The Stillwater Parks and Recreation Board will meet on Monday, February 23, 2004, at
7:00 p.m. in the Council Chambers at City Hall, 216 N. 4th Street.

Chairperson Polehna called the meeting to order at 7:00 p.m.
Present: Board Members, Linda Amrein, Paul Donna, Dawn Flinn, Robert McGarry,
Michael Polehna, and Sandy Snellman, Council Representative Gary Kriesel

Motion made by Board Member , seconded by Board Member
to approve the November 24, 2003 board minutes. Motion passed unanimously.
NEW BUSINESS
ST. CROIX RECREATION CENTER
Doug Brady presented activity levels and budget information for the St. Croix
Recreation Center. He stated the field house is very busy. The Hockey
Association is buying more ice time and showing concerns there isn't enough ice
time available however Doug stated there is plenty of time just not at their
convenient time.
A question was raised if there is a priority list for getting ice time. Doug stated
there were contracts written when the rinks were installed and they are followed
accordingly. Any other ice time is given priority to the high schools, associations,
church groups and then individuals.
A pipe was leaking at the Lily Lake Ice Arena and was repaired however it may
need replacement estimating at $50-100,000. It was proposed to add fixing the
chiller to the capital improvement fund. The Lily Lake Arena is open at the end
of October through the beginning of March.
Some items Doug is researching are fluorescent lighting for the rinks and
increasing the rates for ice time. Woodbury is at $155 per hour, Eagan is at $150,
Inver Grove Heights is at $155, and Bloomington is at $145. Stillwater is
currently at $135 per hour for ice rental and the field house is $180 per hour for
full field. Similar places charge $225 for field rental. Board members asked
Doug to prepare a review of rates and expenses to determine if a rate increase is
appropriate.
The field house is also used for fly casters, open frisbee, baseball and softball.
However no tables or chairs are allowed on the field. The recreation center has no
hospitality room, team meeting rooms or a birthday party room. There is a
possibility to expand the facility to accommodate such requests.

KOLLINERPARK
Jim Gannon presented the activity level for Kolliner Park. It was a mild summer,
no problems arose and the area was cleaned a few times and mowed periodically.
Many boats docked and spent the night afterwards leaving the area clean. St.
Croix County Police reported no incidents in the park.
Motion made by Board Member Amrein seconded by Board Member Flinn to
recommend to Council to approve the agreement with Jim Gannon for maintenance of
Kolliner Park for the year 2004. Motion passed unanimously.
SHAKESPEARE IN THE PARK
Joshua Nelson, Associate Director with The Globe of America was present to
request the use of Pioneer Park bandshell and the park space around the bandshell
for Shakespeare in the Park, August 5-22, 2004. They would also like to store a
trailer behind the bandshell similar to last year. Board members approved the
bandshell be open past 9 pm and no fee be required for this special event.
Motion made by Council Representative Gary Kriesel seconded by Board Member Flinn
to approve Shakespeare in the Park. Motion passed unanimously.
APPLICATIONS FOR SPECIAL EVENTS
Four special event applications that were reviewed: Spring Art Fair being held
May 14-May 16, July 4th Fireworks, Lumberjack Days being held July 20-July 26
and Fall Art Fair being held October 1-3. There was discussion regarding the
rates for special events. The rates are $500 per event with a $250 refundable
damage deposit. There was discussion regarding alcohol control, size of event
and costs for Lumberjack Days. Council Member Kriesel stated he would like to
see family events in the south end of Lowell Park during Lumberjack days (south
of Chestnut Street). He will take that idea to Council. Contracts will be
developed and presented to Council for review for each special event.
Motion made by Board Member Sne1lman seconded by Board Member McGarry to
approve the special events upon Council review and approval of contracts. Motion
passed unanimously.
PARTNERSHIP OPPORTUNITIES WITH SCHOOL DISTRICT
Community Development Director Steve Russell reported that Paula Lideg
contacted him and stated the school district has received a donation/grant for $1
million for an early childhood education program facility. A meeting has been set
for February 4,2004 at 3:00 p.m. A YMCA representative will also be coming to
this meeting.

One piece of property that is being looked at is the piece of a land in front of the
St. Croix Recreation Center on Market Drive. That property has been set aside
for an Armory Community Training Center. A master plan was done in 1997 for.
this training center.
Facilities such asbasketball courts, locker rooms, meeting ~d banquet rooms, an
aquatics facility, and a skateboard facility were discussed as options for this site.
The meeting will provide an opportunity to work together and discuss future uses
ofthat property
Community Development Director Steve Russell asked that a park board member
attend the February 4, 2004 meeting. Board Member Polehna volunteered.

The purpose of the Park and Recreation Commission is to operate a program of recreation and to manage City parks
and playgrounds. The Park and Recreation Commission is organized per City Code Chapter 48 and Ordinance No.
896. They meet the fourth Monday of the month. There are seven members appointed by Council. Each serve
three year terms. Council membership is required by ordinance. Ordinance No. 896, adopted by Council on
5/16/00, changed membership from eleven to seven members, current members serve to the end of their terms.

Sec. 48-1. Parks and recreation commission.
Subd. 1. Establishment. There is hereby cre-
ated a parks and recreation commission ("commis-
sion"), that upon the passage and publication of
this ordinance will be the successor to the current
parks and recreation board, which is hereby abol-
ished.
Subd. 2. Powers. The commission will have the
powers necessary to carry out the functions and
duties set forth in this section.
Subd. 3. Function.
(1) The commission must advise the city coun-
cil and other advisory commissions regard-
ing matters relevant to the park, open
space and recreation function, including,
but not limited to, the expansion of and
plans for the development of city park,
trails and recreational facilities.
(2) The commission must monitor and reflect
the attitudes and concerns of the citizens
of Stillwater relative to the park and open
space system and recreational programs
and advise the city council of citizen atti-
tudes and policy matters relevant to the
park, trails, open space and recreation
needs in the city.
Subd. 4. Duties. The commission, with the
assistance of city staff must:
(1) Develop and recommend to the city coun-
cil, and upon the council's adoption, mon-
itor the execution of a comprehensive plan
and park open space classification system .
for park and recreation facilities in the
city and make recommendations for
changes it deems necessary.
(2) Annually report to the city council regard-
ing achievements toward fulfillment of
the comprehensive plan and recommend
amendments to the comprehensive plan.
(3) Frequently visit city parks and keep in-
formed of current recreation programs in
order to continually review and evaluate
the park and open space development and
recreation programming.

(4) Develop and recommend methods to stim-
ulate positive public interest in park and
recreation facilities and programs.
(5) Develop and recommend feasible methods
of discouraging vandalism and destruc-
tion of city park facilities.
(6) Develop and recommend feasible methods
of financing city park improvements.
(7) Serve as a forum for the citizens of the
city to voice opinions regarding open space
acquisition, park and recreation activi-
ties.
(8) Promote coordination with the school dis-
trict serving Stillwater, encouraging the
interchangeable use of city and school
district facilities and programs to the best
interest of citizens of the city.
(9) Encourage dissemination of information
to and coordination with city organiza-
tions interested in the park and recre-
ation involvement such as garden clubs,
athletic groups and civic organizations.
(10) Encourage coordination with other com-
munities and agencies in matters benefi-
cial to the park and recreation function.
(11) Develop and transmit recommended cap-
ital improvements annually to the city
council for inclusion in the capital improve-
ments program.
(12) Review and make recommendations to
the city council on development proposals,
consistent with adopted policies, ordi-
nances, regulations and the comprehen-
sive plan.
(13) Review and recommend items to be in-
cluded in the park and recreation annual
budget.
Subd. 5. Membership.
(1) The commission will be composed of seven
members appointed by the council, one of
whom must be an elected member of the
city council.
(2) With the exception of the councilmember,
the members of the commission will be
appointed upon majority consent of the

council for staggered terms of three years,
except that any person appointed to fill a
vacancy occurring prior to the expiration
of the term which their predecessor was
appointed maybe appointed only for the
remainder ofthe term. Upon expiration of
their term of office, the member will con-
tinue to serve until their successor is
appointed and qualified. Members of the
former parks and recreation board cur-
rently in office at the time of passage of
this ordinance may continue to serve on
the successor commission until the expi-
ration of their current term, and the num-
ber of commissioners reduced to seven
through attrition.
(3) The councilmember must be appointed
annually by the council and is privileged
to speak and vote.
(4) Members of the commission must be res-
idents of the city while serving on the
commission. and should represent a broad
range of interests in the park, open space
and recreation function. However, it is a
goal, but not a requirement that all wards
of the city have commission representa-
tion.
(5) Commissioners must serve without com-
pensation.
Subd. 6. Officers and meetings.
,~l) The commission must hold one regular
meeting each month, the regular to be
held on the fourth Monday of each month
at 7:00 p.m. at the Stillwater City Hall.
The chairperson may cancel any regular
meeting if the chairperson determines that
there is not sufficient meaningful busi-
ness to conduct at a meeting. A majority
constitutes a quorum for the transaction
of business.
(2) The commission must adopt rules and
procedures consistent with these provi-
sions and as may be necessary for the
proper execution.
(3) At the beginning of each calendar year
the commission must select a chairper-

son. The chairperson may be removed
with the majority vote of the commission.
The chairperson must:
(a) Preside over meetings of the commis-
sion.
(b) Appear or appoint a representative
to appear as necessary before other
city advisory commissions and the
city council to present the view point
of the commission on matters per-
taining to park, open space and rec-
reation functions as they relate to
business under consideration by the
commissions or city council.
(c) Provide the liaison with other gov-
ernmental and volunteer units in
matters relating to the park, open
space and recreation function for the
purpose of obtaining and providing
timely information.
(4) A vice-chairperson must also be appointed
annually by the commission. The vice-
chairperson must perform the duties as-
signed by the chairperson and must as-
sume the responsibilities of the chair in
absence of the chairperson.
Subd. 7. Staff.
(1) The community development director is
responsible for the preparation and up-
date of all plans regarding municipal park
and recreation facilities and for the com-
munication of the plans to the commis-
sion. The community development direc-
tor must coordinate the work with the
commission and delineate activities in the
work program for the commission, in or-
der that it may provide citizen participa-
tion in the preparation and carrying out of
various recreation and park projects.
The community development director must keep
the commission informed of all actions of the city
council and other city commissions relevant to the
function of the commission and with the assis-
tance of the public works director is responsible
for the training and orientation of all new com-
mission members.

Hi there. I finally dusted off the file and am getting ready to push hard on the Lions Club
Flagpole Plaque project.
Enclosed is some materials I put together, about how far we have come on this joumey.
Now that we know what it looked like we have to make a few decisions. They are several
questions that have come up that we would like you to respond to:
1. Should we try to duplicate the original or put up a 2004 version of the plaque?
2. How will we get it fastened on properly?
3. When is a good time to "Rededicate" it. We'll have to have some kind of ceremony.
4. How will we pay for it?
5. Is there anything going on in Lowell park in the near future that would jeopardize the plaque or
the flagpole, or require it to be moved?
6. Does the Flagpole or base need any other repairs?
7 . Would you like to sit down with our committee and go over this stuff?
I am about to contact "Genesis" in Cannon Falls. Do you have any other suggestions?

New Life For an old Plaque
With the help of a local computer wiz kid by the
name of Solomon Jones, the picture was scanned and
massaged to reveal the secret message on the plaque.
It also revealed some interesting words and spelling.
Jones is a Senior in Computer Engineering at Embry
Riddle University in Prescott, Arizona.
