CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612-439-6 21 e MINUTES STILLWATER PARKS AND RECREATION BOARD MEETING September 24, 1991 MEMBERS PRESENT: Wayne Wohlers, Jim Gannon, Douglas H Steve Joyce, David Junker, Tom Lille McGarry (arrived at 7:20), Robe (7:45), and Mike Polehna (7:45) MEMBERS ABSENT: Alan Liehr ALSO PRESENT: Bob Bielenberg Chairman Wohlers called the meeting to order at 7:00 p.m. APPROVAL OF MINUTES Motion by Douglas Hartman to approve the minutes of May 28, 1991. Seconded by Steve Joyce. All in HOCKEY BIDS e Chairman Wohlers informed the Board that the City Cou to increase ice arena rental fees by $5.00 per hour, $80. The Board reviewed figures prepared by Ice Are Bielenberg which showed that the $5 per hour increase to a 6.7% increase. Mr. Bealieu stated that his hockey chool has tried to promote the Stillwater area, has used the arena in a responsible manner, and has added income to the City, along with the revenues gained from concessions. The Board determined that, especially since the aren has been operating at a profit, the lower of the two possible increases should be recommended. Bob Bielenberg stated that the City Coordinator also recommended the lower increase. He reported that he will take the recommendation to the City ouncil on Tuesday so that bid invitations will go out next week. e Motion by Tom Lillesve to approve the 6.7% increase to a minimum bid of $12,270 for summer hockey rental. She stated that she was not p the meeting when the vote was taken, but her underst that the Lily Lake Complex is losing revenue and the a source of increasing the revenue. Bob Bielenberg esti the complex lost $11,000 last year. The Board felt tha not be fair for the hockey player to subsidize the re complex. The discussion concluded with a decision to letter to the City Council asking for a workshop s discuss this issue. NEW FISHING DOCK Wayne informed the Board that the old fishing pier wa this summer because of its poor condition. A bid was and accepted from the State Prison to build a new $18,000. The City solicited a donation from the Marga Foundation to help fund the new dock, and the responded with a donation of $18,000 to completely pay dock. A plaque has been ordered for the dock in appre the Margaret Rivers Foundation. Tim received a call from Joan Travers requesting Lowell Park be reserved on May 16 & 17 and October 3 & 4 for the 1992 Art Fairs. Bob reported that a two-story storage room has been bui t at the south end of the arena. e Bob reviewed proposed salary increases for arena worke 1991-92 season. Motion by Rob McGarry, seconded by S to recommend the increase to $4.25 for concession worke for skate guards, and $5.30 for Zamboni operato incremental increases each year ending at six y concession and skate guards and seven years for operators.
