City of Stillwater Park and Recreation Board June 24, 2002 Chairperson Polehna called the meeting to order at 7:00 p.m. Present: Board Members Amrein, Flinn, McGarry (arrived at 7:15 p.m.), Junker and Council Representative Milbrandt. Others: Klayton Eckles, Public Works Director Absent: Board Members Snell man APPROVAL OF MINUTES Motion made by Board Member Amrein, seconded by Council Representative Milbrandt to approve the May 20, 2002 minutes with typing error. Motion passed unanimously. AGENDA Movies in Lowell Park - Rick Hansen, Backdrop Productions . Movies would be free of charge to Stillwater residents. The movies would be played between the gazebo and the bridge. Popcorn and soft drinks would be sold, which would offset the cost of the movies. Movies would start around 9:00 p.m., as weather permits. If there is a rain out, the movie will be rescheduled. The Board was concerned about children running around and not watching the movies. In Mr. Hansen's experience, he has had no problems with children not watching the movies. Motion made by Board Member Junker, seconded by Council Representative Milbrandt to approve request to show summer movies in Lowell Park from July 9, 2002 to September 3,2002 or longer if needed. Motion passed unanimously. Arts Celebration Pioneer Park - Randy Raduenz, Stillwater Art Guild Gallery and Jamie Hansen Blair, River Valley Arts Council . The Celebration of the Arts will be held on September 28, 2002 rain or shine. There will be approximately 40 local artists. There will also be a kid's activity area and live music. The River Valley Arts Council and the Stillwater Art Guild Gallery will provide a beverage booth. There will no alcohol sold or allowed on premise. There will be interested vendors. Randy and Jamie were concerned about trash and restrooms. Randy to work with Public Works Superintendent Thomsen to find out about ~ additional trash containers and out houses. Electricity is limited to the band shell. . Motion made by Board Member Flinn, seconded by Board Member Amrein to approve request for Celebration of the Arts event from 10:00 a.m. to 6:00 p.m. Saturday, September 28, 2002 with no more than four vendors and work with Public Works Superintendent Thomsen on the restroom issue. Motion passed unanimously. Brown's Creek Trailhead Plan A variance would be needed to construct the warming house because of set back requirements from the railroad property. Planner Fitzgerald has been working on the drawings, but needed to speak with Community Development Director Russell before continuing. Council Representative Milbrandt recommended that the following items need to be taken care of before a decision is made: issues with easements need to be clarified, residents of Eagle Ridge and Creek Side in the areas should be surveyed and a master concept plan for entire park needs to be presented. Decision is on hold until Community Development Director Russell can get back to the Commission with a master plan and a survey from residents. . Staples Field Improvements Tennis courts will be resurfaced and lighting will be completed this year. The trees are damaging the far tennis court. Commission recommended replacing trees with a green mesh fence. Sale of Staples Field Basketball Court Lot The basketball court was closed permanently by City Council. Board Member Junker believes that no matter what is done with the land; it will meet resistance from the neighbors. Neighbors of the park would like to see something passive put on the land (benches and flowers). Since the park is land-locked, Board Members recommend city staff to pursue sale or trade for other parkland. Motion made by Board Member Junker, seconded by Board Member Flinn to have city staff pursue the basketball court at Staples Court for alternative uses, land trade, possibility of road forfeiture, or sale of land for park benefit. Motion carried unanimously. . <tI' . Stillwater Crossings Letter Neighbors are wondering about what is going to happen to the land. Board would like to survey neighbors to find out what they would like done with the land. Board would like Community Development Director Russell to draw up a plan based on the recommendations of the neighbors. The park will also need to be named. Board recommends to city to start cutting the grass and have Public Works Superintendent Thomsen find out what needs to be done. Board will add Stillwater Crossing to park planning schedule. Other Items Board Member Flinn inquired about the possibility of moving backboards from Staples Basketball field to Lily Lake. Gather information about net between poles to keep balls from baseball fields from flying into the basketball court. Board is to look into the price of nets and bring back during budget time. . Chairperson Polehna requested Public Works Director Eckles to talk to Public Works Superintendent Thomsen about cleaning up dump area and parking lot at JC Ball Fields. The parking lot needs to be leveled off. Council Representative Milbrandt informed Board that City Council did approve a variance for the use of the levy wall by John Kershbaum, (Gondola) until the end of the season. Next year he will need to find a different place to run his business. Box 573 601 North Main St. Stillwater, MN 55082 Re: Request to Reconsider Assessments Dear Mr. Paradeau: I have now had opportunity to look into your request to reevaluate assessments levied upon your property. Based upon the file, it appears that the assessments levied were proper and the same formula was used for all properties involved. . To try and adjust the assessment at this late date, after they have been certified and paid upon for a number of years would be impractical and unfair to others so assessed. However, in looking at information, it appears that the balance of your remaining assessments is $15,889.83 and ifthe issue is cash flow we may be able to provide at least some relief only in a different manner. Might I suggest the following: The City may have desire to make improvements in the entry area for Brown's Creek Park. If agreeable to you, we would consider some sort of extended lease that would allow parking on a portion of your railroad track right of way. Parking could be arranged so that it would not interfere with train operations, etc. If the Parks Board and ultimately the City Council agrees with staff that this would be desirable, the City would be willing to pay a fair sum for such an easement. If you feel that this sort of arrangement may be mutually beneficial please contact Community Development Director Steve Russell for details. Or, feel free to contact me at 651-430-8801. July 8, 2002 Park Board City of Stillwater 216 N 4th Street Stillwater, MN 55082 To whom it may concern: My name is Krista Bot, and I am the Greater Metro Field Organizer for Target Market. Target Market (TM) is Minnesota's youth movement focused on teen tobacco prevention. There are over 42,000 MN teens who are part of TM, and in Washington County alone, there are over 1750 youth who are members ofTM. There are several tiers of leadership in TM, and youth are involved on many different levels. Our highest level, the ExCoIDm (Executive Committee) is comprised of our most active members who represent their respective counties. Stillwater has a very active TM'er who is a part of ExComm; she is very excited about TM's involvement in her community. . Because Target Market is youth-led and adult-guided, we encourage youth to plan events in their communities. Such events are designed to engage youth in TM's goal of reducing teen tobacco rates across the state ofMN. After some thoughtful conversations with her peers, this teen has determined that a "Battle of the Bands" in her community would be an awesome opportunity to engage the youth of Stillwater and Washington County in tobacco prevention. Here are the logistics of the event: Where: Pioneer Park Bandshell When: Tentatively Friday, August 23rd from 5-9pm (set-up will begin at 4pm, the show will start at 5pm and end before dusk). Who: We will be inviting 4-6 local high school bands ('garage' teen bands playing typically rock or alternative music - I've already been approached by a few bands). These bands will play for approximately 35-40 minutes each. Bands will be competing for prizes and the chance to get a song on the new TM CD, which is distributed across the state. There will be approximately 20,000 CD's made and distributed. . Audience: I will be inviting all of the youth in Washington County who are members ofTM. Publicity will also involve posters around the Stillwater, Woodbury, Oakdale, Mahtomedi, Forest Lake and surrounding communities. Typically, a Battle of the Bands in the past has generated an audience of around 100 youth. . TM's Role: In the interest of safety of all participants, TM will provide 5-10 adult chaperones to oversee operations. Chaperones will be both staff from TM and local public health officials. TM is fully insured under the American Lung Association, and I can provide a copy of insurance upon request. Miscellaneous: TM will provide water jugs at the event, along with smaller snack foods. We will also design a gear item to be handed out at the event (a t-shirt, for example). Music Content: The music content of the bands will be censored; all band participants must sign a contract stating that they will refrain from using lyrics that contain sexually explicit, profane or inappropriate lyrics. I am writing to document our conversation and (as per your suggestion) request improvements for 2003. I know you needed these immediately in order to include them in your 2003 budget. It is my understanding (based on our conversation) that the City will do the following: 1. Mow the City land weekly from Manning Avenue the top of the Stillwaters Crossing berm. 2. Mow the City land around the pond weekly approximately six feet from the trails on Judd Trail and around the pond toward the north. Please post signs that note owners are to pick up after their pets (or face a fine). 3. Related to the Park: - remove rocks and construction waste from the park (within ten days) - mow and trim the park (within two weeks) - kill the weeds and add rock to the ball field (within two weeks) - apply weed-killer to the park (this summer) .- re-seed the park (this summer) - post "no pets allowed" signs around the park (this summer) - work with the Association Board and "Friends of Stillwater" to design and create a flower garden on the corner of Timber Way and Bergmann Drive (2003) On behalf of the Stillwater Crossings Association Board, I would like to request the purchase and installation of the following park improvements in 2003: 1. Two park gazebos with picnic tables 2. Four park benches 3. Additional trees (to be planted around the perimeter of the park) 4. A park sign 5. Fourth St. Stillwater, MN 55082 Dear Steve: The Great River Energy Bicycle Festival has closed out another great year. The Nature Valley Grand Prix races attracted the best pro fields yet and the racing was spectacular. We also attracted excellent crowds. Your contribution was a big part of why we were so successful. Thanks for all your support in Stillwater. . Winona was a new event for us and it had a great start. The community got behind us in a big way. The crowd was so absorbed by the racing that they just didn't want to leave when it was over. They milled around for half an hour as the kids chased pro riders for autographs. It was a great moment. St. Paul was, as always, an excellent show for spectators. The State Capitol is a great venue and the crowds could see the racers at all times. The racing was far more animated this year, with breakaways lapping the field in both the men's and women's pro races. Stillwater was simply amazing. Spectators packed the course for blocks, right up to the top of Chill cote Hill. They erupted in cheers every time the races exploded into view. The pro racers could not stop talking about how great it was. And, of course, we were thrilled. Camp Heartland was again our benefiting charity. They run a Summer camp for kids with AIDS. We won't know exactly how much we've raised for them until all the bills are in, but it's looking very good. The best part of the Festival, at least for me, is the fact that I get to work with many extraordinary people. It's folks like you that make the Festival possible. Thanks! .
