Mayor Hooley reported that last year the arena lost $17,405, The
City has received a proposal from Andiamo Enterprises to ease
the arena for $11,000 plus 4 1/2 percent of gross sale~ for one

Mayor Hooley emphasized that the Parks Board would still hay the

regarding the V.A.A. 's goal of developing land for sports use,

V.A.A. in their present condition.

At your request, I've been in touch with stillwater Tow ship and
asked that they meet and confer with us with regard to possible
regulations of motor boats on Lily Lake.
I received a call from the lawyer for stillwater Township, who said
that the Town Board had reviewed our request.
They felt that possible regulations against one motor boa
not good public policy and they suggested that ,the cit
require that the boat owner remove his dock from public
and that this might cure the problem.

Policy 1: Various existing recreation facilities (certain p ks and

STILLWATER PARKS AND OPEN SPACE
The City of Stillwater has a wide variety of parks and open space. From Lowell
Park and Pioneer Park which focus on the St. Croix River to North1a d Park and
Lily Lake which offer a multitude of recreational opportunities ot only for
Stillwater but the St. Croix Valley. Stillwater parks vary in size usage and
service areas. Each park has been developed for residents of the ity and are
maintained by the City.
Stillwater City Parks are intended to be used by residents an have been
developed for this purpose. Neighborhood parks/playgrounds, comm nity parks
and p1ayfie1ds can be characterized as community based. School p1a grounds and
open space areas also serve the neighborhood in a community based c pacity.
Some parks in the City of Stillwater serve more than just the resi ents of the
community. Lily Lake with its hockey arena, ballfield, fishin pier and
swimming beach clearly serves the Croix River Valley which could e tend to the
School District boundaries as they presently exist. The Sti11wa er Jaycees
ba11fie1ds and Northland Park also serve a wider popu1atio than just
Stillwater. Pioneer Park is defined as a neighborhood park but se ves a much
wider population than just the City. The park is used by many 0 ganizations
and corporations for picnics along with weddings and other recep ions. Many
concerts occur in the park during the summer months.
HISTORY
The City of Stillwater has a long history of parks planning. n 1918, the
"Plan of Stillwater" was adopted by the City which described in detail the
development of the City parks, playgrounds and boulevards. This 1an was the
first attempt at the idea of a well planned park system where p op1e could
enjoy the beauty of nature. The implementation of this plan i c1uded the
development of Lowell Park, Levee Wall, Triangle Park, and Ko11ine Park. The
plan also made suggestions for the development path systems hrough the
McKusick Ravine, a swimming beach at Lily Lake, golf links near Lak McKusick,
and boating facilities along Stillwater riverfront. The plan a so proposed
preserving the St. Croix River as an Inter-State Park. Washing on Park is
probably the oldest City park. It is shown on the 1874 Sanborn I surance map
as Washington Square. Triangle Park was given to the City in 1888 t forgive a
$66.00 assessment against the owner (source: Brent T. Peterson, S i11water, a
Photographic History). Ko11iner Park was given to the City of St 11water by
the East Side Lumber Company in the 1920's and developed as a camp ng area and
swimming beach. The park closed in 1979 due to problems with sec rity. Lily
Lake Recreational Center was developed in the 1940's to the 19 O's. Lowell
Park was developed from the late 1800's to the 1940's and Pione r Park was
acquired by the City in 1934 with the condition that it was made nto a park.
Other smaller community parks and playgrounds have been deve oped over
time. Some of these parks include Schulenberg Park, Staples Field, and
Ramsey-Grove Park.

In the middle 19JOls~ the Croixwood Development was one of he largest
development to be added to the City boundaries. Northland Park, Su rise Park~
and the open space/conservancy lands were added at this time. These parks
doubled the amount of park land Stillwater had at that time. T e Oak Glen
project was also another new development which added to the City boundaries.
However~ with this deve10pment~ the park dedication was the gol course so
no additional neighborhood parks were added with this development.
