All in Mr. Polehna said if there was going to be "a bidding war" between the two groups, perhaps the Park Commission should request proposals. Mr. Peterson said his concern was which group would to the best job. I ! Ms. Holdorph said the Downtown Council started the events, and now the Chamber is claiming rights to sponsorship. However, she said the primary concern is that the events be continued. Mr. Thomsen said two months ago the Chamber of Commerce requested applications to hold the art fairs. However, he noted that until the applications are dated and signed by himself, they are not valid. Mr. Junker noted the events are the same regardless of who sponsors the activity, and he suggested that the park board ought not to get involved in the "political atmosphere" that currently exists downtown. Downtown Council request Katie Holdorph appeared representing the Downtown Council and the _ Council's request for support of continuation of the annual art fairs in ,., Lowell Park and Music on the Waterfront under its sponsorship, versus under the sponsorship of the Stillwater Area Chamber of Commerce. Approval of minutes AI Liehr, seconded by Ken Meister, moved approval of the minutes of Nov. 28, 1994; all in favor. Mr. Junker called the meeting to order at 7:05 p.m. Robert McGarry, Marguerite Rheinberger and Michelle Roettger Absent: Tim Thomsen, parks Others David Junker, chairman Richard Cummings, AI Liehr, Ken Meister, Delwin Peterson, Mike Polehna and Steve Wolff Present: PARK AND RECREATION COMMISSION Dec. 19, 1994 e Mr. Junker said Mr. McGarry had raised a concern about liability issues. He said by Otterfitters agreeing to maintain the trail it may take away some e of the city's liability. There was also a question as to whether the levee Deb Asch of P .J. Asch Otterfitters appeared regarding a request for a cross country ski trail in the downtown area. The trail would start at the Dock Cafe at the south and go to P.O. Pappy's at the north using the levee road. Otterfitters would maintain and groom the trail, she said. It was agreed to send a letter to retiring Mayor Charles Hooley thanking him for his efforts on behalf of parks/recreation during his term in office. New business Mr. Junker noted there are three members -- Del Peterson, Steve Wolff and Michelle Roettger -- whose terms expire. Mr. Peterson and Mr. Wolff agreed to serve another term. Mr. Junker asked whether anybody had talked directly to Mr. Gannon. He said he would talk to the City Administrator and Police Chief regarding the issue. Mr. Liehr brought up the issue of Gannon's again. Mr. Thomsen said the parking signs are up, and Mr. Cummings said the City Council has directed that the lot be patrolled. e Mr. Junker said the big issue is to make sure the city follows through on the Commission's recommendations. Mr. Polehna said the county had signs if the city wants them. He said the only way to enforce the snowmobiling restriction is to request assistance from the game warden or the county snow patrol. Old business Mr. Junker said he had received calls about snowmobiles using the McKusick Lake path. He asked if the the trail had been posted "no snowmobiling" and asked whether the path had plowed as recommended. Mr. Thomsen replied no to both questions. He said the Park Department's snowblower was being repaired, and he said the blower would not cut through packed snow. favor. Mr. Wolff, seconded by Mr. Polehna, moved to approve the request subject to approval by the police and fire departments and with the understanding that Otterfitters be responsible for maintaining the trail. Mr. Junker suggested adding the condition that the city attorney review and approve the proposal. Mr. Wolff accepted the amendment to his motion. Asch Otterfitters to set up and operate a cross country ski trail in downtown Stillwater. The trail would stretch from the boat landing on Mulberry Point going south along the levee through Lowell park, to the Aiple property, then extending to the entrance of the barge facility. The trail will be two way and operate in a circular manner. P.J. Asch Otterfitters will take responsibility for setting a double cross country ski track, maintaining it and keeping it clean. The cross country ski trail would be beneficial both to the Stillwater community and to the downtown merchants. The trail would attract business to downtown Stillwater at no cost to the community. The area is ideally suited for this because of the adequate light for night time skiing, e great scenic beauty and flat terrain. The ski season is just beginning and we look forward to your repl.y regarding this proposal. Unfortunately, the City has no jurisdiction over the Aiple property or the railroad right-of-way. You will have to get specific written permission from them in order to use these properties for e your proposed use. If you have questions about the lease holders and owners, please give me a call. Your request to use Lowell Park and the Aiple property will be forwarded to the Parks and Recreation Board at their next regular meeting on December 19, 1994 at 7:00 p.m., and the City Council meeting on December 20, 1994 at 7:00 p.m. You should attend these meetings to present your request.
