The Stillwater Parks the Council Ch MEETING STILLWATER PARKS AND RECREATION BOARD ,~vil!w(lter --- .:::::::: THE BIRTH ~l P LAC E 0 F \~, MINNESOTA J J . · Request to purchase weed roller: Mr. Thomsen asked for the commission's direction on a request from a resident whose property abuts Lily Lake to purchase two or three weed rollers, at a cost of about $1,800 each, for vegetation control. As proposed, the city would charge a user fee . · Lily Lake Ice Arena: Mr. Thomsen reported that the roof had stopped leaking now that the dehumidifier is working. Mr. Polehna said the arena looked good -- the red and blue lines have been painted, etc. Mr. Junker questioned the height of the berm. Ms. Terwedo suggested that commission members drive by the area and call with any comments they might have. She also noted that at that point, the berm had not been landscaped at all; she suggested the possible use of more native vegetation on the south side of the berm. Mr. Thomsen said the middle portion of the berm appeared to be OK, but the area farther east should be knocked down some. Old business · Benson Park update: Ms. Terwedo told commission members that e playground equipment was being installed later in the week. Some improvements are being held off pending final grading. The berm is to be seeded and landscaped yet this fall. Sewer and water is stubbed in, and plans are to purchase a gazebo and two picnic tables next year. Approval of minutes AI Liehr, seconded by Mike Polehna, moved approval of the minutes of Sept. 26, 1994; all in favor. Mr. Junker called the meeting to order at 7:05 p.m. Richard Cummings, Robert McGarry, Marguerite Rheinberger and Steve Wolff Absent: Ann Terwedo, city planning; Tim" Thomsen, parks department Others David Junker, chairman AI Liehr, Ken Meister, Delwin Peterson, Mike Polehna, and Michelle Roettger Present: PARK AND RECREATION COMMISSION Oct. 24, 1994 e , · Other: Mr. Polehna brought up the matter of "Gannon's lot." He said he saw . lots of cars there, and asked whether the lot had been signed. Mr. Thomsen · Lily lake outdoor ice rink: Mr. Peterson noted that at the last meeting, the commission had discussed the possibility of plowing Lily lake and having an outdoor skating rink outside the arena. Mr. Thomsen said it would involve clearing the ice and drilling holes in the ice to pump water for flooding. It was agreed that, if feasible, the commission would like to have an outdoor rink there. Mr. Junker said there were two issues involved -- aesthetics and enforcement. He asked for a show of hands of those favoring posts or cement bumpers. Five members favored the cement bumpers, one favored posts. · Access control at Pioneer Park: Mr. Thomsen proposed placing brown, treated timber posts every six feet. Several commission members expressed concern about the appearance of the posts, and suggested using concrete bumpers instead. Mr. Polehna suggested that the issue was more of an enforcement problem. Mr. Meister suggested that the parks department ask that the park entrances be locked, rather than spending money for other control measures. Mr. Polehna also noted that if someone wants to gain access, they will do it regardless of posts or bumpers. e AI Liehr made the motion to recommend that the city not purchase the rollers and instead continue the use of less expensive methods of vegetation control, such as the use of copper sulphate. Michelle Roettger seconded the motion; all in favor. Mr. Polehna questioned why the city should purchase the rollers on behalf of the residents; Mr. Meister agreed that it should be the residents' responsibility. Mr. Polehna also noted that cutting the vegetation might require a permit from the Department of Natural Resources. Mr. Peterson said it has been shown that if cut vegetation is allowed to decompose, it promotes more growth. Mr. Thomsen said in order for the city to use the rollers to cut vegetation near the Lily lake beach and pier areas, electricity would have to be available. e of $35-$50 per month to recover some of its costs. . Mr. Junker noted that no one had applied for the open spot on the commission created by the resignation of Steve Joyce. He told members to _ encourage anyone they knew who might be interested, to apply for the ., appointment. Ms. Terwedo said a Ward Network meeting was planned for Oct. 29, and suggested that it might be good to have a commission representative in attendance. Mr. Polehna also gave a brief update on activities related to the city sales tax proposal. Mr. Polehna handed out copies of Washington County's parks ordinance, which, he said, might be useful if the city passes a parks ordinance in the future. New business said that was a council decision. Ms. Terwedo asked whether the county e would be resoding the green space there as part of the McKusick Road project. Mr. Thomsen said the city could purchase roofed picnic shelter for that space at a cost of $1,200. Commission members agreed that it would be nice to have picnic tables at some point along the McKusick walkway. ~
