The Stillwater Parks and Recreation Board will meet on Monday, October 22,2001 at
7:00 p,m, at Stillwater City Hall in the Council Chambers Conference Room 213,216 N.
4th Street.

Sept. 24, 2001
Present: Mike Polehna, chairperson
Dawn Flinn, David Junker, Rob McGarry, Wally Milbrandt and Sandy Snellman
Others: Community Development Director Steve Russell

Mr. Polehna called the meeting to order at 7:05 p.m,
Approval of minutes: Mr. Junker, seconded by Ms, Snellman, moved approval of the minutes of
July 23,2001; motion passed unanimously,
2002 Parks Budget Request
There was a brief discussion of the budget information included n the agenda packet. Mr, Russell
noted that some of the $180,000 for Lowell Park indicated as being unspent has, in fact, been
spent on seeding; the remainder is in the Pack account. There is an additional $200,000 for
Lowell Park improvements in 2002.
Legends Park Update
Mr. Russell reviewed Mr. Thomsen's memo regarding Legend's Park. Mr. Polehna asked why
the city accepted the park if the grading and seeding were so poorly done, as indicated in the
memo, Mr. Russell said that is an issue that will have to be addressed for future park dedication;
he noted that the developers did contribute $20,000 for park play equipment.
Lowell Park Plan Update
Mr. Russell said he did not have updated plans for this meeting; the revised plans will be brought
to the October meeting.
Most of the discussion centered on the restroom issue, Mr. Milbrandt suggested that issue is
more of a Main Street issue than a Parks issue. Mr, Junker said he thought it would be senseless
to include a restroom in Lowell Park if there will be facilities in the proposed plaza area a short
distance away, Mr. McGarry questioned spending so much money on restrooms when there are
so many other needs - it's a matter of convenience, he said, of the issue, Mr. Junker reiterated
that the key issue is whether to provide facilities in Lowell Park or in the plaza,
Downtown Park and Open Space Task Force
Mr. Milbrandt said the restroom issue dovetails into the newly-formed Downtown Park and
Open Space Task Force. He said the task force will set the "pecking order" for funding priorities
and make recommendations which will come back to the Park Board.
Mr, Polehna and Mr. Junker are the Park Board representatives on the 14-member task force.

Parks Master Plan
Mr. Polehna said he asked to have this discussion item put on the agenda, He noted that a
previously set goal was to complete one park plan per year. He said an inventory has been
completed but, with the exception of Lowell Park, no plans developed for specific parks. Mr.
Junker agreed that it was a doable goal to complete one plan per year, referring to the plans for
the Oak Athletic Field playground area; he also suggested that funding might be easier to obtain
if plans are in place, Mr. Russell noted that there is $50,000 for improvements for Staples Field,
but no plan in place, and said it might be a good idea to start with Staples Field,
It also was noted the Board previously ranked existing parks, Mr, Russell will have that list
available for the next meeting along with a previously completed neighborhood questionnaire
regarding Staples Field, Mr, Junker said it would be helpful for members to do a personal
inventory/ranking of existing parks. Mr. Milbrandt suggested the key is how to finance
improvements, considering plans for Lowell Park! Aiple property amount to over $6 million.

Other business
. Mr. Polehna asked about the status of the Old Athletic Field play area. Mr. Russell said plans
are going to the School Board, and money is available for the equipment.
. Mr. Polehna asked about the condition of the Jaycee athletic complex and the possibility of
the Athletic Partnership or the city taking over the complex. Mr. Russell said he had been
there recently and the fields seemed to be in good condition; there also is new lighting.
. Letter from Janet and Brian Bird regarding a request for a park in the northwest section of
town and the suggestion that there be a bike path along Neal Avenue - During the discussion,
it was noted that it might be feasible to stripe Neal Avenue for a bike path, However, it was
decided that input should be received from Police Chief Dauffenbach and City Engineer
Klayton Eckles before making that decision. It also was noted there will be a playground in
the new Orrin Thompson development, and there is a possibility of a tot lot and skating rink
by the Brown's Creek trailhead.
. Ms. Flinn raised the question of the vendor who sold glow necklaces in Lowell Park during
4th of July. She said she understood that was a non-profit entity, but was told that it was a for-
profit venture. Ms, Snellman noted the city/Park Board could ask for some accountability of
revenues, Mr. Milbrandt said the Board should develop a use policy before next season,
. Mr. Milbrandt noted that the Park Board is to make a recommendation regarding Mr. Gannon
and the mooring of the boat at Kolliner Park by January, It was decided to invite Mr. Gannon
to the October meeting with a statement regarding the benefits of the city allowing the Valley
Cruisers exclusive use of Kolliner Park, as well as the mooring of the boat there.
. Mr. Russell said the changes to the public works building site will be coming back to the
Park Board. There also is a possibility the Mulberry ravine plans will be available for review,
Mr. Junker, seconded by Mr. McGarry, moved to adjourn at 8:05 p,m.; motion passed
unanimously,

Bicycle Stripping for Neal Avenue from Boutwell to McKusick

The Parks Board would like the Engineering Department and Police Department to look into
bicycle stripping for Neal Avenue from Boutwell to McKusick Road, The Board received the
attached letter indicating their neighborhood concerns for bicyclist/walker using the roadway
without signage or stripping,
The Board would be open to other suggestions that would accomplish the safe movement of
bicyclist and/or walkers along the roadway.

Dear Mr. Pohlena:
We are residents and parents in Stillwater who are concerned about the lack of parks for children in
our area. We Jive in the nathwest part ofStWw-ater near the Oak Glen executive nine golf course.
The major Q'OSS streets are McKusick and Neal Avenue.
We are lucky to have just received a natm"e trail caUed "Brown's Creek TraiJ", which appears to be a
work in progress, However, we do not have a park with playground equipment within walkin~
distance to our neighborhood, There is also a new neighborhood called "Creekside Crossing" with
many young children who also do not have a playground within walking distance, In addition, there
is a very large development going in at the intersection of Boutwell and Manning Avenue.
Our first hope is to see the land south of Brown's Creek Trail and the Zephyr train tracks purchased
and converted into a playgroundlpimic area. However, afte!' speaking with Steve Russell, with the
City of Stillwater, this option apprears to be cost prohibitive, Therefore, our hope is to see a
playground added to the front section of Brown's Creek Trail.

Of course, it would also be helpful to have a safe way to enter the park. Therefore, our hope is to ~
a bike path along Neal Avenue added. ClDTently, the speed limit is 30 mph on this road, howeve!', as
the Stillwater police, who regularly sit on this road, can attest to, people drive much faster along
Neal. In addition. a bike path on Neal would provide a safe way to reach the great bike trails (along
McKusick and Myrtle/Hwy 12) we are SlDTOlUlded by but bave no safe access to,
I have spoken with a representative from Friends of Stillwater Parks and they may help provide
funding for these ideas. We are also wining to provide a donation for this to happen, There are many
beautiful parks in the Stillwater area. please consider adding one more to the northwest part of town,
We would be happy to meet with you individualJyor with the Park Board regarding our concerns and
ideas,

Dear Steve:
I'd like to explore the possibility of bringing the Touchstone Energy Bicycle Festival to Stillwater on
June 15,2002,
The Festival, which is entering its third year, is a family-oriented celebration of Father's Day weekend.
The Festival includes professional bicycle racing, family activities, stunt riders, live music and much
more, Our goal is to offer something for everyone in the family,
Our pro bike racing is part of the National Racing Calendar, the listing of the most important bicycle
races in the country, We attract squads for all the US pro teams, The depth of talent makes for some
very exciting (and safe) racing action,
We also have an important charitable mission: all of our profits are donated to Camp Heartland. Camp
Heartland, based in Northern Minnesota, is an outdoor camp for kids with AIDS. It's a safe haven
where kids with AIDS can just be kids,
We'd like to discuss holding a road race in and around Stillwater. The race would be held on a 12 mile
loop, most of which was outside of the City, No road closures would be required, Police would
simply stop traffic for a few minutes each time the racing pack passed through town,
Frank Scioscia, a nationally respected race director, has agreed to organize this event, should it come
to Stillwater, Frank is also the director of the San Francisco Grand Prix, a road race held completely
within the City of San Francisco, including the Embarcadero, Filmore and all of the other top tourist
areas in that very busy city. No one in the country is more qualified to create an outstanding event that
minimizes disruptions to the community.
Our goal would be ~ work with the C,ity of Stillwater, c:rrea businesses and citizen groups to pro~uce
an event that becoMes part of the fabnc of the communIty. For an event to be successful, we belIeve
that it must benefit the community and that the people of that community must feel like partners in the
project. This would be a top priority with us,

A quick update:
Mike Lyner identified three businessmen who might be helpful: Monty Brine
of Brine's Market, Jim Kron of St. Croix Bike & Skate and Mike Maley of
the Valley Market. I met with each of them on Saturday and got very
positive responses.
Monty Brine is particularly excited about the race. He made an
appointment with Patty Schachner of the Chamber of Commerce and the two of
us are meeting with her tomorrow. Monty tells me that the race got a VERY
warm reception.
The Art Crawl is mostly Friday evening, so that won't be a conflict. The
Taste of the Valley is Friday and Saturday. The Taste, which is a Chamber
function, has been experiencing light turnouts on Saturday and so we may
complement them nicely.
I'll let you know how the meeting goes.
