CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612-439- 121 e MINUTES STILLWATER PARKS AND RECREATION BOARD MEETING May 28, 1991 (1 MEMBERS PRESENT: Wayne Wohlers, Dick Blekum, Jim Gannon, Douglas Hartman, David Junker, Al Liehr, Tom Lillesve, Roberta opheim, and Mike polehna MEMBERS ABSENT: Steve Joyce, Rob McGarry ALSO PRESENT: Bob Bielenberg and Tim Thomsen APPROVAL OF MINUTES Motion by A. Liehr, seconded by D. Hartman to approve th minutes of the meeting of April 23, 1991. All in favor. TASTE OF THE VALLEY No representative was present at the meeting. e ANTIQUE BOAT SHOW Carmen and Jeanie Craig met with the Board to discuss th Antique Boat Show scheduled for July 13 and 14 in Lowell Pa k. The Craigs plan on 44 boats, the Afton Rowing Group, and car boats. The Board gave its approval. SALE OF GLOW NECKLACES IN LOWELL PARK ON JULY 4 David Rochlin met with the Board to request permission glow necklaces in Lowell Park before the fireworks on th of July. Mr. Rochlin stated that the police depart already done a background check. He and his employees the necklaces for approximately one hour before the begin. He carries a $1 million liability insurance po worker's compensation insurance. The City is requiring person peddlers fee. Mr. Rochlin was asked if this was a personal venture. Blekum stated that in the past, peddlers have not bee allowed in the City parks. The City's policy is that public pr perty is not to be used for private income. (The two art fairs ave been grand fathered in). The Board although discussed the request at length and determin they respect Mr. Rochlin for going thro 1 that, the e stillwater Parks and Recreation Board May 28, 1991 permitting process, it would be difficult to grant one request without receiving a greater number of requests next year. It was determined that City policy should be followed, but that a non- profit organization could be allowed to sell the necklaces as a fundraiser. Motion by D. Blekum to approve the sale of necklaces in Park if run through a community non-profit organization fundraising event. J. Gannon seconded. Motion carried 4-3. Lowell as a UNITED WAY KICK-OFF CAMPAIGN Jennifer Schlagenhoff, publicity chairman for the st. Croix Area United Way Campaign, met with the Board to discuss the kick-off campaign scheduled for Saturday, September 7, in Lowell Park. The event is call "Hands Across the Bridge" and will run from 10 a.m. to 2 or 3 p.m. There will be a band in the park, food, children's games, and booths handing out educational terial from the United Way agencies. Any profits will go to th United Way. e Motion by A. Liehr to approve the United Way Campaign event in Lowell Park contingent upon the signing of the contract for use of the parks. Seconded by M. Polehna. favor. ick-off City's All in OLD BUSINESS Tim Thomsen reported that Scott Schmidt has been Assistant Manager of the Lily Lake Complex, with a probationary period. hi ed as six-month MCKUSICK LAKE WALKING PATH Community Development Director Steve Russell met with th Board to discuss a new subdivision by McKusick Lake. The City requires a park dedication or fee in lieu of park land for new developments. Steve stated that the City could ask for an easement to continue the walking path around McKusick La e or it could ask for an outlot for a park. He asked the Boar which option it would recommend. Stillwater Parks and Recreation Board May 28, 1991 He also reported that the Stillwater Elks have donated $ ,000 to be used for lawn care equipment or playground equipme t. The Board agreed that Tim should use the funds at his discret'on for the purposes stated. NEW BUSINESS The Board discussed whether there should be a meeting in to discuss budget items. It was determined that Tim sh the budget together for next year, but that the Board discuss possibl~ sp~cial projects in February or March for inclusion in the next year's budget.
