The Stillwater Parks and Recreation Board will meet on Monday, February 24, 2003 at
7:00 p.m. in the Council Chambers at City Hall, 216 N. 4th Street.

APPROVAL OF MINUTES
Motion made by Board Member McGarry, seconded by Chairperson Polehna to
approve the December 16, 2002 minutes with changes. Motion passed
unanimously.
INTRODUCTION OF NEW MEMBER - PAUL DONNA
NEIGHBORHOOD FISHING PROJECT (DNR). RICK WALSH
Mr. Walsh gave an overview of the Neighborhood Fishing Project. The
DNR is putting more effort into local ponds and lakes for recreational
fishing for children. Northland Lake, Brewers Lake and Long Lake were
looked at last year for possible locations. It was determined that the best
location would be Northland Lake. The plan for Northland Lake would
include stocking the lake with Black Croppies and Bluegills. There is a
possibility for a shore fishing structure. This project would be at minimal
cost to the city.
Motion made by Board Member Flinn, seconded by Board Member Snellman to
direct Mr. Walsh to continue with the Neighborhood Fishing Project at Northland
Lake. Motion passed unanimously.
KOLLlNER PARK USE DISCUSSION
Mr. Gannon is allowing use of Kolliner Park. The Board stated that there
was no use allowed or access through the locked gate.
City staff to send Mr. Gannon a letter.

PARK FEES REVIEW
The Board requested that Community Development Director Russell
gather more information from surrounding communities regarding park
fees. After the information is reviewed the Board will discuss at the next
meeting.
APPOINTMENTS
Motion made by Board Member Amrein, seconded by Board Member Snell man
to appoint Board Member Polehna to Chairperson. Motion passed unanimously.
Motion made by Board Member Snellman, seconded by Council Representative
Milbrandt to appoint Board Member Amrein to Vice Chairperson. Motion passed
unanimously.
CONTINUE REVIEW OF PARKS INVENTORY
The Board continued the review of the park inventory.
ADJOURNMENT

Agenda Items
Public Hearing.
Parks Open Space Grant. A public hearing is required as
part of the submittal for the Parks and Open Space Grant.
A map of the property is attached. This site has previously
been considered for a neighborhood park site. The site is 6
acres about 3 is useable. No specific plans have been
prepared for the site. As usual, a neighborhood park
planning process would be followed in developing a plan
and when the site is purchased.
New Business.

Friends of the Parks. Representatives from Friends of the
Parks will be present to discuss activity for the 2003
Season.
Skateboard Park. Jack Schlesinger, an 11th grader at
Stillwater High School, will present his ideas on a
skateboard park and answer board questions.
Roseville Community Band request to use of Lowell Park.
Old Business.
Park Fees. This item was continued from your last
meeting. Fee structures from Cottage Grove, Oakdale,
Maple Grove and Ramsey County are attached for
discussion. Each schedule is individual to their facilities.
Parks Inventory Review.
Continued review of remaining parks as time permits.
Other
The request for use of city land for Gondola boarding has
been tabled. An arrangement with the Andiamo docks has
been conceptually agreed to at this time

or P.A. systems. The applicant is
required to furnish this equipment
if needed.

Ballfield and Tournament
Information
Ballfjelds are available for tournaments
and rental. The fee is $150.00, plus a
deposit of $ I 50.00 (Total $300.00). Only
3.2% beer can be sold and a permit to
sell liquor is obtained through the Parks
Department and must be approved by the
City Council. Allow 2-3 weeks for pro-
cessing.

The City of Stillwater requires a Permit to
Consume (fee $35.00) for consumption of
any type of liquor in the parks (beer, wine
coolers, hard liquor). Contact (651) 430-8837
to obtain this permit.

PARKS AND RECREATION
Sec. 48-1. Parks and recreation board.
Subd. 1. Establishment and composition. There
is hereby created a parks and recreation board for
the city, pUrsuant to the authority given by Minn.
Stat. ~~ 471.15 to 471.19 under which the power
of the city to operate a program of recreation and
to manage its parks may be delegated to such a
board. The board consists of 11 members ap-
pointed by the city council. All members must be
residents of the city. A vacancy must be filled by
the city council for the unexpired portion of the
term. A vacancy may be declared by the board in
any case where a member is absent without cause
at four consecutive meetings. Members of the
board serve without compensation. At the begin-
ning of each calendar year they must select a
chairperson and a secretary from their own num-
ber. A majority constitutes a quorum for the
transaction of business.
Subd. 2. General powers. The parks and recre-
ation board has the power to operate a program of
public recreation and playgrounds and to manage
and care for the public parks of the city.
Subd. 3. Specific powers. In order to carry on
the parks and recreation program provided in this
chapter, the board has the powers specified as
follows:
(1) The board may adopt rules for its meet-
ings and the transaction of its business
and rules governing the use by the public
of the recreation facilities under its con-
trol.
(2) The board may make contracts for compe-
tition within a current calendar year.
(3) The board may lease real or personal
property for public recreation or park use
for periods not longer than one year.~ .; ,;
(4) The board may accept gifts of reaflmd
personal property for public parks and
recreational purposes.
(5) The board may maintain and care ,for
public property which the city has . ac-
quired or had assigned to it for public
park and recreational purposes,
(6) The board may perform whatever other
acts are reasonable and necessary and
proper to carry on. a parks and recre-
ational program under this chapter. '

(7) The .board shall have the authority to
control, regulate or prohibit peddlers and
concessionaires within the parks and play-
grounds of the city. .
Subd. 4. Preparation of program. The board
must each year prior to September 1 prepare a
comprehensive program and budget for public
recreation activities and park use for the ensuing
year subject to approval of the city council.
Subd. 5. Finance. For the purposes of financ-
ing the parks and public recreation program au-
thorized by this chapter, there is established in
the city accounts and treasury a special fund to be
called the parks and recreation fund. The account-
ing of the fund and the custody of the case and the
bank checking account will be in the hands of the
treasurer of the city. This officer must make
reports to the board at reasonable intervals as
determined by the board. The board is authorized
to establish charges or fees for the restricted use
of any facilities or to make any phase of the
recreation program wholly or partially f
sustaining. Any concessions or privileges m
sold after public advertising and competitive Id-
ding.
Subd. 6. Financial report. After the end of
each fiscal year, the board must prepare and
present to the city council, a comprehensive an-
nual report of its activities and finances.
Subd. 7. Appeal of board decisions. Any person
aggrieved by a decision of the parks and recre-
ation board must have the right to have the
matter heard by the city council. If no notice of
appeal is filed, in writing, with the clerk within
seven days of the parks and recreation board's
decision, it is final. .

Sec. 48-2. Use of parks.
Subd. 1. Definitions. The following words, terms
and phrases, when used in this section, shall have
the meanings ascribed to them in this subdiVi-
sion, except where the context clearly indicates a
different meaning:

Subd. 2. Defacing or destroying property. No
person may deface, destroy, diminish or impair
the value of public or private property located
within any public park in the city iri.cluding
buildings or structures, or trees, shrubs or vege-
tation.
Subd. 3. Parking and driving of vehicles. No
person may drive a motorized vehicle in a public
park other than on public roads within the park.
No person may park a motorized vehicle in a
public park in an area not specifically posted with
signs permitting parking of motorized vehicles
nor in an area posted with signs prohibiting
parking.
Subd. 4. Speed of vehicles. No person may
drive or operate a motorized vehicle at a speed in
excess of 15 mph in any park unless legally signed
for a higher speed.
Subd.5. Open fires. No person may build a fire
in any place in any park except in fireplaces or
receptacles provided for the building of fires or in
an area specifically posted with. signs pennittmg
the building of an open fire.
Subd. 6. Swimming or wading in certain ar-
eas. No person may wade or swim in an area in
which signs have been posted prohibiting swim-
ming or wading. In all areas wherein swimming
and wading is permitted, the city council has the
authority by resolution to prohibit the use of
equipment dangerous to persons swimming or
wading and to prohibit activities or conduct as
dangerous or hazardous.

Alcoholic beverage means intoxicating .liquor,
as defined in the state statutes.
Beach premises means that part of Lily Lake
Park described as follows: That area boundea on

the south by the arena-beach house building;
bounded on the west and the east by ch$linlink
fences running north and south to the water's
edge and continuing into the water of Lily Lake
by strings of white floating logs; bounded on the
north by a string of white painted floating logs
running east and west.
Flotation devices means any air inflated,
styrofoam or other buoyant devices including, but
not limited to, inner tubes and air mattresses,
other than a u.s. Coast Guard approved life buoy
or life jacket, when properly worn.
Lily Lake Park means that property owned by
the city used as a public park and abutting on Lily
Lake described as follows: Lots 14 and 15, block
20, Holcombe's Second Addition to the city, accord-
ing to the plat thereof on file and of record in the
office of the Register of Deeds in and for Wash-
ington County, Minnesota. Also all that part of the
SW1/4 of the NW1/4 of Section 33, Township 30,
Range 20 described as follows: Beginning at . a
point where the south line of lot 14, block 20,
Holcombe's Second Addition to where the city
intersects with the westerly line of South Greeley
Street; thence south along the westerly line of
South Greeley Street 195.2 feet to an iron pipe;
thence continuing southerly along the westerly
line of South Greeley Street 155.4 feet to an iron
pipe; thence continuing southerly along the west-
erly line of South Greeley Street 284.0 feet to an
iron pipe; thence deflecting to the right 122 de-
grees 1 minute 692.1 feet to an iron pipe on the
west line of such SW1/4 of the NW1/4; thence north
along such west line to the NW1/4 of such SW1/4 of
the NW1/4; thence east along the north line of such
SW1/4 of the NW1/4, being also the south line oflot
15, block 20, Holcombe's Second Addition, to ~the
point of beginning. And also all that part ofthe'.'~

section with a line drawn parallel and 561.84 feet
south of the north. line of such Section 32; thence
east along such line drawn parallel and 561.84.
feet south of the north line of such Section 32 for
300 feet to its intersection with such east line of
Section 32; thence south along such east line of
Section 32 for 1,269.56 feet to the point of begin-
ning.
Power-operated watercraft means any water-
craft, including seaplanes when not airborne,
which is propelled by any means other than sail,
oars, paddles, poles, foot-operated paddle wheels
or electric trolling motors.
State law reference-Intoxicating liquor defined, Minn.

Subd.2. Power-operated watercraft. No person
may operate a power-operated watercraft on Lily
Lake or McKusick Lake at any time.

Subd.3. Flotation devices. No person may en-
. ter the waters of Lily Lake Park with a flotation
device or use the device within the beach prem-
ises for other than emergency purposes.
Subd. 4. Entry to Lily Lake. No person may
enter the waters on Lily Lake from the shoreline
of Lily Lake Park as previously described in this
section except at places designated by signs con-
structed and erected as follows: A metal sign plat,
stating either "boat launching" or "swimming
area" and erected on standard channel steel sign-
posts. .
Subd. 5. Alcoholic beverages. No person may
conveyor consume any alcoholic beverages upon
the beach premises. .
Subd. 6. Hours of use of beach premises. No
person may be present upon the beach premises
or use beach equipment during hours when the
beach premises are not supervised by lifeguards
or instructors employed for that purpose by the
city or other authorized agency.
Subd.7. Penalty. Any person who violates any
provision of this section is guilty of a misde-
meanor.

Sec. 48-4. Consumption and possession of
. intoxicating liquor and 3.2 per-
cent malt liquor in Pioneer Park.
Subd. 1. Prohibited generally. No person may
consume upon, introduce upon, or have in his
possession upon the public park known as Pio-
neer Park and located upon Block 8 of the Origi-
nal Town (now City) of Stillwater, any intoxicat-
ing liquor or 3.2 percent malt liquor, as defined in
Minn. Stat. ch. 340A.
Subd. 2. Exemption by city council. The city
council may upon its own motion or upon appli-
cation waive prohibitions of subdivision 1 of this
section for specific occasions, groups or individu-
als.

Subd. 1. Prohibited generally. No person may
consume upon, introduce upon or have in his
possession upon the public park, known as Lowell
Park or the public park, known as Washington
Park, any intoxicating liquor or 3.2 percent malt
liquor, as defined in Minn. Stat. ch. 340A.
Subd. 2. Prohibited hours for certain acts. It is
unlawful for any person to be present in or upon
the public parks within the city between the
hours of 10:00 p.m. and 6:00. a.m.. when.that
person does loiter or make undue noise by shout- .
ing oryelling, or when that person otherWise
disturbs the peace and quiet of the city.
Subd. 3. Exemptions by city council. The city
council may, upon its own motion or upon !!Pp1i- ~
cation, waive prohibition of subdivisions 1 and 2
of this section for specific occasions, group or
individuals, upon reasonable assurances that the
safety and welfare of the public and the peace imd

Sec. 48-6. Regulating the St. Croix River wa-
terfront; providing for safety and
comfort of persons. using the wa-
. terfront, regulating and provid-
ing standards for docks.
Subd. 1. WaterfrOnt defined. Waterfront means
any property abutting on the St. Croix River
located within th~ corporate limits of the city, and
including that portion of the surface of the St.
Croix River over which the city has lawful juris-
diction. .
Subd. 2. Reckless or careless operation. No
person may operate a boat in a reckless or care-
less manner or at an excessive rate of speed so as
to endanger or to be likely to endanger the life or
property of any person. No person may operate a
boat at a rate of speed which causes waves to
damage docks, wharves or boats moored to docks
or wharves along the water. In addition, the wake
restrictions contained in state department of nat-
ural resources rules, NR 220.D.1.e. are hereby
adopted by reference. Every provision contained
therein is made a part of this section as if fully set
forth in this subdivision.
Subd. 3. Disturbing other boats. No person
may operate a boat in such a manner as to
unjustifiably or unnecessarily disturb, frighten or
endanger the occupants of any other boat or
throw up a dangerous wake when approaching
another boat.

Subd.4. Abandoned boats. Every boat in the
water subject to this section which is abandoned
or which becomes a menace to navigation or
unseaworthy or sinks, grounds or becomes other-
wise disabled, is hereby declared to be a nuiSance,
and the owner or person in charge thereof shall
abate such nuisance within seven days after no-
tice from the director of public safety of the city. If
the nuisance is not abated within the time, the
city must abate the nuisance and charge the cost
of the abatement as a lien against the vessel so
removed.
Subd. 5. Improper mooring. No boat may be
moored at places that are lawfully posted ".No
Mooring" by order of the Stillwater Port Author~

Subd. 6. Boats to observe health and conduct
rules. The owner or person in charge of or occu-
pying boats docked at or. moored to land, docks,
piers or wharves abutting the water shall observe
all health and sanitary regulations of the city and
all ordinances of the city relating to the conduct of
persons and prohibiting acts contrary to public
health, safety and peace.
Subd. 7. Operating under the influence of alco-
holic beverages. No person may operate a boat
while under the influence of intoxicating liquor,
narcotic drugs or controlled substances.

Subd. 8. Heads. All boats with heads must
. have a marine toilet system that is U.S. Coast
Guard certified and meets current pollution stan-
dards of the city and any regulatory agency with
legal jurisdiction applicable to marine toilet 'sys-
tems.
Subd. 9. Open fires. No person may build a fire
in any area subject to this section except in ,a
fireplace or receptacle provided for the building of
fires in an area specifically posted by the Stillwater
Port Authority with signs permitting the building
of an open fire.
Subd. 10. Swimming or camping. No person
may wade, swim or camp except in an area where
signs have been posted permitting swimming,
camping or wading by order of the Stillwater Port
Authority.
Subd. 11. Time of dockage; boarding for hires.
No person may tie up, moor or beach a boat or
other vessel in any area subject to this section for
more than eight continuous hours withoutfirstc'.7 ""'"

responsibility of the city to provide for adequate
notification of the public, including the placement
of any necessary buoys or signs. ;
Subd. '1. Penalties. Any person who. violates
any of the provisions of this section is guilty of a
misdemeanor and may be fined by a fine of not
more than $700.00 or by imprisonment of not
more than 90 days, or both.

Subd. 13. Other governmental agency permits.
As a condition precedent to the filing of an appli-
cation for a dock. permit under this section, the
applicant must have obtained all other permits
that . are required by any other governmental .

U.S. Army Corps of Engineers.
Subd. 14. Adoption of state law provisions re-
garding watercraft operation. Minn. Stat. ff
86B.311-86B.461 regarding the operation ofwa-
tercraft are hereby adopted by reference. Every
provision contained therein is hereby adopted and
made a part of this section.
Subd. 15. Penalties. Violation of any provision
of this section is a misdemeanor. However this
section does not preclude civil actions if directed
by the city council.

Sec. 48-7. Use and operation of watercraft
on Long Lake. .
Subd. 1. Application. This section applies to the
waters of Long Lake, located in sections 30 and
31, township 30 north, range 20 west, in the city.
Subd. 2. Definitions. Terms used in this section
related to boating are defined in Minn. Stat. ~
86B.005.
Subd. 3. Horsepower limit. With the exception
of pontoon boats, watercraft used on Long Lake
may not be powered by motors exceeding ten
horsepower. Pontoon boats may not be powered by
motors exceeding. 25 . horsepower.
Subd. 4. Enforcement. Primary enforcement of
this section shall rest with the county sherift's
department and the city police department. This,
however, shall not preclude enforcement by other
licensed peace officers.
Subd. 5. Exemptions. All authorized resource
management, emergency and enforcement person-
nel, when acting in the performance of. their
assigned duties, are exempt from the provisions of
this section.

FACILITY RENTAL POLICIES

The City Parks and Recreation
Department provides opportunity for
special use of park buildings, shelters,
ball fields, and other park amenities by
youth and adult clubs/organizations,
public and private schools, businesses,
associations and the general public.
These facilities are made available for
free or at a nominal fee.

PROCEDURES
Applications for use of City Facilities are
available at City Hall. The application
form must be filled out completely and
submitted to the Parks and Recreation
Office for processing. Department
personnel will review the application
and supporting documentation
(if appropriate) and determine the
availability of the facility and any fees
that may be associated with the special
use. All rental fees and deposits are
required at time of application.
PERMIT HOLDER LEGALITIES
Permit holders may not assign, transfer,
sublet or charge a fee for the use of the
facility. All permits shall be revocable
and shall not be considered a lease.
The City may reject any application or
cancel any permit.
PERMIT HOLDER RESPONSIBILITIES
All activities must be under competent
supervision. The permit holder will be
the first person to enter the building and
the last to leave. The permit holder
shall assume full responsibility for any
unlawful act committed in the exercise
of the permit.

ALCOHOL
Possession and/or consumption of
alcoholic beverages in all City park and
open space areas with the exception of
the Outdoor Municipal Pool and the Ice
Arena is permitted except during any
adult sports tournament held on a
Friday, Saturday and Sunday or any
combination thereof.
SMOKING
It is unlawful to smoke, carry a lighted
cigar, cigarette, pipe, etc. in any
municipal building.
MOTORIZED VEHICLES
Motorized vehicles or machines are not
permitted on the grass or field areas for
unloadina of eauiDment or D8rkina~
The permit holder is responsible for the
orderly parking of participant vehicles in
the designated parking areas.
eQUIPMENT
Any. use of recreational or other City
equipment must be approved on the
park permit. Any apparatus or other
equipment moved into the building must
have prior approval and must be
removed promptly, so as not to interfere
with normal City programs. Furniture
and equipment may not be removed
from the building without permission.
ORDINANCES
All local and state ordinances and laws
must be observed.

working days prior to the scheduled
event.
DAMAGE DEPOSIT
Your damage deposit will be returned
once the facility key has been
returned and the facility has been
inspected and determined to be in
satisfactory condition. In the event
damage does occur, the permit holder
accepts responsibility for all costs
incurred, even those above and beyond
the deposit fee.

EQ,UIPMENT RENTAL
The Recreation Department has equipment kits available for use by fan'Jlies, civic organizations,
clubs and church groups.
1. Equipment is limited and reservations are taken on a firsr-come, first-served basis.
2. Kits must be picked up the day prior to the event and returned the next working day.
Kits rented over the weekend must be picked up on Friday and returned the following
Monday.
3. Kits not returned the next working day, will be a5sessed the full rental fee for each
outsW1ding day. Individuals that have not returned the equipment, and have not paid
the late fee, will be turned over to the Police Department.
4.

RULES & REGULATIONS
1. Operating hours for park facilities is 9:00 a.m, to 10:00 p.m.
2. The permit holder is responsible for clean up of all debris and refuse on
park property during and after their event. Picnic tables should be cleared
of all debris and food residue. All garbage and debris should be put in
plastic bags and placed in the appropriate garbage receptacles.
3. Motorized vehicles or other machines are permitted only in designated
parking areas. Parking is not allowed on the grass, sidewalks or walkways.

Pennit holder may load or unload at the shelter, then retwn their vehicle 'to
the parking lot.
4.
Fires may be started only in fire rings or charcoal grills provided, and must
be fully extinguished prior to leaving the park. Hot charcoal should not be
dumped on the ground or in garbage cans.
5. Dogs, cats, or other pets must be caged or kept on a leash no more than six
(6) feet in length. Pets may not be tethered to any tree or plant within the
park. Pet owners are required to clean up after their pets and deposit the
feces in a sanitary manner.
6. The City of Oakdale is unable to provide additional picnic tables to the
shelters.
7. Amplified music is ,not allowed at the shelter facilities.
8. Special pennissio,n is necessaI)' before bringing any pig roasters, dunk
tanks, etc. into the park.

PROCEDURES
1.
Reservations for a park facility require a facility permit, so as to avoid
overbooking a facility.
2.
Reservations are accepted on a first-come, first-served basis. Reservations
may be made in person, or by telephone. Reservations give park guests
exclusive use of the facility stated on the permit cu,d it's immediate
surrounding area from the duration of the time noted on the permit.
3.
Permits will be issued for the ensuing year beginning the first business day
in January. Picnic facilities are generally available May 15 - October 15.
4.
The facility pehnit m.ust be carried with the permit holder on the day of the
event.
5.
Reservations made over the telephone, must be paid in full within two (2),
weeks of the date the reservation was made, If not paid in nlll, applicant
may lose reservation date.
6. Refunds will not be issued when there is inclement weather. However, full
refunds will be available for cancellations made at least two (2) business
days prior to the scheduled event.
7. Damage deposits MIl be returned to applicant after the facility key has been
returned and the building and grounds have been inspected and determined
to be in satisfactory condition. The damage deposit (or portion of deposit)
will be retained if any damag.e or extra clean up is directly associated with
the event.
8. Persons, clubs, and organizations using City park facilities shall agree to
indenmify the City of any and all damages by any person or persons
attending the event and all damages to any persons or property,

BANDSHELL REGULATIONS
1. The rules and regulations outlined for park facilities must be followed when
utilizing the bandshell facility loca.ted in Richard Walton Park.
2. The bandshell fa.cility may be rented by organizations or individuals only if
they have rented the other picnic facilities within the park.
3. Reservations for the bandshel1 facility can be made starting January 1 of
each calendar year. Resenrations must be made by May 15 of each calendar
year for use of the bandshell,

A facility application must be completed through the Recreation
Department, prior to approval of any requested reservations.
5. Picnic tables located at the bandshell are permanent fixtures. Additional
tables will not be available to move into the facility.
6. Residents living adjacent to the bandshell will be notified of any musical
event taking place at the bandshell.
7. If the bandshell is rented for a specific event, reservations for the picnic
shelters will not be accepted during that time.
8. fees for the bandshell will follow the fee schedule outlined for all park
facilities. There will be a separate fee for police security for groups that
intend to have music at the bandshell.
9. The bandshell does not have a kitchen facility or running water available.
10. Pennit holders for the bandshell will be issued a key for the circuit box
restrooms. A $5.00 deposit must be made to receive a facility key.

Article II, Section 15 of the Oakdale City code ioverns the conduct or members orth~ public

Maple Grove Parks and Recreation Board
Usage of Public Parks, Recreation Facilities and Equipment Policy
Maple Grove Parks and Recreation Board recognizes the desire for exclusive, one-time use of
park and outdoor recreation facilities as well as the interest for special activities within the park
system for wholesome, leisure time pursuits. This policy governs such usage and the permitting
process needed to assure proper use, equal access and a safe environment for all park users.
Outdoor Facility Permit Procedure
1. Park Board sponsored events and activities will receive first priority reservations.
2. Individuals living in Maple Grove, civic/non profit groups and all other organizations
whose activities are significantly conducted within the City of Maple Grove or
significantly benefit the residents of Maple Grove may make a reservation for exclusive
use of an outdoor recreation facility or area, 12 months in advance of an event. These
groups will be assessed deposits and fees as outlined in the current Fee Schedule.
3. Other requests for exclusive use of a recreation facility or outdoor area will be processed
on a first-come first-serve basis, the first working day of each year and will be assessed
the non-resident rates as outlined on the current Fee Schedule.
4. Request for Athletic Fields for tournaments are due by February 21 st each year, Park
Board sponsored events will be scheduled first, Maple Grove organizations will be
receive second priority and all other requests third priority,
5. The Board reserves the right to deny a permit for any purpose that is not consistent with
this policy, Park Ordinance, City Code, State and/or Federal law.
6. All requests shall be made at least ten (l0) days prior to the date of event. When Board
action is necessary as identified in this policy, requests must be made at least 45 days
prior to event.
7. An Outdoor Facility Pennit will be mailed to the person making a request. The permit
will be considered valid and the space will be reserved upon receipt of the signed permit,
damage deposit and rental fee.

Usage Policy
10. A Special Use Permit will be added to the Outdoor Facility Permit when large grills,
tents, tables, chairs or other temporary equipment are brought in for the event. A Special
Use Permit will also be required when additional electrical power is used, amplified
music is played, or when the size of the group exceeds the identified capacity.
11. Permit holder must agree to provide an adequate amount of supervision in relation to the
attendance and age of participants at the event as determined by staff/Board and will be
responsible for all costs associated with such provisions.
12. Permit holder will be responsible for providing security and traffic control when staff/
Board deems appropriate. Permit holder will be responsible for all costs associated with
such provisions.
13. Permits are non-transferable.
14. Permits will give exclusive use of the designated area only. The park will remain open to
visitors.
15. Applicant signing the permit must be at least 18 years of age.
16. The permit must be immediately available upon request or posted at event.
General Regulations Applying to all Permit Holders
1. All activities and events planned by permit holder must be identified on permit and must
comply with Park Ordinance 220: 1 0 and all other City Codes and regulations that apply.
2. All activities must be for wholesome leisure time activities.
3. Tobacco use is prohibited at all public buildings, park property and ISD #279 property
operated by the Board through a joint powers agreement.
4. Alcoholic beverages are prohibited except upon Board approval. The Board will
consider requests for alcoholic beverages only by duly organized, non-profit, civic
organizations whose activities are significantly conducted in the City of Maple Grove.
Permit holder interested in this request must review Ordinance 220: 15 with staff.
5. The sale of articles, items or services is prohibited except upon Board approval. Permit
holder interested in this request must review Ordinance 220: 1 0 with staff.
6. Gambling of any kind including but not limited to bingo, pull-tabs and raffles may not be
conducted without approval from Park Board and demonstration of compliance with all
. City and State Codes.

Usage Policy
7. All events must take place between 6:00 a,m. and 11:00 p.m. An event may extend
beyond Park curfew times, only upon approval and written on the permit. Consideration
for an extended permit will be approved by staff based on adequate supervision and
safety of participants.
8. Users must place all trash in designated garbage cans. Events requiring additional
garbage pick-up other than the routine maintenance schedule may be assessed a service
fee. If necessary, this fee will be identified on the permit.
9. Items brought onto the park property for the temporary use ofthe event must be delivered
and removed or properly disposed of by the stated start time and end time on the permit.
Nothing can be left in the park overnight without prior approval.
10. All costs associated with replacement or repair of any grounds, facilities or equipment
due to improper or malicious use will be deducted from the deposit. Should such costs
exceed the deposit, additional charges may be assessed against the permit holder.

1. The electricity at the pavilions is limited. If the user trips the circuit breaker due to
overloading the outlets, the damage deposit may be forfeited.
2. Permits for Weaver Lake Community Park must identify if the group plans to swim at the
beach. Swimming/use of the beach is allowed only when Lifeguards are on duty.
3. Attaching materials or decorations to any part ofthe structure is prohibited without
specific written approval on the permit.
Additional Guidelines for Use of Athletic Facilities
1, The Board or its designee will not authorize permits for usage before April 15th or after
November 15th.
2. Each user, except athletic teams will be limited to one reservation at a time. Once the
event is over, another reservation may be made as field time is available.

serving residents of Maple Grove may have two practice fields reserved at a time.
4. All tournaments must be sanctioned by appropriate district, regional, state or national

Additional Guidelines for Special Use Permit Procedure
The following activities require a written Special Use Permit approved by Superintendent of
Recreation and Superintendent of Parks in addition to the Outdoor Facility Permit:

. A gatheDng at a pavilion/building when the expected attendance exceeds the identified

. Use of a tent, canopy, platform, or other temporary stmcture.
The following activities will require a Special Use Permit approved by Superintendent of
Recreation and Superintendent of Parks in addition to the Outdoor Facility Permit. In addition,
proof of general liability insurance coverage and product liability coverage, (if serving food) in
accordance with City Code, and certificate of insurance naming the Maple Grove Parks and
Recreation Board as an additional insured is required:
. A sporting event/tournament not sponsored by the Maple Grove Parks and Recreation Board;
. Animals for show, display or rides;
. Operating a motorized vehicle on parkland or trails;
. Landing or cause to descent within a park, any apparatus for aviation;
. Use of inflatables such as a moonwalk, cli~bing wall, amusement rides, battery or gas
powered toys.
These listed activities will be issued a Special Use Permit only by formal Park Board approval
and upon providing all the above listed insurance policies:
. Selling or offering for sale any goods or service, (See Ordinance 220: 10 for eligibility);
. Serving or sale of alcoholic beverages, (See Ordinance 220: 15 for eligibility);
. Gambling of any nature including bingo, raffles, pull-tabs;
. All other requests that are not specifically identified and are not normally permitted by Park
ordinance.

Use of Equipment Guidelines
Flotation Devises at Beach
The use of any inner tube, life raft or other inflatable or buoyant object or flotation device
intended to support a person will not be allowed. The lone exception will be a United States
Coast Guard approved type 1,2, or 3 personal flotation devise used when it is property secured,
of the proper size and is undamaged. Use of such devices shall be restricted to specific sections
of a swimming beach under adult supervision and any use of outside these specific sections is not
allowed.
Roller Skates - In-line Skates
Use of roller skates and in-line skates and/or hockey sticks shall be prohibited on all hard surface
courts.
Motorized Scooters
Scooters with battery operated or gas operated assistance are considered a motorized vehicle and
are prohibited from parks and trails.
Picnic Kit
Picnic kits will be made available for rent to residents of Maple Grove. Phone reservations for a
kit will be accepted. The fee for renting the kit will be established on the Fee Schedule. The kit
may include volleyball sets with poles, standards and ball; softballs, bats bases; soccer ball,
. Frisbee and football. Other equipment may be added or deleted as recreational interests change.

If you are planning a small family picnic or large company gathering,
Ramsey County's parks have picnic facilities suited to meet your needs.
From individual tables to picnic shelters and pavilions that can hold up to
500 guests, you'll find the perfect place to enjoy your day!
Picnic pavilions and new-style picnic shelters are architecturally designed
for the site. Below are representative samples of the styles.
General Information
. Picnic facilities are generally available May 15th through October 1 st.
. Ramsey County parks are open one-half hour before sunrise to one-

Picnic Reservation Procedures
Permits
Permits are needed to guarantee the use of one of our picnic shelters or
pavilions. If a permit has not been issued, a shelter or pavilion may be used
on a first come, first served basis. Permits are issued for the year beginning
the first business day in January. NOTE: Our shelters and pavilions are in
demand for the summer. Get your reservation in early!
Reservation and Permit Procedures
1. Reservations will be accepted on a walk-in, first-come first-served
basis only for the first week in January. One permit per person. Office
is located at 2015 North Van Dyke Street, Maplewood, MN.
2. Mail-in reservations will be processed in the order in which they are
received, beginning the second week in January. (Call reservationist at
(651) 748-2500, Ext. 304, to obtain instructions on the necessary
information to include in your request.)
3. Telephone requests to hold a shelter will be accepted the second week
in January (3 business days' hold on shelters, 5 business days' hold on
pavilions). Call (651) 748-2500, Ext. 304. Sorry, requests to hold
shelters or pavilions within seven days of the event cannot be
honored.
4. WE ACCEPT MASTERCARD AND VISA CREDIT CARDS.
Amplified Music
Amplified music is not allowed in Ramsey County parks unless by special
use permit for larger civic organizations. Music that is NOT amplified is
permitted if it is associated with a picnic facility reservation.
Special Use Permits
Special permits are required for pig roasters, dunk tanks, or other special
event equipment. Special permits must be received in writing at least two
weeks prior to event. Generators or auxiliary tents are not permitted in the
parks.
An administrative fee of$25.00 is required for each special use permit. An
additional $25.00 fee will be charged for each additional electrical or water
hook-up.
Beer/Wine Permit
A special permit (no additional charge) is required if your group will have
wine and/or beer in kegs or more than one case. Keg beer and wine must be
served in paper or plastic cups and case beer must be in cans. Hard alcohol
is prohibited in all Ramsey County parks. NO GLASSWARE ALLOWED!
Alcoholic beverages are prohibited at the following park locations: Johanna,
Josephine, McCarrons and White Bear county parks. (NOTE: A special
permit for consumption of beer and/or wine at Johanna will be issued with a
pavilion or shelter rental; however, it is prohibited in all other areas of the
park.) Beer and/or wine permits are issued only with a shelter or
pavilion reservation.

Changes/Refunds/Cancellations
Pavilions/Shelters: No refunds are given due to weather conditions or
cancellations. If you wish to change your date, park location or shelter
within a park, in advance of the event, you must return your original permit
before a new permit will be issued. If the transfer requested is for an
available shelter with a higher fee, the reservation will be held for three (3)
working days to allow you time to remit the additional fee and return the
original permit. Transfers must be made at least 30 days prior to original
reservation date. No transfers to subsequent years. No refunds will be
given if transfer is to a smaller shelter.
Pavilions Only: For cancellations made 60 or more days prior to the event
date, the rental fee, less a $25.00 cancellation charge, shall be refunded. For
cancellations made 30-59 days prior to the event date, 50% of the permit fee
shall be refunded. For cancellations made less than 30 days prior to the
event date, the full fee shall be retained.
Pets
Pets are not allowed in picnic areas, beaches, nature interpretive areas,
wildlife refuges, golf courses, park buildings or park pavilions/shelters. It is
unlawful to tether any animal to a tree, plant, building or park equipment.

Trash/Charcoal Disposal
Trash must be disposed of in the proper receptacles. Charcoal disposal
receptacles are provided at all picnic areas. Please do not dump charcoal on
the ground or in regular trash receptacles. You may bring gas grills or
additional charcoal grills to the park provided you properly dispose of the
charcoal.

Thank you for having me at your Park Commission meeting Tuesday evening to talk about
creating fishing opportunities in Stillwater. It was encouraging that the board passed a motion to
pursue options to create shorefishing at both McKusick and Northland lakes. I think we should
be able to make something happen at one or both ofthese lakes.

As I described, DNR would stock catchable size panfish in May. There is no cost to the city.
We normally stock such ponds with 1000 to 2000 bluegills and 500 to 1000 black crappies. At
some ponds we do this annually, and at others as needed following winterkill. Winterkill is a
natural event that occurs on shallow lakes. It is more likely to happen in winters with a lot of
snow. When a winterkill occurs, it is evident by dead fish on shore at iceout. I should mention
that DNR does not "clean up" after winterkills. Dead fish are usually gone in a matter
days/weeks thank to gulls and other scavengers.
I'm not sure at this time which lake we'll stock (it could even be both). Northland Lake has the
advantage of park facilities within short walking distance, but the prospect of stocking fish in the
lake may be frowned upon, as most of the property around the lake is a state Wildlife
Management Area. I am talking to our Division of Wildlife staff about the idea this week.
McKusick Lake does not have park facilities, but a walking path borders the lake and there is
public property. The drawback here may be cattail and submerged plant growth that interferes
with fishing. For either lake, it would be wise to do a site inspection in the spring to identify the
best fishing spots. This would also help us decide if improvements such as mowing/brushing,
cattail control, or simple shorefishing structures are needed.
Another thing to do is promote or create awareness of the opportunity. Something in the local
press would be great; we can time things so photos can be taken (e.g. stocking). Some sort of
posting on site or at other locations (e.g city hall) might also help. I hope to include it on the
metro fishing page on the DNR website. lfthe city has a park and rec page on its website, that
would be another spot. Of course, we don't want to do this until the details are figured out.
