Chair Amrein called the meeting to order at 7:02 p.m.
Approval of minutes: Ms. Amrein questioned the motion on the peace pole at the Dec.
18 meeting. She said the motion should be that the request to install the peace pole was
denied. Mr. Milbrandt moved to adopt the Dec. 18, 2006, minutes, with the correction to
the motion regarding the peace pole, indicating that the Board denied the peace pole
request. Motion was seconded and passed unanimously.
Action Items
Fairwav Villas development plans review - Mr. Pogge introduced the request(s) related
to the Lynskey & Clark Fairway Villas of Stillwater development proposal. He noted the
proposal will require rezoning, a Comprehensive Plan amendment and variance. The
Park Board's function is to review parkland dedication and trail requirements, as well as
proposed use/improvements to city property on the site. He said staff is suggesting, with
the Board's approval, that the City require cash in lieu of parkland dedication. Regarding
trails, he noted there is difficulty providing a trail connection due to the site's location
abutting Stillwater Country Club. Mr. Pogge also spoke to issues related to some City-
owned property in the development site. Mr. Milbrandt asked about the possibility of
obtaining some type of easement to provide for a potential future trail connection with
the (Zephyr) railroad tracks; Mick Lynskey, representing the developer, said they would
be supportive of that.
Brian Larson, 2008 Hazel Court, pointed out that the neighborhood is against the
proposal and had expressed its position at the Planning Commission. He said whatever
happens to the property will have a great impact on the neighborhood. He spoke to
traffic issues due to the location of the property at the end of a very long dead-end
street. He asked that the Board consider using any cash dedication in lieu of parkland for
improvements in the immediate area, such as improvements to Schulenberg Park, to
mitigate the impact on the neighborhood. Mr. Larson also spoke of the possibility of a
trail connection along the property from Poplar to Hazel. It was noted that according to
statute, money received in lieu of park dedication must be used for land acquisition,
rather than for park improvements. Mr. Milbrandt asked if the money could be used to
purchase easements for the possible trail connection for the property; Mr. Pogge stated
that would be an allowable use. Mr. Larson said the City-owned property appears to
have the greatest potential for a trail connection from Poplar to Hazel and again asked
that the developer be asked to give something back to the neighborhood to mitigate the
impact of the proposed development.

Mr. Brandt said he would favor providing for a potential trail connection to the Zephyr
property. Mr. Larson spoke to the environmentally sensitive nature of the area, which
might impact trail plans.
Ms. Amrein moved to require cash dedication in lieu of parkland for the Fairway Villas
development. Mr. Milbrandt suggested adding a request for an easement from the
development to the Zephyr property to the motion, as well as an indication that the
Board would support (recommend to the Council) the use of City-owned property on the
site for street improvements. Mr. Pogge noted that the motion should also indicate the
requirement for cash in lieu of trail dedication. Ms. Amrein incorporated those
suggestions into her motion. Mr. Milbrandt seconded the motion; motion passed
unanimously. Mr. Milbrandt asked that staff contact those property owners in the location
of the discussed potential trail connection from Poplar to Hazel regarding possible
easements.
Brown's CreeK Reserve development/trail plans review - Mr. Pogge highlighted a
change in plans since the Board last reviewed this proposal -- the developer is proposing
to use a new pervious material on a segment of the trail closest to Brown's Creek. He
noted that the material involves a new technology, with no proven track record, which
does create some concern, especially in the area of maintenance costs. Staff is
recommending approval, along with the requirement for cash in lieu of parkland
dedication. Todd Erickson, engineer with Folz, Freeman, Erickson, noted the change
came about after discussions with City Engineer Shawn Sanders; he said in order to
preserve the integrity of the trail, it will be installed/paved after the site is established
which will eliminate possible maintenance problems. Mr. Erickson noted they would
prefer a wood chip-type trail, but the City will not allow that; the new surface is a
compromise he suggested, between what the Watershed and City will allow. Ms. Amrein
said she wasn't convinced about the use of the new surface due to the unknowns about
future maintenance costs; she asked if another, more natural surface, could be used. Mr.
Milbrandt pointed out a trail that is not accessible to all users defeats the purpose of a
trail; he suggested the possibility of establishing an escrow fund to deal with the issue of
unknown future maintenance costs. Mr. Erickson spoke to other trail
amenities/connections the developer is providing - concrete sidewalks on both sides of
streets, a sidewalk along Neal and connection to the Millbrook development - should the
Board wish to eliminate the pervious segment of the trail in question. Ms, Amrein said
she would favor the use of the new material, along with Mr. Milbrandt's suggestion of an
escrow fund. Mr. Milbrandt said he would favor the pervious material but ask that
Engineer Sanders and the developer come up with a proposal for some type of escrow
arrangement.
Mr. Milbrandt moved to approve the trails plans and use of the previous surface along
Brown's Creek, to direct the developer to work with Engineer Sanders to develop at least
a five-year escrow account, and to require cash in lieu of parkland dedication. Ms.
Amrein suggested leaving the length of the escrow account open; Mr. Milbrandt agreed
to amend his motion to direct the developer and Engineer to work out a reasonable
escrow account arrangement. Mr. McGarry seconded the motion and amended motion.
Amended motion passed unanimously.
Munkelwicz Park plavaround equipment review - Mr. Pogge referred to the two
proposals for equipment included in the agenda packet. The proposals utilize the
equipment shown in the park plans developed by Bonestroo; $75,000 has been
budgeted for the equipment. He stated staff has been pleased with the performance of

the Playcraft equipment. Mr. Donna questioned the discrepancy in the price of the two
proposals. It was suggested that the proposal from Kompan (cost $102,855) includes
more active uses that the Playcraft proposal ($47,999). Ms. Amrein said she would
prefer staying within budget, especially considering that staff has been pleased with the
performance of the Playcraft equipment. Mr. Brandt referred to a park he had visited that
has the type of equipment in the Kompan proposal and said the equipment was very
popular with kids and heavily used; he wondered about the possibility of mixing and
matching elements in the two proposals. Mr. Pogge said the Board could do that with the
freestanding pieces of equipment. Mr. Pogge also noted that the equipment purchase
would go through the competitive bid process. Mr. Donna said in his view, the Kompan
elements would appeal more to the 5-12 age group. Mr. Brandt questioned the layout of
the Playcraft proposal. During discussion, Mr. Milbrandt referred to the amount of money
that City had expended in acquisition/planning for the Munkelwicz Park and said he
would not want to purchase equipment that would see little use or interest. It was
consensus to solicit more options for the 5-12 age group equipment, equipment that will
promote more creativity and athleticism.
Other items
Comprehensive Plan consultant selection process - It was noted that the Council has
asked a member from all Commissions/Board assist in the selection of the consultant for
the Comprehensive Plan update. Ms. Amrein asked if the Board member selected to
participate in the selection process would be the same person who will serve on the
Comp Plan update steering committee; Mr. Pogge responded that would be up to the
Board. Mr. Brandt and Mr. Donna both expressed interest in participating in the selection
process; Mr. Milbrandt suggested that both would be welcome to participate and provide
input.
Boom Site - Mr. Pogge informed the Board that there is a piece of legislation pending
that would have the state dispose of the Boom Site. He said the DNR had contacted the
City regarding possible takeover of the site and asked for direction as to whether staff
should investigate options for that potential. There was brief discussion as to potential
costs of maintenance/staffing. It was consensus to pursue options.
. Mr. Milbrandt said he had received a complaint regarding the condition of the
Northland skating rink. Ms. Sewilo also noted there are no lights at the rink, and
when ice is good, it is never plowed/shoveled. There was discussion as to whether
flooding rinks should be a priority with park staff.
The meeting was adjourned at 8:48 p.m.

BACKGROUND
On February 27, 2006 the Park & Recreation Board recommended that the City Council
approve the preliminary park, trail and sidewalk plans for the US Home Corporation
development known as MILLBROOK. On June 26, 2006 the Park Board recommended
approval of a relocation of the South Twin Lake trail. The main reason for the relocation
was that neither of the Watershed Districts involved would allow trails within lake and
creek buffer areas. The City Council approved the preliminary plans with the relocated
trails on August 15, 2006.
Development of Millbrook is to occur in three phases. The current request is for
approval of Phase I improvements, which include:
. Grading and turf establishment for the two active city parks (Outlot A and Outlot
F - see attached final plat);
. Phase I trail loop;
. Trail segment connecting with Brown's Creek Reserve (if Brown's Creek Reserve
develops this summer); and
. Phase I sidewalks (as shown in the attachment).
EVALUATION OF REQUEST
US Home Corporation will be responsible for the park grading and turf establishment.
The City will be responsible for other park improvements. And, in order for the
developer to know how to grade the main park, a master park plan was developed and

approved for it by the Parks & Recreation Board on October 23, 2006. The proposed
grading plan for Phase I of Millbrook is consistent with the approved park plan.
In addition, the proposed trail and sidewalk improvements for Phase I are also consistent
with the approved preliminary plat and PUD.
RECOMMENDATION
Since the proposed Phase I trail, park and sidewalk plans are consistent with the
approved preliminary plans, staff recommends approval.

DISCUSSION
Elite Development is proposing a single-family development to be known as Legacy on Long
Lake. The project site on County Road 12 is currently owned by four groups: the McKenzies, the
Meisterlings, the Huebschers and Grace Baptist Church. (See Exhibit C) The total project site is
25.38 acre site (23.16 of which are above the water level of Long Lake), Though, as seen in
Exhibit D about 6.17 acres (4,1 acres above the water level of Long Lake) are not being sold to
the developer. This unsold property will be platted as Block 5. The five potential lots in Block 5
would be retained by two of the current landowners, the Meisterlings and the McKenzies,
The site is proposed to be developed into 50 single family lots, including the 5 lots in Block 5.
Sizes of the lots would range from 9,595 square feet to 106,858 square feet. The largest lots are
in the tiers closest to Long Lake, Three outlots are proposed: one for future development by
Grace Baptist Church, one for stormwater ponding, and one for the development of a pool,
handball court, and gazebo for private use by the neighborhood. Currently the site has three
homes and a church on it. Two of the homes would be removed, leaving only the Meisterling
home. The church property would be left as it is except that land will be traded so that the
access road to County Road 12 can cross it.

Improvements to be dedicated to the public are proposed to include relocation of 72nd Street
away from the shoreline of Long Lake; a north-south street connection between County Road 12
and 72nd Street; a trail in place of the old 72nd Street alignment; one small park.
The land development is proposed to be completed during the 2007 construction season.
Building permits for the first homes are anticipated to be issued yet this year.
SPECIFIC REQUEST BEFORE THE CITY
In order to develop the property as proposed, Elite Development has requested the following:
1. Approval of a rezoning of the off-lake portion of the site from AP, Agricultural
Preservation to TRjPUD (Traditional Residential Planned Unit Development);
2. Approval of a rezoning of the lakeshore portion of the site from AP, Agricultural
Preservation to LR, Lakeshore Residential;
3. Approval of a Preliminary Plat for a 50 lot single family residential development;
4. Approval of Concept PUD plans;
5, Approval of a vacation of the excess 72nd Street right-of-way; and
6. Approval of a variance request to exceed the maximum height limits for a fence along
75th Street N.
Issues for review by Park Board
Park and Trail Dedication
Trail Development
The development plans include construction of a bituminous trail generally following the
existing 72nd Street roadbed along Long Lake. Sidewalks will also be constructed along each
street. These sidewalks will connect to the trail along the County Road to the trail along 72nd
Street.
Park Land Dedication
In addition to trails, the preliminary plat shows a passive park area in the southeast comer of
the development (Outlot D), The total proposed land dedication is 15,391 square feet. Given
the project's 23.16 acres above the water level of the lake, a total of 2.32 acres of parkland could
be required. The 0.35 acre proposed park site would have to be increased to satisfy park
dedication requirements, The developer is requesting the ability to do cash-in-lieu of land
dedication for the remaining portion of the required dedication. When a developer has
dedicated property that could not be used as an active park site the City has in the past required
the developers' to provide cash-in-lieu for the subdivision's total required parkland dedication.
For this development the total required cash-in-lieu of land dedication is $100,000 ($2,000 per
single-family lot * 50 lots). The park board should discuss the developer's park land dedication
proposal.
Staff feels that a better parkland dedication package would be to make as much of the lakeshore
public as possible. However, the vast majority of the lake shore is not being sold to the
developers by the McKenzie and Meisterling families. So, the developers can not include it in
their park dedication proposal. (See Exhibits C and D) Consequently, the McKenzies and

Meisterlings would have to agree to allow part of their land to be dedicated as public along the
lakeshore. They have made it clear at the May 8, 2006 public hearing that they are not
interested in giving up their lake shore property,
At the very least, staff believes that the property on either side of the weir should be publicly
owned to provide a potential site for a fishing pier and perhaps a spot to put in a canoe.
Moreover, since both the Meisterlings and the McKenzies will gain land unencumbered by the
prescriptive easement for 72nd Street, it may be equitable to require more public lake shore from
them in return.
As an alternative the developer is considering providing funding to the City for the purchase of
the Jackson Wildlife Management Area from the MN DNR. The developer has proposed that
any funding he provides to purchase the Jackson WMA be counted toward the required cash-
in-lieu of land dedication. The Jackson WMA is located directly to the east of this site. This site
is approximately 31.5 acres of which 12 acres of it is not subject to FEMA floodplains or
wetlands. Due to conservation deed restrictions on the property the site would be limited to
passive park use/ open space with a possible trail connection from Long Lake to County Road
12.
STAFF RECOMMENDATIONS
1. The Board should review and discuss the proposed trail and parkland dedication for
Legacy on Long Lake.
2. The Minnesota DNR is still reviewing the development plan and since this review could
impact the layout of the development staff recommends that the Board table action until
your March 26, 2007 meeting. The review deadline for this application is currently set
for April 4, 2007 which would allow the board the opportunity to table final action on
the development plan until your March 26, 2007 meeting,

DISCUSSION
At the January Park Board meeting members requested staff to review the play equipment
designed for children ages 5-12 with a focus on upper body activity. Working with St. Croix
Recreation three designs are being presented.
The main play structure in each of the options uses equipment from Playcraft. The first two
designs also incorporate a 1/10-15 net" from Techno Dynamo. The climbing net is 10 feet tall
and 15 feet wide. The third proposal includes only a play structures with no net. Including the
play area designed for children ages 2-5 all three proposals will stay within the $75,000
budgeted for play equipment in Munklewicz Park.
Staff will review color options with the board at the meeting.
STAFF RECOMMENDATION
Review the proposals and make a recommendation to the City Council.

DISCUSSION
American Diabetes Association - Annual Walkathon
The American Diabetes Association has made application for a special event to use
Pioneer Park as part of their annual walkathon. The event will be held October 6, 2007.
During last year's event the American Diabetes Association used a "spray chalk"
product to mark the route. The chalk failed to disappear and continued to remain
visible for several months after the event. To the American Diabetes Association credit
they did recently clean the remaining chalk off the road and trail surfaces in the City.
Staff would recommend that as a condition of approval that the American Diabetes
Association not use chalk for their event.
March of Dimes - Annual Walkathon
The March of Dimes has made application for a special event to use the City parking lot
across from the old courthouse and triangle park as part of their annual walkathon. The
event will be held April 29, 2007.
STAFF RECOMMENDATION
Recommend the City Council approve the above special event applications.

Happy NI;:w Year. I thought I would start the new year by submitting the permit application
for Pioneer Park for Saturday, October 6th, 2007.
Along wi:h the application, I wanted to mention a solution to the spray chalk we chose for last
year's walk. I apologize for the oversight of the chalk used. Stillwater was not the only walk
location that received complaints about the chalk not di.sappearing from the ground after the
event. Due to complaints statewide, all ADA walks will choose a different type of chalk or
disregard the chalk all together.
What I propose to use instead of chalk are B1"lnna shave signs to direct participants. These
small SiglS will be placed in the ground along the 5 mile route. These signs wlll not be placed
in residents' lawns. At certain points along the route, only chalkboard chalk will be used
especiall:r in the residential areas where route signs would 110t be appropriate.

Item 9 - Review concept plan for Washington Park
As discussed in October a private individual has contacted the City wanting to make
improvements to Washington Park. Attached is a basic concept plan for the
improvements being proposed for Washington Park. The improvements include
replacing the two existing shelters, a new stage area next to one of the shelters, the
installation of a restroom facility, construct of trails, installation of an irrigation system,
and other park improvements.
Before any work will begin final plans will be submitted for review by the board at your
March 26,2007 meeting.
