HomeMy WebLinkAbout1999-08-02 HPC MIN Heritage Preservation Commission August. 2, 1999 Present: Vice Chair Robert Kimbrel Chuck Dougherty, Phil Eastwood and Jeff Johnson Others: Planner Sue Fitzgerald Absent: Howard Lieberman and Roger Tomten Mr. Kimbrel called the meeting to order at 7 p.m. Approval of minutes: Mr. Johnson, seconded by Mr. Dougherty, moved approval of the minutes of July 7, 1999; all in favor. Case No. DR/99-20 Design review of exterior signage for Ron Schoenborn & Associates at 1060 Curve Crest Blvd. Grant Skoog, representing the applicant. Mr. Skoog was present and provided color samples of the new signs; the old sign boards will be removed. Mr. Schoenborn’s business is located at the end of the building and is grandfathered in for two signs. Ms. Fitzgerald suggested this is an example of a “sign package falling apart,” noting the sign colors were supposed to be more neutral, but tenants are now going to primary colors. She said it’s an example of the need to keep track of approved sign packages. Mr. Eastwood, seconded by Mr. Dougherty, moved approval as conditioned; all in favor. th Case No. DR/99-21 Design review of pylon sign for Rose Floral at 14298 60 St. Richard and Lawrence Rose, applicants. Larry Rose was present. The current pylon sign is 9 feet, and Ms. Fitzgerald stated the applicants are allowed a sign of up to 25 feet. Mr. Dougherty, seconded by Mr. Johnson, moved approval as conditioned. Mr. Johnson suggested the applicants consider changing the background of the sign from white with green lettering to a dark green background with white lettering; he said that change would both improve the visibility of the sign and improve the aesthetics. Mr. Rose said they would look into that possibility. Mr. Johnson asked to amend the motion to approve the requested sign, with the background to be dark green (color to be brought to Ms. Fitzgerald for approval) and white lettering. If the applicants decide they want to stay with the original color scheme, the matter will come back before the HPC. Mr. Dougherty accepted the amendment to the motion; amended motion passed unanimously. Case No. DR/99-22 Design review of retail facility at Stillwater Marketplace Addition, lots 6 and 7, block 2. Kellison Company, representing the applicant. 1 Heritage Preservation Commission August. 2, 1999 Present for the discussion were Jim Kellison and Chad Bauley. They presented color samples and elevation renderings. The outside sales area will be enclosed with a wrought iron fence, not chain link as indicated in the packet. It was also noted the color of the coping and canopies will be Colonial Red, rather than Cardinal Red, as indicated in the packet and drawings. Most of the discussion centered on the south elevation and that it not be smooth face concrete block as indicated in the elevation sketches and the visibility of the rooftop mechanicals. Mr. Johnson asked if there had been any consideration given to added another course or two of block work to provided added parapet height to reduce the visibility of the mechanical units; Mr. Kellison said they would consider that. Also briefly discussed were the landscaping, lighting and signage plans. Mr. Johnson asked that the applicants accommodate the existing city plantings along Highway 5 as much as possible, and Mr. Kellison said that would be done. Regarding signage, when there is another tenant in addition to Ace Hardware, the applicants will return to the HPC for the additional signage. Mr. Kellison said he had a problem with conditional of approval No. 9, regarding making parking available to the general public when the business is not operating. Ms. Fitzgerald agreed that condition could be eliminated. Mr. Johnson moved approval as conditioned, eliminating condition No. 9, with the additional conditions: allowing the requested red Ace Hardware sign, with the ACE to be 36 inches tall and the remainder of the lettering 24 inches on the east elevation and 24” and 18” on the west elevation; that all lighting, including wall packs, be down lit; that berming be provided along Market Drive and the west elevation and that the existing city plantings be incorporated in the landscaping as much as possible; that the parapet be 22” high to minimize the visibility of the rooftop mechanicals; that on the south elevation before the smooth band of EIFS there be four courses of rock face adobe and two of smooth faced parchment; that the awnings and coping be Colonial Red, not Cardinal Red; that the overhead doors be painted to match the adjacent field adobe color; and that the fence around the outside sales area be of black wrought iron, not chain link. Mr. Eastwood seconded the motion; motion passed unanimously. Case No. DR/SUP/99-32 Design review of addition to the Elephant Walk Bed and Breakfast for a fifth guestroom. Rita Graybill, applicant. Ms. Graybill was present and provided photos. Regarding the requested accessory unit above the carriage house, Ms. Graybill said the space would be used as a studio, not living quarters. Ms. Fitzgerald said the requested unit would be defined as livable space. Ms. Graybill said all additions will conform to the main building and will be painted and trimmed out the same. Ms. Fitzgerald noted there are two issues with the request – design review of the accessory building and the additional guestroom. She noted that the city’s B&B ordinance does allow for 2 Heritage Preservation Commission August. 2, 1999 five guestrooms if the there were six bedrooms in the original house and the area used as a B&B is an original bedroom. She further noted that the applicant has adequate parking. Mr. Johnson moved to approve the additional guestroom based on lot size, number of original bedrooms, parking, setback, square footage, lot size, and approval of the accessory use with the condition that the applicant return to the HPC with more detailed plans. Mr. Dougherty seconded the motion; motion passed unanimously. Request for accessory unit at 614 N. Fourth St. Michaela Mahady and John Pietras applicants. The applicants explained the request is to construct a new garage with an accessory unit above to be used as an art glass studio. A colored rendering was provided. The roof pitch will be similar to the main house and there will be a shed dormer similar to the porch; the garage/accessory unit will be of narrow lap siding. There was some discussion as to the roof material that will be used sice the roof on the main house is the original wood roof and will likely have to be replaced in the not too distant future. Ms. Mahady said they weren’t totally decided on the roofing material. Mr. Johnson said the applicants should just be sure the roofing on the accessory building is similar to the main structure, noting that the roof is a lot of the architecture of the building. It was noted the city’s new accessory building ordinance allows units of up to 800 square feet in the RB District; the applicants are requesting a unit of 758 square feet. Mr. Johnson moved to approve the request as presented, clarifying that the materials/color of the accessory building match the main house and that the garage doors be diminished to the extent possible, noting that the request meets the requirement of the city’s ordinance. Mr. Dougherty seconded the motion; all in favor. Other business: ? HPC members received the final draft of the Holcombe survey. Mr. Johnson moved to accept the survey and forward it on to SHPO. Mr. Eastwood seconded the motion; all in favor. ? Nominations for Preservation Alliance of Minnesota award – Mr. Kimbrel said he liked the Amoco project. It was agreed to nominate that project for façade and signage. Mr. Eastwood made that in the form of a motion. Mr. Dougherty seconded the motion; all in favor. ? Ms. Fitzgerald noted that Dean Miller had applied to fill the vacancy on the HPC. No action was taken. ? Mr. Johnson presented a copy of a letter he had written to the Minnesota Department of Transportation regarding the cultural resources study done to determine the potential impact of the removal of the lift bridge. Mr. Johnson said there is an opportunity for the HPC to make a strong statement regarding the preservation of the lift bridge. It was agreed to use Mr. Johnson’s letter, with one minor wording change suggested by Mr. Kimbrel, as the HPC’s official position on the issue. Mr. Johnson, seconded by Mr. Dougherty, moved to submit the letter, on official city letterhead, to the City Council as the HPC’s position and ask the 3 Heritage Preservation Commission August. 2, 1999 ? Council for its support. Mr. Johnson also noted that since the cultural resources study has been conducted, it would require very little work on the HPC/City’s part to pursue having the original town placed on the National Register of Historic Places. Mr. Dougherty, seconded by Mr. Eastwood, moved to direct staff to pursue obtaining that designation.
