Ms. Amrein called the meeting to order at 7 p.m.
Approval of minutes: Mr. Brandt, seconded by Mr. Milbrandt, moved approval of the
minutes of Aug. 28, 2006. Motion passed unanimously.
Presentation
Representatives of the Washington County Citizens for Land & Water gave a brief
presentation about the referendum measure that will be on the Nov. 7 ballot asking
Washington County voters to approve the issuance of $20 million in bonds. If approved,
the bonds would be obligated to protect drinking water quality, parklands, woodlands,
wildlife habitat and healthy rivers, lakes and streams. Present were Justin Fay,
campaign coordinator, Barb and Paul Toren and Hollis Stauber. It was noted that the
measure would cost residential and commercial property taxpayers about $12 per year
for 10 years for each $100,000 in property value. A citizens advisory committee would
be established to review spending. Twenty percent of the money would be designated
for local units of government.
Ms. Amrein asked whether the group would be making a presentation to the City
Council. A spokesperson said the group is trying to schedule time on the Council
agenda; Mr. Milbrandt suggested if that isn't possible, the group would be welcome to
make a brief presentation during the Open Forum portion of a Council meeting. Ms.
Amrein asked if the Park Board should take a formal position on the issue. Mr. Milbrandt
pointed out the Board can't take a formal position but could recommend that the Council
adopt a position in support of the referendum. Ms. Amrein moved that the Park and
Recreation Board recommend that the City Council endorse the referendum for the
Preservation of Water Quality, Woodlands and Other Natural Areas. Ms. Snell man
seconded the motion. Motion passed 3-0, with Mr. Milbrandt and Ms. Sewilo abstaining.
Action items
. Approval of the 2007 St. Croix Valley Recreation Center and Lily Lake Arena
management agreement between the City of Stillwater and St. Croix Caterers, Inc.
Mr. Pogge noted that it is staff's recommendation that the agreement be approved. He
said the agreement with St. Croix Caterers has worked well. The facilities are well
managed, with no complaints. Rates are competitive, he said, and the Rec Center is
taking in more money than expended .allowing the excess revenue to be used for debt

service. He also noted that the management fee has not changed for the past seven
years. Ms. Snell man asked if any other entity had ever expressed interest in assuming
management of the facilities; Mr. Pogge responded that he was not aware of any other
party expressing an interest. Mr. Milbrandt reiterated that the only complaint the City has
received was due to the sound system, not a management issue. Mr. Brandt, seconded
by Ms. Snell man, moved to recommend approval of the 2007 management agreement
with St. Croix Caterers. Motion passed unanimously.
· Prairie Park trail and general park review
Mr. Pogge briefly reviewed two options for additional trails in Prairie Park; the options will
be presented at a neighborhood meeting tentatively set for Nov. 15 or Nov. 16, he said.
The preferred option, he said, is a trail around the perimeter of the park between the
wetland/prairie plantings and the main park area. The second option is a trail that
connects the park entrance points at Macey Way and Atwood Court, bisecting the main
park area. Cost of the preferred option is about $35,000, with the cost of the second
option estimated at $19,250. The trail would be constructed in the spring of 2007, he
said. It was noted that there is an existing play structure in the park; the play structure is
connected to the trail in each option. Mr. Pogge also noted that US Homes is
responsible for the installation of a baseball backstop, and staff is recommending that
the structure be placed in the northeast corner of the park. Members were in consensus
that option 1, the trail around the perimeter of the park, was the preferred option.
There was discussion of the previous issues relating to the prairie plantings in the
development. Mr. Pogge said portions of the prairie grass are doing well, but he said the
smaller strip/corridor areas of plantings will likely represent an ongoing issue for
maintenance and it is the recommendation that the narrow strips of prairie plantings be
replaced with grass. Mr. Brandt noted that in previous meetings, neighbors had spoken
against the prairie grass for a variety of reasons. Ms. Amrein pointed out that the
"prairie" was intended as an identifying characteristic for the development. Mr. Milbrandt
said he would like some guidelines/rationale for removing certain portions of the
plantings and not other sections.
Mr. Milbrandt, seconded by Ms. Snellman, moved to approve the circular trail option and
present only that option at the upcoming neighborhood meeting and have staff develop
guidelines or rationale for the proposed removal of the prairie grass for additional
discussion by the Board. Motion passed unanimously.
· Final Millbrook community park plan
Mr. Pogge noted the final plan was developed according to the Park Board's comments
made during a May p~esentation. Members were in agreement that the final plan
represented the Board's preferences. Mr. Milbrandt asked whether the plan indicated
that the courts would be lighted, saying he would like people who purchase property in
the vicinity of the park to be aware that the courts may be lighted. Ms. Amrein asked
whether the plan should indicate the ball fields will be lighted, too; it was noted that the
ball fields are not adult size fields. Mr. Milbrandt, seconded by Ms. Sewilo, moved to
approve the final plan for the Millbrook community park, with the addition that the plan
indicate the lighting of the basketball court. Motion passed unanimously.

Informational items
. Mr. Pogge briefly reviewed the informational items included in the agenda packet.
Included in the packet were the current account balances related to park acquisition
and capital funds, as well as the 2006-2010 Capital Improvement Plan related to
park improvements.
. Regarding the acquisition of the Spreeman property, Mr. Pogge noted that due to its
location and the asking price, staff recommends not pursuing purchase of the
property at this time. Mr. Milbrandt noted this is not a dead issue and will be a topic
of discussion at an upcoming Council workshop with the Brown's Creek Watershed
District.
. It was noted that the City of Stillwater and the New Stillwater Parks Foundation had
received an award for the development of Teddy Bear Park at the recent National
Recreation and Park Association's conference. It also was noted that a private
individual has contacted the City with an offer to make improvements at Washington
Park; the individual would bear all costs associated with the improvements. It was
noted that the Park Board would have an opportunity to review and approve the
proposed improvements.
. Ms. Amrein asked if there had been any further developments regarding the proposal
to conduct a skateboard camp in Stillwater. Mr. Pogge said he had sent the
information to the School District, but has heard nothing more. It was noted that Mr.
Pogge also was to talk with Doug Brady, Rec Center manager, regarding the
possibility of doing registrations. Mr. Pogge said he had not talked with Mr. Brady.
Ms. Amrein asked about the train whistle at Teddy Bear Park. Mr. Pogge said the
whistle has been modified and will be reinstalled before the park opens again in the
spring. Mr. Milbrandt noted that stop signs will be installed at Second and Nelson
streets to address concerns regarding pedestrian traffic at Teddy Bear Park. Ms.
Amrein provided a brochure highlighting a Growing Green workshop that someone
might be interested in attending.

DISCUSSION
Staff held a neighborhood meeting for Prairie Park on November 16,2007 at the public
work facility. Staff mailed a total of 183 notices of the meeting on November 1st and a
total of 6 people attended the meeting. The following is a summary of the key items
from the meeting:
. Concerns that the ball field would be used by leagues.
a Since the field is being development with a grass in-field and there is no
parking available in the park this ball field is not intended for league play.
a One resident felt that the neighborhood did not want a ball field in the
park. She noted that the Park Board minutes from December 2004 even
stated that the neighborhood did not want a ball field.
· The plans were modified by reducing the footprint/ impact of the
ball field by going from a standard clay in-field to a grass in-field.
By making this design change it will discourage teams from using
the field and will still provide and a safe space for pickup games.
With an open field children will still pay baseball, softball, and
kickball with or without a designated area. The goal in this case is
to provide a backstop and open area to protect from stray balls.
This is a standard item that is installed in neighborhood parks of
this size.
. Requests for benches and picnic tables around the play equipment.
a Staff is planning to install a few benches and picnic tables in the park in
2007.
. Concerns were raised with the prairie plantings in the park.
a Staff reviewed the prairie areas at the meeting and discussed the fact that
they take 2 to 3 years for these area to fully mature. Staff indicated that
they would be continually reevaluated until they are fully developed.

· There was some discussion about an ice rink in the park.
a After some discussion with the neighborhood this item was dropped.
No other comments were received at the meeting.
Trail plans
The proposed trail is a circular system around the park between the wetland/ prairie
plantings and the main park area and connects the entrance points along Macey Way
and Atwood Court. This option represents approximately 1500 feet of trail at an
estimated cost of $35,000. The estimates are based on an eight-foot wide bituminous
surface and are based on fall 2006 prices. Prices are also subject to change based on
final design and final quantities. Currently there is $50,000 in the trails capital
improvement account will be carried over from FY 2006 to FY 2007. With park board
and council approval this project could be moved up from 2008 to spring of 2007 for
construction.
Ball Field
The final improvement that US Homes is responsible for is the installation of a ball field
backstop. Staff would suggest placing the ball field backstop in the northeast corner of
the park site as shown on the trail plans. The ball field backstop will include a standard
twelve foot tall backstop. The field would remain a grass field except for the individual
bases and pitcher's mound will be cutout and a rock pad installed at each location.
STAFF RECOMMENDATION
Recommend City Council approval of the proposed preliminary plan for trail and ball
field improvements at Prairie Park.

The City will be installing park benches and picnic tables in the upcoming season in conjunction with the park
trail installation. Tim did discuss at the meeting the opportunity to purchase memorial benches. I can assure

Hi, Mike. I attended the meeting last night regarding Prairie Park. I have to admit that I left the meeting a little
confused. When the first park meeting was held in the fall of 2004 I remember neighbors stating that we didn't
want a softball field in the park. This is even stated in Park Commission notes from December 2004. I thought
the concept developed by Sue Fitzgerald showed the play area, a gazebo, picnic tables, trails, and a bocce
court. If it's a neighborhood park, it should be planned based on the wants of the neighbors, unless the city has
a documented need for certain activity, correct? It seems as though the softball field was pre-planned before
development, so that's what's going in, regardless of neighborhood input. It also seems redundant to have
another softball field so close to those at the maintenance facility. If Lennar is paying to install the field, could
that money instead be used for benches or picnic tables? I see a much greater need for those amenities.

DISCUSSION
At the November 21, 2006 City Council meeting the Lily lake Parent Teacher
Organization requested a $10,000 contribution from the City to be used toward an
improvement project of the Lily Lake Elementary School's Playground Equipment. At
that meeting the Council forwarded this item to the board for your review and
recommendation.
The new play structure will replace the existing wood structure at a cost of
approximately $75,000. To date the PTO has raised approximately $40,000 for the
project.
The City has funded similar requests. The most recent request was a $30,000
contribution to the Stonebridge playground project in April of 2005.
STAFF RECOMMENDATION
Recommend City Council approval of a request from the Lily Lake Parent Teacher
Organization for a $10,000 contribution toward the Lily Lake Playground Equipment
Improvement Project.

APPROVAL OF MINUTES
Motion by Councilmember Milbrandt, seconded by Council member Harycki, to approye the
minutes of March 15,2005, regular and executiye session. All in favor.
PETITIONS, INDIVIDUALS, DELEGATIONS & COMMENDATIONS
Scott Kneeskern, Stonebridqe PT A Playqround Committee
Scott Kneeskern, representing the Stonebridge PT A Community Playground
Committee, addressed the Council asking that the Council support the Park Board's
recommendation to donate $30,000 to the Stonebridge playground project. He said
Stillwater Township has pledge a 1:3 match of up to $15,000 based on the City's
contribution. He spoke of the community-wide benefit of the project. A number of
Stonebridge parents and students were in attendance to show their support.
Councilmember Milbrandt, who serves on the Park and Recreation Board, stated the
Park Board was unanimous in support of funding the project in the amount of $30,000,
$15,000 in unallocated 2005 park funds and $15,000 from other park fund sources. The
$30,000 City contribution will allow the committee to receive $10,000 from the
Township. Councilmember Milbrandt also noted there is a possibility that plans to
construct a basketball court at the Public Works building site may be flip-flopped with a
basketball court at Stonebridge if constructing a court in conjunction with the playground
project will result in cost saYings.
Motion by Councilmember Milbrandt, seconded by Council member Junker, to approve the
$30,000 contribution as recommended by the Park Board. Councilmembers congratulated the
Stonebridge committee and parents on their dedication. All in favor.

Project Overview
The Lily Lake Parent Teacher Organization (PTO) is raising funds to replace an outdated
wooden play structure at Lily Lake Elementary with a modem play structure accessible to
children of all abilities. The goal is to raise $75,000 and install a new play structure by
June 2007.
Progress / Methods
- The PTO polled Lily Lake students for feedback on the desired structure. Based on
student feedback, the size of the play-structure, and the cost ofprojects similar in scope,
the PTO set its fundraising goal at $75,000.
-- Fundraising efforts include special parent and student led fundraisers, corporate I
non-profit and government contributions, and private donations.
-- Following a successful fundraising campaign, the PTO will publish a request for
proposals in March 2007 in order to select a vendor through a competitive bid
process in time to build the new structure in June 2007.
- To date, the PTO has raised $39,466 toward its $75,000 goal.
--Recent fundraising events included a pancake breakfast at Applebees as well as a
school poinsettia sale that combined raised over $3,600.
--At it's November 6,2006 meeting, the Baytown Township committed $5,000
toward our fundraising goal. Remaining fundraising efforts are outlined in
attachments.
- Lily Lake Elementary's enrollment of 594 students is almost entirely children of
Stillwater city residents, primarily drawing from Wards 2,3 & 4. See attached
enrollment map.
What We're Asking For
- A contribution of$10,000 from the City to the Lily Lake PTO, a 501 (c) (3) non-profit.

Back to School Night - August 29th, 4:00-6:00 p.m.
The PTO will be selling hot dog dinner that will include a hot dog, chips, an apple and a
beverage for $2.00. Raised $514.00
Collection Challenge - September to May
The PTO will once again be promoting the collection of Box Tops and Kemps, Land
O'Lakes, and Milk Moola milk tops - all of which may be remitted for cash from
sponsoring corporations. Raised $1,200 and on-going
Fundraising Letter - October 2nd
The PTO will be mailing a letter to all Lily Lake families in October requesting direct
donations for the new playgroW1d. Donations from extended family and interested
cOIllillW1ity members will also be welcome. Raised $2,505 and on-going
Pancake Breakfast at Applebees - November 11th, 8:00-10:00 a.m.
Pancake breakfast tickets are $6 per person. Tickets will be pre-sold but will also be
available at the door. Raised $1,934.00
Poinsettia Sale - October-December
Through a program offered by Gerten's, the PTO will be selling two sizes of poinsettia
plants in October for pick-up in December. Raised $1,748.00
Family Night Dinner - January 19th
Lily Lake staff and teachers will be sponsoring a family night that will include dinner and
a raffle. Goal: $1,000
Mardi gras Celebration - Grand Ballroom February 24th
With a Mardi gras theme, this will be an adult hors d'oeuvres dining event at the Grant
Ballroom that may include a wine pull, silent auction, radio personality Master of
Ceremonies, cash bar, games, dance music, and Mardi gras beads. Tickets will be $25
per person. Goal: $17,500

Playground Proje~t
A Little History-Structure
The Lily Lake Parent Teacher
Organization (PTO) is taking the
initiative to replace the existing
wooden playground play set on
school grounds. It is the oldest
play set in the District, built with
materials that are now outdated
and that are deteriorating be-
yond repair. A PTO Playground
Steering Committee is led by
PrinCiple Hamre and includes
12-14 parent volunteers. The
goal is to raise $75,000 and
have a new structure built in
June 2007.
Fundraising
The key areas of fund-
raising will focus on four
main sources: Corpo-
rate/Foundation/
Government contribu-
tions, special fundraising
activities have been led
by parents, individual
contributions and the Lily
Lake PTO. The PTO has
committed $15,000 to
the new playground
structure. In addition,

DISCUSSION
Item 4B - American Diabetes Association
American Diabetes Association has made application for a special event in the north
portion of Lowell Park. The event is a fundraiser for the ADA. Professional anglers
and their boats will take participants out for a day of fishing. Weigh-in will be at 4:00
PM with trophies presented to the top winners. The event will be held June 27, 2007.
Item 4C - Greater Stillwater Chamber of Commerce
Greater Stillwater Chamber of Commerce has made application for a special event at
the Lowell Park (both north and south). The event is there annual Spring Art Fair. The
event will be held Saturday and Sunday May 19 and 20, 2007 with setup to occur on
Friday, May 18, 2007. A final copy of the special event permit and proposed contract
will be presented to the board at your November 27th meeting.

FALL COLORS FINE ART AND JAZZ FESTIVAL

This Agreement between the City of Stillwater, Washington County, Minnesota ("City"),
in conjunction with the Fall Colors Fine Art and Jazz Festival, part of a community wide
celebration of the City (the "Event"); and the Greater Stillwater Chamber of Commerce, a
Minnesota non-profit corporation (the "Chamber").
1. Celebration. The City has encouraged the Event as a community wide
celebration in order to foster and promote tourism and encourage commerce that will ultimately
increase property values and the quality of life within the City.
2. EvenVAlcohol: No alcohol will be served during this event and no Other Alcohol
or Coolers are allowed. The Chamber Is responsible to see that no other liquor is brought into
the park.
3. Insurance. The Chamber must provide to the City satisfactory proof that it has
obtained liability insurance that names the Chamber and the City as an additional insured, as
loss payees, in an amount of at least three hundred thousand and no/100 dollars
($300,000.00) per person and one million and no/1 00 dollars ($1,000,000.00) per occurrence,
for loss sustained by either acts or occurrences that arise from or grow out of the celebration.
4. Sians. The Chamber will post signs, the number and content of which must be
approved by the City Police Chief, describing the regulations prohibiting liquor as well as the
prohibition against participants bringing their own liquor into the park.
5. Noise Control. The Chamber is responsible to control the noise emanating from
the Area at a level that will not interfere with the peace and repose of the residential area on
the bluffs on the north, west and south edges of the downtown.
6. Hours of Operation. Operations are limited to 10:00 a.m. to 5:00 p.m. Saturday,
October 6,2007 and 10:00 a.m. - 5:00 p.m. Sunday, October 7,2007. (Setup Friday, October
5, 2007)
7. Police Power. The City reserves the right to order a shut down of the Area in the
event the Chief of Police determines. in his sole discretion, that the public safety is threatened
or any condition of this Agreement is violated.
8. Exclusive Use of Lowell Park. In return for the exclusive use of the North End of
Lowell Park and the right to sublease spaces within the park(s), the undersigned hereby
agrees to the following stipulations:
. Damage deposit of $250.00 and a users fee of $500.00 to be paid at the signing of this
contract (deposit of $250.00 to be refunded in whole or in part, depending on amount of
damage, if any, as determined by the Public Works Superintendent). The lessee shall be
responsible for any damage that Is not covered by the deposit.
. Lessee shall furnish dumpsters or roll-off boxes in sufficient quantity to contain the
accumulation of trash generated by the event(s) and shall see that all trash is picked up
daily and deposited in dumpsters, including the emptying of park trash receptacles.

NOTE: In the case of Lowell Park the existing restroom facility shall be closed and the
City shall furnish at least four additional restrooms (3 regular and 1 handicap
accessible) at City expense and the four additional restrooms by the lessee will be at
their expense.
Restrooms will be pumped prior to 10:00 a.m. Sunday with the cost to be borne by the
Greater Stillwater Area Chamber of Commence and the City in equal shares.
· Lessee shall confer with the Chief of Police as to the advisability of Closing the Levee Road
(Lowell Park) and shall hire any security personnel the Police Chief requires.
