CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612-439- 121 e MINUTES STILLWATER PARKS AND RECREATION BOARD MEETING February 26, 1991 MEMBERS PRESENT: Wayne wohlers, Dick Blekum, Douglas H David Junker, Steve Joyce, Mike Poleh Gary Funke for Roberta Opheim MEMBERS ABSENT: Jim Gannon, Alan Liehr, Tom Lammers, eting of Motion ALSO PRESENT: Tim Thomsen and Bob Bielenberg Chairman Wohlers called the meeting to order at 7:00 p. . APPROVAL OF MINUTES Motion by David Junker to approve the minutes of January 22, 1991 as submitted. Seconded by Dick carried. Mr. Blekum suggested that concerts the north side of the park occassionally. Mike Polehna made a motion to recommend approval of up concerts per year in Lowell Park. Mr. Thomsen reported building inspector has informed him that if any changes are made to the restrooms, it would then have handicapped accessible. This led to discussion with Mr. Funke of the City's objective to reduce comp time for exempt employees. It was suggest d that if an assistant manager was hired for the arena, Mr. Bi lenberg's need for comp time would be reduced. Dick Blekum made a motion that the Park and Recreation Board recommend that the City Council employ Scott Schmidt as assistant manager at the Arena, and to authorize Tim Thomsen and Bob Bielenberg to prepare a proposal for the City Cou cil with figures indicating how this action would eliminate the manager's comp time and how it would save on part-time salari s. There was discussion regarding the lights for the outside of the Arena. The budget request for this item was for $5,000, but only $2,500 was approved. Mr. Blekum also City Council Mr. Thomsen reported that there is a new light on the pole at Northland Park. The problem with the Arena attendant 'use of offensive language has been taken care of. The outd or rinks have been closed due to the weather, but they will continue to be cleared off as long as there is ice. NEW BUSINESS There was discussion regarding changing the status of a the Board to an honorary member, whose presence woul required for a quorum, but would have voting privil present. This action would leave an opening for the appoint an active member. e Motion by Dick Blekum that the Parks and appoint Tom Lammers as an honorary member of Polehna seconded. Motion carried. Mr. Wohlers reported that the American Legion has dona ed $1,600 to the Parks Department for maintenance and equipm nt. Mr. Thomsen would like to purchase two or three lawmowers with the money, but is waiting for a letter from the Americ n Legion detailing what the money is designated for. NEXT MEETING The next meeting of the Park and Recreation Board is set for Tuesday, March 26, at 7:00 p.m. at the Parks Building.
