teddy Bear" sculptures of a mother bear and cub,
and two other cubs in various play situations. The park also provides sitting areas and themed play
equipment for three age groups in three areas consisting of:
. Infants and toddler play area for 0 - 3 years old of750 square feet. This space, the first in the
sequence will have one of the cubs located in this area.
. Preschool play area for 4 - 5 years old of 900 square feet. This area is a sand lot with individual
play events, including a climbing web.
. School-age play area for 6 - 7 years old of 2,100 square feet. This area includes a variety of
climbing, tunneling, and sliding equipment. The play area might also have a climbing rock that
blends in with the natural stone on the bluff.
All of the playground areas and equipment will be age appropriate, ADA accessible, and have shock-
absorbing surfaces and safety buffer zones. Discussions with various play equipment and themescape
companies are currently underway.
The park has an accessible terraced amphitheatre seating up to 80 persons (with wheelchair locations) that
is reached from a central pathway and defined by low stonewalls. A gazebo is located at a central point
where parents could sit and overview the playgrounds, along with two other sun protected sitting areas.
Near the entrance an enclosure provides a location for a portable ADA accessible unisex chemical toilet
and a bicycle rack. The wall of the enclosure will have the name of the park on the outside facing Nelson
Street. The edge of the park along Nelson Street has stone faced retaining walls that step up creating
planting areas for a potential Rose Garden. A future stair location is shown for a possible future connection
to Nelson Street toward the downtown.
Pathways will be patterned concrete that look similar to Victorian parks, but also discourage skateboarding.
Twelve-foot high, four-arm Victorian style light fixtures, benches and trash receptacles also contribute to
the park character. A fence will secure the perimeter of the park with a gate at the entrance.
Schedule
The goal is to begin construction of the Park in the summer of 2004 and open in the summer of 2005. The
granite bear sculptures, however, will not be installed until late in 2005.
Funding
The Park is being designed and constructed by a private family and to be given to the City of Stillwater as a
gift.

Hello Larry-
I hope that all is well in Stillwater. I really want to thank you for all
of your help in assisting with the development of bringing our FMX show to
Stillwater. I am writing to inform you that our standing date of June 19th
is not going to work. I was TRULY hoping that we could pull this event off
at a later date due to the earlier scheduling conflict. It is
unfortuneate, but there are too many outside factors that are not allowing
me to pull this together the way it needs to be executed. I do not want to
compromise the quality of this event for all parties involved. Due to this
fact, it looks like I am going to have to shelve this opportunity for this
year.. .If at all possible and if the interest is there, I would like to
look trying this next year (giving us AMPLE time to plan). Feel free to
get back to me with your thoughts. '
