Present: Mike Polehna, chair

Mr. Polehna called the meeting to order at 7:05 p.m.
Approval of minutes: Ms. Amrein, seconded by Ms. Flinn, moved approval of the
minutes of March 22,2004, as presented; motion passed unanimously.
Requests for park use
1) Audubon has requested to dock a boat at the levee in Lowell Park on Saturday, July
10, as part of its Upper Mississippi River campaign. Ms. Flinn noted the one-day
educational visit is free to the public. Ms. Amrein, seconded by Ms. Flinn, moved to
recommend to the City Council that the Audubon craft be allowed to dock at the levee on
July 10 as requested; motion passed 4-0 (Mr. Kriesel absent).
2) Mike McKinney, representing PJ Asch Otterfitters, was present to request approval of
the use of the Lily Lake beach for a kayak demonstration on May 16. Much of the
discussion centered on whether the City's usual $500 fee should be charged. Members
noted that while the demonstration event is free, it is being conducted by a for-profit
business to generate potential sales.
Mr. Polehna pointed out the request is not for exclusive use of the beach area. He further
noted that if the boat launch was used, a permit wouldn't be necessary, as anyone can use
the boat launch. Mr. Polehna stated that he thought this request should be handled by the
Parks Department, rather than the Board.
Mr. Russell said he would talk with staff about what type of requests should be referred
to the Park Board and what type of requests staff should handle. He said he also would
check into the fee issue. It was the consensus of Board members that if a fee is charge, it
should be a minimal fee.
3) Phil Mero was present regarding a request to hold a Red Bull-sponsored Motocross
event in Lowell Park on June 5. He said due to scheduling, June 5 is a "do or die" date.
The request is to use a portion of the parking area between PD Pappy's and the Water
Street Inn. All costs, including liability insurance, provision of portable toilets, clean up,
would be paid by the event promoters. Red Bull will not be doing any product vending,
he said. When asked about the potential number of spectators, he noted that a similar
event held at Andover last year attracted about 3,000 people. About 4 hours is needed to
conduct the event, from set-up to take-down. The desire is to hold the event starting in
mid-afternoon or early evening.
Ms. Flinn noted that a previous concern has been about the damage to the grass in Lowell
Park from too much use. Mr. Kriesel asked if EMTs would be on hand; Mr. Mero said
that would be done if requested. Ms. Amrein asked if there should be extra security for
crowd/traffic control; Mr. Mero said he would hire security personnel if requested. Mr.
Kriesel asked for references from other communities where Red Bull has held events; Mr.
Mero said he would provide those.
Mr. Russell suggested that it would be good to inform neighboring businesses of the
proposal - Water Street Inn, the Co-op, Valley Bookseller, PD Pappy's, Maple Island
Hardware - before the request goes before the City Council on May 4, as all those
business will be impacted by disruptions to parking in the area. Mr. Mero aid he would
do that.
Mr. Polehna said if approved, the event promoters should work with city staff to
determine the specifics of requirements such as the number of portable toilets and
security personnel.
Mr. Flinn moved to recommend that the City Council approve the request, with the
condition that the event be held on the gravel portion of the parking area; that the
promoter talk to affected businesses; that the event start at 3 or 4 p.m., as suggested by
Mr. Russell; and that the grass in Lowell Park be protected as much as possible. Mr.
Donna seconded the motion; motion passed 5-0.
4) Randy Raduenz, representing the Stillwater Art Guild, was present regarding a request
to conduct an art event, Celebrate the Arts, in Pioneer Park on Oct. 16 and 17. Mr.
Raduenz said the event will feature local artists and musicians. There will be art activities
for kids and other arts-related performances. There will be a few food vendors on-hand;
the Art Guild will be selling non-alcoholic beverages to raise money for next spring's
planned event. Several tents will be used, as will the band shell. However, Mr. Raduenz
said it wouldn't be necessary to have exclusive use of the picnic shelters.
Ms. Amrein said she thought the proposal was a good one. She asked if the dates
conflicted with any other uses. Ms. Raduenz said he had already reserved the desired
dates with the Parks Department.
It was noted that the Art Guild likely will have to provide portable toilets, depending on
when the water is shut off for the season. The sponsors also will have to provide liability
insurance and pay the required fee.
Mr. Kriesel, seconded by Ms. Amrein, moved to recommend the City Council approve
the request, with Mr. Raduenz/ Art Guild to work with City staff regarding special
requirements for insurance, toilets, etc. Motion passed 5-0.
5) Sarah (Russell) Morse was present regarding a request to hold a 5K and 10K race
using the Brown's Creek trails on June 26. Ms. Morse is working with 45 Degrees on the
project. She said while an entry fee will be charged to offset costs, the races are not
intended to be profit-making. Any profits over expenses, she said, would be put into a
fund for a parks-related project, such as Brown's Creek improvements. Run organizers
would provide portable toilets, she said. Ms. Morse said the trail area would be needed
from about 6:30 a.m. to noon on June 26.
Mr. Polehna said he thought the runs were a great idea, but expressed a concern about
parking. Mr. Russell noted that a neighboring property owner, Munkelwitz, has allowed
the use of his property for parking for cross-country ski races in the past.
Ms. Flinn, seconded by Ms. Amrein, moved to recommend that the City Council approve
the use of the Brown's Creek trails for a 5K and 10K race on June 26, with Ms. Morse to
work with city staff on any requirements - parking, toilets, etc. Motion passed 5-0.
Review of new downtown park was postponed until the May meeting.
Salvation Armv skateboard park
Present were Terry Hildebrandt of the Salvation Army, which operates the Graffiti
skateboard park in Stillwater, and Bill Tollerud, representing Luis Palau Twin Cities
Festival. Mr. Tollerud explained that a 9,000 square-foot skateboard park is being
constructed in conjunction with the Festival which will be held in August on the grounds
of the state Capitol. Organizers are soliciting proposals from organizations/cities
interested in purchasing the park for long-term use. Cost is $35,000 to purchase a
structure that otherwise would cost about $100,000 to construct, he said.
Ms. Amrein noted that in the previous discussion, the Board indicated a willingness to
work with the Salvation Army when the Graffiti park is no longer adequate. Funding and
finding a location for the structure are questions that need to be answered, she said.
Ms. Flinn asked if the structure could be used by bikes, as well as skateboards. Mr.
Tollerud said the structure can be used by BMX bikes, as well as in-line skating and
skateboarding. It was noted that there would have to be supervision.
Mr. Donna asked how proposals will be evaluated. Mr. Tollerud said proposals must
include a plan for the structure's long-term use. Proposals are due the end of May; three
have been received to date and several additional proposals are expected.
Mr. Kriesel said there has been a lot of discussion about the need for such a facility and
said it is "just a matter of time" until the City gets a skate park. He said he would be
interested to see if the Council could find a way to fund the purchase. Ms. Flinn agreed
with the need. She asked Mr. Tollerud if organizers would consider a plan that calls for
the structure to be in storage until a site is found. Mr. Tollerud said if the City had a plan
for the structure's long-term use, that would be something his organization would
consider.
Mr. Russell pointed out that there is a process to be followed - getting a site, including
the project in the CIP, etc. Mr. Polehna noted that the Park Board/City doesn't have a
concrete plan, which makes it difficult to put together a good proposal.
Members thanked Mr. Tollerud for his presentation. No action was taken~
Settler's Glen park discussion
Two representatives of Orrin Thompson Homes, developer of Settler's Glen, were
present to request relocating the tot lot to a location near the larger active park area. They
said there are concerns about the proximity of the tot lot location to Boutwell, the
proximity of the tot lot to current homeowners, and accessibility of the area by the trail
system. Part of the problem, they said, is that the developer's sales associates failed to
notify buyers of homes adjacent to the tot lot that the park would be developed as an
active play area for youngsters.
Ms. Flinn asked whether the City would be losing any land if the relocation is approved.
She also raised a concern about a possible conflict in use by having the tot lot in close
proximity to the active park.
The Orrin Thompson people said there will still be the same percentage of open space if
the tot lot is moved. The proposed new location improves the usability of the area by the
community, they stated.
Mr. Russell said in effect, the City would be losing some neighborhood park land if the
move is approved. He raised a concern that there is not enough space to accommodate
both the active park use and the tot lot at one location. He asked whether the developer
might be able to get some additional park space by reconfiguring lots in the area. The
Orrin Thompson people agreed to have their staff look at the possibility of reconfiguring
lots to gain additional space and bring findings back to the next Park Board meeting.
Legends Park improvement partnershio
Jack Serier of the Legends Homeowners Association Board gave a presentation about
proposed improvements to Legends Park. The Homeowners Association has dedicated
about $7,000 to park improvements for 2004, with an additional $5,000-$7,000 planned
for next year. Mr. Serier said some of the improvements would be done in partnership
with the City Parks Department, and he has been in contact with Tim Thomsen.
Proposed improvements include installation of four park benches, metal garbage
container and bike rack, all paid for by homeowners and installed by the Parks
Department; improvements to the ball diamond, with base areas and base lines cut and
graveled by the Parks Department; installation of an asphalt pathway (by the Parks
Department) from the comer of Barons and Delano Way to the existing playground, with
the ultimate goal of having the pathway extend around the perimeter of the park; planting
of about $3,000 in trees, paid for by the homeowners and planted by the Parks
Department; spreading of black dirt and leveling of the ground by homeowners, with
additional seeding by the Parks Department.
There was some discussion about the funding of the asphalt pathway. Members were in
consensus that if funding to asphalt the pathway isn't available, the City could make the
path handicapped-accessible by using some alternative materials. It was suggested that
Mr. Serier might want to work with the City's forester in selecting appropriate trees.
Members applauded the homeowners' plans and efforts.
Dogs in parks
There was a discussion of the problem of dog feces in the parks. Members agreed this is
an enforcement and educational issue. Suggestions including having the City Council
notify police to enforce the City's ordinance, putting an article in the City newsletter
and/or local newspapers.
Recreation Center rates
Mr. Polehna said he had talked with Mr. Brady, Recreation Center manager, and had
looked at rates charged by numerous Twin Cities area facilities. Stillwater's rates are
"very low" compared to the metro area, he said.
Members were provided with printouts of revenues, expenditures and debt service
prepared by Sharon Harrison of the City's Finance Department. There was some
confusion as to why the debt service figures change from year to year.
Mr. Russell noted the City has not established a depreciation fund for the facility. He
suggested that if the Park Board raises the rental rates, it be done with the caveat that new
revenues be used to establish a depreciation fund. Mr. Polehna agreed that was the only
justification for a rate increase.
Mr. Polehna made a motion to accept Mr. Brady's recommended rate increases for 2004,
with the condition that revenues generated to obligated to a depreciation fund for the
facility. Ms. Flinn seconded the motion. Mr. Donna suggested that the Board needs
additional financial information in order to make a specific recommendation. Mr. Donna
said he would be willing to work with Mr. Polehna and the City finance department to get
the necessary information to develop specific language for a recommendation to the City
Council. Motion was amended to recommend an increase in rental rates with Mr. Donna
and Mr. Polehna to work on language for the recommendation to be made to the City
Council on May 18. Motion passed 5-0.
Other items
. Ms. Flinn asked about the status of the community center proposal. Mr. Polehna said
he has requested to be on a City Council agenda to discuss the issue. Ms. Flinn
informed members that the Rotary Club will be cleaning up the Amundson woods
area by Stonebridge School.
. Mr. Polehna asked when Mr. Nolde would be paving the trail by Long Lake Villas.
. Mr. Donna pointed a large amount of barbed wire observed in last year's parks tour is
still present.

This letter is to request the use of Pioneer Park on July 13 or 14, 2004 for a faith.based concert that will
be opened to the general public free of charge.
Date: July 13 or 14, 2004
Where: Pioneer Park
Time: 7:00 - 10:00 p.m. estimated
Estimated Attendance: 300 . 500
Demographics: Mpls/St. Paul Metropolitan Area, including western Wisconsin
Promotion: Radio, Print and Outdoor
Event Details:
The objective of this year's concert is to kick off what is planned to be an annual event, which will
celebrate faith among youth through the arts. The event will be supported by Faith Inkubators
Endowment Fund, other sponsor solicitation and free will offering from the attendees.
In addition we would like permission to bring in vendors to sell food and beverages to the public. This will
be an all ages show, and we will not be any selling any alcoholic beverages.
Schedule of park use:
9:00 a.m. - 5:00 p.m. - Event set.up
5:00 p.m. - begin the sale of food and beverage
7:00 - 8:00 p.m. - Warm up band
8: 15 - 9:30 p.m. - Headlining Band
We appreciate the opportunity in working with the City of Stillwater to make this event a success and
look forward to receiving permission to move forward on this upcoming event.

Multiple X Games medalist and Freestyle Motocross pioneer Tommy
Clowers and his partner in crime Jeff Tilton plan to storm into downtown
Stillwater on Saturday June 5th to put on a FMX ramp toramp show! !
Tommy and Jeff will bring their ramps to the chosen site to perform 2 20-25
minute FMX shows. These shows will include all of the amazing tricks that
are performed at the X Games and Gravity games. There will be exciting
music and a professional announcer incorporated into the program as well.
A meet and greet autograph session with the athletes will take place
immediately after the shows. You can rest easy knowing that when Red
Bull attached its name to a product it's only handled one way, the RIGHT'
way!!
This will be a FREE show to the public, encouraging fans of all ages to
spend the day in Stillwater. We would be flexible as to when you would like
the shows to be run. This is truly a turn-key event, Tommy and Jeff are at a
'point where they can almost run this program in their sleep! The
requirements are as follows:
Area 300 feet x 40'
Ground- Any hard, fairly level surface
Set up/breakdown is approximately 45 minutes
Fencing around the 300x40 perimeter
2-3 port-o-potties
There will be NO vending. ,If you would like to do concessions, you are
certainly free to do so. We would only ask that Red Bull is served.
This event will be REA V~ Y promoted throughout the region at a grass
roots and local media level. We will be targeting Motocross
Associations to distribute collateral to. Posters will be printed and
distributed throughout the area. We will work with our media partners to
promote the event. We look to make this a day that the town of Stillwater
will remember for years to come!!!

DISCUSSION:
Attached is an application for special event for Shakespeare in the Park.
The item was presented to the Parks Board in January 2004. Since that time the
date requested has been changed to August 16-26 for dress rehearsals, setup
etc., with performance on August 27,28, and 29. The Parks Board
recommended the waiving of the fee for the use of the park and bandshell.

KOLLINER PARK
Jim Gannon presented the activity level for Kolliner Park. It was a mild summer,
no problems arose and the area was cleaned a few times and mowed periodically.
Many boats docked and spent the night afterwards leaving the area clean. St.
Croix County Police reported no incidents in the park.
Motion made by Board Member Amrein seconded by Board Member Flinn to
recommend to Council to approve the agreement with Jim Gannon for maintenance of
Kolliner Park for the year 2004. Motion passed unanimously.
SHAKESPEARE IN THE PARK
Joshua Nelson, Associate Director with The Globe of America was present to
request the use of Pioneer Park bandshell and the park space around the bandshell
for Shakespeare in the Park, August 5-22, 2004. They would also like to store a
trailer behind the bandshell similar to last year. Board members approved the
bandshell be open past 9 pm and no fee be required for this'special event.
Motion made by Council Representative Gary Kriesel seconded by Board Member Flinn
to approve Shakespeare in the Park. Motion passed unanimously.
APPLICATIONS FOR SPECIAL EVENTS
Four special event applications that were reviewed: Spring Art Fair being held
May 14-May 16, July 4th Fireworks, LumbeIjack Days being held July 20-July 26
and Fall Art Fair being held October 1-3. There was discussion regarding the
rates for special events. The rates are $500 per event with a $250 refundable
damage deposit. There was discussion regarding alcohol control, size of event
and costs for LumbeIjack Days. Council Member Kriesel stated he would like to
see family events in the south end of Lowell Park during LumbeIjack days (south
of Chestnut Street). He will take that idea to Council. Contracts will be
developed and presented to Council for review for each special event.
Motion made by Board Member Snellman seconded by Board Member McGarry to
approve the special events upon Council review and approval of contracts. Motion
passed unanimously.
PARTNERSHIP OPPORTUNITIES WITH SCHOOL DISTRICT
Community Development Director Steve Russell reported that Paula Laidig
contacted him and stated the school district has received a donation/grant for $1
million for an early childhood education program facility. A meeting has been set
for February 4,2004 at 3:00 p.m. A YMCA representative will also be coming to
this meeting.

RE: PURCHASE OF CITY OWNED PROPERTY
Dear Ms. Ward:
I recently purchased a,home located at 119 Birchwood Drive North, also know as; Lot
Seven (7), in Block 3, Re-arrangement of Radle's Sunnyslope Addition.
After having a land survey conducted to identify my property line(s), I found my Lot to
be substantially smaller than my neighbor(s). My neighbor(s) indicated to me that they
had the opportunity to purchase a portion of the City owned Lots, apparently deemed un-
developable due to the overflow of the pond located east of our Lots.
I am requesting you grant to me this same opportunity. I would like to extend my current
Lot Seven (7) by purchasing half, as my neighbors did, of Lot Three (3) located east of
Lot Seven (7), in Block 3, Re-arrangement of Radle's Sunnyslope Addition.
Attached is a drawing outlining my request. Lot Seven is identified as Location 119. The
attached drawing also identifies the half Lot purchased by my neighbor, identified as
Location 123.
