CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612-439-6121 e e e MINUTES STILLWATER PARKS AND RECREATION BOARD MEETING February 22, 1993 MEMBERS PRESENT: David Junker, Rich Cummings, Douglas Tom Lillesve, Ken Meister, Roberta Op Del Peterson, Mike Polehna, Michelle and Steve Wolff MEMBERS ABSENT: Rob McGarry ALSO PRESENT: Bob Bielenberg, Tim Thomsen, Renee Sorenson, Mike Robinson, and Scott Meyer APPROVAL OF MINUTES Motion by Steve Wolff, seconded by Del Peterson to ap rove the minutes of January 26, 1993 as submitted. All in favor. NEW BUSINESS Scott Meyer Request - Scott Meyer, a dealer in hockey and baseball cards, presented a request to sell cards at the arena this weekend duri g the C Squirt Tournament. Ten percent of the gross will go to the SCVHA, sponsors of the tournament. Bob Bielenberg stated that this would not be a problem during the tournament weekend. The inside concession stand will no be used, so will be available for the cards. The Board discussed whether this will set a precedent and others will follow with the same request. It was decided that the Board should set so e guide- lines to follow for future requests of this nature. Motion by Steve Wolff, request by Scott Meyer. seconded by Roberta Opheim to All in favor. Judy Gulden - Adopt A Park Program - Stillwater resident Judy Gulden presented a concept paper for an Adopt A Park Program. Tim Thomsen stated that he is currently working on such a program. He will be submitting the i formation for publication in the next newsletter. It was suggested that information also be submitted to the local papers. Tim will keep the Board informed on the progress of this program. ARENA REPORT Bob reported that there are two weeks left in the season. The C Squirt Tournament is this weekend; high school hockey is almost done; Mahtomedi has a tournament scheduled the first weekend in March. 1 e stillwater Parks and Recreation Board February 22, 1993 Bob reported that the City Attorney approved the reques by the high school hockey coach to buy summer ice time. OUTDOOR RINKS Tim reported that the rinks are still open. PARK FUNDING Rich Cummings reported that he is interested in formali ing the process of dedicating money for parks by developers. H will be discussing this process with the City's Finance Direc or, and also looking at combining several small trusts adminis ered by the City into one trust for funding of parks. He is also looking into other sources of revenue. Roberta Opheim reported that there are ISTEA funds available and MNDot is accepting applications for project funding. e UNFINISHED BUSINESS Fiqure Skatinq Proqram - Renee Sorenson, skating instructor at the arena, met Board to discuss the skaing program. Roberta reported has discussed this with the School District's Community Program, and they are willing to take the registration skating lessons. The Board discussed this and determ'ned that it would be preferrable to keep it open to all skaters this time. As the program grows, ice time could be bo for targeted levels of skaters. Michelle Roettger presented a press release she prep red for publicizing the skating program. She asked for approva of the last paragraph which states that the funds collected will be reinvested in the arena for eventually providing skate r_ntal at the arena. Michelle asked about VAA input on the Benson Addition pa k plan. It was suggested that Ann be asked at next month's meeting about the process of obtaining recommendations. Mike reported that he checked on the possibility of a tax on drinks to be dedicated to parks. There are already new taxes being considered. Rich reported that Oak Glen's bonds are in default and there is a possibility that the City would be taking over the golf course. This would be a possible source of revenue for parks. The City Council will be considering this. NEXT MEETING The next meeting is scheduled for Mon., March 22, 1993 at 7 p.m. Motion by steve Wolff, seconded by Del Peterson to adjourn the meeting at 8:45 p.m. All in favor.
