Steve Russell reported that the subdivision request has been amended and is being resubmitted.
The City Council will be reviewing the subdivision request again at the May 17 meeting, and the
Planning Commission and Parks Board recommendations will be
considered.
The Parks Board reviewed the minutes of their meeting of January 24 in which the Board
recommended denial of the subdivision request because it was inconsistent with the plans for a
walking trail around McKusick Lake.
Todd King, 210 Wildwood Court, asked the Board if it would be discussing the petition presented
by residents in the Green Twig Way area. Potential purchasers of the property had applied for
a 3-lot subdivision of the property and were denied by the City Council. Residents of the area
petitioned the City to acquire the property to keep it as open space.
Petition for Purchase of Land for Park/Open Space
The Board discussed possible funding sources for the park improvements.
Parks and Open Space - Comprehensive Plan
e City Planner Ann Pung- Terwedo presented a composite of the remarks from the Planning
Questionnaire completed by the Parks Board last month. A list of short-term goals was
discussed, and neighborhood parks were prioritized for improvements.
Motion by Ken Meister, seconded by Alan Liehr to approve the minutes of March 28, 1994, as
submitted. All in favor.

The Board reviewed a concept paper drafted by Judy Gulden establishing a Friends of Stillwater
Parks program. The Board agreed that the term "City sponsored organization" should be replaced
Motion by Mike Polehna, seconded by Rob McGarry to deny the request by Marjorie Cromie for
a peddlers license to sell around the parks.
All in favor.
The Board reviewed a request by Marjorie Cromie for a peddlers license to sell jewelry, olive
oil lamps, tie die clothes etc. from a cart around the parks. The Board noted that this request was
denied last year.
Motion by Del Peterson, seconded by Mike Polehna to approve the request by David Rochlin to
sell glow necklaces in the parks on July 4, with the condition that he employ a local charitable
or non-profit group for selling. All in favor.
The Board reviewed a request by David Rochlin to sell glow necklaces in Lowell and Pioneer
Parks on the Fourth of July. Tim Thomsen reported that it went well last year, and a local, non-
profit group benefitted from the sale.
New Business

Steve Russell reported that the Parks Dedication policy will be reviewed at the next meeting. The
two subdivisions recently approved by the City (Huelsmann and Nyberg) each have a condition
that seven percent of the land value at the time of final plat approval ($15,000 to $20,000 per
subdivision) will be paid in lieu of parkland. This policy will be reviewed by the Board, and
made official if the Board agrees.
Park Dedication Requirements
Ann reviewed a map of proposed park and trail locations in Stillwater Township.
Michelle Roettger noted that the V AA will contribute towards the upgrading of Staples Field.
The Board also discussed the proposed one percent sales tax. It was suggested that needs should
be identified in order to obtain community support of the sales tax.
Council continued discussion of Parks improvement funding.
Steve Russell suggested that an estimate should be determined for the upgrading of three parks
per year plus acquisition of land, so that the amount can be budgeted each year.

in favor.
Adjournment
The Board will meet on Monday, May 23 at 5:30 p.m. for a parks and open space tour followed
by a meeting. Steve will try to arrange a vehicle so the group can ride together.

Motion by Alan Liehr, seconded by Michelle Roettger to support in concept the Friends of
Stillwater Parks paper drafted by Judy Gulden. All in favor.
