Adjournment. , CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612-439-6 21 e MINUTES STILLWATER PARKS AND RECREATION BOARD MEETING March 24, 1992 MEMBERS PRESENT: Wayne Wohlers, Douglas Hartman, Stev Rob McGarry, Ken Meister, and Robert Joyce, Opheim MEMBERS ABSENT: Jim Gannon, David Junker, Alan Liehr, Tom Lillesve, and Mike Polehna ALSO PRESENT: Bob Bielenberg and Tim Thomsen Chairman Wohlers called the meeting to order at 7:10 p.m. APPROVAL OF MINUTES Motion by Rob McGarry, seconded by steve Joyce to a prove the minutes of the meeting of February 25, 1992, as submitted. All in favor. OLD BUSINESS e The Chairman read a letter from the st. Croix Area regarding their campaign kick-off scheduled for Septe Lowell Park and their concern that a large fee will for use of the park. Way Tim Thomsen discussed his proposal for an damage deposit and fee for exclusive use of the park. His 0 ly concern is with Lumberjack Days and the art fairs which use the park for two or more days. The booths and the number of people cause more wear and tear on the park. There would not be a ch rge for a one-day event such as the United Way kick-off. Tim's suggestion is for a $500 deposit, $100 of which will be returned if there is no damage. In the past, the City has paid $200 for four satellites (four additional satellites are rented by the event organizers) and also for the reseeding, sodding, and new flowers after the event, at an approximate cost of $200. Under the new proposal, the City would break even with the $400 fee. e Roberta Opheim stated that the City does benefit from the events because of the number of people town. The question is, how much is it worth to the City and can the City afford it. The extra police expense is also City. She also stated that most of the money made from the events goes back into the cost of advertising, and the Chamber of Commerce gets any net profit. Wayne Wohlers suggested that the event sponsors rent all satellites themselves, and the City could charge a fee of eight $200 1 e stillwater Parks and Recreation Board March 24, 1992 plus a $100 damage deposit. After further discussion, it was decided to ask for input from the Chamber, as that is the only group to be affected y the fee. The secretary was directed to send a letter to T m O'Brien inviting him to the Board's next meeting to discuss the matter. WASHINGTON SCHOOL PARK Judy Gulden and Rick wente met with the Board to discuss the Washington School property. They stated that the Scho 1 District wants to sell that property and the neighboring property owners wish to keep it as a neighborhood park. They are sking for support from the City in their efforts to have the property dedicated as a park. SALE OF NECKLACES IN LOWELL PARK Wayne Wohlers reported that David Rochlin has again permission to sell glow necklaces in Lowell Park on th July. Last year Mr. Rochlin was granted a peddlers per the necklaces, and he employed a youth group fr Lutheran Church to sell the necklaces for him. Wayne last year he was not in favor of granting the permit, Mr. Rochlin followed all the rules, he would be in granting him a permit this year. Mr. Rochlin paid $ permit last year, and the youth group made $250 for s necklaces. Motion by Roberta Opheim, seconded by Rob McGarry to r the City Council that David Rochlin be granted a peddl for the Fourth of July, because of the positive expe year. The Board agreed that the City should take a firmer sta d against peddlers. Motion by Roberta Opheim, seconded by Rob McGarry 0 send a letter to the City Council with a copy to the Police epartment, recommending that no commercial activity take place in the parks unless the proper steps have been taken, including per its, etc., and that the Police strictly enforce the policy. He also reported that the arena made $6512 from the and junior varsity games played at the arena. Every money. Lily Lake igh School The Board game. loss of field and The Board e TIM THOMSEN'S REPORT Tim reported that the Chamber has requested Lowell Park for Lumberjack Days for July 9th through the 12th plus s t up and tear down. 3 e stillwater Parks and Recreation Board March 24, 1992 Tim also reported that Community Education has re uested to reserve the Croixwood Tennis Courts from 9 a.m. to noon on Tuesdays and Thursdays; and the Lily Lake courts from 1 to 4 p.m. from July 7 through August 13 for tennis lessons. The Board questioned if this would cause any complaints fro citizens wishing to use the courts. Tim stated that there should be no problem with reserving the Croixwood courts in the mor ing. Motion by steve Joyce, seconded by Ken Meister to a prove the times requested for use of the Lily Lake and Croixw Tennis Courts, on a one-year trial basis. All in favor. Tim reported on a request from an organization called "Teen Rescue" to hold a concert in the Pioneer Park bandshell on Sunday, June 14. As no one was familiar with the or anization, the Board asked Tim to inquire further and to check the references to confirm that this is a legitimate non-profit group. Motion by Roberta Opheim, seconded by Rob McGarry to approve the date as requested, unless Tim finds there is any problem.
