Development Direct r OTHERS: Nancy Purcell, Judy Gulden, Rob Zoller APPROVAL OF MINUTES Motion by Del Peterson, seconded by Rich cummings to app ove the minutes of September 27, 1993 as submitted. All in favor UNFINISHED BUSINESS e Chairman Junker reported that the City Council has been of the Board's recommendation to remove the dock on Lon but no action has been taken as of this time. advised Lake, Rich Cummings informed the Board of City Council ac ion to acquire a lot on McKusick Lake in exchange for interest wed the City by Oak Glen. This would facilitate the walking trai around McKusick Lake. NEW BUSINESS Jim Luqer, Washinqton County Trails - Jim Luger, Park Planner for Washington County, met with t to discuss washington county Trails. He prOVided a locations of existing trails, and plans for trails completed in tile future. He suggested that the City and work together on developing a trail system. He informed the Board of a workshop on Nov. 12 and 13 at the new high school to discuss future development patterns in the county. e Board pc with to be county Comprehensive Plan - e City Planner Comprehensive Plan. Washington - new backstop. Northland - sidewalk. Sunrise - move playground equipment. Meadowlark - hard to find. Parking and accessibility problem. Staples - street vacation; skating rink. Ann asked the Board to look at the goals and objectiv sand define each policy in more detail. She reported that a survey went out to the community which is due back by November 5. ions: c and dept. are a e NEW BUSINESS A request was received from John Zoller, stillwater Elks, the Lily Lake tennis courts to sell Christmas trees. All in favor. Chairman Junker reported that Douglas Hartman has resign position on the Board because of schedule conflicts. Hi runs through January 1, 1994. The Committee was then directed to review these. policies and mak revisions accordingly. I have also done this and added specific goals for the parks and open space plan. Provide both passive and organized recreational opport nities for residents of Stillwater. 2. Develop, preserve, enhance, and expand existing recreationa facilities for Stillwater residents based on the recreational needs of the community. 3. Protect and provide water resource recreational opportunities for use and enjoyment by the public. 4. Preserve unique and naturally sensitive areas within our ex sting parks and future parks. 5. Provide for a large community park. 6. Provide a safe environment and accessibility for our parks an facilities to the general public and especially the physically disabled. 7. Provide recreational facilities for winter recreation act vities and organized sports. 8. Provide educational opportunities through the preservation of our natural environment. Preserve and protect areas of geological importance for the u derstanding and appreciation of our physical environment. Preserve and protect areas of archeological and historic ignificance for the interpretation of Stillwater's past. Restore significant open space areas in order to maintai a balance between natural and developed areas. Maintain and preserve trees and other natural vegetation n slopes in order to prevent soil erosion and loss of these natural areas. Preserve, enhance, and develop the ravine systems, as appropria e, for the enjoyment of Stillwater's residents. 2 4It PARK, RECREATION AND OPEN SPACE (Revised from 1979 Comprehensive Plan) Policy 1: Review and improve some existing park facilities. Policy 2: Better distribute neighborhood recreational fac'lities and services. Policy 3: At least one large park with level ground for a varie y of family leisure time and recreational needs should be acquired and developed as a community park/playfield. Policy 4: Existing community recreation facilities and parks s should be re-evaluated. Policy 5: Greater emphasis should be placed upon preservation an public use and enjoyment of City lakes and river shoreland areas. e Policy 6: Preserve more natural, open green space for pub ic use and enjoyment as new land develops. Policy 7: Acquire the vacant ravine areas in the City and develo for trail, "lineal parks" and other public uses as may be appropri te. Policy 8: Coordinate planning efforts with Washington Count and other governmental units, foundations, agencies and individua s. Policy 9. Develop and maintain a five-year capital improvement program for the acquisition and development and redevelopment of n ighborhood parks/playgrounds and community parks. COMMUNITY DESIGN Goal: Maintain and enhance the existing community characte by drawing attention to the City's unique natural, cultural a d historic resources and developing and supporting programs tha would open more resources. e 3
