CITY OF STILLWATER PARKS AND RECREATION BOARD FEBRUARY 23, 2004 Present: Mike Polehna, Chair Linda Amrein, Paul Donna, Rob McGarry and Sandy Snellman Others: Community Development Director Steve Russell Several students from Stillwater Area High School and a journalism student from Normandale Community College Absent: Dawn Flinn and Council Representative Gary Kriesel Mr. Polehna called the meeting to order at 7:05 p.m. Approval of minutes: Ms. Snellman questioned whether the reference to Frisbee in the discussion of the Recreation Center on page I should be Ultimate Frisbee, rather than open Frisbee. Ms. Snellman also pointed out a mistake in the spelling of Paula Laidig's name on page 2. Ms. Snellman said she thought Ms. Flinn had made the motion to adjourn the Jan. 26 meeting at 8:30 p.m., and the motion was seconded by herself. It was decided that Ms. Snellman likely made the motion to approve the minutes of Nov. 24, with the motion seconded by Ms. Amrein. Mr. McGarry, seconded by Ms. Snellman, moved approval of the Jan. 26, 2004, minutes as corrected; motion passed unanimously. Recreation Center rates Mr. Donna asked whether an expense sheet had been provided as requested. Mr. Russell said that information had not been provided. Members expressed a concern about approving the rates without having the expense information available to justify any increases. Mr. McGarry said he was especially concerned with the proposed increase in fees for ice time. Mr. Polehna recommended tabling the matter until the Board is provided with the requested information regarding expenses. Ms. Amrein suggested informing Mr. Brady that if he has to bid ice time before this issue is resolved, he should inform users that there is a possibility rates will be increased for the 2004-05 season. No action was taken. Partnership opportunities with School District 834 Mr. Russell and Mr. Polehna updated members on the meeting with the School District and City of Stillwater officials. Mr. Russell said specifics were not discussed; the meeting was more to gauge the City's interest in participating in a joint venture to construct some type of community center. Mr. Polehna said the School District is losing its space for the Early Childhood Family Education programs and is looking for a 50,000 square-foot space. A possible location is the land the City gave to the state of Minnesota for possible construction of an Armory/community center at the Recreation Center site. Ms. Amrein asked whether the City should take the lead in the project. Mr. Polehna asked if the National Guard would be a willing participant in such a project. Mr. Russell said the City continually hears that a new Armory in Stillwater is a high priority, but noted that that decision is a political process. Mr. Polehna suggested checking back with School District officials to see where the District is at in the process. Mr. Russell will talk with Community Education Director Doris Karls and check on the status of the National Guard Armory and report back at the March meeting. Other items · Mac Barlass, representing the Stillwater Lions Club, was present to discuss the Lion's Club project of replacing the plaque which was taken from the flag pole in Lowell Park some 15 years ago. The Lions Club donated the original plaque to the City in 1940. Mr. Barlass referenced a photo, the only record of what the original plaque looked like. Mr. Barlass noted that the Lions Club logo on the original was incorrect, "appreciation" was spelled incorrectly, and there was an unusual usage of the word "benefactions." There was some discussion as to whether the Board would like to have the new plaque replicate the original or whether the spelling/word usage should be corrected on the new piece. Ms. Amrein said it would be nice to duplicate the original plaque, with an explanation of the original included on a new piece. Ms. Snellman also said she would like the original replicated as much as possible. Ms. Amrein asked whether the Heritage Preservation Commission would have any thoughts on the issue. Mr. Russell noted that a similar issue arose regarding the Battle Hollow memorial - some consider the words on the original to be inappropriate while others favor retaining the historical character of the original. Mr. Barlass said the Lions head on the original plaque has nothing to do with the actual Lions Club logo. Therefore, that will be changed on the new plaque. He also said there is no movement among Club members to change the spelling on the new plaque. , Mr. Barlass will keep the Board informed of the progress on the project. · Mr. Russell referred to correspondence from Xcel Energy requesting the replacement of some underground piping at Lily Lake. Members had no concerns regarding the request. · Mr. Russell said a representative of the Salvation Army appeared at a recent City Council meting to update the Council on improvements to the Graffiti Teen Center skate park. He said he would try to get someone to appear to update the Board on the facility. · Mr. Polehna asked about the status of the old parks building on Greeley Street. Mr. Russell said there had been some talk of using the building for equipment storage. Mr. Polehna suggested the building is an "eyesore" and ought to be tom down. · Mr. Polehna asked about the status of the Board's work plan of preparing a master plan for one park each year, specifically referring to a park in the Legends area. Mr. Russell said master plans have been completed for parks in the Legends, Liberty and Crossings area. Mr. Polehna pointed out the trails by the Nolde development at the southwest end of Long Lake have not been completed and the drainage is bad. Mr. Russell said that portion of the trail system is supposed to be completed. . Mr. Polehna asked about the Brown's Creek area, whether it was going to be a Frisbee course or a prairie. Mr. Russell said the prairie has been cut and corridors will be mowed for the Frisbee course. Mr. Russell said he would like to have the ski/walking trails in Brown's Creek mowed on a regular basis to provide for a better trail base. Ms. Snellman, seconded by Mr. Donna, moved to adjourn at 7:55 p.m. Motion passed unanimously. My new address is 3320 Webster Court behind my house there is a common park area for the development. At the end of last summer plans were moving ahead to build a softball and soccer field in the park. It is my intention to request that you also consider putting a basketball court in the park as well, I spoke to one of the committee members and he informed me that there had been discussions about a basketball court, but he didn't know where the issue stood at the present time, I have four children ages 16,12,7 & 3, my 16 and 12 year old son's play basketball for their schools as well as the Stillwater traveling program, By all means my family would get great usage of a court, Looking at the makeup of the families already living in this development. It appears that the wide range of age would certainly justify having a court. I am positive that it would be well accepted and utilized by all. Croix Academy and was awarded the Washington County outstanding Center based caregiver or the year 2003. I have written many songs for children to inspire them to observe what J s happening around them as the seasons change. 1 also have songs about family & friends that children love singing in my class. But instead of a flute, Lepcha. plays his guitar and sings songs about nature. Lepcha, who has worked as a lead teacher in the pIimary pro- gram at the Montessori school in West Lakeland Township for five years, recently was named Washington County's Center and School Age Child Caregiver of the Year. ' Lepcha says learning at an early age - his students range from 3 to 6 - is critical. "Birth to 6 years old is the most impor- . tant period of a person's life," he said. .~ the brain development is taking place during those years, and you're just building on toP of it after that" In his, home country of Bhutan, a kmgdomin the east- ern Himalayas, Lepcha served as the tutor for the king's chil- dren. He graduated from the College of StNicholas in lon- don, came to Minnesota in 1996 and earned his AMI (Associa- tion Montessori Internationale) from the Montessori Training Institute of Minnesota. Lepcha, 29, of ' Stillwater, speaks ,six languages, paints and just released his first CD of . children's songs titled "The Gift of the Nature." He recorded the children's album in Bhutan this summer. He often takes his students - all 23 of them - on hikes through the woods' in the 11 acres the academy owns. On a gorgeous fall day last week, after they gathered eggs at the hen house, he and the children collected leaves and sang his song "Leaves are Falling Down," "Open your mouths; and sing it from inside," Lepcha told the children. "Sing it from inside your tummy." , The children - who know his lyrics by heart - skipped around a tree to sing the next song, "Turtle Bay." "I want to give children the impression that learning is fun," Lepcha said. "We involve chil- dren, and' we apply what they learn." Lepcha started writing chil- dren's songs about five years ago because he didn't like what he heard when he listened to other children's albums. ~'The music that I checked out was not th~ kind of music that made sense," he said. He said his songs are meant to'inspire the hearts and minds of children and celebrate the four seasons. ''My songs are positive, joyful to sing and calm- ing to the inner self," he said. This event has drawn between 300 and 500 people annually from our parish community and it has been a perfect location, due to its beauty, facilities and proximity to the Church of St. Michael. re~of/fJt;~ /fJ~~ March 17, 2004 Dear Stillwater City Park Board, When the reservation was made for Saturday, August 14, 2004 there were no other functions scheduled in Pioneer Park. We have been recently made aware of the fact that "Shakespeare in the Park" has been allowed to be scheduled for three weeks in the Pioneer Park Bandshell in August and that their event will coincide with our Parish Picnic. While we realize that we have only paid for the rental of shelters, the scheduling of two large events in Pioneer Park at the same time is not feasible. The parking and space issues, with the impossibility of our serving food in a greatly uncontrolled group situation make it very unlikely that we will be able to hold our Parish Picnic there this year. What is so sad is that we won't be able ~o hold a "picnic" at all, because this group has been allowed to monopolize the Park space for such a great period of time. Holding the event in our Parish Social Hall (our alternate location) does not allow grilling, children playing freely and socializing in the fresh air. Please consider banning the "Shakespeare" production from performing on just one evening, Saturday, August 14,2004 and allowing our St. Michael's Parish Picnic to be held at this time. Thank you. "Thunder" dates are July 4 and July 25. That the City contribute the sum of $15,000 to help defray the cost of fireworks. This is the same contribution that the City has made towards fireworks since 1996. In addition we would like the City to act as a conduit for Fireworks contributors including but not limited to the Margaret Rivers Fund and the Bayport Foundation.
