CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612-439-6121 . . e PARKS AND RECREATION BOARD Oct. 28, 1996 Present: David Junker, chairman Nancy Brown, Rich Cummings, Judy Gulden, AI Liehr, Rob McGarry, Ken Meister, and Steve Wolff Others: Sue Fitzgerald, planning John Melville, Del Peterson, and Mike Polehna Absent: Mr. Junker called the meeting to order at 7:05 p.m. Ms. Gulden asked that the minutes of Sept. 23, 1996, be amended to indicate that she is not personally involved in soliciting donations/grants for the matching grant for Pioneer Park. Mr. Wolff, seconded by Mr. Liehr, moved approval of the minutes as amended; all in favor. Friends of Long Lake Laurie Maher, Ned Gordon and Lee Miller, board members of Friends of Long Lake Homeowners Association, were present to discuss the future use of Long Lake and the two proposed developments in the annexation area. Mr. Gordon gave a slide presentation on the water levels. 889 feet above sea level is considered the maximum water level required to protect homeowners on Long Lake from possible flooding. At that level, the lake becomes more of a wetlands and not usable for any water craft other than canoes, Mr. Gordon said; at 889 the deepest portion of the lake would be 4 and 1 /2 feet. Mr. Gordon also showed maps of city-owned parcels around the Croixwood side of Long Lake and proposed plans for the new developments. The proposed developments provide for a public trail easement, with private ownership all the way to the lake shore. Mr. Gordon presented an alternative proposed by the Homeowners Association providing for a nearly contiguous network of city-owned land around the lake extending out 150 feet from the lake. Members thanked Ms. Maher, Mr. Gordon and Mr. Miller for the presentation. Lily Lake update -- Mr. Junker said the clean-up of the lake and an update on the ice arena will be on the November agenda. . Frisbee golf -- Mr. Junker read a note from Mr. Thomsen regarding the proposed course and the need for additional property in order to have enough area for a course. Mr. Cummings said negotiations with Washington County to purchase four acres of county-owned property had reached a stalemate -- the county wants the city to take over maintenance of several portions of roads in exchange for the property. Mr. Cummings noted there are still two pieces of property to the west of the proposed site which could be purchased, and he noted there is about $130,000 budgeted for acquisition of park property that hasn't been spent. Mr. Cummings suggested that if the $130,000 isn't spent this year, it would go elsewhere. Mr. Junker said finding out at this late date that there is $130,000 that needs to be spent before year's end indicates the need to have staff in attendance the Park and Rec Board meetings. He said he felt strongly that a planning staff member should be present at each meeting. Mr. Junker, seconded by Mr. Liehr, moved to immediately recommended to the City Council/administration that Ms. Fitzgerald be assigned to be present at all Park and Rec meetings; motion passed unanimously. . New business · Ms. Gulden asked about cleaning up the area near the Public Works garage. She also suggested it would be nice to clean up and improve the small park area between the Lowell Inn and Rivertown Commons. · Ms. Gulden presented the city with $1 50 from Friends of Stillwater Parks for basketball equipment for Ramsey/Grove park. · Ms. Gulden announced her immediate resignation from the Park and Rec Board. Board members expressed their appreciation for her service on the board. · Mr. Junker said the Elks Club is again requesting the use of the Lily Lake tennis courts for the annual Christmas tree sale. Mr. Wolff, seconded by Mr. Liehr, moved to approve the request; all in favor. · Ms. Fitzgerald provided an update on Benson and Anez parks. She also told board members that Washington County has agreed to replace the shrubs and trees around McKusick Lake that were inadvertently mowed down last year. . . . e · Mr. Liehr reported that some benches at Pioneer Park are in potentially dangerous condition. He suggested there needs of be a survey of equipment to see what should be removed/replaced. Mr. Wolff, seconded by Mr. Liehr, moved to adjourn the meeting at 8:20 p.m.; all in favor.
