The Stillwater Parks and Recreation Board will meet on Monday, October 27,2003, at
7:00 p.m. in the Council Chambers at City Hall, 216 N. 4th Street.

Chairperson Polehna called the meeting to order at 7:00 p.m.
Present: Board Members, Paul Donna, Dawn Flinn, Robert McGarry, Michael
Polehna, and Council Representative Wally Milbrandt
Absent: Board Members Linda Amrein and Sandy Snellman
Others: Community Development Director Steve Russell
Motion made by Board Member McGarry, seconded by Board Member Donna to
approve the August 25, 2003 board minutes. Motion passed unanimously.
OLD BUSINESS
REQUEST FOR TABACCO FREE PARKS
.
Patricia Galligher of the Washington County Health Department and Tobacco
Free Future Coalition of Washington County asked if there were any questions or
concerns regarding this policy request.
Board Member Polehna stated he contacted the City of Bloomington, City of
Richfield. Bloomington's smoke free policy did not include all their community
parks but rather just their ballfields that kids use. They do not enforce the policy
but only put up the signs.
There was further discussion about which parks to enforce and what type of
environment kids are subjected to.
Council Representative Milbrandt stated that the City Council provided reaction
to this issue and it was not positive.
Board Member McGarry supports the Smoke Free signs for youth orientated
events in the parks, not all parks but rather, playgrounds, athletic fields, courts
and rinks should be smoke free during youth activities.
Board Member Flinn asked what about Pioneer Park. What do we consider a
youth activity in that park?
It was discussed that there isn't any youth activities in Pioneer Park and that this
policy would only affect a few facilities such as Northland (Croixwood) Park

upper and lower fields, Lily Lake ballfields, soccer fields, and Washington Park
ballfield.

Board Member Polehna reported that the City of Richfield policy states that,
"Because we feel that this is about our youth and what we model to them, our
policy is that while youth activities are in progress you can,.not use tobacco
products within 25 feet of our ballfields." They do not enforce this policy but
only have signs up.
Jamie Stymie, a student from Stillwater High School, -commented that she was
surprise that these areas weren't smoke free especially while kids are practicing
their sport. It puts the kids in an uncomfortable situation when people are
smoking.
Donna Greenberg stated that at her track meet she noticed a woman smoking near
the course and thought that it was inappropriate and said it should not be allowed.
Motion made by Board Member McGarry seconded by Board Member Donna to propose
a policy for tobacco free facilities at the sites where we have youth activities. Motion
passed unanimously.
NEW BUSINESS
ST. CROIX ATHLETIC ASSOCIATION
.
Mr. Nystrom on behalf of the St. Croix Valley Athletic Association commented
that due to increase in fees put upon the organization by the school district they
were approaching communities within the school district to see what fields were
available for soccer, softball and baseball. They want to work cooperatively with
the City to make it feasible to use City facilities.
The Board referred Mr. Nystrom to contact Tim Thomsen, Parks Superintendent.
Board Member Donna asked what the policy is on park dedication in residential
areas or what is the combination of land and money.
Community Development Director Russell stated it is usually land and
development. We can generally get grants for turf and trees but not
improvements or land. Most of the time we get land or the developer develops
land.
There was discussion regarding the school district fees for youth sports, number
of fields available for current and future use, and the maintenance of school
district fields.

SETTLERS GLEN PARK
.
Community Development Director Russell said that the developer is putting in the
park and the developer is concerned about soccer field orientation in the park.
The board concluded that the either direction for the field would be fine.
There was discussion about the use of the Public Works facility park area. The
park will have a ball field but possibly a basketball court could be added.
BANDSHELL POLICY
Guidelines for the use of Pioneer Park bandshell were discussed. Items discussed
were no commercial use, be able to control level of noise, hours of use, and size
due to parking issues. Staff will put together a policy guideline and bring back to
the Board for review at next month's meeting.
AMUNDSON WOODS
Board Member Flinn stated that the Council approved a partnership between the
City of Stillwater and Stonebridge Elementary School to use the property next to
the school, called Amundson Woods, to be used as part of their curriculum and do
activities out there. On October 22nd they will begin by putting in a trail using
horses to pull out the trees. All board members are welcomed to stop by and see.

There was discussion about the location of some existing trails, entrances and
access routes. Community Developer Russell suggested that the Park Board have
a management plan in place for this property.
JUNIOR HIGH BAND CONCERT
Community Developer Russell stated that a letter from the band members will be
sent to the Park Board describing the outcome of the band concert.
OLD ATHLETIC FIELD
Council Member Milbrandt stated that the old locker room was torn down before
a demolition permit was issued. Mr. Dan Parker was before the Council and
stated the contractor didn't know that was required. The school district and the
City will coordinate the future use of the Old Athletic Field. Mr. Parker will
provide an appraisal soon. Dave Magnuson, City Attorney is researching the
rights and ownership of the property.
OTHER BUSINESS

Community Developer Russell presented a request from Early Childhood
Education looking for support from the City to provide a community facility like

a YMCA. There is an organization meeting on September 30, 2003 at 3 :30 at
City Hall in the Riverview Room to discuss what kind of interest there is and
what type of facility is needed.

A resident commented to Board Member Polehna that the Staples field tennis
courts were not working. The tennis courts have been resurfaced and lights were .
scheduled to be installed this summer. Community Developer Russell will check
with Public Works.
Board Member Donna received a letter from a resident regarding the flooding on
Long Lake. Community Developer Russell commented that Klayton Eckles, City
Engineer, has been meeting with a neighborhood task force to discuss the Long
Lake water level issue.
There was discussion about the trail system connecting in the City and
Community Developer Russell stated that there were difficulties with easements
and clarification of private properties in some areas. Some research has been
done about the railroad trailway and the City is not interested in purchasing the
land under the railroad system.
The steps are in for the McKusick Ravine Trail and the handrail will be installed
soon. The trees that were planted have a year warranty and will be replaced if
they don't survive.
Community Developer Russell mentioned that Klayton and him have discussed .
having a boardwalk from the Boutwell cemetery to the Public Works facility park
area. The City purchased the 15 acres to the east of the facility, which has a
wetland that flows behind the ballfield and under Boutwell. Board Member
Polehna mentioned he would rather see the ski trails get finished.

Motion made by Board Member Donna seconded by Dawn Flinn to adjourn the meeting
at 8:30 pm.

PROGRAM
Procedures for Adoption
Do you like the outdoors? Are you looking
for a way to get involved in the community?
Participating in the Adopt-a- Trail Program is a
way to give back to the places you love.
Individuals, businesses or families can breathe
in the fresh air while helping to make sure
local trails are inviting and safe. Your love
for the environment will make a positive
impact in the community and be rewarding at
the same time.
You or your group can adopt a trail or a
portion of a trail by providing a variety of
services at least 4 times a year over a two-year
period. The Parks Department will provide
safety guidelines as well as on-going
coordination and support.
1. Decide on a trail and the tasks you or
your group is willing to provide.
2. Complete and mail in the attached
application.
We encourage families, scout troops, youth
groups, schools, special interest groups and
individuals to get involved. Many of our trails
are waiting to be adopted by you or your
group. Volunteers can help keep the trails free
of unsightly litter, monitor conditions, and
perform routine maintenance and other
projects.
3. The Trail Coordinator will contact you
to develop an Adopt-A-Trail agreement
and trail assignment.
4. The Parks Department will recognize
your efforts with a park sign listing your
name/ s
Adopt-a- Trail Program is a fun, educational
volunteer program designed to give the public
an opportunity to be involved in preserving
and improving the quality of our trails. Your
volunteer efforts on our trails increases public
awareness of the importance of conserving
and protecting our natural resources,
generated pride in our park system and
demonstrates your commitment to your
community.
Don't have the time to commit
to a long-term adoption?
The Adopt-A-Trail program also encourages
one time clean-up projects, seasonal weeding
or raking and often sponsors special projects
such as planting and trail clean up. Your
efforts will be recognized through a special
certificate.

ADOPT -A-TRAIL PROGRAM
Description
Volunteers Guidelines:
. Complete an Adopt-a- Trail Application and adopt a section of trail. When a trail is
adopted with an agreement for a two-year period, a sign will be placed at the entrance of
the trail with the name of the adopter(s). One time projects will receive a certificate.
. Participants must review enclosed safety guidelines before beginning program. There is
no formalized training; however, volunteers are encouraged to ask for advice and
assistance from the Parks Department staff.
. Adoptee provides an activity report upon completion of clean up to the Trail Coordinator.
(It is important to do this, so that the city may keep track of work completed and so that
you will be recognized for all of your hard work!)
Description of Duties
. Inspect the trail for general damage, downed trees, erosion on the trail, missing signs, etc.
and report these problems to the Parks Department.
. Pick up litter on the trail. Garbage bags are available from the Parks Department.
Arrange pickup date of filled Qags in advance with the Parks Department and place filled
trash bags at the pre-arranged locations.
. Prune brush and branches (smaller trimmings can be scatter in the brush/weeds along the
trail; for pickup of larger branches and limbs contact the Parks Department. Volunteers
are required to use their own tools. The parks department may supply some specialized
equipment depending on the type upon request.
. Remove debris (tree branches, trash, etc) from drainage ditches, stream shores or along
side of trail. Remove debris to maintain proper flow of drainage and stream water. Do
not attempt to remove debris that appears to be dangerous (report the condition to the
Parks Department). Place filled trash bags at pre-arranged locations.
. Mowing/weed trimming along trail, posts, benches, signs, etc or report the need to do so
to the Parks Department.
. Report any unusual or suspicious events on the trail to the Parks Department or City of
Stillwater Police (651-351-4900).

THIS AGREEMENT IS SUBJECT TO THE FOLLOWING CONDITIONS:
This agreement grants the adoptee those rights specifically stated and no other.
The adoptee shall save harmless the City of Stillwater, and all officers, and agents thereof, against any and all
claims arising from operations covered by this agreement.
This agreement expires after 2 years. Groups may renew the agreement.
Participants must hold a safety meeting once a year prior to the first pickup, conducted by the adopting group
with provided safety tips used as a guideline.
The City of Stillwater reserves the right to refuse, cancel or revise this agreement if in its sole judgment the
nature of the adopting group is political, controversial in questionable taste or if the group is not meeting the
terms of this agreement.
Signing of this agreement and/or participation in the Adopt-A-Trail program does not indicate the City of
Stillwater supports or endorses any organization or position.
The adoptee agrees to do the maintenance outline in handout and abides by the conditions herein with to the
satisfaction of the City of Stillwater Parks Department.
The trails shall remain open to the public and this agreement in no respect gives exclusive rights of use to
adoptee.
There shall be no fees paid or compensation charged as a result of this agreement.
Any and all volunteers of the group or other persons engaged in the performance of any work or service
performed under this agreement shall not be considered employees of the City of Stillwater and any and all
claims that mayor might arise under the Workers' Compensation Act of Minnesota and on behalf of said
employees or other persons while so engaged, and any all claims made by any third party of the group's
volunteers or other persons while so engaged on any of the work or services to be rendered shall in no way be
the obligation or responsibility of the City of Stillwater.

Safety Guidelines
.
Notify the Parks Department of your cleanup schedule and to obtain necessary equipment
and arrange garbage pickup.
.
Adopting groups must provide adequate supervisor for participants under the age of 18.
Larger groups should be divided into teams with each team supervised by an adult.
.
Groups must have an emergency contact person. This person shall know your exact
working location and approximately how long you will be working.
.
Know the location of the first aid kit. Know how to respond in case of an emergency.
Always know where your trail sections nearest emergency access point it.
.
Be aware of your surroundings to ensure your safety and the safety of others. Always
stay with your group. Alertness and care in all that is done on the trail and performing
within the group's known capabilities are among the best preventive measures against
accidents
. Do not wear headsets or engage in horseplay or other conduct, which would divert your
attention from you work or impair your ability to perceive hazards from traffic or other
dangerous situations.
.
Work only in daylight hours and in fair weather (try to avoid extremely hot or cold days).
Take breaks, drink fluids, and don't overexert yourself.
.
Never participate in trail work/litter pick up while under the influence of drugs or alcohol.
.
Wear clothing that protects your arms and legs, as well as hard-soled shoes and work or
gardening gloves. Light colored clothing is most visible.
.
Avoid areas where hazardous conditions exist such as roads, parking lots, bridges,
construction sites, open water, and areas where mowing, tree trimming or pest control is
in progress. Do not pick up materials that appear to be hazardous. Contact the Parks
Department to report such materials.
.
Use caution in handling collected items. Do not crush collected items; broken or jagged
objects could cause injury. All trash must be placed in bags. Those objects to large to be
put into bags shall be placed next to the bags in designated location for pickup. Do not
attempt to pickup heavy materials. Notify the Parks Department for pickup.

Enclosed, please find a copy of the landscape plan. This plan does shows the soccer field
orientated to north/south. It also shows a neighborhood Park to the south with a
designated tot-lot. I have also enclosed a purposed detail concept of a tot lot structure for
your review. Orrin Thompson would work with you and the Park commission for
suggestions and ideas for the tot-lot, provided it is within pre- established economic
guidelines. Let us how if you need anything else from us at this time.

Ballfield and Tournament
Information
Ballfields are available for tournaments
and rental. The fee is $150.00, plus a
deposit of $150.00 (Total $300.00). Only
3.2% beer can be sold and a permit to
sell liquor is obtained through the Parks
Department and must be approved by the
City Council. Allow 2-3 weeks for pro-
cessing.

Consume (fee $35.00) for consumption of
any type of liquor in the parks (beer, wine
coolers, hard liquor). Contact (651) 430-8837

Pioneer Park Band Shell Use Policy
The following policy will be used to guide the use ofthe Pioneer Park Band Shell. It is
the intent of the Park Board to allow use of the facility consistent with the public purpose
of free entertainment and cultural event for the citizens of Stillwater mindful of the park
location in the North Hill neighborhood.
Band Shell Use Guidelines
.
1. Sponsor shall be non-profit and event free and open to the public.
2. No merchandise or food shall be sold.
3. No Advertising
4. The capacity ofthe site and area is 75 to 100 people due to lack of parking
5. Use of the band shell shall be between 9 am and 9 pm.
6. Events shall not be loud or use obscene language so as to disturb the surrounding
residents.
7. The cost for the band shell rental shall be $125 with a $50 refundable deposit to cover
costs of use.
Note: Park Board approval must be obtained if the event doesn't fit the guidelines.
Exempt parties are churches, weddings, reunions, schools or scouts.

A plan for a Victorian-style
park at the former Joseph Wolf
Brewery and Sherm Gordon
salvage yard in downtown
Stillwater was unveiled for city
council members Tuesday.
Long-time Stillwater residents
Tom and Sherry Armstrong,
who moved away 12 years ago
and returned to the area when
Tom retired in February, have
purchased two-thirds of the
property and are in the process
of acquiring the rest of the 1.1-
acre site.
They are proposing to design
and construct the park, and then
give it to the city as a gift.
Included in the design are
revenue-generating opportunities
for park maintenance, incl~~~g
concessions, rental of facilItIes
for weddings, entertainment or
meetings. and rentals in an
"artists' quarter" area.

He explained the proposal was
"a goal" still in concept stage.
The plans incorporate the
bluffiine, using terraces to .
present scenic views of the St. ."
Croix River and the city, "away
from the congestion of
downtown," the proposal states.
Despite challenges presented
by slopes of 10 to 20 percent on
Nelson and Second streets, the
plan is to provide access for
residents of the south hill and
make the entire site ADA
(handicapped) accessible, they
said.
"It's been a challenge because
it's so vertical, but at the same
time, that's what's given us
character," Armstrong told the
council.
Proposed elements of the park
are:
· a high terrace with views of
downtown and river valley;

hillside, a venue for music,
storytelling, puppet shows and
similar activities;
. an "artists' quarter" for
seasonal rental by artists and
artisans;
. the existing barn as an

sitting areas for parents;

with a focus on learning,
imagination and creativity as

Armstrongs said they intend to
partner with various local groups
for design input and on-going
volunteer activity programs and
maintenance, including the
informal home owners
association of the south hill, the
Stillwater Perennial Garden
Club, the Washington County
Historical Society, the ArtReach
Alliance, the Stillwater Public
Library and Stillwater Area
Schools.
According to architect Dewey
Thornbeck,the bam, which was
once used as a livery, is in good
structural condition. The top
floor would be used as a multi-
purpose activity area, the second
floor for concessions and
kiosks, and the lower level
would house public toilets, he,
said.
Among the items to work
closely with the city on, he
explained, is the need for about
300 feet of sidewalk going down
Second Street to get access to the
property from that side: "We
want to make this park totally
accessible to people in
wheelchairs, who will park in
the public lot," he said.
The city will need to work
with the designers on grade
issues and incorporating a
crosswalk on Second.
Council members were
enthusiastic. Th~y directed staff
to work with the Armstrongs,
and to waive the normal pennit
fees associated with the
improvements.
The goal is to begin

construction of the park in the
spring of 2004 and host an
opening in the summer of 2005.
Meanwhile, during the evening
meeting, the council passed
ordinances related to the
collection of franchise fees on
electric and gas service, to be
imposed on Xcel Energy for use
of city rights-of-way.
The agreement came after
severa'l months of negotiation
with Xcel Energy, according to
City Administrator Larry
Hansen. Council Member John
Rheinberger voted against the
move, objecting to the
"extension of taxation authority."
Council Member Gary
Kriesel, while voting for the
measure, suggested the council
revisit the issue in three years to
look at alternatives such as aasales tax.
"I don't think anybody on this
coUncil really favors having to
do this but I think that's what it
costs to provide core services, "
Kriesel commented.

RESOLUTION 2003-183
RECOMMENDING TO THE SCHOOL BOARD THAT THE LIGHTING AT THE
OLD ATHLETIC FIELD BE RETAINED
WHEREAS, it has been brought to the attention of the City Council that
Independent School District has removed the fence and building at the Old
Athletic Field; and
WHEREAS, Mr. Dan Parker, Independent School District 834, appeared before
the City Council to explain the reasons for the demolition and removal of fence,
building and lighting at the field; and
WHEREAS, the Council is concerned about the loss of the use of the Old Athletic
Field.
NOW THEREFORE, BE IT RESOLVED that the Stillwater City Council urges the
Independent School Board of School District 834 to not remove the lights at the
Old Athletic Field and requests the maintenance of same.
Adopted by the City Council this 2nd day of September, 2003.
