Monday, September 17, 2001 11:13 AM To: Klayton Eckles SubJect: Response to Park1ng Ord1nance Letter Dear Mr Eckles, 4IIlast week, I rece1ved from you a letter descr1b1ng a proposal to change the park1ng ord1nance 1n my ne1ghborhood. The proposal called for a year-round rule that would allow park1ng on the even-numbered slde of the street on even-numbered days of the month, and on the odd-numbered slde of the street on odd-numbered days of the month. Rec1p1ents of the letter were 1nv1ted to contact you w1th comments or quest1ons, or to attend the C1ty counc1l meet1ng that lS scheduled for tomorrow night Because I may be unable to attend the meet1ng, I am e-ma1l1ng my response to you. I'd llke to V01ce my stong op1n1on that park1ng regulat10ns 1n my ne1ghborhood should rema1n as they are. I llve in the L1berty on the Lake ne1ghborhood, where roads are narrower than the norm. Present regulat10ns proh1b1t park1ng on one slde of each street year-round. Th1S regulat10n 1S stra1ghtforward, unamb1gous, easy to comply w1th, and easy to enforce. Because the streets 1n my ne1ghborhood are narrow, 1t 1S absolutely v1tal that veh1cles are not parked on both sldes of a street. The proposed rule 1S so confus1ng that 1t would be certa1n to result 1n poor compl1ance and obstucted streets. For the sake of publ1C safety, please cons1der reta1n1ng the present park1ng regulat10ns 1n my ne1ghborhood, w1th appropr1ate slgn1ng and aggress1ve enforcement Thank you, Burr Baldw1n 215 Rutherford Road St1llwater, MN 55082 .m: 651-351-9695 k: 651-766-2769 1 September 18,2001 . Subject Change m parkmg regulattons for Liberty Dear Mr Eckles and Stillwater City ColmCll Members" Thank you very much for your notice regarding your meetmg tomght. which IS to deal With possible park:mg, changes m my ne1gbborhood. I am a resident of Liberty and I lIve on the square where the gazebo IS located. I also.JUSt bad to call 911 last week because my house smoke detectors were going off and we smelt smoke COlIlUlg from our basement, tins was about 5 30 PM last Tues Sept. 11th So your Issues are fresh m my mmdl! I've called some rL my netghbors, our Land Office and you to try and understand what IS bemg proposed, (I got your VOIce mad and talked to your admmistrative assistant I will try you agam today) I am wondenng If the events rL last week have taken our focus away from our dally bves because many people said they haven't bad a ehance to read your letter over more carefully I thmk that parkmg in Liberty IS an unportant Issue that Will and does affect us and I hope that my letter will rmse some thought provoking questions to you and the counc1l If I understand the letter correctly, the facts are Liberty has built their streets narrower than normal to slow traffie and to make It pedestnan fnendly, wlueh I will melude, IS to also keep It safer for our c1uldren, of wlueh Liberty IS loaded wrth. The Frre Quef has concerns about the Width rL the streets and their access to the 1le1ghborhood. . If I understand the proposal It IS Enforce the Nov 1 to ApnlI snow removal parkmg roles throughout the entire year Patk:mg will be allowed on BOI'H Sides of the streets from 7pm to nndnigbt Here are my questions If the streets are NARROW and parkmg IS allowed on BOI'H Sides of the street at ANY tnne eX the day or mgbt, no car, let alone an emmgency veluc1e, will be able to get through. From 7pm to nndmgbt, the roads will be blocked for residents and for emergency velueles, guaranteed. The roads are currently wide enough to allow cars to park on only ONE Side at a time I know tins because I'm loolang out my wmdow and I see a car parked m front rL my house and there is no way two cars can park on either S1de and for a thud car to pass through. L1V1ng on the square, I can state that we get a LOr d. people parkmg at the playground and on the walkmg path area, people who do not bYe here yet follow the current parkmg S1g11S If those SlgDS are down they will be parkmg on all Sides eX the streets at all tunes of the day and I as a homeowner will be trapped and won't be able to get out eX Liberty It would also pose a huge safety hazard for emmgency vehicles I also do not want to take It upon myself to be shoutmg at people what the date IS and that they have to move. I also don't expect that you have a lot d. staff that will then have to be patrollmg our netghborhood to give tickets, even If you do, I'm st1l1 stuck m my dnveway unt1l they move their car. If they are down at the lake, no emergency veluc1e will be able to get througb. I can only assume that this scenano would be played out all over Liberty because of our narrow streets . I can understand why the Nov to April parking roles apply to the snow plows, so that they can plow both sides d. the streets I can't figure out why they would apply to emergency veluc1es. They don't --- need to get to alternate 81des cI the street; they Just need to get through. Regardless of what 81de the no parkmg IS on, the street IS only so Wide and 'X" amount of feet will be left for them to pass . through. EIther they are passmg through to the nght or to the left cI the parked car, on an even or an odd day, the streets sttll only so Wide Agam, I see how this helps a snow plow, but I see It only confustng rest.dents and especial1y non resl(:Jents. We are still a new netghborhood and we get a lot cI traffic through here, espectally on weekends when we are all home and our chtIdren are out playmg m ~ btkes, scootersandsuch . ;\Opti,{\LI~ ~~'.7 ~ ~VwIt~ t'h roAA~ 0.-. .*:L VW\~~"\~~,eu'~~ <;..,d/wc",f}> J.. Q50~IIM(.. ,'+ 17 eL f Which bnngs me to my last question, which IS also a concern If I'm correct, and I wtll take a drive ~(l'~ H\ 0 around to confirm my understandmg, I beheve that currently parkmg IS allowed on the 81des cI the haw (~ _ streets that 00 Nor have the pedestnan side walks. I know that on the square, there are 81dewa1ks on ~ ~> M. both 81des cI the street and parkmg IS allowed on the 81de AWAY from the homes In the case cI the square I am able to SEE my children and make sure they CROSS the street safely If cars were to park dtrect1y m front cI our house they would restrict my View and I \WDld not be able to ensme the safety of my chtldren Also If my chtldren were playing on the 81dewalk in front of our house, which they use more often to go to acljacent netgbbors homes, and happen to nm mto the street, an on commg car would see them because the cars are parked away from the homes Agam, we get a lot cI outstde people here and havtng them park on the PARK 81de helps to keep them off my property and away from my cht1dren. One cI the most unexpected and uncomfortable results cI us bmldmg here has been the amount cI people that park m front cI our home to '100k and take photos" at all times of the day and mgbt Regardless If there IS a Parade c1Homes or not. (We are not a parade home) they are relentless and very rude. The further I can keep them away from my front yard the betterll So, please CODSIder leavmg the current parkmg stgDS in force at least around the square It IS at this tune the most frequented part of the netghborhood, espectally With the canoe racks. walkmg path access and play ground And as more people chscover Hentage Park, more pubhc events may be scheduled there I can't speak for the other restdents, but It IS my beltef that havIng the parkIng on the 81de AWAY from the PEDISI'RIAN walkways IS safer for our cluldren. It Just seems obvious that they wtll be SEEN by passmg motonsts Not all motonsts are slowed down by the narrow streets, not all motorists, whtch amazes me, can even follow a sunple one way 81gn that IS posted TWICE around the square They are too busy lookmg at all the houses and the netgbborhood. I have no Idea when this spectator traffic will stop, but for now It IS a huge safety concern, let alone the construction traffic With workers speeding through here every mommg as our chtIdren are on the 81dewa1ks gomg to and from school And if an emergency vehtcle IS m a hurry to reach a resident they at the very least can be assured that they can SEE the sidewalks, because the cars are parked on the oppostte SIde, and they can SEE the chtIdren chasing them up the street on the S1dewalk where they hopefully belongll I should thmk this would help them reach thetr emergency easter and apm, they stJll have parkmg on one 81de cI the street only, With the same amount cI room to get past, repdless cI if It IS an even or odd day In our case, we called 911 around 5'30 PM when people were connng home from work and their was more traffic because of that My third grade son, went pamo-stricken running down the Sidewalks to the front c1Ltberty to wave the firetrucks to our house I was trying to control our dog and my five-year-old and get through to 911 as he went d9Ahil1g affbeheving that our house was gomg to blow up Yes we were all shaken and I was trying to get control cI where he went runmng otfto THANK GOD for SIDEWALKS and for padang AWAY from the sidewalks He could wave and shout all he wanted Mcause he knew the trucks could see bun on the 81dewalk, had there been cars parked there I fear he would have ran into the street in front of the oncommg firetruck. He was really shaken up and totally out of Ius mmd, but he was SAFE or course all the netghbor lads followed bun on the 81dewalks and I knew the truck could see them all, that was actually gomg through my mmd as I waited for the trucks and could not see my son, I knew that If he stayed on the sidewalk they could SBB bun and not IDT himll IIvht-n~ pO!'?' . You've been so kmd to hsten to my letter and to my conc:ernsll I fully support what ever you need to do for the snowplows and I also beheve that there are less pedestnans and cluldren out m the months It is m effect. I don't know If one of your issues IS how to post 81gns that the wmter roles are m effect? Could there be a type of Snow Emergency m effect Nov 1 to Apnll stgns posted? At least this way the Vl81tmg cars wtll know to ask a restdent or to follow the parlang pattern that they are encountenng on that day But . . , ,/ PLEASE take a closer look at LIberty (I cannot speak for ~nds) and PLEASE consIder what the FIre _ I~ Chtef actually needs to be able to get through here I don't thmk that a blanket effect odd even parkmg rule oIf~~ year round would serve the people that hve here or the crty m a poslttve or safe way K.eeptng the parlang / if ''1''; on the SIdes of the street away from the pedestnan SIdewalks makes so much sense. espectally gtven the trJ "rJ (JJ amount of chddren that hve here, the "spectator" traffic, the fact that we do have narrow streets, the ~ construcbon worker traffic andJust the chaos It would create by altematmg It year round We need permanent no parking SIgns in LIberty m order to manage the lugb level of outside traffic we get, there IS no way as restdents we could control daJIy, year round what SIde rI the streets these outslde cars are parkmg on. There IS also no easy way to tram our chtldren how to adapt to that dat1y parkmg issue and what the safety rules are And I have a peace rI mmd that when that fire truck does come rushmg up to MY house, the roads are narrow but clear because the cars are parked on only one SIde, my kids are SEEN on the SIdewalk and are safe I also ask that you look closely at the Idea of parkmg on BOrH SIdeS of the street at ANY tune rI the day It IS my bellef that the 7pm to nudmgbt rule does not work at all for tbts neIghborhood It's got to be a "dtfferent animal" for you to deal WIth, the narrow roads, but I thank you for your thoughtfulness m looktng mto these areas further I WIsh that I could attend tomghts meetmg, but I have a prevtous commttment that I can not break. Change m Wmter ParkIng Regulations Dear ReSIdent The purpose of this letter is to invite you to the 7 p.m, September 18, 2001 CouncIl Meeting. At thIs meetIng next Tuesday, the City CouncIl will be considering changes in the winter parking regulatIons which wIll have an effect on your parking optIons. The CIty CouncIl will be deCIdIng If the CIty'S snow emergency route deSIgnatIons should be eliminated CIty staff has recommended that all snow emergency route deSIgnatIons be elIminated. Instead, It'S recommended these streets be under the calendar parkIng regulation. Calendar parking refers to the odd/even parking requirements. If snow emergency route designation is eliminated all those people living on old snow emergency routes would be reqUIred to park on the odd SIde of the street on odd days and the even SIde of the street on even days Note that between 7 p.m. and nudnight of each day is a switch over tIme when vehicles can be parked on both sides. . This proposed change has come about for a number of reasons. FIrSt, the CIty does not announce snow emergencies nor do we announce the end of these snow emergencies This can result in confusion as to when snow emergency regulatIons apply to the snow emergency routes. This confusion has caused difficulties for proper plowing operations, dIfficulty removing and hauling out snow, and made it dIfficult to enforce and regulate a confusmg ordinance. The vast majority of the CIty is already under an odd/even parking regulation. This proposed change would make it less confusing and improve the City's efficiency in removmg snow. If you have questions or comments concerning this issue, you can address them to me and I wIll present them to the City Council or you're welcome to attend the 7 p.m meeting next Tuesday, September 18, 2001. 7~~ Klayton Eckles DIrector of Public Works . The CIty CouncIl wIll be consIdenng a modIficatIon that would enact an odd/even parkIng regulation throughout the course of a calendar year. ThIs would result in parking on the odd number SIde of the street during odd days and the even SIde of the street dunng even numbered days with parking allowed on both SIdes of the street from 7 p.m. to nudmght. The current CIty ordinance puts odd/even parking controls into effect from November 1 through Apnl 1 Therefore, the only proposed change would be to put thIs mto effect throughout the entIre year. ThIs change would also result m the removal a number of no parking SIgnS that are currently m place in the neIghborhood. ThIS proposed change has been brought forth due to concerns from the Fire Department regardIng access to the neIghborhood. As you are certainly aware the streets in the LIberty/Legends neIghborhoods have been constructed to a narrower sectIon than is typICal. ThIs narrow street deSIgn has been put mto place to slow down traffic and generally make neighborhoods frIendly to pedestrIans When this change was made,_we dId antIcipate the pOSSIbIlIty of potentIal special parking control regulatIons. Based on the _ expenence of the past three years and the concern raised by the FIre ChIef, staff is proposmg this change If you have any questIons or concerns regarding thIs proposed ordmance change, please feel free to contact me or mail me a letter whIch I could present to the CIty Council. The City of Stillwater, like most metropolitan communities, has experienced an ext.reIne . shortage of affordable housing, Reccntly~ the Washington County Housing and Redevelopment Authority acquired a number of scattered site sinale-family units to be used as low-income rental housing in Washington County. Of the 60 units allocated to Washington County only 5 were scheduled for acquisition in the City ofStillwatcr. Those 5 UDits have now been withdrawn. It has come to my attention that there is a possibility of more units bcU1g available for acquisition within Washington County if the WasllillgtOD County HRA or the Metropolitan Council would agree to admh'.;9ter aud own the housina. The City of Stillwater would like to see the 5 UD1lS originally planned replaced and an additional! 0 units acquiml. Mm 443 Dear Mayor Kimble and City CouncIl Members' The matter of the latest study on the WashIngton Cy Sheriffs Tower IS tentatively scheduled for your next CIty CouncIl Meeting Qwest WIreless, LLC (Qwest) would lIke to propose a collocatIon of a Personal Commumcations System (PCS) antenna on the WashIngton Cy Shenffs tower located Within the Willard Street Water Tower Compound. We have been tryIng to locate an antenna to proVIde coverage to that area of StIllwater SInce February of 2000. After testIng several sites in StIllwater, it has been determmed that the Shenffs tower site Will provide the best coverage for our system. . WhIle the water tower Itself IS a preferred location under the zomng code, it is the policy of the water department not to allow antenna placement on the tower. CollocatIon on existmg towers is also preferred under the ZOnIng code and after 3 separate sets of studIes, It has been determined that space on the Shenffs tower is aVailable By locatIng on the Shenffs tower, Qwest would be able to proVIde servIce to the area without havmg to erect a new tower thus minImIZIng any adverse visual effects caused by placmg a tower m the area. However, we cannot apply for a permIt to locate on the Shenff s tower since we do not at this tIme have the permISSIon of the landlord (z e. the CIty of StIllwater) to locate at the SIte. Therefore, we are formally requestmg permIssion from the CIty to apply for a permit to locate our antenna on the Shenff s tower and our ground eqUIpment Within the water tower compound I wJll be at your CIty CouncIl Meeting to answer any questIons you may have regarding our proposal.
