The Stillwater Parks and Recreation Board will meet on Monday, February 26,2001 at
7:00 p.m. at Stillwater City Hall in the Council Chambers Conference Room 213,216 N.

2. Minutes of December 11, 2000 meeting.

4. Election of Chair and Vice Chair - action - election.
s. Lowell Park Plan Implementation. The City has $180,000 in the Capital Improvements
Program for 2001. The City has applied for a $250,000 grant from the state to assist with
plan implementation (see attached plan map). The City Council has expressed a desire to
have a restroom constructed in Lowell Park as shown in the plan. At this meeting, the plan
and implementation activities reviewed for comment and support.
6. Lowell Park Use Policy. The following park use issues have previously been raised when
discussing Lowell Park use:
-number and duration of events
-cost to City, i.e., police, public works, parks
-availability of park to local residents when special events underway
-public vs. private for profit use
-security concerns
-alcohol use
-public facilities provided (restrooms)
-City subsidy to use of park
-private security provided
-impact of use on downtown businesses - reduce parking
-impact on physical park conditions - grass, restrooms
-existing activities, Lumberjack Days, Taste of Stillwater, Art fairs
-boater access to park
City staff members, police, public works and parks will be present at meeting time to discuss
existing conditions and possible concerns that may be addressed in a park use policy.
7. Aiple Property Park Plan. The adopted Aiple Property Park Plan has been reviewed and
revised based on the latest bridge location. The plan will be presented at meeting time.

8. Community Development Block Grant, CDBG Funds. The City has applied for $50,000 of
funds for construction of playground equipment at the old athletic field and $43,000 for
construction of park improvements to Staples Field. The money will be available July 2001.
9. Results from Staples Field Opinion Survey. The results of the park questionnaire are
attached. The results can be discussed at meeting time.
10. Amundson Subdivision - Park Dedication. The subdivision plan and park dedication will be
reviewed (map attached).

.Mr. Polehna called the meeting to order at 7 p.m.
Aporoval of the Minutes: The following suggestion for changes were made. Steve
Russell is The Development Director not Planner. Wally Milbrandt is a member and Rich
Cnmmings is the Council Representative.
On page one, disregard the number one. On page two, the fifth paragraph should read:
"The implementation of the master plan will heopefully be timed with the turnback of
Hwy 96 from State to County."
On page four, paragraph one, the name is Legends Park.
On page five, disregard the line that Mr. Milbrandt was elected to Council
Representative.
On page five, the December meeting will be help on the 11 th not on the 18th.
A motion was made to accept the minutes with the following changes. The vote to accept
the minutes of the meeting with conditions was unanimous.

Review ofStanles Park Survey: The proposed survey was reviewed. Suggested changes
were given to Mr. Milbrandt who will review the changes with City Staff
Adiournment- A motion was made to adjourn the meeting. A gathering of the Board was
to be held at the residence of Mr. Cummings.

SlJBJECT: Events in Stillwater Parks
DISCUSSION:
Attached is a letter from the Stillwater Area Chamber of Commerce regarding events to be
held in Lowell and Pioneer Parks. In response to their letter, I offer the following comments:
The issue at hand is not whether or not to allow further events within our parks, but how
often because of the damage done to the parks and the impact on downtown retail businesses during
a major event.
.
At the last meeting downtown businesses representatives stated that major events downtown
take away from business and that the only time someone comes into their business is to use their
"facilities" instead of the "portable" facilities available during an event. The time between events is
important to the recovery of a park to maintain is wholesome and aesthetic surroundings. The
minimum time between major events should be no less than four weeks.
While I commend the Stillwater Area Chamber of Commerce for their interest, coordination
and participation in events, none of the signatures on the attached letter, except St. Croix Valley
Office Supplies, is a retail business that may be impacted by an event held downtown.
RECO~IENDATION:
Although the parks are public, the Park Board has the authority to prevent any organization
from holding an. event and can decide the time span between major events for the protection and
recovery of the public parks. If the Board decides to allow this event, I recommend that the time
span between events be at a minimum of four weeks (recommend six weeks).
ACTION REQUIRED:
Discuss the issues in relation to holding another major event downtown. If the Board
concurs with the recommendation they should pass a motion establishing a time span between major
. events held in City parks.

GUIDELINES FOR USE OF STILLWATER PARKS

In an effort to preserve our parks while allowing for their use during events, we have attempted
to create quantitative criteria to be used as guidelines. It must be noted that the list of current
events which take place in the park do not all adhere to the established "rest time" we have
outlined below. We feel that current events must be allowed to continue on the dates previously
established. We also feel that these current events must not be allowed to escalate to a higher
impact level number. That is, they must remain at their current activity level. We have set
impact levels of one to five. Each event has been rated for each criteria level. The score is
totaled and then divided by four for the final impact level score.
Impact Levels

2 One week rest period after event
3 Three week rest period after event
4 Five week rest period after event
5 Seven week rest period after event

Staples Park Neighborhood Survey
The City of Stillwater is committed to providing excellent recreation facilities for your use. Stillwater Parks
and Recreation Commission would like your assistance and input in their planning efforts for the Staples Park
Complex.
To help us understand which outdoor activities are the most important to the community, we are asking you to

The purpose of this petition is to p~rmanently remove the
basketball court on the corner of Martha and Aspen Streets in
the City of Stillwater.
Our neighborhood is being subjected to the following conditions:
· Loud noise and prOfatfD'. C!-t all hours of the day
· Personal threat~l9 life and property
· Property damage in tt;:a~:form of broken windows
· Trespass that inol'fudes exposure and urination
· Alcohol consumption b~i:gpth adults and minors
We have worked with the parks~_ommission, the City Council,
and most recently, the Stillwater Rolice Department to solve these
problems but they have grown inc'reasingly worse. It is time to
remove the basketball court and return quiet and safety to the
neighborhood.

· Alcohol consumption by both adults and minors
We have worked with the Parks Commission, the City Council,
and most recently, the Stillwater Police Department to solve these
problems but they have grown increasingly worse. It is time to
remove the basketball court and return quiet and safety to the
neighborhood.
