CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612-439-6 21 e e e MINUTES STILLWATER PARKS AND RECREATION BOARD MEETING April 25, 1990 MEMBERS PRESENT: Wayne Wohlers, Douglas Hartman, David Junker, Rob McGarry, and Mike Polehna , MEMBERS ABSENT: Jim Gannon, Steve Joyce, Tom Lammer, Alan Liehr, Roberta Opheim, and Tom Thores n ALSO PRESENT: Dick Blekum and Bob Bielenberg Chairman Wohlers called the meeting to order at 7:10 p.m. APPROVAL OF MINUTES Motion by Mike Polehna, seconded by David Junker to ap rove the minutes of the March 27 meeting as submitted. All in fa or. CONCERTS IN LOWELL PARK Lynn Bertalmio from the Downtown Council was present to proposal for holding concerts in Lowell Park each evening in August. Lynn explained that this is an eff Downtown Council to bring residents downtown, and als the tourists something to do after having dinner downto Blekum reported that there would be no conflict with ot on those dates. He also suggested closing the levy roa bridge south during the concerts. The Board specified up following the concert would have to be done by the Council, and that the Downtown Council would be respo bringing in satellites for the concerts. Mr. Watson does not expect this to be a mo venture for the restaurants, but an opportunity for e the public. He hopes to make it an annual event. The Board suggested that approva on a one-year trial basis. RIVERTOWN ART FAIR e Joan Traber, represnting the Rivertown Art Fair was p discuss this year's event, scheduled for May 19 and October 6 and 7. The event will use only the south en park, but would like use of the first row of the pa (already approved by the City Council). Bob Bielenberg stated that the chains have b en removed and he will be purchasing panic bars for emergency exit only. e Mr. Bielenberg also reported that the face mask enforced, which has resulted in some lost revenue has been n hockey. SPECIAL MEETING ON APRIL 11 Dick Blekum reported on the Board's special meeting of pril 11, at which time the Board approved a proposal for an ant que boat 2 e park5 and Recreation Board Minute5 April 25, 1990 show in July at Lowell Park. The City Council has appro ed use of the parking lot for display of the boats. BALLFIELD REPORT Dick Blekum reported that he i5 hoping the Lily Lake f eld will be playable by July. Gates have been placed in the dugo t. He also reported that the parks have been cleaned up a in good shape. He read to the Board a list of events sch in the parks for the summer. NEW BUSINESS e The Board discu5sed the growing list of activities downtown this year, and whether the Board should deny a requests for events for this year. IN I.OWELL The Heritage Preservation Commission has ordered a National Registe the Stillwater Bridge. A photocopy of the plaque is attached. Thi purchased from a donation by Rivertown Restoration. Plaque for plaque was The Commission requests that the plaque be placed in Lowell Park at street entrance next to the "Lowell Park" sign. The plaque will b a free-standing post at a 90 degree position. The purpose of the meeting is to hear an individual's request to use Lowell Park for an antique boat show in July. e --
