City of Stillwater Parks and Recreation Board May 21,2007 Present: Linda Amrein, chair David Brandt and Adam Nyberg Staff present: Planner Mike Pogge Absent: Paul Donna, Rob McGarry, Cathy Sewilo and Sandy Snell man Chair Amrein called the meeting to order at 7 p.m. Approval of minutes: Ms. Amrein noted a typo on page 2 in the discussion of the Trinity Lutheran Church event - "sell" rather than "see" - and also pointed out approval for the St. Croix Classics Theater event should have been for June 29 and/or July 6, rather than June 29 or July 6. Action Items St. Croix Valley Recreation Center and Lily Lake Arena rates - Doug Brady, Rec Center manager, was present to review the recommended rates for 2007-08. Mr. Brady noted a change in the proposed rate for the non-prime time. He stated the recommendation is for a fee of $140 per hour for both the Rec Center and Lily Lake ice during non-prime hours, and a fee of $150 per hour for use of the full field house and $90 per hour for use of one- half of the field house facility during non-prime hours. The recommended prime time rates are as listed in the packet: $155 per hour for ice time at the Rec Center, $150 per hour at Lily Lake, $210 for use of the full field house and $120 per hour for one-half the field house. The recommendation represents a $5 per hour increase for the Rec Center ice sheets and field house. Mr. Brady stated he had done a survey of 34 ice rinks in the metro area and found that the average fee is $165 per hour, indicating that the Stillwater facilities will remain competitive in rates, even with a $5 an hour increase. He stated he would recommend a $5 increase this year and another $5 increase the following year. Ms. Amrein pointed out that a straight $5 an hour increase isn't the same percent increase for the various uses/facilities. It was noted that basing increases on percentage would result in some odd numbers that would be difficult to work with. Mr. Nyberg and Mr. Brandt both indicated they were comfortable with the proposed straight $5 an hour increase. It was noted the proposal does not include an increase in the open skate and open field rates or the walking fees. There was a brief discussion about the allocation of ice time. Mr. Nyberg said he would not want the fee increase to decrease usage. It was noted that Stillwater will still be lower than nearby facilities such as Woodbury ($170/hour) and South St. Paul ($170/hour). Members present were in consensus that the recommended fee increases were acceptable. There was a question as to whether not taking action until the June meeting might pose a problem. Mr. Brady stated he had already informed customers to expect the fee increase. Park & Recreation Board Minutes May 21,2007 Page 2 of3 - Teddv Bear Park rental aqreement - Nick Chaves, Public Works Department supervisor, was present to review proposed changes to the policy for use and rental of the barn at Teddy Bear Park. Mr. Chaves explained that the recommendation is to require that reservations be made a minimum of 7 days in advance for events between 8 a.m. and 3 p.m. Monday through Friday and 10 days in advance for events on Saturday and Sunday and events after 3 p.m. Monday through Friday. Currently, the policy requires reservations to be made 24 hours in advance for weekday events between 8 a.m. and 3 p.m. and one week in advance for weekend use and events after 3 p.m. weekdays. Mr. Chaves noted the primary reason for the recommended change is to enable the City to provide staffing through the use of summer help, who were hired with the understanding of being available for flexible schedules. Using full-time staff requires overtime pay for many events, Mr. Chaves noted. Mr. Pogge stated the intent is to keep the facility accessible and flexible, while at the same time minimize staff costs. It was noted this will be the first full summer for rentals. Those in attendance were in consensus that the proposed policy was acceptable. Ms. Amrein pointed out the recommended change in the reservation requirements will result in a discrepancy in the language of items 9 and 10 in the park policies and wondered whether that language ought to be changed to be consistent with the reservation policy. Mr. Pogge said he would bring revised language back to the June meeting. There was a brief discussion regarding deposit requirements. Mr. Pogge said he would bring the fee schedule to the June meeting as well. - Informational items: . Park tour - Mr. Pogge stated staff is recommending that the tour include a parcel of City-owned land at the end of Nightingale Boulevard on the southwest corner of Long Lake. Ms. Amrein suggested including stops at Brown's Creek Park and Washington Square on the tour. It was noted the regular meeting will likely start at 6 p.m., followed by the tour. . Mr. Pogge stated the City had received an offer from a stone mason to redo the flagpole in Lowell Park. He stated the proposal is to dismantle the structure and create new stone pieces. Mr. Pogge said it is believed the pole is the original structure, dating from 1918. Detailed ironwork at the base of the structure will have to be replicated, as well as the original plaque, which was stolen at some point in time. He stated much of the work would be performed at no charge; estimated cost to the City is $5,000-$6,000, which is in the Lowell Park budget. Mr. Nyberg asked if there was any guarantee regarding the quality of work. Mr. Pogge noted the City would have a licensing agreement for the work, and stated that the person who has volunteered to do the masonry work has good credential, which would be verified. Ms. Amrein asked whether historian Don Empson or the Heritage Preservation Commission should be involved to make sure the project is done in an historically correct manner. Mr. Pogge said the City would work with the Historical Society and obtain photos of the original flagpole to guide the project. Members were in consensus the offer was something to pursue. . Mr. Pogge noted that work on Washington Square has started, and the City has received some complaints from neighbors. There was discussion about the parking issue. . It was noted a task force has been formed to look at the issues related to the pedestrian pathway along Eagle Ridge Trail, as well as lighting and traffic calming issues. He said the City likely will send out RFPs (request for proposals) including the options of rebuilding and making the structure handicap accessible or installing all new equipment. Depending on the cost, neighborhood meetings would be held to get input on the type of preferred equipment, he said. Mr. Nyberg, seconded by Mr. Brandt, moved to adjourn at 8 p.m. Motion passed unanimously. The current rates are as follows: Rec. Parks and Recreation Commission DATE: June 21, 2007 ITEM: Proposed revision to the Teddy Bear Park rental policy PARKS & RECREATION COMMISSION DATE: June 25, 2007 REVIEWERS: City Administrator, Public Works Director, Public Works Superintendent, Building Official PREPARED BY: Michel Pogge, City Planner /IfTf/ DISCUSSION Last fall the Commission set policies related to the use and rental of the barn at Teddy Bear Park. Staff would like the Commission to consider revising the policy related to the deadline for reserving the barn. When the policy was originally presented to the Commission, staff recommended that rental reservations for events on weekdays during working hours require 24 hour advance reservations and 2 week advance reservations for weekday evening and all weekend events. During consideration by the Commission, the Commission revised the policy to require only a 1 week advance notice for all weekday evening and all weekend events. 24 hour advance reservation for events on weekdays during working hours was left unchanged. The Council approved the policy as it was recommended by the Commission. The policy currently states: 2. Reservations must be made a minimum of 24 hours in advance for events between 8AM and 3:00PM Monday through Friday and 1 week in advance for events on Saturday and Sunday and running after 3:00PM on Monday through Friday. Part-time summer help is opening and closing the facility to make sure no damage was done to the facility while it was being uses. Since these events do not occur on a regular schedule we need to be able to provide a schedule at lease a week in advance to these staff members. The current policy simply does not provide the flexibility we need to properly schedule staff. Therefore, we are requesting an amendment to the policy as follows: . . I. Reservations must be made a minimum of 7 days in advance for events between SAM and 3:00PM Monday through Friday and 10 days in advance for events on Saturday and Sunday and running after 3:00PM on Monday through Friday. Other policy changes When the proposed revisions were initially reviewed by the Commission at your May meeting there was discuss concerning revising items 9 and 10 of the current policy. The current policy reads: 9. The balance of the reservation fee must be paid ten (10) calendar days prior to the reservation date(s). No person or group may use a City facility unless all fees and deposits are paid in advance. 10. Cancellations are accepted up to and including three (3) calendar days prior to the reservation date with a refund of all deposits. The facility user forfeits the damage! cleaning deposit toward the reservation if cancellation is made less than three (3) calendar days from reservation. Staff proposes the policy be changed to: 9. The balance of the reservation fee must be paid seven (7) days in advance for events between 8AM and 3:00PM Monday through Friday and ten (10) days in advance for events on Saturday and Sunday and running after 3:00PM on Monday through Friday calendar days prior to the reservation date(s). No person or group may use a City facility unless all fees and deposits are paid in advance. 10. Cancellations are accepted up to and including seven (7) days in advance for events between 8AM and 3:00PM Monday through Friday and ten (10) days in advance for events on Saturday and Sunday and running after 3:00PM on Monday through Friday calendar days prior to the reservation date(s). Cancellations made prior to this time will receive a full refund of the deposits. The damage/cleaning deposit will be forfeited if the reservation cancellation after the times stated above. . . . A refundable damage/cleaning deposit of$100.00 (per floor and per event) is required for use, payable with the application. 7. The kitchenette in the facility is NOT a commercial grade kitchen. All food served in the building by caterers must be prepared off-site in an approved kitchen as required by Washington County Health Regulations. Caterers shall not cook nor prepare any food on-site. Caterers must have a valid catering license. 8. A Special Event Permit is required for all outdoor events open to the public. Any application requiring a Special Event Permit or amplified sound must be submitted a minimum of 30 days prior to the reservation date. J MEMORANDUM To: Park Board Member~M From: Shawn Sanders, Director of Public Works Date: June 21,2007 Re: Path Eagle Ridge Trail Path Discussion DISCUSSION: A couple of issues have arisen from the 2007 Street Improvement Project, and staff has been directed by Council to discuss these issues with the Park Board. . At the June 5, City Council meeting, a discussion on the location of the bituminous path on Eagle Ridge Trail between Myrtle Street and Green Twig Way was held. Two options were presented; a path along the Eagle Ridge Trail between these two streets or one that would veer off at the school district property and meander through the woods. Council approved the option that the bituminous trail should be constructed along Eagle Ridge trail between Green Twig and Myrtle and that the path through school district property should be wood chip trail. Council then directed staff to approach the park board to consider if the trail through the school district property should be paved and if they would dedicate funds to pay for the bituminous trail. It is estimated that the cost to pave the trail through the school district property is $10,000. (Note. Engineering staff has been meeting with the school district to obtain an easement for a trail through their property, but at the last School Board meeting the granting of the easement was denied. Instead they asked if the City would be interested in purchasing this property. City Council was presented with this option and they felt no, but to continue working with the district.) Another item for discussion of the park board is the possibility to authorize the dedicating of park funds for the construction of a bituminous pathway on Eagle Ridge Trail. The cost of the trail between Green Twig and Myrtle is $42,650(excluding the retaining wall). The cost for a bituminous trail between Green Twig and Neal Avenue is estimated $85,000 (No decision has been made on this section pending outcome of the Citizen Task Force and further Council action). RECOMMENDATION It is recommended that the Park Board consider authorizing Park funds to pay for a portion of construction costs of the bituminous path on Eagle Ridge Trail for the segment listed above. . . . . Mr. Johnson is a stone mason by trade and has committed to complete the labor at no cost to deconstruct, retool, and reconstruct the existing base of the flag pole that has begun to show determination. Mr. Johnson has requested that the cost of purchasing replacement blocks needed for the base, metal work needed to replace broken pieces on the pole's base, and the cost of a crane to lower & replace flag pole be covered by the City. Additionally, staff is looking for photos of the original base to see if we can replace the original plaque that was on the base of the flag pole. Funding would be available in the Lowell Park capital reserve account. Work to reconstruct the flag pole is estimated to be in the range of a few thousand dollars. If the Commission and Council approve the project work would begin this fall by deconstructing the current flag pole and base. Fabrication of replacement stone or metal pieces would occur over the winter. The flag pole would be reconstructed in the spring of 2008. The location of the flag pole should not be impacted by the future levy project in Lowell Park. Staff has verified Mr. Johnson's work and has found that he is a respectable stone mason that can easily complete a project of this type. This represents a $40,000 carryover from 2006 and $50,000 of new funds for 2007. Staff has planned projects in four parks including Lily Lake, Prairie Park, Browns Creek Park, and Sumise Park. . The biggest need is to upgrade the electrical wiring serving the Lily Lake tennis courts, basketball courts, and ball fields. The current system was installed in 1973 and there are a number of issues including faulty electrical panels and a number of underground splices from broken wires over the years. It is currently estimated that the work will run between $43,000.00 and $50,000.00. Staff has also planned to install three park benches, three trash receptacles and pads for Prairie Park at a cost of $5,100.00. In the new Browns Creek Park staff plans to install four park benches, four trash receptacles and pads, with three picnic tables at a cost of $8,800.00. Finally, the play structure at Sunrise Park was planned to be replaced at a cost of between $42,000.00 and $50,000. The total cost of all of the projects is between $98,900 and $112,900.00. The biggest challenge is that the rewiring at Lily Lake was higher than expected; however, this work needs to be completed to address safety and liability concerns. If the current price estimates hole the City may need to wait on replacing the Sunrise Park play equipment until next year and supplement current funds with 2008 Park Maintenance funds. 2008 Park Maintenance Budget For the 2008 fiscal year staff is requesting $75,000 for park maintenance items. As part of the camp the group would like to use general park facilities in Lily Lake Park on Monday - Friday between 8 AM and 5 PM. The primary facilities they would use include the baseball fields, tennis courts, basketball courts, volleyball, and beach areas. Mr. Meyer has indicated that he is willing to work with City Staff to accommodate park maintenance schedules and time required to prepare the softball fields for evening league play. Additionally, Mr. Meyer has indicated that he is willing to work to keep the park open and accessible to the public to the best extent possible. The group presented a funding request to the Park Commission at your April meeting. The request asked for money to purchase materials for fence capping, outfield windscreening, bleachers, covered dugouts, hitting case and scoreboard. The group would then line up volunteers to complete the installation of the items. The group estimated at that time the materials would cost between $7,800 and $11,050. In order to proceed with the request to the City Council the group obtained actual quotes from at least three vendors for each of the items. The biggest difference from what was presented to the Park Commission and the Council was related to the warmup/hitting cage, which was quoted at $12,150.00. The total cost for all of the items is estimated to cost $22,578.76. The owner has witnessed a number of bikers who have chained their bikes to trees in the park, and damaged the tree in the process, while visiting area shops. The owner has requested that the City consider installing a bike rack in the park. The cost of installing a bike rack would be between $1500 and $2500. Staff asks that the Commission discuss this request to see if you have an interest in the City installing a bike rack. Item 14 - Other Items Park Tour At the conclusion of the June 25, 2007 Parks and Recreation Commission meeting the plan is to visit the following parks: . Legends Park . Liberty Park . Browns Creek Park . Washington Square Following the tour, Park Commissioners will be meeting at the home of Rob MCGarry at 1101 Broadway Street N for their annual summer social.
