MEMORANDUM TO: Parks Board FROM: Steve Russell, Community Development Director DATE: June 19,2002 SUBJECT: June 24th Parks Board Agenda 1. Approval of the May 20,2002 Minutes. 2. Movies in Lowell Park The City Council approved the request subject to Parks Board approval. The movies would take place between July 9th and September 3rd on Tuesday nights. A letter requesting City approval is attached and a representive for the project will be present at the meeting. 3. Arts Celebration Pioneer Park A request from the River Valley Arts Council and the Stillwater Arts Guild Gallery for an Arts celebration Saturday, September 28th has been received. The request can be considered subject to other park reservations for that day. 4. Brown's Creek Trailhead Plan Since last months field trip staff and parks planners have reviewed the site condition and possible recreation uses of the site and developed the attached plan. As discussed by the parks board at the last meeting, cars would be parked along the railroad tracks with an open play area immediately to the north. The interpretive center warming house would be in the middle of the site facing the start/finish of the ski trails. Landscaping would help define the ski area. If this basic concept plan is approved, a more detailed plan will be prepared for construction. It is anticipated the building would be constructed this year and landscaping coordinated with the public works facility landscaping. 5. Staples Field Improvements The tennis courts will be resurfaced this year and the lighting repaired, if a contractor can be found to do the work. . . . 6. Sale of Staples Field Basketball Court Lot Since the basketball court use has been decided and a future use of the site is complicated by its location and streets separating the various park areas, it has been suggested that the lot could be considered for sale for housing. The sale would be according to the City park land sale policy. The City has been approached by individuals looking of a site to move an existing house possibly for assisted family housing. A neighborhood meeting may be appropriate to discuss the idea. 7. Benson Park (Stillwater Crossings) letter A letter regarding Stillwater Crossings Park (Benson) has been received. The association requests improvements of the park. 8. Other items. . Parks and Recreation Board May 20, 2002 Present: Mike Polehna, chairperson Linda Amrein, Wally Milbrandt and Sandy Snellman Others: Community Development Director Steve Russell, City Administrator Larry Hansen Absent: Dawn Flinn, David Junker, and Rob McGarry Mr. Polehna called the meeting to order at 6:20 p.m, Approval of minutes: Mr. Milbrandt, seconded by Ms. Snellman, moved approval of the minutes of April 22, 2002; motion passed unanimously. . Staples Field Park Mr. Milbrandt told members that the City Council had approved relocating the baskets at Staples Field so young kids could shoot hoops as the Park Board had recommended. Subsequently, neighbors called Council members to object to allowing the basketball use, and the matter is going back before the Council. Mr. Milbrandt said there is a concern the Board did not follow process - neighbors didn't see the "plan." Mr. Milbrandt said the process followed in this matter is no different than others - the Council approved an experiment, a plan hasn't been developed. Mr. Milbrandt pointed out neighbors had indicated they were not against basketball use for younger kids, and he suggested that the "experiment" of relocating the hoops for use by younger kids is integral to developing a plan for the park. It also was noted the Police Chief Dauffenbach had been instructed to close the courts if there were problems. Mr. Polehna agreed with Mr. Milbrandt's assessment of the situation. Administrator Hansen said Public Works has been instructed not to relocate the hoops until the matter returns to the City Council meeting, scheduled for May 21. Mr. Hansen said he hoped a representative from the Park Board could attend the Council meeting. Ms. Snellman said she would try to attend. Mr. Polehna said he would contact Councilmember Rheinberger and Mayor Kimble. Brown's Creek warming house Mr. Russell presented preliminary plans for a 20 x 28 square foot warning area/interpretive center off Neal Avenue in the Brown's Creek nature area. He said the plans are for floor heat/electricity, with no water. Mr. Russell said he thought the facility could be done at little cost to the city, and he noted a facility is in the original plan for the area. Members were receptive to the idea. Mr. Milbrandt and Mr. Polehna stated they would like to see how the facility fits into the whole plan for that section of the City. It was agreed to put the item on the June agenda for further discussion. Other items: . . It was noted the Council had approved the canoe rack at Lily Lake. . . . . Ms. Amrein stated she had seen the gondola docking at the gazebo and asked it that was allowable. Mr. Russell said the owner was to work with Mr. Anderson regarding dockage; docking at the levee or gazebo area is not allowed. Mr. Russell will check into the matter. . Mr. Polehna said he had received another request to sell glow necklaces during events. There was a brief discussion of the City's policy - requiring a non-profit element in such sales and referring applicants to event owners, Chamber or St. Croix Events. Mr. Russell will send a letter to the applicant outlining the City's policy. The business portion of the meeting was adjourned. Members then visited Staples Field, the area by the Bradshaw property, and Brown's Creek. The annual picnic followed. To: Steve Russell Community Development Director City of Stillwater Subject: Summer Movies in Lowell Park in 2002 We request approval from the City of Stillwater to show movies this summer for family viewing in Lowell Park on Tuesday evenings from July 9 through September 3, 2002. Movies by the Bridge will be presented by River Town Movies, a not-for-profit association of local citizens and downtown merchants, who want to add to the downtown flavor by creating an event to be held when there is no congestion and ample parking. (Future plans include an indoor film festival in 2003 to celebrate the 20 year anniversary of the beginning of what has become the Minneapolis/St. Paul International Film Festival.) We want to attract families to the movies and invite them to sit on the grass or lawn chairs as they do in Pioneer Park during the Fourth of July fireworks. The location we would like to use is between the Lumber Baron's Hotel and the St. Croix . River, and between Chestnut Street and Myrtle Street. We will need one 110 volt electrical duplex outlet for the movie projector and sound system. We would like to be able to sell popcorn and soft drinks for the audiences. Our group will select movies with the advice and assistance of Rick Hansen, Backdrop Productions, who has had five years of experience showing outdoor movies in Minneapolis. Mr. Hansen will rent the movies; provide a screen, projector and sound system; and show the movies. He will have liability insurance for all of his equipment. The events will be coordinated by Valley Booksellers, River Market, and local citizens, with support from other downtown businesses. Our group will provide staff and cleanup. Our purpose is to raise awareness of the friendliness and ease of utilizing the river and shopping opportunities in dO\Nl1town Stillwater, and to bring arts opportunities generally available in large cities to the sophisticated art-interested residents of Stillwater. ~~'t/N - Ann DeLaVergM . Friday, June 7, 2002 Board of Directors Stillwater Crossing Condos C/O Cities Management, Inc. 2815 Wayzata Blvd Minneapolis, Mn 55405 Dear Board of Directors, We live at 3522 Judd Trail and are enjoying living at the Crossings. This letter identifies three opportunities that we think will make the Crossings a better place to live. They all have particular significance for children (and between the two buildings where we live there are at least six children). 1. We have observed a growing amount of dog feces in the park. We would like to see a rule that enforced having a dog on a leash and picking up after the dog for all of Crossings. These are common policies and would make Crossings a cleaner and safer place to live. 2. It is helpful if people keep their speed at reasonable levels especially in the driveways that service our townhomes. It makes for a quieter and safer neighborhood feeling. 3. A play structure for the park would be great for both the children of residents and for grand-children, etc. of residents. The north side of the park would seem to have room and be far enough away from the ball field. We sent a copy to the Stillwater Park Dept since some of the opportunities involve them.
