CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612-439-6121 e e e MINUTES STILLWATER PARKS AND RECREATION BOARD MEETING December 12, 1989 MEMBERS PRESENT: Wayne Wohlers, Jim Gannon, David Junke , Steve Joyce, Tom Lammers, and Roberta Opheim MEMBERS ABSENT: Alan Liehr, Rob McGarry, Susan Supina, and Tom Thoreson ALSO PRESENT: Dick Blekum and Bob Bielenberg OTHERS: Steve Russell, Community Development D rector Chairman Wohlers called the meeting to order at 7:10 p.m.. APPROVAL OF MINUTES Motion by Jim Gannon, seconded by David Junker to appro e the minutes of the meeting of November 28, 1989, as submitte . All in favor. OLD BUSINESS Dick Blekum reported that the City Council supports the TRAM 250 bicycle tour across Minnesota as recommended by the Park Board. NEW BUSINESS Lily Lake Launch RamD - Dick Blekum received a letter from the DNR regarding th project proposal for Launch Ramp Improvements at Lily L DNR is requesting the City's concept plan and cost estim concrete boat launch and a canoe ramp. Dick has compl plan drawings and cost estimate which were reviewed by t Steve Russell will submit these to the DNR, and if appr work should be completed next spring. The te for a ted the e Board. ved, the ly for a be used Chairman Wohlers read a letter from the Town Clerk of st. Joseph, Wisconsin, regarding a request to use Legion Beach for a wedding. The Board determined from the letter that the City of S illwater is legally responsible for the activity at that location since it is property owned by the City. Roberta Opheim made a motion that the ~oncept of hIding a wedding at Legion Beach is an acceptable use of the roperty, depending on the City's desire to work through the legalities. 1 e e e Parks and Recreation Board December 12, 1989 Jim Gannon seconded. Motion carried 5-1. Develooment of Benson Farm - steve Russell informed the Board of a proposal to dev Benson Farm property. The developer would be required donate land from the development for a park or pay an in park fee to the City. Mr. Russell asked for the Board's regard to their preference for either a 5-8 acre park de behind the Courage Center or money for the Park Dedicati lop the o either lieu of input in elopment n Fund. The Board unanimously agreed that a new park would be more desirable. A motion was made by David Junker that the Board would like the park dedication to be in the form of land, not money, and that it be usable land, not greenbelt type, and that it be fronted at least on one side (preferably on two sides) by public thoroughfare. Seconded by Steve Joyce. All in favor. Mr. Russell will bring back a design for the Board's reviewal when it is received. Mr. Russell also informed the Board the the Downtown PIa shows extension of Lowell Park going north. The City has rec ived a State grant of $200,000 to purchase Mulberry Point, but eeds to match that grant with $200,000. If purchased, Mulberry Point will be eventually converted to park land. ARENA REPORT Bob Bielenberg reported that the first of three home g mes is scheduled for Tuesday. He was informed by the City Finance Director that SprOng and Summer Hockey fees can remain the same as last year. Motion by Steve Joyce to accept the bids for Summer Hock y for a mlnlmum of $11,500 plus tax, and for Spring Hockey for a minimum of $75 an hour plus tax. Seconded by David Junker. All in favor. ADDITIONAL NEW BUSINESS Dick Blekum reported that the crews have started flood'ng the skating rinks last week and the rinks and warming houses ill be open by Friday, December 15.
