CITY HAll: 216 NORTH FOURTH STillWATER, MINNESOTA 55082 PHONE: 612-439-6121 e MINUTES STILLWATER PARKS AND RECREATION BOARD MEETING January 24, 1994 MEMBERS PRESENT: David Junker, Rich Cummings, Steve Joyce, Alan Liehr, Rob McGarry, Ken Meister, Del Peterson, MikePolehna, Marguerite Rheinberger, Michelle Roettger, Steve Wolff MEMBERS ABSENT: None ALSO PRESENT: Tim Thomsen, Parks Supervisor Steve Russell, Comm. Dev. Director OTHERS: Corey Mohen Chairman Junker called the meeting to order at 7:00 p.m. NEW MEMBERS New members, Alan Liehr and Marguerite Rheinberger were introduced. ELECTION OF OFFICERS FOR 1994 David Junker was nominated as Chairman for 1994; Mike polehna was nominated as Vice-Chair. All in favor. e Chairman Junker requested that members let him or another member know whenever they are unable to attend a meeting. DISCUSSION OF OPEN SPACE ORGANIZATION Corey Mohen was present and addressed the Board regarding a local group of citizens interested in preserving open space. He discussed an open space committee formed in Maplewood which raised funds to purchase open space. He suggested proposing that the City Council set up an advisory committee to look at all potential sites in the City. Steve Russell stated that as part of the Comprehensive Plan update, the City will be looking at all land uses. Natural areas will be considered in future developments. Next Monday, the results of the Planning Commission's work on the compo plan will be presented at a meeting. Natural and open space areas, including parks, walkways, and trails will be covered. Guidelines will be established for these areas. The McKusick Lake walkway could be part of this group's work. Mr. Mohen stated that his group is interested in the compo plan update. He will petition the City Council to form an official advisory committee. e PARKS REPORT Tim reported that the outdoor rinks are somewhat rough because of the recent weather, but all are open e Stillwater Parks and Recreation Board January 24, 1994 The arena is O.K. Not many complaints have been received. There have been some problems with the furnace. Rich Cummings asked about summer hockey. Tim stated that no decisions had been made as of last week. He will check into this again. Del Peterson asked how the City will evaluate the success of the leasing situation. Tim stated that a printout with a breakdown of 1993 should be available by the end of the month from the Finance Department. MUSIC ON THE WATERFRONT REOUEST A request was received from John Daly for eight dates for Music on the Waterfront. Four concerts will be held at Pioneer Park and four at Lowell Park. Last year there was a total of six concerts. Tim stated that the parks were cleaned up after the concerts. Motion by Mike Polehna, seconded by Steve Joyce to approve the dates for Music on the Waterfront as requested. All in favor. e MARCH OF DIMES WALK AMERICA A request was received to hold the March of Dimes Walk America on Sunday, April 24, from 6 a.m. to 6 p.m., ending at Lowell Park Gazebo. Rich Cummings noted that part of the route, McKusick Lake Road, will be under construction. Motion by Steve Wolff, seconded by Steve Joyce to approve the use of the gazebo as requested. All in favor. Tim will communicate with the organizers regarding the proposed route. TENNIS COURTS REOUEST Stillwater Schools has requested use of the tennis courts for lessons this summer, as in the past. Motion by Steve Wolff, seconded by Mike polehna to approve use of the tennis courts by the Stillwater Schools as requested. All in favor. PLANNING CASE Steve Russell discussed with the Board a request to subdivide one lot on Green Twig Way into three lots. It is being brought before the Board because it will affect the potential walkway, and increase density in a natural area. The case will also be reviewed by the Planning Commission, and a final decision will be made by the City Council. Motion by Al Liehr, seconded by Del Peterson to recommend denial of the request to subdivide one lot into three lots, in the interest of long-term beautification of the area and the planned walkway on McKusick Lake. All in favor. NEW BUSINESS Mike Polehna updated the Board on the new ice arena task force. e They met with the City Council last week and have set up a workshop 2 e e e Stillwater Parks and Recreation Board January 24, 1994 for Feb. 8 with the Council and representatives from other municipalities. A joint venture is being proposed. Use of a 1/2 percent sales tax for funding has also been discussed. According to the Planning Department's recent city-wide survey, 53% were in favor of a new Community Center; 44% were against. Mike stated that the new center could house a gym, community room, and ice arena, with possible addition of a swimming pool. Motion by Del Peterson, seconded by Steve Wolff that, based on community response from the Planning Department Survey which showed citizens were in favor of increased recreational facilities, the Parks and Recreation Board would support the use of 1/2 percent of a one percent sales tax for the financing of a community center and other recreational facilities. Motion carried: Ayes - 8; Nays - 2; Abstain - 1. ADJOURNMENT Motion to adjourn by Steve Wolff, seconded by Mike polehna at 8:50 p.m. All in favor. The next meeting of the Parks and Recreation Board is scheduled for Monday, February 28. The second course is March 25 and 26 at Bethel College, and is the Shade Tree Short Course. The topic is how healthy is your urban forest? Leah Peterson went last year and said it was wonderful. She hopes to go this year and attend Tree Insr;€ctor Certification.
