The Stillwater Parks and Recreation Board will meet on Monday, August 23, 2004, at
7:00 p.m. in the Council Chambers at City Hall, 216 N. 4th Street.

Linda Amrein, Dawn Flinn (6:25 p.m.), Gary Kriesel, Rob McGarry
and Sandy Snellman

Mr. Polehna called the meeting to order at 6 p.m.
Approval of minutes: Mr. Kriesel, seconded by Ms. Amrein, moved approval of the
minutes of May 24, 2004. Ms. Amrein raised a question about the spelling of Settler's
Glenn in the minutes (Glen?). Motion to approve passed unanimously.
Friends of Stillwater Parks update
Nancy Brown was present to update the Board on Friends of Stillwater Parks. She
provided brochures outlining the memorial paver and bench programs. She also
mentioned some of the projects the groups is providing monetary support for -
Shakespeare in the Park, the Twinkle Parade, Summer Tuesdays and the Benson Park
neighborhood 4th of July program.
Ms. Brown said there are plans to publish a newsletter next year in conjunction with the
group's 10th anniversary. Also, the group is working with the City to develop a citywide
buckthorn removal plan.
Ms. Brown told the Board that Friends of Stillwater Park wants to hear from the Board if
there are any projects the Board would like the group to undertake. She asked about the
status of the McKusick park area and noted that neighbors are anxious to get something
going there; neighbors are willing to volunteer their assistance, she said. Ms. Brown also
asked about the status of native plantings in the Laurel Street ravine, as well as about
plans for the Teddy Bear Park.
Ms. Amrein suggested that clean-up of the trails along thebluff in Pioneer Park is a
project that some group might undertake. Mr. Kriesel and Mr. Polehna both spoke in
favor of setting up a meeting with the McKusick Park neighbors to discuss what can be
done to improve that parcel.
The Board thanked Ms. Brown for her presentation and for the Friends of the Parks
efforts.
Teddy Bear Park review
Present were Dewey Thorbeck and Tom Armstrong. Mr. Thorbeck briefly reviewed
revised plans for the park, which will be located at South Second Street and Nelson
Street. The park include an amphitheater, which will accommodate 60-80 kids for
activities such as storytelling, concerts, puppet shows; a gazebo; and three separate
playground areas for the different age groups. The park will feature three granite teddy
bear sculptures. He said a final decision has not been made 011 the theme for the .
playground equipment; also, a decision has not yet been made on planting species. The
intent is to create a Victorian-style park with connections to Stillwater's history. Some
construction will begin yet this fall, he said.
Mr. Armstrong noted the parcel is not large. The focus will be on the younger children.
Ms. Snellman asked about the coordination of events that will take place in the
amphitheater. Mr. Armstrong noted this will be a City park, and coordination of events
will be up to the City.
Members expressed their appreciation to the Armstrongs for their generous gift to the
City.
Other business
Mr. Polelma updated members on a meeting he and Mr. Russell had with Johnie Johnsen,
St. Croix Recreation Co., regarding a new type of skateboard park, which is made of
formed concrete. The equipment is portable, and is supposed to be relatively quiet, Mr.
Polehna said. Cost is about $50,000.
Mr. Russell said potentially the park could be set up in a portion of the Recreation Center
parking lot during summer months when the lot is not in heavy demand and then moved
to another 10cation in the winter. He also said the Salvation Army has expressed an
interested in partnering in the project. Mr. Russell suggested that if the Board wishes to
proceed with purchase of the equipment, money should be designated in the 2005 budget,
which is currently being developed.
Ms. Flinn moved to recommend that the City Council budget $50,000 for purchase of the
skateboard park equipment in the City's CIP for 2005. Ms. Snellman seconded the
motion; motion passed unanimously.
Mr. Polehna noted that Schulenberg Park is being used as a staging area for contractors
working on the North Hill sewer project. He suggested that the contractor be required to
refurbish the park as part of the project.
Ms. Amrein asked about the location of a developer's sales office in a city's parking 10t.
She questioned whether the developer should be charged for the use.
Mr. Russell stated there has been no response from the Orrin Thompson people regarding
the location of the tot lot at Settler's Glen.
Ms. Flinn asked about the parcel at Rumpfs Marina that the DNR has expressed an
interest in. Mr. Russell stated the parcel in question is very small and difficult to get to.
Re pointed out that canoe/kayak access is part of the plan for the Aiple property. Ms.
Flinn also expressed a concern about the height of the floodwall in Lowell Park; Mr.
Russell said he had plans that Ms. Flinn could review.
There also was a question about the status of the Recreation Center rates and about Mr.
Polehna's appearance before the Council regarding plans for a community center. Mr.
Polehna said he would again contact the City regarding those matters.
Ms. Snellman, seconded by Mr. McGarry, moved to adjourn at 7 p.m.

The following items are listed on the agenda.
#2. Settler's Glen Play Structure Location
Jay Libracki from US Homes will be at the meeting to present the recommendations
that resulted from a neighborhood meeting in July.
#3. Land Purchase for Expansion of Brown's Creek Natural Area/Park
Two parcels of land are being considered for purchase to Brown's Creek Nature
ArealPark. Site 1 is located across Boutwell from the Boutwell connection site and
second is located along Neal Avenue just south of the park and trails. The City
Council directed staff to pursue purchasing both sites. The City received a DNR
Parks and Open Space Grant ($200,000) to assist with purchase of site 2 (see attached
memo).
#4. Trail Plan Update
The attached report was presented to the City Council. The report updated recent trail
construction activity of particular note and park board consideration is the additions
suggested as additional trail segments to the trail pIan. At meeting time the Board
will be requested to approve the trail additions (see attached memo).
#5. Parks Supervisor Report
The attached memo lists questions that have come up over the last few meetings.

Possible Purchase of Land for Brown's Creek Nature Area/Park
Expansion
Background. Two areas for possible expansion of Brown's Creek Nature Area/Park have
recently become available. Map 1 shows City owned Brown's Creek and Boutwell
Cemetery, park areas.
One site is located along Boutwell Road between Boutwell Cemetery and Brown's Creek
Nature Preserve. The 2.5 acre parcel links the two park natural areas and would
provide a trial connection between the two areas (see Map 2 attached).
The second site is located along Neal Avenue south of the railroad tracks (Munkelwitz
Property). The Munkelwitz Property would connect to Brown's Creek Nature Area lands
to the west and north and provide an area for an active Oak Glen area neighborhood
park (see Map 3).
The City applied for a Parks and Open Space DNR Grant for the purchase of Site 2.
Two hundred thousand dollars was approved for the purchase
What is being requested at this time, is Council awareness of the availability of the two
site and direction to continue working with property owners to purchase the two sites.
Both sites have been discussed by the Parks Board and are consistent with Brown's
Creek and City parks plans.
Recommendation: Review purchase opportunities and direct staff to continue
working to purchase areas within budget limits.

Review of Trail Plan Trail Improvements
Background. The City of Stillwater Trail Plan was adopted in 2000. Since that time,
several trail improvements have been made. New trail improvements will be made
based on new development, increased community use of trails, cooperation with the
county and state and city capital improvements.
Listed below are trail and sidewalk improvements made since plan approval.
Trail Improvements
1. Mulberry Ravine Trail
2. McKusick Lake Trail
3. County Road 5/12 connector (Our Savior's)
4. Brown's Creek Natural Trails
5. Curve crest Trail Extension (Bradshaw)
6. County Road 15 trails (62nd to CR12)
7. Nightengale/62nd Trail Connection
Sidewalk Improvements
8. Holcombe Street (Junior High to Greeley)
9. Willard Street (Greeley to Holcombe)
For 2004, two trail projects are scheduled. The Curve Crest Trail will connect Greeley
to the Market Place area and County Road 5~ Trail improvements are also scheduled
for CroixwoodconnectingWildpines and Parkwood Lane along County Road 5 to Curve
Crest.
Other near term priority; (2-5 years) trail improvements include:
10. Boutwell Road Trail (CR12 to CR15)
11. Long Lake Trail Extension (72nd Street to CR12 and CR12 to Boutwell)
12. County Road 5 sidewalk (Dundee to Deerpath)
13. Neal Avenue (TH 96 to County Road 12)
14. Brown's Creek (McKusick Road to TH 96)
15. CR 15 (CR12 to TH 96)
Trail additions to Trail Plan
It is recommended that the trail plan be amended to include the following trails. The
additions are proposed to enable the city to have them improved as a part of grant
project developm.ent, county or state road project or as possible trail private projects.

Below is a list of items the Parks Board would like a report on for their meeting Monday,
August 23, 2004. These items have come up in the past few meetings.

What is the City schedule for trail maintenance?
Does the City have specifications for trail design and construction, i.e. tree locations,
clearance and distance?
Does the City have standards for new park turf installation, topsoil and seed
mixture?

What is the park plan for the basketball court at the park next to the public works
maintenance facility, specifics such as location, size, improvements, court, and when

When will slopes around Pioneer Park be cleaned up? Starting to effect views of

This is an addendum to the letter sent to Jay Kimbele's attention dated 08-02-04, See copy
attached, Changes to letter dated 08-02-04 are as follows: 1) instead of2 to 3 parking spaces
need a minimum of20 feet; 2)The route fmther defined could be Sam Bloomer Road and Water
Street; 3) Time frame I would be proposing - a 3 year special use pelmit for special events in the
town, Holidays, Holiday Weekends to include the Chlistmas Season(any day dming month of
November and December) Fridays, Saturdays and Sundays for the months of May through
September. The effective date proposed would be as soon as possible,

Dear Mr Kimbele,
I would like to provide Caniage Rides to individuals in the City of Stillwater dming the months
of May through September on the weekends to begin this year and possibly again for up the
coming year if all goes well with this service. The vehicle I would be using would be a Vis-a-Vis
CalTiage (1800 reproduction with hydraulic brakes and electric lights - holds 6 to 8 passengers)
hitched to a Belgian draft horse. The unit I will use does have a equine waste basket attached to
the vehicle, The horse would be trailered in, I would need the size of 2 to 3 parking spaces
located close to where I will be providing rides, The area I would like to use for travel is along
the liver front - open to suggestions, The pick up point I am interested in is close to the river
boats/cave tours and the drop of point is the same or open to discuss, My back ground as it
relates to horses consists of 32 years experience as a professional 3rd generation horse trainer
interested in providing caniage lides as a hobby.
I believe the availability of a horse drawn vehicle would enhance the atmosphere of the City of
Stillwater providing people with an experience of how it was to get around in the 1800's. Horse
drawn Can-iages are a large patt of American HistOlY I am proud to promote,
I would like to present my request to the City of Stillwater at a upcoming board meeting. I can

Subject: Park Superintendent Report
I received a memo from Steve Russell this week regarding a list of items the Board would
like answered. Due to the short notice of the request, Klayton and I are not able to answer
all of the questions at this time. We will provide a report at your September meeting.
Some ofthese items require time for research and answers from Council.
I would like to comment on the ball field tournament waiver fee request. The fees that are
charged for tournaments cover the costs for the lights, prepping the fields and concessions,
and cleanup after the tournament. I feel we should not waive the field use fee for any type
of ball tournament due to the amount oftime and money we provide for these types of
events
