Mr. Polehna called the meeting to order at 7:04 p.m.
Approval of minutes: Mr. Kriesel, seconded by Ms. Amrein, moved approval of the
minutes ofFeb.23, 2004, as presented; motion passed unanimously.
Public Hearing on purchase of the Munkelwitz property
Mr. Russell explained that a state grant is being sought to enable the City to purchase the
Munkelwitz property, a 6.94-acre parcel located on Neal Avenue south of the railroad
tracks and adjacent to the Brown's Creek nature area. The grant, if successful, requires a
50-50 match. The City submitted an application last year. The intent is to purchase the
property for use as an active, neighborhood park.
Mr. Kriesel asked about the cost of park improvements. Mr. Russell said improvements
likely will cost between $150,000-$200,000; improvements could be phased in. Mr.
Russell also noted proposed improvements would go through a neighborhood planning
process.
Mr. Polehna opened the public hearing at 7:10 p.m.
Phil Beck, 1230 Creekside Crossing, said he owns property that backs up to the parcel in
question. He said a neighborhood petition had been circulated in favor of the purchase,
but no mention was made of the potential for ball fields. He said he was of the
understanding that the property would be used for a small park with swing sets and
similar equipment. He stated he would not be opposed to a small ball field similar to the
one at Washington Park, but would not be in favor of large fields with lights. He said he
understood there are no definite plans at this time.
A letter was received from Joanna Eckles, 2412 Creekside Court, supporting the
purchase.
No other comments were received. Mr. Polehna closed the public hearing at 7:15 p.m.

Ms. Snellman made a motion that the Park Board support a resolution authorizing
submission of the City's grant request to assist in the purchase of the Munkelwitz
property. Ms. Amrein seconded the motion; motion passed unanimously.
Church of St. Michael's request for use of Pioneer Park
Coleen Ebner was present representing the Church of St. Michael. The Church has
reserved the shelters in Pioneer Park to hold its annual parish picnic on Aug. 14.
Shakespeare in the Park has reserved use of the band shell on that same date. Ms. Ebner
stated organizers did not reserve the band shell because it has not been used for past
picnics. The picnic typically draws 300 to 500 people. The concern is that the park is not
large enough to accommodate both functions, she said.
Ms. Amrein said it would have been helpful if the Board had known that the parish picnic
was expected to attract as many as 500 people. That might have made a difference in the
Board's decision to approve the band shell reservations at the same time, she said. Ms.
Amrein asked about the obligation to the Shakespeare in the Park organization. Mr.
Russell said that group is likely planning on that performance date. Ms. Amrein said she
would be hesitant to deny use by the Church since that reservation had been approved
first. The picnic set-up begins in mid-afternoon, Ms. Ebner said. Ms. Amrein suggested
asking the theater group to consider a matinee performance, rather than a 7 p.m.
performance, on Aug. 14.
Mr. McGarry suggested that it is up to the two groups to resolve the potential conflict. He
said he thought it would be possible for both functions to go on at the same time.
It was the consensus that City staff contact the Shakespeare in the Park group and ask that
they consider doing a matinee performance on the date in question.
Skateboard Park update
Michael McGlone, representing the Salvation Army, operators of the skateboard park
adjacent to Graffiti Teen Center, was present to update the Board on the facility. He said
the Salvation Army took over operation of the facility over a year ago. New ramps have
been installed both inside and outside. Attendance has been increasing steadily, he said.
Mr. McGlone asked about the Board's interest in same type of a joint venture if a bigger,
outdoor park is needed in the future. He informed the Board there is an opportunity to
purchase equipment from a 9,000-square-foot skate park that is being installed for a one-
time function at the fairgrounds; cost would be about $35,000.
There was a brief discussion about possible locations for an outdoor park, such as near
the Lily Lake ice arena or the Jaycee fields. Mr. McGarry said if it is determined the
existing facility is inadequate in the future, the Board might consider a joint venture, but
only if the Salvation Army assumed responsibility for its operation.
Mr. McGlone spoke of the need for adult volunteers at the skate park. Mr. Russell said
that need could be publicized in the City newsletter or on the City's web site. Mr.
Polehna gave Mr. McGlone a possible source for a grant application to purchase the
fairgrounds equipment.
Request for basketball court in Settler's Glen area
Ivan Franklin, 3320 Webster Court, had submitted a letter requesting a basketball court in
a park area behind his home; Mr. Franklin was not in attendance.
Mr. Russell said it probably wouldn't be wise to put a basketball court in an area that is
backyard to 20 houses. However, he said there is a possibility of locating a court at the
nearby Public Works facility. Mr. Russell said he has talked with City Engineer Klatyon
Eckles regarding that possibility and said he would come back with some ideas for a
possible location. He said it is unlikely a court could be done this year as the cost needs
to be budgeted.
Mr. Polehna noted that Stonebridge Elementary School has a full court that could
potentially be improved to serve residents of the Staples Park neighborhood. He
suggested that would be a good cooperative venture between the City and School District.
Pioneer Park use request
Samson Den Lepcha submitted a written request to perform music in the Pioneer Park
band shell one evening a month, May through October, and that the Board waive the
rental fees for his use.
Ms. Amrein pointed out that according to policy, such a request would be restricted to
non-profit organizations. Ms. Flinn stated Mr. Lepcha does not represent a non-profit
group; he is making, and selling, children's music CDs. Ms. Flinn noted that last year the
Board received a similar request and referred that person to the Chamber of Commerce
for possible participation in the Chamber's Music in the Park. Mr. Polehna stated
ArtReach Alliance is sponsoring concerts at the Historic Courthouse that might be very
suitable for a performance by Mr. Lepcha.
It was the consensus of the Board to abide by policy and refer Mr. Lepcha to ArtReach
Alliance and/or the Chamber of Commerce.
Other business
Recreation Center rental fees - Mr. Polehna said that while it appears the Rec Center
rates are below other facilities, he was still concerned that there is not a whole lot of
justification provided for increasing fees, other than a $20,000 increase in energy costs.
Mr. Kriesel said the Board needs information regarding how much revenue will be
generated by any fee increase. Mr. Russell said he would talk with Doug Brady to get
additional information. Mr. Polehna also volunteered to meet with Mr. Brady to resolve
the matter.
Lumbetjack Days - Mr. Russell pointed out the City Council has already approved the
agreement with St. Croix Events for exclusive use of Lowell Park and Pioneer Park for
Fourth of July fireworks and for Lumbetjack Days activities. Mr. Amrein expressed a
concern about the wording of the proposal and granting "exclusive use" for both parks.
Mr. Russell said that is intended to control vendors. There was a general discussion about
the cost to the City in hosting Lumberjack Days along with suggestions that Mr.
Eckberg/St. Croix Events be asked to contribute towards park improvements.
Community Center - Ms. Amrein asked for an update on the collaborative effort with
School District 834 to construct some type of community center. Mr. Russell said he had
attended a recent meeting with School District representatives and representatives of area
communities. He said the focus is on providing community social services targeting low-
and moderate-income residents, rather than a community center as such. Mr. Russell also
said the School District is no longer interested in the City's site by the Recreation Center.
There was a general discussion about the long-term need for a community center and how
to keep moving forward, now that the collaborative effort with the School District is no
longer an option. Mr. Russell said the Board could raise the need for a community center
as an issue with the City Council.
Mr. Kriesel made a motion to have Mr. Polehna appear before the City Council
expressing the Park Board's interest in pursuing development of a community center and
in determining the status of the National Guard's possible cooperation in such a venture.
Ms. Flinn seconded the motion; motion passed unanimously.
Informational items - Ms. Flinn said she had received information that the Audubon Ark
would be visiting Stillwater on July 10 as part of its excursion up the Mississippi River.
A request to use the City docks will be referred to City staff. Ms. Flinn also spoke of a
Preserving Community Character Conference she recently attended, along with Planning
Commission Chair Robert Gag and a representative of the Greater Stillwater Chamber of
Commerce. Ms. Flinn said the conference has inspired local attendees to begin planning
for some type of "our town" event for next year. Ms. Flinn said she would keep the Board
informed as those plans progress.
Mr. McGarry, seconded by Ms. Snellman, moved to adjourn at 9 p.m.; motion passed
unanimously.

Review of New Stillwater Park Located at the Southeast Comer of Nelson
and Second Streets.
Background. The proposal is to construct a children's park amphitheater on a.40 acre
site located on Second and Nelson Streets (Old Gordon Iron). (See attached park
description and plan.)
An old historic barn that is located on the property will be fenced off and not used as part
ofthe project. The park is designed to be a neighborhood park with mainly walking
access. On-street and UBC lot public parking is available in the area.
As stated in the description of the park, the park will be ADA accessible. The park will
be designed to fit in with the downtown historic character. No buildings are proposed as
part of the park improvement.

Revised Plan for New Stillwater Park
March 26, 2004
Concept
The overall design intent of the New Stillwater Park is to have it relate to and connect with the unique
architectural history and landscape character of Stillwater. Most of Stillwater's historic buildings date from
the Victorian era and one can see this in the historic homes on the south hilI as well as commercial
buildings in the downtown area. The Victorian style wilI predominate the appearance of the Park. However,
the goal is to create a park that is attractive both because of its Victorian features and because it
accommodates interesting, entertaining, and relaxing activities.
Location
The New Stillwater Park is located southeast of the corner of South 2nd Street and Nelson Street consisting
of 0.41 acres. The entrance is from the corner of the intersection and connected by crosswalks to the
existing public parking lot on the west side of 2nd Street. The site was used as a salvage yard for many
years, but has been cleaned up and declared safe by the Minnesota Pollution Control Agency.
Description
The park provides sitting areas and play equipment for three age groups in three areas consisting of:
. Infants and toddler play area for 0 - 3 years old of 750 square feet. This space, the fIrst in the
sequence, has small multi-level play structures, and crawl tunnels and slides of modest height.
Hopefully, a stone sculpture will be included that would become the symbol for the park.
. Preschool play area for 4 - 5 years old of 900 square feet. This area is a sand lot with individual
play events, a train symbolic of Stillwater's historic connections to the railroad, and a climbing
web.
. School-age play area for 6 -7 years old of2,loo square feet. This area includes a variety of
climbing, tunneling, and sliding equipment; along with a replica of Stillwater's lift bridge over a
river pattern in the play surface with a replica steamboat. The play area will have wood poles and
fabric "leaves" providing shade that will symbolize Stillwater's historic connections to the timber
industry.
All of the playground areas and equipment will be age appropriate, ADA accessible, and have shock-
absorbing surfaces and safety buffer zones.
The park has an accessible terraced amphitheatre seating 80 people (with wheelchair locations) that is
reached from a sloping pathway and defIned by low stonewalls and the bluff. A potential future gazebo is
located at a central point where parents could sit and overview the playgrounds. Near the entrance a walled
enclosure provides a location for a portable ADA accessible unisex chemical toilet and a bicycle rack. The
wall of the enclosure will have the name of the park on the outside facing Nelson Street. The edge of the
park along Nelson Street has stone faced retaining walls that step up creating planting areas. A future stair
location is shown for a possible future connection to Nelson Street toward the downtown.
Pathways will be stamped concrete that look similar to Victorian parks, but will also discourage
skateboarding. Twelve-foot high, four-arm Victorian style light fIxtures, benches and trash receptacles also
contribute to the park character.'
Schedule
The goal is to begin construction of the Park in the summer of 2004 and open in the summer of
2005.
Funding
The Park is being designed and constructed by a private family and given to the City of Stillwater
as a gift.

Request to reconsider Settler's Glen Neighborhood Park.
Apparently the park users of the lots around the Legends neighborhood park were not
informed of their becoming an improved park at that location. As a condition of a recent
plat approval, the developer is now improving the park with play equipment. The
neighbors of the park don't want it.
Mr. Liberacki from the Legends Development would like to talk to the Parks Board
about changing the location of the improved neighborhood park.

Dear Mr. Russell,
I am writing you regarding Legends Park located at the comer of Barons Way and
Delano Way in Stillwater. I had spoken with Tim Thomsen on April 12, 2004 on behalf
of our home owner association about plans to improve Legends Park. He said he was
willing to work with our board to install items that are purchased by our association. He
also said he would work with us to improve the ball diamond, drop dirt on-site, complete
additional seeding, and work with us on the feasibility of installing a pathway in the park.
Later that same day I had contacted you regarding this project and you gave me the date
of the next Park Board meeting at April 26, 2004. At this time I am seeking to be put on
the agenda of this meeting for the purpose of presenting our planned changes to Legends
Park.
Enclosed is an architectural drawing of the park and a numbered list of action items we
would like to work in partnership with the city of Stillwater on to improve this park. Our
home owner association has dedicated $7,000.00 to park improvement for 2004 and is
scheduled to dedicate between $5,000.00 and $7,000.00 in 2005. I appreciate your
consideration of this proposal and please let me know if I can be included on the agenda

Legends Park Improvement Items
The following are the improvements that the homeowners in the Legends of Stillwater
development would like to work on in partnership with the city of Stillwater during 2004:
1. Installation of four (4) park benches made of black painted metal that the Stillwater
Parks Dept. has installed in other Stillwater Parks. The cost of these benches would be
covered by the Legends Home Owners Association and installed by the Stillwater Parks
Dept. Purchase cost would be approximately $3,000.00.
2. Installation of a black metal garbage can near the existing pavilion. Estimated cost of
$500.00. Cost would be covered by the Legends Home Owners Association and installed
by Stillwater Parks Dept.
3. Bicycle Rack installed near the existing playground. Estimated cost of$350.00.
Purchase cost would be covered by the Legends Home Owners Association and installed
by Stillwater Parks Dept.
4. Improvement of baseball diamond in front of existing backstop. Base areas and base
lines cut and graveled by Stillwater Parks Dept.
5. Installation of an asphalt pathway from the comer of Barons Way and Delano Way to
the area just past the existing playground; in outlying years having the extension of this
pathway around the perimeter of the park. The purpose of this pathway is to assist
children on bicycles, people with strollers, and handicapped persons living in the area
unable to currently access the park. This project is proposed to be done by the Stillwater
Parks Dept.
6. Installation of trees appropriate to the soil of the area. Purchase of the trees to be done
by the Legends Home Owners Association and installed by the Stillwater Parks Dept.
Estimated cost of $3,650.00. More trees would be purchased and installed in 2005.
7. Dropping of black dirt on-site which will be spread by home owners to level out pitted
and low areas. This would be followed up by additional grass seeding by the Stillwater
Parks Dept.
Total funds dedicated to Legends Park for 2004 is estimated at $7,000.00 for 2004.
Approximately $5,000.00 to $7,000.00 would be dedicated in 2005 for landscaping
purposes.

approval. The three events are listed below. The applicants requests are attached. I
have scheduled the reviews for the Parks Board meeting of April 26, 2004 and
tentatively the City Council meeting of May 4, 2004.

On behalf of Audubon's Upper Mississippi River Campaign, and our
partners in the St. Croix Valley, we are seeking approval of a 'Special
Event' request.

Since 1999 Audubon has been working to promote the Upper Mississippi River and its watershed
as a place where people prosper, and birds, fish and wildlife thrive in a healthy environment.
2004 will mark our sixth summer of Audubon Ark voyages on the Mississippi River, and this
year we would like to include the St. Croix River, and City of Stillwater in our schedule.
The Audubon Ark is our flagship program, and through it we work to promote our vision by
informing people about the national and international ecological importance of the watershed.
Additionally we take direct action at selected urban, rural and natural places to protect existing
habitat and restore lost or degraded habitat. We work locally and nationally to influence public
decisions and actions that affect the quality of the water, the health of the soil, and the ecological
value of habitat.
In addition to the above, we recognize Stillwater as having a rich history of river-boat commerce
and boat building. Our boat, the Lilly Belle, would be right at home on the Stillwater levee - I will
include herewith a 'fact sheet' about the Belle for your information, and a formal docking request
with dates and a brief description of the event.
Discussions with partners for a visit to Stillwater have so far included the Greater Stillwater
Chamber of Commerce, National Park Service, and the task force on Important Bird Areas in the
St. Croix River valley.
We appreciate your consideration of this request and would welcome an opportunity to discuss
this proposal with the Council, so that it might best support our mutual interests.

WELCOME ABOARD!
Built in 1958 by Captain Ike Hastings, Lilly Belle was
the 23rd boat Ike designed and built. Audubon started
woIking with Ike and Lilly Belle in 2000, for the second
Audubon AIk Adventure and Education tour on the Upper
Mississippi River. We continued to develop our relation-
ship with the boat, its builder and, of course, the River
during the following two seasons, In the spring of 2003,
Ike sold Lilly Belle to Audubon, and now in addition to
Captaining Lilly Belle he is building his 49th boat on the
banks of the Mississippi River, in Bellevue, Iowa. Capt.
Ike still pilots the Belle for Audubon.

Multiple X Games medalist and Freestyle Motocross pioneer Tommy
Clowers and his partner in crime Jeff Tilton plan to storm into downtown
Stillwater on Saturday June 5th to put on a FMX ramp to ramp show!!
Tommy and Jeff will bring their ramps to the chosen site to perform 220-25
minute FMX shows. These shows will include all of the amazing tricks that
are performed at the X Games and Gravity games. There will be exciting
music and a professional announcer incorporated into the program as well.
A meet and greet autograph session with the athletes will take place
immediately after the shows. You can rest easy knowing that when Red
Bull attached its name to a product ifs only handled one way, the RIGHT
way!!
This will be a FREE show to the public, encouraging fans of all ages to
spend the day in Stillwater. We would be flexible as to when you would like
the shows to be fUll. This is truly a turn-key event, Tommy and Jeff are at a
'point where they can almost run this program in their sleep! The
requirements are as follows:
Area 300 feet x 40'
Ground- Any hard, fairly level surface
Set up/breakdown is approximately 45 minutes
Fencing around the 300x40 perimeter
2-3 port-o-potties
There will be NO vending. ,If you would like to do concessions, you are
certainly free to do so. We would only ask that Red Bull is served.
This event will be HEA VII.. Y promoted throughout the region at a grass
roots and local media level. We will be targeting Motocross
Associations to distribute collateral to. Posters will be printed and
distributed throughout the area. We will work with our media partners to
promote the event. We look to make this a day that the town of Stillwater
will remember for years to come! ! !

I think you could certainly make them aware of the problem. It may be an over reaction to
all of this crap showing up after the recent snow melt. Also I remember about two years
ago, in response to complaints from dog owners about signage forbidding pets in parks
there was a change. Magnuson advised me that the ban was never enforced. However, this
sure is unsightly and we may have to do something.
