HomeMy WebLinkAbout1999-10-04 HPC MIN Heritage Preservation Commission October 4, 1999 Present: Howard Lieberman, chair Chuck Dougherty, Phil Eastwood, Jeff Johnson, Robert Kimbrel, Dean Miller and Roger Tomten Others: Planner Sue Fitzgerald Mr. Lieberman called the meeting to order at 7 p.m. Approval of minutes: Mr. Miller noted that the last paragraph in the discussion of Case No. DR/SUP/99-38 should read the “Conditional Use Permit has to be reviewed by the Planning Director …” He also suggested a wording change in the discussion of the Maple Island project from “had stopped” to “has stopped.” Mr. Miller, seconded by Mr. Johnson, moved approval of the minutes of Sept. 8, 1999, as corrected. Mr. Johnson informed the chair that he had two items to add to the agenda – a review of the Meltons’ improvements to the former Jim-Jam building and a porch project at Rivertown Inn. Case No. DR/99-24 Design review of an exterior sign for Papa John’s Pizza at 1150 Stillwater Blvd. Mark Wilson, A LaPointe Sign Company, representing the applicant. The applicant was not present. Mr. Johnson asked how the requested signage would fit in with adjacent businesses regarding height; Ms. Fitzgerald said the signage was consistent with the other tenants. Mr. Kimbrel, seconded by Mr. Dougherty, moved approval as conditioned; all in favor. Case No. DR/99-25 Design review of an exterior sign for Treasures Within at 226 S. Main St. Marge and Rog Snellman, applicants. The applicants were present. Mr. Snellman reviewed the colors of the requested 2x2’ projecting sign. He said the sign will meet the required 8’ distance above the sidewalk. Most of the discussion centered on Mr. Snellman’s question regarding the allowable projection of the sign bracket from the building; Mr. Tomten noted that is not covered in the city’s Design Guidelines. After discussion, it was decided to add a condition of approval that the bracket project no more than four feet from the building. Mr. Kimbrel, seconded by Mr. Miller, moved approval as conditioned, with the added condition regarding the allowable projection of the sign bracket; motion passed unanimously. Case No. DR/99-26 Design review of exterior sign for Ala Bella at 224 E. Chestnut St. Trish Knoche, applicant. This was an addition to the agenda. Ms. Fitzgerald explained the applicant had paid the fees on time but had not submitted drawings in time. Ms. Fitzgerald briefly reviewed the requested 1 Heritage Preservation Commission October 4, 1999 signage and provided color samples; the sign will not be lighted and there will be no signage on Nelson Alley. Mr. Johnson noted that eliminating the signage on Nelson Alley was part of the sign approval for the Photo Shop adjacent to Ms. Knoche’s location. Mr. Johnson, seconded by Mr. Kimbrel, moved approval as submitted; all in favor. Other items: ? Hersey Staples architectural survey update – Ms. Fitzgerald said seven request for proposals have been sent out; Oct. 15 is the deadline for responses. ? Newspaper/pop vending machine update – Ms. Fitzgerald informed members that this issue would be going before the City Council at the Council’s Oct. 19 meeting. ? St. Croix Carvers exterior façade, 503 N. Main St. – Mr. Johnson had been working with the applicant as he was appointed to do when the request first came before the HPC. Mr. Johnson said after working with the applicant, the applicant now intends to play off the other metal buildings in the area and have a livery stable look to the exterior. Mr. Johnson noted the proposal is consistent with what is on that site and across the street; it was the consensus the revised plans represent an improvement. Mr. Johnson noted the applicant still has to have the sign color and style of light brackets approved by Ms. Fitzgerald. ? Mr. Johnson raised a concern about the Meltons renovation/restoration of the former Jim- Jam building and deviations from the architectural drawings previously approved by the HPC. Mr. Johnson noted that Mr. Melton is doing most of the work himself. Specifically, Mr. Johnson raised a concern about the lack of definition to the front windows and the new door. Mr. Johnson suggested doing some “damage control” before the Meltons are too far along in the project. There was discussion as to how to approach the issue. It was agreed to have Mr. Johnson and Ms. Fitzgerald talk with Mr. Melton; Mr. Tomten suggested providing some samples of historically appropriate window/door detailing. ? Mr. Johnson reviewed architectural elevations for planned repairs/reconstruction of the roof and porch at Rivertown Inn. Mr. Johnson noted that because the structure is on the National Register, exterior modifications must meet Department of Interior Standards. Mark Balay is the project architect. This item was for information only. ? Mr. Lieberman informed members the Planning Commission would be considering a request for a variance on Oct. 11 to construct a new side-by-side structure in the 700-block of South Greeley Street. He suggested that members with opinions should attend the meeting. Mr. Kimbrel referred to the pending role of the HPC for design review of new residential homes. ? Ms. Fitzgerald provided an update on a number of issues. Video Update supposedly is still following through on changes. She has talked with St. Croix Bike/Kennedy Transmission regarding berming; those people do not think berming was part of the original design review. 2 Heritage Preservation Commission October 4, 1999 ? Chad Junker hasn’t gotten back to her regarding enclosing the dumpster. She provided the conditions of approval for Mr. Nolde’s Green Twig Villas project west of County Road 5, east of Long Lake; Mr. Tomten suggested that project illustrates the need for the City to have a tree protection ordinance. Ms. Fitzgerald said she has not yet talked with the City Chamber of Commerce regarding initiating a “save the lift bridge” movement, but will do so in the near future. Ms. Fitzgerald also informed members the bus bench fees will remain at current levels for this year. ? Members raised the following question: Mr. Kimbrel asked if the old post office building had been sold and if there was still an issue regarding the property line; he also asked if any follow up had been down regarding the signage for the City’s pay parking lots. Mr. Tomten asked about the Domino’s project; Ms. Fitzgerald said that would be coming before the HPC again. Mr. Miller asked about the Maple Island project; Ms. Fitzgerald said that project is back on schedule. Mr. Johnson asked about the Beanie Baby signs; Ms. Fitzgerald suggested talking to Mr. Kriesel about that issue. Mr. Kimbrel, seconded by Mr. Miller, moved to adjourn at 8:25 p.m.; all in favor.
