MINUTES
STILLWATER RECREATION COMMISSION MEETING
MAY 20. 1987
Members Present: Roberta Opheim, Tom Farrell, Linda Kluy, John Bens nand
Wayne Wohlers.
Also Present: Dick Blekum, Bob Bielenberg and Dave Magnuson.
The meeting was called to order at 7:00 P.M.
The minutes of the April 22, 1987 meeting were amended under New Ball Park on
Myrtle street. It now reads: A Public Hearing was held and attended b several
residents of the area. The Recreation Commission has recommended tha the City
Council notify the area neighbors of any further plans for this site, lights
and etc. It is also recommended that the citizens should contact the School
District who is in charge of this area.
Also under Beach and Arena Report it should read Duane Nelson made a motion
that the weekly check of air quality is to be posted.
. ARENA FEES
A motion was made to keep the arena fees at the same rate for the ne t 87/88
season, seconded by John Benson. Approved.
APPROVAL OF MINUTES
NEW RECREATION AND PARKS ORDINANCE
Wayne Wohlers made a motion to accept the new Recreation and Parks rdinance
as written by David Magnuson, seconded by John Benson. Approved.
NEXT MEETING
The next meeting will be held on Wednesday, August 19, 1987. An age da will be
mailed out in August.
ADJOURNMENT
The meeting adjourned at 8:45 P.M.

AN ORDINANCE ESTABLISHING A JOINT PARKS
AND RECREATION BOARD AND DEFINING ITS POWERS
AND DUTIES BY ENACTING CHAPTER 48.00 OF THE
STILLWATER CITY CODE ENTITLED
"PARKS AND RECREATION BOARD"
The city council of Stillwater ordains~

Subd. 1. Establishment and
Composition of Board. There is
hereby created a parks and
recreation board for the City
of Stillwater; pursuant to the
authority given by Minnesota
Statutes, Sections 471.15 to
471.19 under which the power of
the city to operate a program
of recreation and to manage its
parks may be delegated to such
a board. The board shall
consist of eleven members,
composed as follows: one
member of the city council
appointed by the city cQuncil,
the seven members of the
recre~tion commission that is
being abolished by this
ordinance and the three members
of the park board that is being
abolished by this ordinance.
All members shall be citizens
of the city. Of the citizen
members appointed, five as
designated by the city council
shall serve for the term ending
January 1, 1987 and the other
six as designated by the city
council shall serve for a term
ending January 1, 1988.
Thereafter the citizen members
shall be appointed by the city
council for terms of two years.
Both original and successive
appointees shall serve until
their successors are appointed
and qualified. A vacancy shall
be filled for the unexpired
portion of the term. A vacancy
may be declared by the board in
any case where a member is
absent without cause at four
consecutive meetings. Members

Subd. 6. Financial Report.
The board shall as soon as
possible after ~he end of each
fiscal year, prepare and
present to the ~ity council, a
comp:rehensive annual report of
its activities and finances.
Subd. 7. Appeal. Any person
aggrieved by a ~ecision of the
Parks and Recreation Board
shall have the right to have
the matter heard by the city
council. If no notice of
appeal is filed, in writing,
with the city clerk within (7)
days of the Parks and
Recr.eation Board decision it
shall be final.

date of this ordinance, Section
