SUGGESTED QUESTIONS FOR WARD 2 COUNCIL CANDIDATE Briefly describe your background and why you are interested in the Ward 2 Council seat (i.e., what is your purpose in seeking appointment?) 2. What do you feel are the most important issues facing the Stillwater City Council? 3. What are the most important issues or concerns of Ward 2? 4. The City of Stillwater is in the process of updating its Comprehensive Plan. The growth issue has become a major issue during the update process. The following alternatives have been developed for Council consideration: A. Complete expansion and development of city planning area as required to accommodate forecast growth. B. Partial expansion of city boundary to those areas where vacant developable lands are located. C. No grovv1h except for expansion of city boundary for commercial/industrial development only along Highway 36 (but no major residential expansion). D. No growth (no expansion of city boundaries for any development). E. No gro\V1h of city boundaries (cluster housing at township densities). * F.' Partial expansion of city boundary consistent with projected gro\\1h. * * E and F have general agreement between Stillwater/Stillwater Township on an environmental framework. The City Council has conducted a staffmg and facility study and a building expansion/remodeling feasibility study. One alternative suggested by the City's architectural consulting firm is to add a third floor and an east wing to the present city hall building. I feel strongly that a person should contribute to the community he r she plans to live their lives in. Our past eight years here in Stillwater have been very challenging and rewarding for us. Stillwater MN 55082 RE: Letter of interest for Ward #2 Council Seat Dear Morli: I wish to express my interest in the appointment to the Ward 2 council seat vacated by Mayor-elect Jay Kimble. I have been a Stillwater resident for thirty-nine (39) years and have lived in Ward 2 on Harriet st. for the past twenty- five (25) years. In 1956 I graduated from Stillwater High School and I have attended Lakewood Community College. In 1993 I retired from the Stillwater Police Department after nineteen (19) years of -full time serv-:kG-e and three (3) years of part time duty. Having served twenty-one (21) years with the National Guard, I retired in 1988 with the rank of Staff Sergeant. I was also employed by 3M as a lab technician for fifteen (15) years prior to joining the police department. I presently hold a full time peace officers license. Since my retirement in 1993, I have been serving as a Code Enforcement Officer for the city on a seasonal part time basis. Also, I served six (6) years as post advisor to our Local Law Enforcement Post 521, Boy Scouts of America. I am truly interested in the future growth and development of our city which will best serve our residents and business needs. Some of my concerns are as follows: Growth and development of our business and industrial areas. Providing the best possible service and programs to our residential areas. Youth programs and park development. working with the citizens of ward 2 in order to resolve their problems and needs. Working with all citizens to improve overall needs. Working with all city departments in providing the best possible service to the city and listening to their problems and requirements. To keep spending to a minimum. Working with the mayor and council members in a positive and objective atmosphere without dissension. I reside with my wife, Mary and twin daughters, Mara and Mandi who are seniors at SAHS. I also have four other children and six grand children. Due to my years of experience with city government and its mechanics, I feel this gives me a better understanding of city government. I would like to express my interest in being considered for appointment to the city Council to fill the Ward 2 position being vacated by Mr. Kimble. I feel that I have not only the necessary qualifications, but the correct attitude, ability, and desire to be a good public servant and member of the council. I have been a resident of stillwater for over 17 years, living at the above address for the past 10 years. I am employed by American polywater Corporation as Production Control and Process Engineering Manager. I have been in upper management for 9 of the 10 years I have worked for the company. I have been a member of the stillwater Jaycees and served on their board of directors. My wife and I have been members of the valley Co-op since 1982, and I served on the Co-op board of directors for three years. My family and I are all active members of Ascension Church, stillwater, serving our church and our fa~h in a variety of areas. My service to the city of stillwater formally began when I was appointed to the then ad-hoc Recycling Committee in 1989. I was involved in developing the ad-hoc committee into the Solid Waste Advisory Commission, serving as chairman. of the commission for the past 4 years. I have worked very hard to help develop a good Solid Waste Management plan for the city and its residents. I believe that my business management and volunteer service experience would be an asset to the council. I believe that my desire to see a better stillwater for my family, neighbors, and especially for our children and their future would make me an effective member of the council for Ward 2 and the entire city. The workshops would probably take place over a I 1/2 - 2 day period and would be between staff /staff, Council/Council, and Council/staff . - -- ~ The schedule I -developed is 'tentative not only for the Council, but for staff. I would like to review the schedule with the department heads before a fmal schedule is developed to insure that each department will be "ready" for the workshops. On the other hand, the Council could agree to the dates and times and let me determine which issue(s) would be discussed on a given date. I can discuss this further with you at the meeting. ~;it .
