RESOLUTION NO. 96- 85 ADOPTING THE INTERIM WATERFRONT USAGE POLICY FOR 1996 Whereas, commercial boating activity, if not limited, will further compound traffic and parking problems in the CBD; and Whereas, the condition of the levee is in a deteriorated state and may be unsafe for the docking of commercial vessels; and Whereas, the Corp of Engineers will be reconstructing portions of the levee during 1996. Now, Therefore, Be It Resolved, by the Stillwater City Council: 1. That no additional docks be constructed on either public or private property adjacent to the S1. Croix River; and 2. That no wharfage permits be issued by the City for the calendar year 1996; and 3. That the public waterfront in the City be used for short-term docking of transient boats only until construction activity begins on the levee; and 4. That the fees charged for existing wharfage and docking permits should be reviewed annually and based, to the extent possible, upon the impact of the commercial operator's business on the downtown area, including the extent to which parking places are used by customers of the commercial operators.
